SOUTH PARK BLOCKS // master plan // draft preferred design design concept option review Highlights of what we heard from the design concept phase:

• Strong support for sustaining the historic tree canopy • Prioritize safety for park users and visitors using a over time by introducing more species and other variety of transportation modes methods • Emphasize the pedestrian experience while minimizing • Strong support for more social seating types, traffi c impacts connected gathering and event spaces, art representing diverse cultural histories and identities, • Balance addition of new features with respect for renovated playground and Smith Amphitheater historic elements of open space and linear rows of improvements trees

• Achieve more inclusive and accessible spaces • Desire to have more reasons to visit and stay in the throughout the South Park Blocks South Park Blocks instead of just moving through

• Desire to have more native planting in addition to lawn and fl exible plaza spaces

SOUTH PARK BLOCKS // master plan // draft preferred design UFC Briefing #2 TREE SUCCESSION STRATEGY • Sustains the characteristic canopy coverage of mature trees throughout the park • Refl ects the historic character of the grid-style tree arrangement of large form trees

• Enhances the resiliency of the park’s trees to issues like pests, disease and climate change

• Achieved over time as trees are identifi ed for removal by Urban Forestry (dead, dying, or dangerous) and park improvements are implemented

TREE PALETTE Summary: American Elm trees (Dutch elm disease resistant cultivar) • Elm trees or comparable species are present in a central row of plantings with breaks for or a comparable large stature species pathways and plazas. Large and medium stature trees (mix of up to three species per block planted symmetrically) • A variety of compatible deciduous trees (medium and large) are added to maintain the Evergreen trees visual presence of planted rows and increase the resiliency of the tree canopy. Building Footprint • Evergreen trees are introduced in the University District at key locations. Lawn Native / Ornamental / Flower Bed • Tree canopies will overlap at their edges to provide shade and enclosure similar to the current experience in the park. • Team will explore opportunity to add more trees to Blocks 1, 3, 4 and 6 as design is refi ned. TREE PALETTE Summary:

American Elm trees (Dutch elm disease resistant cultivar) • Center planters are removed over time with a no tree replacement approach and ultimately or a comparable large stature species rebuilt as a Central Promenade. Today, these planters have both lawn, ornamental plants, Large and medium stature trees and trees. (mix of up to three species per block planted symmetrically) • Over time, 2nd and 4th rows of elms framing the promenade are provided more growing Building Footprint room and solar exposure using a new spacing standard resulting in healthier, stronger Lawn trees. A variety of compatible deciduous trees (medium and large) are added to the park’s Native / Ornamental / Flower Bed edges over time. • Tree canopies will overlap at their edges to provide shade and enclosure similar to the current experience of being in the South Park Blocks. TITLE 11 REQUIREMENTS For sites with between 8-24 trees, no more than 40% can be of one species. For sites with more than 24 trees, no more than 24% can be of one species. (this applies to trees being planted, not to existing trees)

The Master Plan proposes an exception to the species diversity requirement to allow the planting of Dutch elm disease resistant cultivars of American Elms along the park's central rows for historic preservation purposes. Species diversity will be added at the park block edges using a mix large and medium stature trees that have similar character attributes of elms.

Maintaining the dominant presence of American Elms along the Central Promenade is a recommendation of the Master Plan, but it also acknowledges Urban Forestry may prefer use of other large stature species in place of elms in the future. The plan will identify tree species that approximate the form and stature of American Elms (the 'next best' species) and provide the desired canopy character for the park's central rows. The replacement species is to be planted consistently along the central rows unless it becomes problematic, whereupon another species can be introduced.

SOUTH PARK BLOCKS // master plan // draft preferred design UFC Briefing #2 OTHER TREE SUCCESSION STRATEGY RECOMMENDATIONS

Minimum Soil Volume Overhead Pruning Requirements

There is a direct relationship between a tree’s Wherever new trees are planted beneath the ultimate size (i.e., maximum crown spread) and the crown of existing trees, pruning may be needed to amount of soil volume provided provide overhead clearance and sunlight access. • Prevents asymmetrical growth (leaning) dƌĞĞƐEĞĞĚ^ŽŝůƚŽ'ƌŽǁ • Reduces susceptibility to sun scorch when adjacent trees are removed • Expands lifespan potential of trees

SOUTH PARK BLOCKS // master plan // draft preferred design UFC Briefing #2 OTHER TREE SUCCESSION STRATEGY RECOMMENDATIONS

Improving Soil Growing Space For Trees Near Hardscape • Consider the use of suspended pavement with soil • Cells can minimize distance between trees and cells beneath as part of the project design budget. adjacent hardscape This is applicable where new paths are being built and where trees are being removed and replaced. • Trees planted under suspended pavement outperform others in size, color, and root growth • Cells support pavement and reduce soil compaction • Alternative - use structural soils to achieve the minimum soil volume needed, promote deep root growth, and reduce root-infrastructure confl icts

SOUTH PARK BLOCKS // master plan // draft preferred design UFC Briefing #2 Questions for the Commissioners to help refine the Draft Preferred Design:

1. Can you share thoughts on the balance between historic preservation and tree diversity?

2. Can the Commission support the need for an exception to the Title 11 diversity requirement as it applies to the South Park Blocks for historic preservation purposes and the park's national historic eligibility?

3. Can the Commission comment on the proposed removal of the central planter in the Cultural District? This is achieved over time with a no replacement approach for mature trees.

4. Is there feedback on the proposed location of evergreens on Block 1 to add diversity in a location where it poses less confl ict with the park's historic character?

5. What other aspects of the Tree Succession Strategy should be teased out more for the Master Plan?
