I am pleased to take this opportunity to write to you on the Government’s proposals for Freeports in each of the four nations and the potential opportunities they offer for Wales.

As set out in the Welsh Conservative manifesto, the Government aims to create up to ten Freeports around the UK, including in Wales. These will be national hubs for trade, innovation and commerce, helping us form partnerships with old allies and new friends around the world. Freeports will unleash the potential of our proud historic ports, boost our efforts to promote Welsh business and exports, and will help regenerate some of our most deprived communities. They can attract new businesses, spreading jobs, investment and opportunity to towns and cities up and down the country. Any Freeport model will also ensure that the UK’s high standards with respect to security, safety, workers’ rights, and the environment will not be compromised.

On 10 February the Government published a consultation on Freeports. The Government is committed to ensuring the policy works for all of the UK and is working with the Devolved Administrations including the to make this a UK-wide offer that enables the creation of Freeports in England, Wales, Scotland and Northern Ireland. Specific locations for Freeports will be chosen according to a fair, transparent and robust bidding process.

The Government recognises that key sectors with an interest in this policy, including ports, businesses, and local Government, are presently facing disruption as a result of COVID-19. Therefore, the closing date for the consultation has been extended to 13 July to allow stakeholders affected by COVID-19 more time to submit their views. These changes will allow businesses and communities across the UK to fully engage with the consultation and ensure that the new Freeports are grounded in local needs and ambitions.
