Nohoanga General Information 8 January 2019 NOHOANGA GENERAL INFORMATION HE KUPU WHAKATAKI / INTRODUCTION Nohoanga provides all Ngāi Tahu Whānui (tribal members) with an opportunity to experience the landscape as their tūpuna did, and to rekindle the traditional practices of gathering food and other natural resources. The term ‘nohoanga’ (literally meaning a place to sit) traditionally refers to the seasonal occupation sites which were an integral part of the mobile lifestyle of Ngāi Tahu Whānui as they moved around Te Waipounamu (the South Island) in pursuit of food and other natural resources. This traditional concept has been given contemporary effect as a result of the Settlement of the Ngāi Tahu Claim through the allocation of specific ‘camping’ sites to support mahinga kai activities. Under the Ngāi Tahu Claims Settlement Act 1998, Nohoanga sites are specific areas of Crown owned land adjacent to lakeshores or riverbanks and are usually one hectare in size. Ngāi Tahu Whānui have temporary, but exclusive rights to occupy these sites between the middle of August and the end of April each year. There are 72 allocated nohoanga sites within Te Wai Pounamu. Not all of these sites are currently available for use. Please check the Ngāi Tahu website (http://ngaitahu.iwi.nz/environment/nohoanga/) for information on active sites or contact 0800 NOHOANGA (0800 664-62642) or [email protected] for more information. 8 January 2019 MAHERE NOHOANGA / LOCATION OF NOHOANGA SITES IN TE WAI POUNAMU. 8 January 2019 GENERAL INFORMATION Under the Ngāi Tahu Claims Settlement Act 1998 nohoanga: • are entitlements to occupy temporarily and exclusively an area of lakeshore or riverbank for the purpose of lawful fishing and the gathering of other natural resources. • may be used for up to 210 days a year between mid-August and the end of April. • will be approximately one hectare in size. • will be set back from marginal strips and will be sited so as not to interfere with existing public access or use. • will be subject to all legislation, bylaws and regulations, and land and water management practices such as weed, pest and river control. • will be issued on a ten year basis and will be automatically renewed, provided that users leave the sites in a good and tidy condition after use. • If the Crown alienates land on which there is a Nohoanga, or the area becomes unusable – for example due to a river changing course – the Crown will take reasonable steps to provide a replacement site. Nohoanga should not be confused with the Fenton Entitlements which will be provided as redress for a small number on Ancillary Claims, and which include the right to exclusively use a stretch of waterway. Nohoanga will provide all Ngāi Tahu with an opportunity to experience the landscape as their tipuna did, and to rekindle the traditional practices of gathering food and other natural resources, so long an essential part of Ngāi Tahu culture. AUTHORISATION TO USE NOHOANGA Nohoanga are for the exclusive use of Ngäi Tahu Whänui. For fairness and environmental reasons, the use of nohoanga sites is by authorisation only, and administered by Te Rūnanga o Ngāi Tahu. Nohoanga users are encouraged to provide feedback of their stay on a nohoanga site. Feedback enables Te Rūnanga to identify and minimise or remove hazards, fix issues, organise maintenance and make improvements where possible. • Only members of Ngäi Tahu Whänui (tribal members) who are 18 years of age or over and who have enrolled with Te Rünanga o Ngäi Tahu can apply for an authorisation. (To check your enrolment status, phone 0800 KAITAHU or 0800 NOHOANGA). • A maximum of 30 people per night are permitted on any nohoanga site at any one time. 8 January 2019 • Authorisations can be issued for no more than one month at a time (this may also be limited further during busy periods such as the Christmas - New Year period) • Exceptions to the above will be considered by Te Rūnanga on a case by case basis. • Members of the public have normal access to, and use of, any river or lake, even if this means passing through a nohoanga site to do so. • Nohoanga authorisations do not give holders any special rights to take resources from the area. Sports fishers still require a fishing licence and other fishers may require a customary fishing authorisation. PROCEDURE FOR AUTHORISATION TO USE NOHOANGA 1. Contact Puna Mahra staff on 0800 NOHOANGA (0800 664-62642) at least TEN working days before you wish to use a nohoanga site; 2. Provide basic details (name, address, contact numbers, vehicle registration number, and number of people you wish to take). 3. If the site is available you will be sent an authorisation (by post, fax or e-mail) before you leave for the nohoanga site; then 4. Provide feedback following your departure from the nohoanga site. Please note that nohoanga users do not have an automatic right to use nearby toilet facilities. Ngäi Tahu Whänui will only be able to have continued use of facilities if each person uses them in a responsible manner and is considerate of other people who are using those facilities. On sites where toilets are not available, portable toilets will need to be taken to these sites by the holder of the authorisation, and emptied at approved dumping stations after use. These can usually be hired en-route to the nohoanga site. Alternatively chemical / pop up toilets can be purchased from a number of different outlets or online. Grey water is the water from your shower and sink, including water used for cooking, washing, and dishes. You must never dump your waste water waste into or near rivers, lakes or waterways. Where possible, people are urged to keep the quantity of wastewater they use to an absolute minimum and dispose of it in an environmentally friendly manner. As a general practice: ∗ Separate out the solids from wastewater (eg vegetable scraps) and dispose of these solids with your other rubbish; ∗ Do not dispose of wastewater directly into or near a river or lake; ∗ Take wastewater as far away from the waterway and other people as practically possible; and ∗ Discharge grey water into the ground, to allow filtration.

    Dear CanCERN Member Earlier this week CanCERN had a very productive meeting with Fletcher EQR to develop our relationship and exchange ideas. One of the outcomes of this meeting is information that can be passed directly on to residents about EMERGENCY REPAIRS. Fletcher EQR really wishes to ensure all houses are safe, secure and weathertight as we move into winter and beyond and so we have worked together to provide the following checklists. Please note: This information is intended to go to our residents who require emergency repairs, as defined below, to make their homes habitable. Firstly if you have sustained new damage on 22 February you need to lodge a new claim with EQC (call 0800 326 243). When you call, tell EQC that emergency repairs are also required. If you did not make this clear when you lodged the claim, or are unsure, call EQC again. If your emergency repairs are valued under $2000 you can arrange the repairs yourself. Talk to EQC before you go ahead as they will need to authorise the works and may require a quote from the repairer. If your emergency repairs are valued over $2000 they will be allocated to Fletcher EQR to manage. The Hub office in your area will call you to arrange the repairs. This may take a week at the moment, particularly in badly affected areas. If repairs relate to chimney damage, and you have lost the primary means of heating your home, EQC will advise Fletcher EQR’s Clean Heat Hub. They will contact you regarding the winter heating aspect of your repairs.

If your school has not been a part of the Tour before, you can expect a field of in excess of 100 riders accompanied by colour and noise to pass by, complete with advance publicity vehicles followed by an impressive caravan of support vehicles. This year’s event will pass by approximately 80 schools as the cyclists weave their way across the region and it would be great if your school could show its support by turning out when the Tour approaches and passes. A full schedule of the Tour summary, schools and approximate times are listed below. The advance publicity vehicles will encourage your students to cheer the riders on and generate a great atmosphere.

    Environmental Compliance Monitoring Report 2005/06 Report by - Environment Southland Environmental Compliance Division Environment Southland Publication No 2006/07 Environment Southland is the brand name of the Southland Regional Council Foreword Most people who use natural resources in their businesses are well aware their future relies on protecting the environment. There will only be strong commercial and primary production sectors if we produce goods in a manner consumers are comfortable with. History shows us that, when we wreck the environment, we wreck the economy and the civilisation which depends on it. It is pleasing to note a 13% decrease in the number of complaints made to the Compliance Division this year. Our educational programmes and regular Field Days held by Environment Southland staff, have played a great part in achieving this result. Environment Southland is not responsible for regulating land use directly. Most soils are suitable for receiving dairy effluent, but it is our business to consider the factors of infiltration rates and possible effects on groundwater, non-point and point discharges. The Council sees it as undesirable to regulate directly to achieve particular land use outcomes. We will guide and educate and, ultimately, exercise control over environmental effects that result from the choices farmers make. The burning of industrial, or commercial, waste appears to be an emerging problem within the city limits and abatement notices have been issued. Our Council is also enforcing compliance on urban property owners who have heavy infestations of gorse and broom. Many notices have recently been issued. Finally, our Councillors would like to welcome our Compliance Manager, Mark Hunter, to his new position and take this opportunity to congratulate the staff for continuing to maintain a very high standard of compliance throughout the Southland region.
