1 Works Information

1.1 Description of Works

1.1.1 Site Location The site comprises of two locations within Goss and Tregoss Moors, Roche, , which are a designated National Nature Reserve and Site of Special Scientific Interest (SSSI). The National Grid References for the site centres are 195177E; 060029N and 196534E; 060114. Further details are provided in the Pre-Contract Health & Safety Information document.

The site locations are shown on Drawing 0200.

1.1.2 Scope of Construction Work to be Carried Out The proposed works are the construction of two pedestrian footbridge abutments and associated wing walls, realignment of the granular pedestrian footpaths and excavation and ground profiling for a new naturalised channel for the River Fal. The provision of localised damming at one of the construction sites will be required to divert the existing course of the River Fal to its new realigned route. This realigned route will form naturally along the original historic river route, between the two construction sites, as a naturalised channel. The need for construction work between the two construction sites is not anticipated.

The selection of appropriate construction techniques is the Contractor’s responsibility as will be dependent upon the Contractor’s assessment of the ground conditions and the capability and availability of plant. The works are shown on the project Drawings and are described further in the Specification.

1.1.3 Site Access and Working Areas Site access routes and working areas are shown on Drawings 0200, 0201 and 0202.

1.1.4 Constraints and Restrictions The Pre-Construction Information Document will contain details of constraints and restrictions.

1.2 Specification

1.2.1 Preamble to the Specification 1) The Specification referred to in the Tender shall be the “Civil Engineering Specification for the Water Industry (CESWI)”, 6 th Edition with the additions and variations listed below. Where the variations and additions are at conflict with CESWI, the variations and additions shall prevail. 2) Where a Clause in the Specification relates to work, goods or materials that are not required for the Works it shall be deemed not to apply. 3) Any Appendices referred to in the Specification that are not used shall be deemed not to apply. 4) The remainder of Section 1 below also forms part of the Specification.

1.2.2 Construction Locations The construction locations of the weirs and footbridge abutments shall be in accordance with the Drawings. Should the Contractor propose to alter any of these locations, approval shall be obtained from the Project Manager prior to the commencement of works.

1.2.3 Particular Specification 1.2.3.1 Access Access is required to the sites for construction of two footbridge river crossings and excavation of a new, naturalised channel for the River Fal. Site clearance will be required. Proposals have been designed wherever possible to keep all construction elements lightweight and easy to handle because of the difficulty of shipping materials across the Moors. The site contains overhead power cables, any work under these cables will be subject to height restrictions. The contractor shall take all reasonable precautions to prevent vehicles leaving and entering the site from depositing mud on the surface of the highway. Any accumulation of mud shall be removed from the highway surface immediately by the contractor. 1.2.3.2 Permissions The Contractor shall obtain all necessary permissions to enable him to undertake the works. This includes permission to access the site via routes other than directly from the public highway if required.

The contractor shall obtain approval for all temporary discharges, crossings or diversions from the Environment Agency and other appropriate bodies and shall comply in all respects to the their requirements. 1.2.3.3 Plant & Machinery Construction plant shall be kept to a minimum where practicable and tracked vehicles shall be used in preference to wheeled machinery where practicable. Selection of vehicles should consider the height of overhead power cables present on the site. Excavators shall have wide tracks and a long wheel base to reduce ground bearing pressure on the moors. Parts of the site are very wet therefore tracking across the moors shall to be kept to a minimum to avoid surface disturbance. Biodegradable oils shall be used in all plant and machinery. Approval of plant, machinery and equipment shall be obtained from the Supervisor before being brought to site. 1.2.3.4 Materials Water

Water shall be obtained from a local potable water system. Obtaining the water supply is the Contractor’s responsibility. Scour Protection

Scour protection mesh to be North American Green NAG VMax 3 C350 as provided by Salix River & Wetland Services Limited or similar approved. Scour protection is to be installed in accordance with the manufacturer’s recommendations. Gabion Baskets Gabions are to have BBA Certification recommending a design life of 60 years and are to be manufactured in an ISO9001 Certified factory. All mesh shall be manufactured from steel wire complying with BSEN 10218-2 and BSEN 10223-3 and zinc or Galfan galvanised to BSEN 10244-2 Table 3 CLASS A (245g/m2minimum for 2.7mm dia. wire), prior to weaving of the mesh. Mesh opening shall be hexagonal in shape to BSEN10223-3 (Figs 1 & 2); nominal size 80mm and joints shall be flexible and consist of one and a half full turns of wire. The mesh wire shall be 2.7mm diameter and all edges shall be reinforced during manufacture with a heavier selvedge wire not less than 3.4mm diameter. Partition panels of the same mesh specification shall be fixed during manufacture at 1 metre centres on units greater than 1.5m in length. Lacing wire for assembling the units shall be 2.2mm diameter and to the same specification.

Stone filling shall conform to BS5390 for hardness, crushing strength and resistance to weathering. The material shall be well graded, the maximum size shall not exceed two thirds of the minimum dimension of the gabion compartment or 200mm whichever is smaller and the minimum size of fill shall be not less than the size of the mesh opening. Gabions shall be assembled in accordance with the manufactures instructions. Nuts Bolts & Washers Nuts, bolts and washers are to be stainless steel, grade 316S31 complying with BS970: part 1 or BS1449: Part 2. Backfill Material

Backfill material is to be selected fill, selected from locally excavated material and shall consist of uniform readily compactable material, free from contamination, vegetable matter, building rubbish and frozen material, or materials susceptible to spontaneous combustion. Backfill shall exclude clay of liquid limit greater than 80 and/or plastic limit greater than 55, and materials of excessive moisture content. Clay lumps retained on a 75mm sieve and stones retained on a 37.4mm sieve shall be excluded from the fill material. No materials shall be placed or compacted in the earthworks during inclement weather conditions, if in the opinion of the Project Manager or the Supervisor, trafficking over compacted or un-compacted material would prove detrimental to the works. Concrete mix, placement, finishing and mortars

Concrete mix, placement, finishing and mortars are to be in accordance with CESWI. Grade C20/25 concrete is to be used if not otherwise specified.

Seed Mixes

Seed mixes for re-seeding the reinstated river banks shall be as directed by the client’s representative. 1.2.3.5 Delivery Storage & Handling of Materials Temporary compounds may need to be established to allow delivery of materials before they are transported to their final location in the works. The location of site compounds is to be agreed with the Supervisor prior to establishment. Materials may only be transported across the site in vehicles approved by the Supervisor. The site compound shall be located outside of the floodplain of the River Fal as directed by the Environment Agency. No materials including fuel or oil are to be stored within the floodplain of the River Fal. Measures are to be put in place to prevent concrete lorry washout water or water of elevated pH due to contact with concrete from entering the River Fal.

The site compound should be kept tidy with materials stored in a neat fashion. The Contractor will be responsible for removing all rubbish, materials and plant from the compound. The site compound shall not be used for any reason other than works relating to the project. The Contractor shall be responsible for ensuring the site is adequately fenced. The contractor will be responsible for checking the fencing and making good any damage without delay. All site accommodation, services and parking shall be removed upon completion of the works and the areas made good to the satisfaction of the Supervisor. Storage of materials shall be in accordance with the supplier’s specification. Materials and components should be handled in the correct manner as specified by the supplier to prevent damage or contamination. For each shipment of materials the Contractor shall provide product information and written certification of compliance from the manufacturer verifying that the materials meet the requirements of this Specification. The Contractor shall promptly remove materials not meeting this Specification from the Site and replace them with materials conforming to these requirements.

1.2.3.6 Construction Requirements Site Clearance General site clearance will be undertaken by the Employer, however should the Contractor require any further clearance in the area of the proposed works and/or route of access, it shall be undertaken as directed by the Supervisor. Excavations

For all excavations a toothless excavator bucket shall be used for the removal of any overburden until the first archaeological horizon is exposed. An opening is to be excavated in the existing bank and across the track to provide access to the proposed footbridge locations. The excavations shall be as shown on the drawings, with 1 in 2.5 max battered side slopes for dry and new river embankments. 300mm x 300mm trenches are to be excavated along the tops of the banks of the channels to allow the edges of the scour protection mats to be tied down and buried. Backfilling & Disposal of Surplus Excavated Material Surplus excavated materials can be used to build up flood defence banks where suitable and as directed by the Supervisor. Construction of embankments is to be undertaken in even 300mm layers, each compacted by tracking with the excavator as directed by the Supervisor to the design level plus 150mm to allow for settlement.

Slopes of flood defence bank and channels are to be smoothed and seeded with a prescribed seed mix as supplied by Natural England. 1.2.3.7 Site Facilities The location of the Contractor’s site offices shall be agreed with the Supervisor prior to the commencement of works.

The Contractor shall provide, maintain and remove from site upon completion of the contract one or more self contained sanitary units for the convenience of the workforce. The locations of these facilities are to be agreed with the Supervisor.

The Contractor shall ensure that no caravans, mobile campers or huts are brought to the site for use as sleeping accommodation except as may be approved by the Project Manager. The Contractor shall use his best endeavours to ensure that all workmen leave the site at the conclusion of each day.

The Contractor shall ensure that his employees maintain the site in a satisfactory state of tidiness. The Contractor shall be permitted to leave mechanical plant overnight on site. These shall be correctly parked within a designated area at the Contractor’s own risk.

1.2.4 Method Statement The Contractor shall develop the preliminary method statement submitted at tender stage into a final Method Statement, which shall include the following items:  Establishment of compound, accommodation and security measures.  Site preparation, clearance and levelling.  List of major equipment to be used.  Material and equipment storage methods and locations.  Procedures for the control of drainage, spills, wastes, etc.  Methods of access over wet or boggy ground.  Approach and construction sequences for the works.  Methods of monitoring construction, including facilities for the Supervisor to undertake and/or verify measurements.  Disposal procedures and facilities for the removal of any contaminated material and other waste materials.

 Pollution and nuisance control measures.

For the avoidance of doubt the method statement is required in sufficient detail to enable the impact of the Contractor’s proposals on the permanent works to be assessed.

1.2.5 Health & Safety The CDM Coordinator for the project is to be confirmed.

The Contractor shall undertake the role of Principal Contractor under the Construction (Design & Management) Regulations 2007. The Pre-Construction Information is to be issued separately.

In the event of an accident the Contractor shall immediately inform the Supervisor and Project Manager and the appropriate statutory authorities and take whatever action is necessary to control, limit or minimise the event. He shall take appropriate steps to ensure that such an accident will not happen again.

1.2.6 Environmental Considerations If dewatering is required, any water discharged should be treated (e.g. via a settlement lagoon or run over an area of grass, as agreed with the Environmental Agency) prior to entering the River Fal. Oil, fuel or similar substances harmful to the environment should be stored inside a temporary bund. The temporary bund should have a capacity 10% greater than the volume stored to prevent pollution of the local area or the River Fal should a spill occur. Biodegradable oils are to be used in all machinery. The contractor shall take all practicable measures to prevent the deposition of silt or other material in, and the pollution of, or damage to, any existing watercourse, arising from his operations or vandalism.

1.2.7 Quality Control The Contractor shall maintain project quality control and quality control records. He shall perform quality control observations, measurements, and tests described in this Specification and keep appropriate records.

The Contractor shall obtain and provide copies of the Manufacturers Quality Assurance Certificates for the manufacturer of materials as agreed with the Supervisor. The Contractors as-built records shall include the following:  Manufacturers / suppliers quality assurance documentation.  As-built drawings, which show actual levels and dimensions and indicate the construction method.

 The results of any construction control testing, including records of observations, measurements and tests performed.  Construction log of daily activities including delays encountered during construction, causes of delays, locations of affected areas, extent of delays and any unusual conditions or problems encountered.

1.2.8 Completion The work to be done by the Completion Date includes all permanent work shown on the drawings, reinstatement works, removal of surplus excavated material and demobilisation of plant and the site compound.

The following reinstatement is required;  Prior to works proceeding the topsoil is stripped and stored separately  Following completion of the works any land which has been impacted by the works will be re-profiled to a standard agreed with the Supervisor (e.g. vehicle ruts and depressions removed)  Replacement of the topsoil across the working and compound area, and any other land impacted by the works.  Re-seeding or replanting as agreed with the Supervisor.

1.2.9 Completion Report Within 60 days of completing all field activities, the Contractor shall submit a Completion Report detailing any testing data, daily logs and all quality control records as specified herein. The Completion Report shall include a full set of as-built records.

The Completion Report shall include such other information as may be required to fully describe the installed works.

1.2.10 Working with Others The Employer shall be implementing an Archaeological Watching Brief throughout the duration of the works. The Contractor shall cooperate and work in coordination with the project archaeologist at all times. Upon the discovery of any specific finds or archaeological information that may affect the construction works or project programme, the Contractor shall immediately inform the Project Manager.

The Contractor shall provide free and safe pedestrian access for the Employer and his agents to any adjacent sites. Access routes crossing the site shall be clearly marked, the locations of which may be moved at any time by the Contractor to suit construction methods and programme.

1.2.11 Sub-Contracting Proposed subcontractors shall be subject to the approval of the Project Manager.

1.2.12 Title The Contractor shall have title to all surplus excavated material not used in the works and shall remove it from the Site prior to the Completion Date. However, it is not anticipated that there will be surplus material requiring removal from site.

In the event of the Drawings, Specification or information being in conflict then the Contractor must notify the Project Manager immediately in writing requesting clarification on how to proceed. Upon receipt of such request the Project Manager will instruct the Contractor within 48 hours as to how to proceed, and the Contractor will acknowledge the instruction in writing within 7 days.

2 Site Information

2.1 Status of Site Information Information is provided under this section to describe the site and its surroundings in a purely factual nature. The Contractor shall not rely on any third party interpretation of the factual data whether contained within the documents provided under this section, within the drawings or elsewhere. For the avoidance of doubt the Contractor is responsible for his own interpretation of all factual information.

2.2 Site Services Service location plans produced by the statutory providers are available separately.

The contractor shall be responsible for ensuring that appropriate investigations are undertaken prior to any excavation works. In the event of any damage to any services the contractor shall contact the Project Manager .

There are British Telecom and high voltage power cables crossing parts of the site and site access routes. Historic reports indicate that an underground National Grid gas pipeline is in the vicinity of the site; however National Grid and Wales & West have reported that they do not have any underground assets in the area that may be affected by the proposed works. Plans obtained from Wales & West also indicate that no gas plant is present at the site, however South West Water utility plans do indicate an abandoned water main is present to the south of the sites. The Principal Contractor should therefore undertake all excavations with caution as unrecorded utilities may be present on the site.

3 Appendices to the Specification

APPENDIX 1/7 - Site Extent and Limitations on Use General The extent of the Contractor’s working area and the access routes available to the Contractor are shown on the Drawings.

The Contractor must ensure and undertake that public highway and accesses outside the work site boundaries do not become fouled, damaged or obstructed by his operations.

The Contractor shall provide appropriate temporary signing, fencing, barriers or other temporary works along haul routes to effectively co-ordinate vehicular movement such that other traffic and existing landfill operations outside the Contractor’s working area are not hampered as a result of his operations.

The Contractor must ensure and undertake that safe access is available at all times to all parts of the site by relevant parties including the Employer and the Project Manager.

The operating hours for the construction works are likely to be as follows unless otherwise approved by the Project Manager: 08.00 to 18.00 Mondays to Fridays.

08.00 to 13.00 Saturdays.

No work on Bank Holidays and Sundays.

The Contractor shall not use any area outside the designated compound area for the storage of plant or materials unless otherwise approved in writing by the Project Manager. The Contractor shall be responsible for control of all water and leachate discharged from his working area. This includes collection and appropriate disposal.

Environmental Considerations Control and Drainage of Water from Site and Prevention of Pollution The Contractor is responsible for protecting all surface and groundwater arising within and entering his Working Area from silt pollution.

The Contractor is also required to prevent pollution arising from other elements of his works such as oils and chemicals. Mud The Contractor will be responsible for ensuring that the site entrance, private and public highways remain free from mud. Operatives shall be assigned this task from the start of the contract, and measures shall be taken to minimise the tracking of mud onto public roads. This operation shall be complemented from time to time by a mechanical road sweeper as necessary. Dust The Contractor shall use his best endeavours to minimise the generation of air bourne dust, and ensure that all working areas, temporary haul roads, site entrance, private and public highways remain free from dust. Nuisance to Residents The Contractor shall use his best endeavours to prevent his operations becoming a nuisance to the local residents. This includes measures to minimise the level of noise generated by the works and by associated plant and vehicles.

If, for any reason, complaints from the local residents occur, these shall be duly recorded and brought to the immediate attention of the Contractor and Project Manager

who shall agree with the Employer to review, and if appropriate, revise his working methods.

Site Security The Contractor shall be responsible for organising all security which he deems to be necessary.

Emergency Contact and Site Supervisor The Contractor shall provide the Project Manager with the name and telephone number of a person and his deputy, who can be contacted at any time during the day or night and who will be in a position to put into immediate effect any measures considered necessary by the Project Manager to ensure the safety of the Public and / or Environment. The Contractor shall provide the Project Manager with the name and telephone number of his Safety Officer in accordance with the Health and Safety at Work Act.

APPENDIX 1/9 - Control of Noise and Vibration The Contractor shall employ the best practicable means as defined in the Control of Pollution Act 1974 to minimise noise and vibration resulting from his operations. Particularly the Contractor shall ensure that all vehicles, plant and machinery used during the operations are fitted with effective exhaust silencers and that all parts of such vehicles, plant and machinery are maintained in good repair. Additionally, the engines of vehicles and plant which will be out of use for a period exceeding 15 minutes shall be turned off, or where this is impracticable, shall be throttled back to a minimum. All plant shall be fitted with white noise reversing alarms.

The Contractor shall ensure that noise from the site does not exceed the levels stipulated in the Planning permission for the site, a copy of which can be obtained from the Project Manager.

APPENDIX 1/13 - Programme of Works General The Contractor shall be required to schedule the works, inclusive of all mechanical plant and labour, resources and delivery and handling of required quantities of imported materials and goods, to ensure that the Contract is substantially completed within the contract period.

The Contractor shall provide a detailed programme which shall clearly indicate completion dates for the respective parts of the Works in accordance with the Conditions of Contract. The programme shall be provided as hard and electronic copy in the form of a Gantt chart in Microsoft Project 2007.

APPENDIX 1/14 - Monthly Statements The Contractor shall be deemed to have submitted a monthly statement or the final account in compliance with the Conditions of Contract only if such statement or final account is received through the post addressed to the Project Manager.

The Contractor shall submit three copies of his statements, one of which will be returned to him after the Project Manager has certified payment.

APPENDIX 1/16 - Privately and Publicly Owned Services and Supplies The Contractor shall satisfy himself as the exact position of statutory undertakers’ and other publicly and privately owned services or supplies affected by the Works in accordance with the requirements of the Specification for Highways Works Clause 116.

APPENDIX 1/21 - Notice Boards The Contractor shall be permitted to erect one board advertising the name of the Contractor. The size, wording, quality of material, means of erection and location shall be agreed with the Project Manager.

APPENDIX 1/23 - Substances Hazardous to Health Prior to commencement of works the Contractor shall undertake an assessment in accordance with the Control of Substances Hazardous to Health Regulations 1994 and SI 1999/437 (COSHH) which shall take account of hazardous materials (solid, liquid and gaseous) likely to be encountered within the Site. Following the COSHH assessment the Contractor shall produce a written Safety Method statement which describes in detail the manner in which the workforce (including any sub-contractors), other site personnel and the general public in the surrounding neighbourhood will be protected during the course of the works.

The Safety Method Statement shall include, but shall not be restricted to the following:  descriptions of safe working practices which will be employed to avoid or minimise contact with contaminated materials  specifications for personal protective equipment to prevent ingestion, inhalation and skin contact with contaminated materials  details of environmental monitoring to be undertaken, including a detailed specification for the equipment to be used  details of Health and Safety training undertaken by all levels of the work force  availability of specialist Health and Safety expertise either in-house or externally The Contractor shall make every effort to minimise handling of waste materials for example by limiting the use of manual excavation methods. As a minimum requirement, and subject to the COSHH assessment, all staff involved with the excavation and handling of waste materials shall wear polyester/cotton overalls, safety Wellington boots and PVC coated gloves. The Contractor shall supply and maintain adequate hygiene facilities in order that staff can, as a minimum, wash hands and face prior to meal breaks and at the end of each shift. All meal breaks shall be taken in a designated “clean” mess room / area. No smoking or naked flames shall be permitted within the site. All fugitive emissions of dust shall be minimised by judicious water spraying combined with careful handling of waste materials, e.g. during loading of lorries. All bulk storage tanks for oil, fuel or other hazardous liquids shall be surrounded with an effective bund with no surface water outlets, which is capable of holding a volume equal to 110% of the maximum storage volume. The storage tanks should be fully secured, vandal proof and equipped with a drip tray. The drip tray should be monitored on a regular basis. APPENDIX 1/25 - Contractors Staffing Levels The Contractor shall throughout the contract employ as a minimum an appropriate and adequate level of supervision at all times, particularly during construction of the bridge abutments and the gabion scour protection.

APPENDIX 1/27 - Construction (Design and Management) Regulations 2007 Pursuant to the Conditions of Contract, the Contractor shall be appointed by the Employer to undertake the role of the Principal Contractor. The Pre-Construction Information is included as part of the Contract Documents.

APPENDIX 1/28 - Health and Safety General At the commencement of the works, the Principal Contractor shall carry out a Health and Safety Induction for the Supervisor and any other of the Project Manager’s staff. The Project Manager and/or the Supervisor shall meet the Contractor before and throughout the duration of the Works, to determine that the Contractor and his sub- contractors are:  Complying with their obligations in respect of statutory requirements;  Implementing safety procedures of standards not less than those of the Employer, and  Aware of the foreseeable hazards of the works which may affect the safety of their employees, the Employer’s and Project Manager’s employees, members of the public and Environment Agency inspectors and have incorporated appropriate safety procedures in their methods of working. The Contractor is responsible for providing all sub-contractors with such information as is necessary to enable them to comply with the foregoing.

The Contractor must inform the Project Manager of all specific hazards which may arise from his proposed methods of working.

The Contractor shall provide a Safety Officer.

The Safety Officer shall be responsible for ensuring that all works comply with the Contractor's Safety Policy, and all relevant health and safety guidelines including:  HSE: Health and Safety at Work etc. Act 1974, 5 th Edition 1992.  HSE: Management of Health and Safety at Work Regulations 1992.  HSE: Personal Protective Equipment at Work Regulations 1992.  HSE: Workplace (Health, Safety and Welfare) Regulations 1992.  HSE: Manual Handling Operations Regulations 1992.  HSE: Provision and Use of Work Equipment Regulations 1992.  HSE: Confined Spaces Regulations L101, 1997.  HSE: Guidance note GS6 working around overhead electricity cables, 1991.  HSE: Guidance note HS(G)47 Avoiding dangers from underground services, 1991.  HSE: Guidance note EH 40/2002 Occupational Exposure Limits 2002.  HSE: The Construction (Design and Management) Regulations 2007.  HSE COSHH CODE of Practice: 1999.

When working in confined spaces such as trenches or other excavations all work shall be carried out in accordance with the requirements of the Health and Safety at Work Act and the relevant Health and Safety Executive Guidance. Due to the possible presence of gas on the site, all temporary offices and stores are to be suitably protected. The Contractor will provide all temporary offices and stores with electrically operated or battery operated gas detection meters.

In the event of gases or leachate being present which prevent work proceeding the Contractor shall be responsible for taking all measures necessary to achieve and maintain a safe environment prior to work commencing and during the course of construction.

The Safety Officer shall notify the Project Manager of all potential safety hazards or procedures as appropriate.

Protective Clothing and Health Precautions for Workers The Contractor shall provide all necessary protective clothing and health & safety equipment for use by site personnel and shall be responsible for ensuring that all personnel use the equipment and facilities correctly:

Special Requirements in Relation to the Environment Agency as Waste Regulatory Authority Disposal of Arisings All materials to be tipped off Site shall be removed and disposed of in a manner fully acceptable to the appropriate Planning Authority and Environment Agency.

The tipping of industrial or domestic waste shall also be to the satisfaction of Environment Agency. The Contractor must check with the relevant County Council Planning Division that the proposed site for tipping has a current Planning Permission for that use.

The Contractor shall also check with Environment Agency that the proposed site has a current and appropriate site licence for that use.

No tipping of such materials will be permitted until the Contractor has demonstrated that all permissions and licences have been obtained.
