JOKAI CHENGAMARI PP. LAND ORDINARY EARTH MINING PERMIT AREA

(FOR ORDINARY EARTH)

SUMMARY OF THE PROJECT

M/s Milan Dutta Blackberry Overseas Pvt. Ltd-Alfa Therm Ltd.(JV), with their office at Lamb Road, Latasil -781001 is planning to operate an ordinary earth quarry in the PP Land with area measuring 1.53 Hectares located at Chengamari Gaon, P.O. Jokai, P.S. Barbaruah District under Dibrugarh Range of Dibrugarh Forest Division, Dibrugarh, Assam. This Mining Permit is awarded to M/s Milan Dutta Blackberry Overseas Pvt. Ltd -Alfa Therm Ltd.(JV) for cutting, leveling and transportation of ordinary earth against the work “Build and Operate 100MT Solid Waste Processing Plant and 60MT Sanitary Landfill and Allied works at Dibrugarh” for a period of 2 (two) years, as recommended by the Director of Geology and Mining, .There is a huge amount of demand for sandgravel for construction work in Chirang District. For collection of such material Shri Ranjar Sarkar proposed to open a Sandgravel and Chips quarry at his own land, which will surely meet the demand in the district.

This Mine Permit is awarded for two years, as proposed by the competent authority, Department of Environment and Forest, Government of Assam ( See 23(4),AMMCR,2013). The location of the quarry site, as has been recommended by the Department of Environment and Forest, Government of Assam after a survey by the Range Forest Officer, Dibrugarh Range, to issue the Mining Permit in the Chengamari Village, PO: Jokai & PS: Barbaruah District : Dibrugarh Assam for extraction/collection of ordinary earth. The available mineral of the contract area i.e “sand gravel” is to be extracted following the simple open cast mining quarrying process. And the sand available is coarse to fine grained mixed with gravel of different size and shape. The minerals so available are suitable for use basically for filling purposes and other constructional work.

The proposed site is not within any protected area under Archaeological, Religious, Cultural heritage or Defense Establishments. By opening a time bound ordinary earth quarry as proposed, this area will benefitted by both direct and indirect generation of employment opportunities to the local people and thereby growth of economic activities. The total area proposed for grant of Mining Permit to M/s Milan Dutta Blackberry Overseas Pvt. Ltd Alfa Therm Ltd. (JV) at Chengamari village, Mancotta Khonikar Mouza, Jokai, Dibrugarh for extraction and leveling of ordinary earth of 1.53 Hectares. According to the applicant, it is a PP land and remained barren with no any agricultural activity for long time As per the statement mentioned in the Joint Verification Report, available area for mining is a paddy field and the total area is 1.53 hectares. It is also mentioned in JV report that the proposed mining area is 50m away from the nearby PWD road. The available mineral of the Permit area i.e. „Ordinary earth‟ is to be excavated following a simple open cast quarrying method as described elaborately in subsequent chapter.

The earth available is sandy clay. During the site visit, it is found the presence of about 15- 20% fine clay. Considering a average depth 2.7432m taken for extraction, the reserve on the PP land available for extraction can be estimated as stated below :-

The area of the mining Permit site = 1.53 hectares = 15,300 Sq.M

Maximum thickness taken for mining = 9 ft = 2.7432 m

So, the total reserve of the earth would be

= 16,300 X 2.7432 = 41,970.96 = 41,971 Cu.M

For extraction of the ordinary earth under the opencast mining method, three number of benches each of 3ft thick and 4.5ft width may be maintained as indicated in Fig. 6. Since the total period of the Mining permit would be 2 years, the reserve of mining permit area available for extraction in one year would be about : 41,971 / 2 = 20,985.5 = 20,986 Cu. Metres.

The mineable reserve of earth available for extraction in one year upto different depths is assessed as shown below :--

1 4,978 Cu.M Per Year 0.5 2,489 Cu.M Per Year Like in other mining operations, there is no cutting of trees or blasting or no endangered fauna/flora found in the area and hence the adverse impact to the surrounding environment due to operation of the mining contract will be negligible.

A progressive mining closure plan is also adopted to combat the ecology of the area. Restoration and reclamation of the voids by ordinary earth is not economically viable and hence the owner is suggested to convert the area into fishery project site and the boundary would be planted with certain plantation for control of erosion as well economically viable.

To conclude, the operation of this mining contract would help in upliftment of socio-economic scenario of the locality.
