Members noted the further representations as detailed in the update sheet.

Members had undertaken a site visit that morning and had also viewed the site from the adjoining property, and had assessed the impact of the proposed development on that property and the surrounding area.

The Senior Planning Officer introduced the application for the erection of a two-storey side extension. With reference to the Block Plan and drawings displayed, he explained the layout of the existing dwelling, the attached dwelling and the proposed extension. He further explained that a previous application for a two-storey extension had been refused by Bridgnorth District Council in 2005, and a subsequent appeal had been dismissed by the Inspector. Subsequently, the applicant had built a smaller extension onto the front elevation as permitted development.

The Senior Planning Officer explained that measurements taken on site had confirmed that there would be more than adequate parking clear of the highway verge following completion of the extension; and there would be adequate space on the site to accommodate deliveries of building materials without significant encroachment onto the highway. Members viewed and noted photographs supplied by Mr Littlechild, the occupier of the attached dwelling, showing current and likely future parking arrangements.

The Senior Planning Officer explained that the positioning of the proposed dormer window to the rear of the proposed extension was such that overlooking of the neighbouring property would be insufficient to warrant refusal.

Mr K Littlechild, a local resident, spoke against the proposal in accordance with the Council’s Scheme for Public Speaking at Planning Committees.

In response to questions from Members, the Senior Planning Officer explained that the extension as built was very similar to the ‘link’ in the appeal proposal; Bridgnorth District Council’s Enforcement Officer had taken the view whilst the previous extension was under construction that it would be permitted development and had given advice accordingly; and the use of cladding on the gable end, although contrary to the permitted development rights in the Area of Outstanding Natural Beauty, would no longer be an issue if the current application was to be permitted but, if not permitted, the gable end could be rebuilt in brick.

In response to a question from a Member, Mr Littlechild explained that the Leylandii hedge had been removed to resolve a boundary dispute and allow more light but overlooking would be more serious. Members noted that further hedging had been re-planted.

RESOLVED:

That planning permission be granted in accordance with the Officer’s recommendation.

229. THE BARN, HALTON LANE, LUDLOW, SHROPSHIRE, SY8 2JE (10/0555/FUL)

The South Area Development Manager introduced the application for a two- storey extension to the west elevation of the Barn, and construction of a garden room on the north elevation. He confirmed that Members had undertaken a site visit that morning to view the site and had assessed the impact of the proposed development on the surrounding area. Members noted that both the proposed and the existing extension on the south elevation would be timber clad.

Mr G Wilcox, representing Ludlow Town Council, spoke against the proposal in accordance with the Council’s Scheme for Public Speaking at Planning Committees.

On behalf of the agent, Mr Neil Millward, the South Area Development Manager read out a statement in support of the proposal.

During the ensuing debate, Members commented on the unsympathetic conversion of the building by reason of the existing extension dominating the original barn but noted that the proposal sought to ameliorate this by applying weatherboarding to both the existing and the proposed extensions. Members discussed and held differing views on the merits of cladding over the well-built brickwork of the previous extension and in response to a Member’s question, the South Area Development Manager confirmed that the cladding proposal had come forward from the agent as a package of improvements.

RESOLVED:

That planning permission be granted in accordance with the Officer’s recommendation.
