NOTICE of RACE (NoR)

On behalf of the International J/22 Class Association and the Canadian J/22 Class Association, and the Canadian International Soling Association, CORK/Sail Kingston (the “Organizing Authority”) is pleased to invite all eligible sailors to the 2020 J/22 North American Championship and Soling Canadian Championship Regatta.

The notation „[DP]‟ in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification (RRS 64.1).

1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of (RRS). 1.2 The prescriptions of the Canadian National Authority will apply. The following prescription may require advance preparation. RRS 46 – Person in Charge - Sail Canada prescribes that the designated person in charge, if resident in Canada, shall be a member of Sail Canada. 1.3 RRS 44.1 is changed so that, for incidents that occur outside the zone of a mark, the Two-Turns Penalty is replaced by the One-Turn Penalty. 1.4 The sailing instructions will consist of the instructions in RRS Appendix S, Standard Sailing Instructions, and supplementary sailing instructions that will be on the official notice board located at Portsmouth Olympic Harbour, and may be posted on-line at www.cork.org. 1.5 CORK‟s Standards of Behaviour and Support Team Regulations will apply to both athletes and support personnel. 1.6 Rowan‟s Law (Ontario Concussion Safety) and associated regulations will apply, as well as Ontario Sailing‟s concussion codes for athletes. 1.7 If there is a conflict between languages the English text will take precedence.

3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to J/22 Class boats as defined by the International J22 Class Rules and to Solings as defined by Class Rules section B – Boat Eligibility and C – Conditions for Racing. 3.2 Participants must: a) meet class membership requirements b) have marine liability insurance coverage of not less than $1,000,000 Canadian Dollars or $300,000 US Dollars. c) completed registration and paid all event fees before beginning official competition. 3.3 Eligible boats may enter through the event website (www.cork.org). 3.4 On-line and in-person registrations and check-in will close at 1800 on Thursday, August 6th. 3.5 Each competitor under 18 years of age must submit a completed Parent/Guardian Declaration prior to racing.

4 FEES 4.1 VISA, MC, Debit Card, Money Orders and Bank Drafts are accepted. 4.1 The entry fee covers launch, haul-out, mooring, trailer storage, racing, a regatta souvenir, social activities and the regatta dinner. 4.2 Required fees, forms, and dates are as follows:

4.3 On-line and in-person registrations will close at 6 pm on Thursday, August 6th. All pre-registered competitors must check-in with the CORK registration desk by close of registration. Late check-in is by permission of the organizing authority.

5 REGISTRATION AND MEASUREMENT 5.1 At registration, each boat shall present a valid class measurement certificate. 5.2 Each J/22 shall present proof of membership in the J22 association in the country they represent for the owner and helmsperson. 5.3 Measurement spot checks may be made at any time during the event for the J/22 class. 5.4 No first-time measurement of boats will be available at the regatta. 5.5 Sail inspection will be conducted between 0900 and 1730 on Thursday August 6th. Other measurement checks may be conducted.

6.3 One extra race per day may be sailed, provided that the regatta becomes no more than one race ahead of schedule and the change is made according to provisions in the Sailing Instructions.

8 VENUE Racing will be in South West of Portsmouth Olympic Harbour.

9 THE COURSES 9.1 The courses to be sailed will be windward/leeward with 4 or 5 legs (for J22) and 6 legs (for Solings). The target time for races is approximately 60 minutes. 9.2 An offset mark at the weather mark, and/or a gate at the leeward mark may be used. 9.3 The race coursewill be shared by both classes, with each class having their own start.

11 SCORING 11.1 Three races are required to be completed to constitute a J22 North American series; two races are required to be completed to constitute a Soling Canadian series. 11.2a For J22s: When five or fewer races have been completed, a boat's series score will be the total of her race scores. When six or more races have been sailed, a boat's series score will be the total of her race scores excluding her worst score. 11.2b For Solings: When four or fewer races have been completed, a boat's series score will be the total of her race scores. When five or more races have been sailed, a boat's series score will be the total of her race scores excluding her worst score. 11.3 Boats failing to finish within 20 minutes after the first boat the course and finishes will be scored Time Limit Expired (TLE) without a hearing. Boats scored TLE will be scored points equal to the number of boats finishing within the time limit plus two points. This changes rule A4.2 and A11.

12 SUPPORT & COACH BOATS, COACHES No coaches or support boats will be allowed.

13 LAUNCHING, BERTHING AND HAULOUT 13.1 Boats will be launched at Portsmouth Harbour. 13.2 Boats shall be kept at Portsmouth Harbour in their assigned places for the duration of the event. 13.3 Boats are advised of the need to bring extra dock lines and fenders as there will be a need to raft.

14 HAUL-OUT RESTRICTIONS & OTHER PROHIBITED ACTIONS 14.1 Boats shall be afloat by 1800 on August 6, 2020. and shall not be hauled out during the regatta except with and according to the terms of prior written permission of the protest committee.

15 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. The may be cleaned at any time by swimming or keelhauling using ropes or cloth.

16 RADIO COMMUNICATION 16.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 16.2 J22s only: It is the intent of the organizing authority and race committee to use VHF radio to communicate with competitors, on an International channel to be specified in the Supplement to Appendix S.

17 PRIZES 17.1 Prizes will be awarded to at least the top three boats entered. 17.2 Other prizes may be awarded at the discretion of the Organizing Authority.

By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organizers does not relieve them of their own responsibilities. 18.2 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

19 PHOTO AND VIDEO DISCLAIMER By participating in the event, competitors give absolute right and permission for any photograph and video footage taken of themselves or the boat they are sailing during the event to be published in any media whatsoever, for either editorial or advertising purposes or to be used in press information without compensation.
