SITUATION REPORT No. 8 FLOODS 2008

OVERALL SITUATION

On 25 September, the Indian Meteorological Department reported that under the influence of a low pressure area over north Bay of Bengal, fairly widespread rainfall is likely over coastal areas of Orissa and West Bengal during the next 24 hours and decrease thereafter. Current Meteorological Analysis and Numerical Weather Prediction models suggest subdued rainfall activity/mainly dry weather conditions likely over northwest, west and central during next 4-5 days. Under this scenario, the southwest monsoon is likely to withdraw from parts of northwest India during the next 2-3 days.

The situation in continues to remain grim.

According to the Central Water Commission (CWC) report dated 25 September there are 2 unprecedented, 3 Moderates and 11 Low flood situation sites (as per position at 0800 hrs). The details of unprecedented and moderate flood sites are as under:- Unprecedented flood sites: Uttar Pradesh • River Ghaghra at Elgin Bridge in Barabanki is flowing at a level of 107.20 m against the danger level of 106.07 M with a falling trend. • River Ghaghra at Ayodhya is flowing at 93.85m against the danger level of 92.73m with a steady trend.

Moderate flood sites: Assam • River Brahamputra at Dibrugarh is flowing at 104.71m against the danger level of 104.24m with a falling trend. Uttar Pradesh • River Yamuna at Mathura is flowing at 165.27m against the danger level of 165.20m with a rising trend. • River Ghaghra at Turtipar is flowing at 64.65m against the danger level of 64.01m with a rising trend.

ORISSA

On 23 September, the Home Minister made an aerial survey of the flood affected areas in Orissa. The centre announced Rs 500 crores in flood relief to the Orissa state government.

As of 24 Sept, the government response is as follows (MHA figures): • No. of persons evacuated – 420,516 • No. of relief camps opened – 877 • No. of persons accommodated in relief camps – 353,071 • No. of medical teams deployed – 267 • No. of boats deployed – 1,515 • No. of cattle in cattle camps – 61,924 • Relief has been provided to 5,895,899 people so far in the affected areas. • GR paid, if any - Rice – 69,295.29 Q, Chuda – 11,029.13 Q, Gur –1,113.00 Q & Sugar-25 kg • Food packets are being airdropped in Kendrapara, Puri, Cuttack and Jagatsinghpur districts. • Halozone tablets, ORS packets, water pouches, cattle feed and relief materials have also been distributed. • Water has started receding from the affected areas. • ODRAF and Central Industrial Security Force (CISF) teams have been engaged in rescue & evacuation operations. • 1 naval team comprising of one officer and 24 sailors continue to be deployed for relief operation at Gadarpara village on 24 Sept. • 3 MI-17 helicopters airlifted 37.45 tons of relief materials and 7 passengers in 12 sorties.

UN RESPONSE

The UN in New Delhi is holding meetings on a weekly basis on the flood situation in Bihar. On 24 September, the 6th UNDMT meeting was held on both the Bihar and Orissa flood situations and concerns from other affected states including UP was discussed. These information-sharing meetings are being attended by all UN agencies in New Delhi as well as NGOs and bilateral agencies.

BIHAR

UNDP • UNDP personnel under the GOI-UNDP Disaster Risk Management Programme continue to support the nodal dept. i.e. Dept. of Disaster Management at the state level in information collection and compilation, logistic support, operating the control room, etc. • NGO coordination for flood response is being facilitated by UNDP in association with BIPARD. • UNDP undertook two missions to affected districts in Bihar in the week of 22 September to assess the ground situation and meet with district authorities to discuss type of support needed to cope with the flood relief efforts. • UNDP will provide technical support by hiring Information Coordination Specialists and IT Facilitators to strengthen the information management and coordination mechanism under the authority of the District Magistrate.

UNFPA • UNFPA is distributing dignity kits for women and adolescent girls. The first batch of 25,000 dignity kits has reached Patna and will be sent to Supaul on 28 Sept. The complete consignment will be distributed by first week of October. • UNFPA Programme Officer from New Delhi is travelling to the district to monitor the distribution of the kits in the camps.

UNICEF • UNICEF is providing humanitarian assistance targeting 125,000 population in the five worst affected districts with current focus on health, water and sanitation and nutrition, education and child protection. UNICEF has so far directly assisted more than 110,000 population in 32 relief camps. • UNICEF’s Health, Nutrition and Water and Sanitation sectors have placed experts in worst-affected districts. In each district a focal person for coordinating UNICEF’s emergency response has been designated. • UNICEF is closely working with all the IAG member organisations and coordinating with them for ongoing mapping of camps as well as focused interventions to reduce duplication and to supplement each others effort.

Nutrition: • Severely Acute Malnourished (SAM) assessment is in progress in the five worst affected districts – Saharsa, Supaul, Araria, Purnea and Madhepura. Till date, approximated 21,000 children have been assessed. Of these, nearly 1,500 children have been found to be Severely Acute Malnourished (SAM). • The first step for treatment of SAM children, which is Appetite - Test, has been completed for 84 children in two mega camps of . Clinical examination of children who have passed the Appetite-Test is being conducted and Therapeutic Feeding will begin for those with no medical complications. • First draft of Behavioral Communication Change material developed for SAM management and pre-testing is scheduled in Saharsa this week. • Food survey has been completed in 24 camps of four districts (six camps in each district) by four ‘Diet Survey Teams’. • Vitamin A supplementation reached out to more than 30,000 children in the five worst affected districts during the last three weeks.

Water & Sanitation: • With the help of four engineers and trained community mobilizers, more than 800 hand pumps in relief camps located in five most affected districts have been chlorinated till date. UNICEF support is extended beyond identified camps for focused interventions and that includes water quality assurance through disinfection of drinking water in partnership with INGOs. • 250 water tanks have been already sent to affected districts.

• Water quality surveillance has been established in the 32 camps and chlorine level of all the hand pumps are being tested through chloroscopes on a regular basis by trained volunteers. Total of 650 chloroscopes have been supplied to affected districts so far, • 3,500 families have received bucket with mug and 1,541 families have received hygiene kits in relief camps till date. More than 1.4 million Halozone tablets have been supplied to affected districts so far. Trained volunteers of partner NGOs have already distributed more than 400,000 tablets along with relevant IEC material to affected families in 32 relief camps. • UNICEF has provided 80 bathing cubicles for women in 8 relief camps in district Madhepura and Araria till date • Meeting of all the agencies working on WASH both at state level and in district Supaul are being coordinated by UNICEF in consultation with BIPARD and Public Health and Engineering Department (PHED) on a regular basis. The last meeting was held on 22 September. • In order to reach out widely, UNICEF has developed partnership with local NGOs / INGOs (CRS, Action Aid, BRLP, PCI, Acted) and providing essential items and technical support related to water and sanitation, in order to reduce the chances of outbreak of water borne diseases. Till date, UNICEF has provided supplies along with IEC material and technical support for 35,000 people in 19 camps in district Supaul. • As a result of collaborative efforts of Health and WES sectors in terms of both providing essential supplies and awareness sessions with affected people, water borne diseases particularly diarrhea are under control in the 32 relief camps being supported by UNICEF.

Health: • The comprehensive disease surveillance and containment plan is in place for early detection and prevention of outbreaks in the worst flood affected districts. • Considering the potential threat of an outbreak of cholera, a cholera kit has been stationed at Saharsa District capable of managing 10,000 cases. UNICEF is also facilitating the circulation of technical guidelines for management of suspected cholera and coordinating for the laboratory confirmation. • Supplementary Immunization Activities for measles/ Vit A / Oral Polio Vaccination initiated in co- coordination with government. Till date 66,007 children immunized for measles; 35,321 for OPV; and 4,083 pregnant women given TT. • UNICEF is supporting maternal health services by providing Maternity tents with midwifery kits. Ten such centres have already been established in areas where displaced families are camping.110 deliveries conducted till date, • Government of Bihar has appointed one ASHA worker for every 3000 of the population in all government camps in flood affected district. UNICEF has supported this initiative by developing training materials, providing ASHA kits and also imparting training to these workers. • 200 doctors and 350 paramedical have been mobilized from by government with UNICEF providing mobility and support allowances. • A Malnutrition Treatment Centre (MTC) for management of SAM (Severe and acutely Malnourished Children) is being planned for set up in Saharsa District Hospital. The space has already been acquired and preparation of training package is underway.

Education: • Presently each flood affected district has at least 2 Sankalp district coordinators in place to assist respective district administrations in health relief measures. • UNICEF has provided technical support to district officials in setting up 208 Alternative Learning Spaces (ALS) covering about 49,219 students in 308 camps. Most of the ALS are in camps and embankments, where displaced people live. • UNICEF has distributed, 20,000 note book, 33,000 pencils, 29,000 rubbers and 29000 sharpeners in mega camps of Purnea, Saharsa, Supaul and Madhepura.

Child Protection: • Under the ‘Sambal’ programme, data collection for reunification of families has been completed in nearly 175 camps. Completed forms have been sent to Jeevika (one of the allies in this initiative) in

Patna and a team is working on matching the data so that families can be reunified. The first round of data matching is likely to be completed by this weekend. • A team of 60 volunteers have been deployed in 8 transit points to monitor trafficking. Posters developed on prevention of trafficking have been widely circulated. They are being used in camps and other transit points such as bus stations and railway stations. Anti Human Trafficking Units set up by the Police department have also been mobilized to help prevent trafficking at transit points.

Polio: • 10 districts including five most affected districts have been selected for Polio vaccination (OPV) by Transit Teams & Camp sites. Total 221 Teams used during transit activity. • Overall 217,147 children n immunized in which 187,069 children immunized by Transit teams and 30,078 children immunized in camp sites.

Programme Communication: • One NGO in four districts i.e. Araria, Supaul, Saharsa, Madhepura has been engaged for coordinated and integrated interventions in the identified camps. The NGOs are functioning through Animators who have been trained on Inter Personal Communication (IPC) and community engagement on preventive health, nutrition, hygiene, sanitation, safe water, HIV & child protection in the context of floods. • The Self Help Group network of Women Development Corporation (WDC) has been trained and equipped with materials for sustained social mobilisation interventions on precautions during & after floods emergency.

Internal and Inter-agency Coordination: • Two thematic groups (Health and Water, Sanitation & Hygiene - WASH) of NGOs have been formed at state level to ensure collaborative inter agency effort for effective delivery of flood relief work. Sectoral meetings are being held on every Monday.

WFP

A second phase of EMOP is planned from 1 October to 31 December 2008 (under approval); • Number of Beneficiaries: 250,000 • Food Tonnage: 1,653.5 metric tonnes • Total cost to WFP: Approx US$ 2,116,731 • Ration Size: 235,000 persons, including children above 2 years, women & men will receive fortified biscuits at 75g per person per day (total 1,586 MT) and 15,000 children between the ages of 6-24 months will receive Ready to Use Food for Children (RUFC) at 50g per child per day (total 67.5 MT)

WHO • WHO is working with the UN Disaster Management Team, the Union Ministry of Health and Family Welfare, and with the Bihar State Department of Health in responding to this emergency. . • WHO is continuing with its activities of disease surveillance, polio immunization and support to the government in emergency health kits and chloroscopes. WHO is monitoring medical relief and collecting information from relief camps and health centres. WHO is also training health workers in reaching out to the community on general health and sanitation issues. • WHO is planning to collaborate with VIMHANS and Darbhanga Medical College for training Community Level Workers in providing psycho-social support to affected people.

ORISSA:

The Inter Agency Group (IAG) of international agencies continues to monitor the situation on a regular basis through coordination with government departments, UN agencies, other international agencies and their local NGO partners. The 24 hours emergency control room set up at IAG functions to provide coordination and information support to the civil society.

UNDP UNDP’s DRM programme personnel have been supporting the administration at State and District levels in coordination of flood response activities, management of Emergency Operation Centres, information management, and documentation.

UNICEF • UNICEF conducted a rapid assessment in Cuttack district in which key areas of concern were identified and advocacy was done with respective government departments, appropriately. The Rapid Assessment identified the following priority areas/ needs -Disinfection and marking of tube wells; use of halozone tablets and calcium hypochlorite; family hygiene kits; shelter materials; Printing and distribution of IEC materials with key messages on water safety, sanitation and personal hygiene; Sanitation drives, especially in areas where large numbers of people are congregated. • UNICEF immediately rushed its prepositioned supplies including 1.03 million ORS; 1.1 million Halozone tablets; 62,000 H2S vials; 200 water tanks of 1500 L capacity; 1,000 Hygiene kits, and 300 drums of Calcium Hypochlorite. Shelter material – 8,900 tarpaulins and 15,000 blankets were already provided in advance to local government in the vulnerable districts. • In addition to the pre-positioned supplies, 430,000 ORS sachets from West Bengal, Chattisgarh, and Jharkhand state offices of UNICEF were delivered to government and are being further distributed to affected areas. • With UNICEF advocacy, the state government has decided to carry out measles vaccination for all children in the age group 9 months to 5 years of age irrespective of the previous immunization status. • UNICEF is planning to provide technical support in the field of health care, water and sanitation, and for monitoring and facilitating drugs logistics. • IEC & Social Mobilization – UNICEF has provided Radio spots of key heath, hygiene messages to the government which are to be broadcast from 25 September onwards.

WFP WFP has been requested by the Commissioner-cum-Secretary to Govt. of Orissa, Women & Child Development Department on 22 Sept 08 to provide Fortified Blended Food (Indiamix) in the relief camps of Cuttack, Kendrapara, Puri, Jagatsinghpur, Jaipur and Khordha Districts; • Number of Beneficiaries: 25,000 • Food Tonnage: 180 metric tones • Total cost to WFP: Approx. US$ 125,000 • Ration Size: 200g per child per day and 400g per pregnant/nursing women per day • Duration: 30 days

UTTAR PRADESH

UNDP The DPOs under the UNDP-DRM programmes are assisting district governments in the most affected districts of Bahraich, Gonda and Siddhartha Nagar in information collection and compilation.

UNICEF UNICEF is coordinating with the government authorities, at the state and district level as well as with NGOs through the Inter Agency Group (IAG). 700 trained volunteers are working in the field and providing relief support. 1 million halozone tablets have been moved to the worst affected districts. UNICEF is procuring 3,000 tarpaulin sheets to provide temporary shelter.

SPHERE INDIA & INDIAN RED CROSS SOCIETY

BIHAR Sphere India: • Coordination of Response activities in Bihar on a regular basis. • Information collection, compilation, analysis and dissemination on regular basis. • Facilitating Inter Agency Initiatives in flood response in Bihar, Orissa, Assam and other states. 10 Sit Rep –Floods – 26 September 2008

• Facilitating and promoting Unified Response Action by different humanitarian organizations & agencies in affected areas • Mapping of organizations at different levels is being facilitated by Sphere India URS process. • SITREPs, Organization Response Matrix (District wise & Sector wise presence of organizations) is regularly developed and circulated to larger community of humanitarian organizations and stakeholders. • Detailed information can be viewed at www.sphereindia.org.in/bihar%20flood.htm & www.sphereindia.org.in/sitrep.htm.

IFRC & IRCS: • Supporting in rescues, evacuations, distribution of relief supplies, basic food supplies, deployed WATSAN units, distribution of basic medicines & IEC, distribution of NFI • Established state flood control room at Patna, manned by 20 volunteers. 3 storage houses (1 for medical items and 2 for general in-kind donations). • Future plan – WATSAN, NFI, relief items, hygiene parcel etc.

Indian Red Cross Society (IRCS) – Bihar Branch: • Providing First Aid, rescue and evacuation service, awareness on preparation of Oral Re-hydration Solutions (ORS), organizing free health check-up camps and distribution of medicines. • Awareness on WATSAN and hygiene promotion through printed IEC materials. Supporting in distribution of relief kits and NFI.

ORISSA

IRCS: IRCS state branch and German Red Cross are providing support to affected populations in districts Kendrapara & Jagatsinghpur. The support is in non food items, Water & Sanitation, Psychosocial support, shelter & awareness and IEC.
