NAXAL TRAINING CAMPS

Will the MINISTER OF HOME AFFAIRS be pleased to state:
(a) whether there are reports that the naxalites are running training camps in the Dandakaranya forest region of the country;
(b) if so, the details thereof and the reaction of the Government thereto;
(c) whether similar training camps are reported to have been run in other adjoining States like Odisha, Jharkhand and West Bengal etc.;
(d) if so, the details thereof; and
(e) the measures taken by the Government to dismantle such naxal training camps?

STATEMENT IN REPLY T0 PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NUMBER 493 FOR 30.04.2013
(a) & (b): The banned CPI (Maoist) party regularly organize training
camps in Dandakaranya forest region, especially in Sukma, Bijapur,
Dantewada, Narayanpur and Kanker districts in Chhattisgarh and
Gadchiroli district of Maharashtra. In 2012, 26 training camps were
reportedly organized in these districts. During the current year (up to
April 15), 06 such training camps have been reportedly organized in these districts. These training camps are an important component of the overall military tactics of the CPI(Maoist). The training camps are organized to impart military training to new cadres, planning special operations, disseminating Maoist ideology amongst their cadres etc.
(c) & (d): Similar training camps are organized in other LWE affected states including Odisha, Jharkhand and West Bengal. The state-wise details of training camps held by the CPI(Maoist) during the last two years and in the current year are annexed.
(e): ‘Police’ and ‘Public Order’ being State subjects, action with respect
to maintenance of law and order lies primarily in the domain of the
State Governments concerned. The Central Government, wherever
required, assists the State Governments by providing Central Armed
Police Forces (CAPFs) and by sharing intelligence inputs in such
matters. Some of the steps taken to dismantle these training camps
include ban on the CPI(Maoist) party, deployment of forces at strategic
locations, firm police action against such unlawful activities and
intensified intelligence based anti-naxal operations.
