Preface Altogether, 2007 has been another year of positive development for the Commission for Development Studies. The 2006 events on the occasion of the 25th anniversary of KEF‘s foundation, especially the gala at the Academy and the exhibition „Travelling through space and time: How science connects Ethio- pia and “ have contributed to a wider recognition of KEF. The KEF „roundtables“ on current pro- jects and on the travelling exhibition, held at Austrian universities, have provided information for students and teachers about the main concerns of KEF.

One of the highlights among the KEF PR activities in 2007 was the event co-organised with the Commission for Interdisciplinary Eco- logical Research, „Of eating and burning forests - can the energetic utilisation of biomass from forests save the world climate?“ at the Austrian Academy of Sciences. The lively panel discussion with the audience was preceded by presentations by Commission mem- bers Gerhard Glatzel (KEF) and Verena Winiwarter (KIÖS), as well as the guests from abroad Prof. Hans Papen (IMK-IFU, Garmisch- Patenkirchen) and Prof. Rudy Rabbinge (University of Wageningen, CGIAR). At first the long history of the energetic and substantial utilisation of forest biomass was presented, followed by a construction of future perspectives. Altogether, the provision of biofuels in particular has to be regarded with scepticism, since forest soils are not inexhaustible on the one hand, and since forest enterprises on the other hand generate a considerable added value through the refinement of biomass increase to industrial wood and timber. Rising energy and living costs in developing countries have dramatic consequences because the proportion of raw material prices in product prices is much higher than here and also because an increased recourse to biomass fuels leads to nutrient output and loss of soil fertility. The event had a lot of press coverage and the topicality of KEF activities was conveyed to a wide audience.

The new questions and problems give rise to a massive demand for research and Human Capacity Building in the affected countries. The Commission for Development Studies at the Austrian Academy of Sciences has set itself the task of mobilising the scientific capacity present in Austria for the sustainable strengthening of science and education in developing countries. Thanks to the commit- ment of the members of the Commission, who have complimentarily contributed their professional competence without any financial refunding by KEF and partly at a considerable expense of their spare time, and thanks to the endeavours of the staff members at the KEF office, it has been possible throughout the past year to make considerable contributions - despite the very frugal budget. This applies in particular for the KEF-funded project partnerships of Austrian researchers with their professional colleagues in developing countries.

A positive remark should be made about the fact that the current projects give rise not only to extensive project reports, but noticeably more publications in international journals, as well as presentations in front of an internatio- nal expert audience. This enjoyable trend is documented on the KEF website in the form of a list of project publications. Dissertations that have emerged from KEF projects are pu- blicly accessible in the epub-system of the Austrian Academy of Sciences. Our partners have positively responded to this possibili- ty and KEF will therefore expand this way of open access.

In terms of publications, KEF has issued two fact sheets, a study on KEF research coopera- tions with Subsaharan Africa as well as contri- butions to events. KEF has shown a great commitment for ex- ternally funded projects, which is a tough challenge for a small organisation with scarce human resources. The objective of this project is to initiate a joint reflection process and to promote the dia- logue between different initiatives by means of online discussions, information exchange, scientific articles, internet-based discussion forums and personal contact. Exchange of experience and cross-cultural learning form the basis for teachers in adult education so that the effectivity of the fight against pover- ty can be increased by emancipatory educa- tion. The superordinate objective of our work in Bangladesh is to abate the effects of malaria and of the increasing medicine resistance on the local population, thereby alleviating their poverty for the long term.

For this step, the project plans the esta- blishment of a mostly autonomous malaria research institution at the Bandarban Sa- dar Hospital in South-Eastern Bangladesh. All the activities are carried out in close co- operation with the International Centre for Diarrhoeal Disease Research, Bangladesh (ICDDR, B).

The construction of a new research labo- ratory will take place at the Bandarban Sadar Hospital. In the context of the pro- ject, the plan is to purchase basic laborato- ry equipment for the research lab, as well as to employ staff and train them in (the) handling (of) the new devices, in malaria microscopy, epidemiology and methods of lab-based resistance research. Lab proto- cols are developed and adapted to specific local requirements. The project intends to broaden the research capacities in Bang- ladesh considerably and to promote the development of an autonomous scientific infrastructure, as well as deepening the cooperation between partner institutions in Austria and Bangladesh
