THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region Conservation Authority (TRCA) is in receipt of a request from The Regional Municipality of York for conveyance of TRCA-owned lands required for the widening of Major Mackenzie Drive, between Islington Avenue and Pine Valley Drive, in the City of Vaughan, Regional Municipality of York, Humber River watershed;

AND WHEREAS it is in the opinion of TRCA that it is in the best interest of TRCA in furthering its objectives, as set out in Section 20 of the Conservation Authorities Act, to cooperate with The Regional Municipality of York in this instance;

THEREFORE LET IT BE RESOLVED THAT a parcel of TRCA-owned land containing 3.48 hectares (8.60 acres), more or less, required for the widening of Major Mackenzie Drive, between Islington Avenue and Pine Valley Drive, in the City of Vaughan, Regional Municipality of York, said land being Part of Road Allowance between Concessions 7 and 8, Part of Lot 20, Concession 7 and Part of Lot 20, Concession 8, designated as Part 12 on Plan 65R-35104; Part of Lot 20, Concession 7, designated as Part 6 on Plan 65R-35105; and Part of Road Allowance between Concessions 7 and 8, Part of Lot 21, Concession 8 and Part of Block 168, Registered Plan 65M-3278, designated as Parts 1, 2, 3, 4 and 7 on Plan 65R-35106, be conveyed to The Regional Municipality of York;

THAT said conveyance be subject to the approval of the Minister of Natural Resources and Forestry in accordance with Section 21(2) of the Conservation Authorities Act, R.S.O. 1990, Chapter C.27, as amended, if required;

AND FURTHER THAT authorized TRCA officials be directed to take the necessary action to finalize the transaction including obtaining any necessary approvals and signing and execution of documents. CARRIED BACKGROUND The Regional Municipality of York has requested the conveyance of certain lands required for the widening of Major Mackenzie Drive from two to six lanes, between Islington Avenue and Pine Valley Drive, in the City of Vaughan. The proposal is part of a larger project known as the Western Vaughan Transportation Improvements Individual Environmental Assessment (IEA) and responds to the need for transportation infrastructure to serve the provincial Places to Grow Legislation, the 25 year provincial Growth Plan for the Greater Golden Horseshoe and subsequent growth plans for York Region. In addition to the TRCA lands being conveyed, part of an Ontario Heritage Trust (OHT) property on the north side of Major Mackenzie Drive, which is managed by TRCA, is also being conveyed to The Regional Municipality of York as part of the project requirements.

OHT is the Province of Ontario’s lead heritage agency. As mandated under the Ontario Heritage Act, OHT supports, encourages and facilitates the conservation, protection and preservation of Ontario’s heritage. Throughout the IEA process, staff has worked closely with OHT staff in support of protecting the lands managed by TRCA. As per the management agreement with OHT, TRCA is responsible for residential tenancies and farm leases. To that end, staff has ensured that the interests of the tenants have been protected by maintaining safe ingress/egress during construction, improving driveways and localized drainage as well as providing appropriate safety signage along the newly widened roadway for the tenant’s driveways; Region of York staff has agreed to all requests in this regard. In addition, the Kleinburg Area Ratepayer’s Association (KARA) was consulted during the IEA process and is in agreement with the six lane road widening project. KARA was a member of the Community Stakeholder Advisory for the IEA. KARA and TRCA work closely together on restoration and reforestation projects in the vicinity.

The subject lands form part of a larger acreage acquired by TRCA from the Estate of F.D. Reid on February 10, 1959; F.W. Farr on August 24, 1959; J. Heintzman on June 30, 1961; Thomson Groceries Ltd. on January 26, 1962; and the Corporation of the City of Vaughan on April 22, 1992, under the Boyd Conservation Area Acquisition Project; from the Corporation of the Town of Vaughan on June 30, 1977 and North Humber Investments Ltd. on December 7, 1998, under the Humber River Flood Plain Lands Acquisition Project.

The Regional Municipality of York has conveyed lands to TRCA over the years for nominal consideration of $2.00 and has requested that the TRCA lands required for the widening of Major Mackenzie Drive be conveyed for the nominal consideration of $2.00.

657 The subject lands required by The Regional Municipality of York are located partially within the Regional Storm flood plain and Regulated Area of the East Humber River. Staff has completed its review of the IEA and a permit application pursuant to Ontario Regulation 166/06, as amended, is included in this Executive Committee meeting agenda.

Plantings All lands disturbed by construction will be stabilized and, where deemed appropriate by TRCA staff, revegetated with native woody and herbaceous plant material in accordance with existing TRCA landscaping guidelines. A landscape plan will be prepared as part of the permit application submission.

FINANCIAL DETAILS The Regional Municipality of York has agreed to assume all legal, survey and other costs involved in completing this transaction.

CARRIED BACKGROUND In May of 2015, Economic Action Plan 2015 announced $150 million nationally over two years for the new Canada 150 Community Infrastructure Program (CIP 150). The CIP 150 is part of a coordinated federal approach to celebrating Canada's 150th anniversary. In 2016, the Government of Canada doubled its investment and announced an additional $150 million to the program over two years as part of Intake Two.

Under the theme "Giving back to Canada" — shaping the future, leaving a lasting legacy and giving a gift to Canada — this program will support the rehabilitation, renovation and expansion of existing public infrastructure assets such as community centres, recreational facilities, local arenas, cultural centres and other community infrastructure. This commitment is expected to strengthen public infrastructure and provide economic benefits in communities across Canada.

The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) is delivering the program in southern Ontario with an allocation of $88.8 million allocated over two years, with up to $44.4 million available under Intake Two. Successful recipients are eligible for a maximum non-repayable contribution of up to 50 percent of the total eligible project cost, up to a maximum of $1 million, with priority given to projects that require a contribution of only 33.3 percent. All projects are required to be substantially completed prior to March 31, 2018.

RATIONALE In June 2016, TRCA submitted applications for funding for the following projects (ranked in priority sequence):

BCPV Building Envelope, Lighting, and HVAC Improvements 6. Petticoat Creek Electrical Distribution Equipment Improvements 7. Boyd CA River Crossing System Rehabilitation 8. Bolton Camp Rehabilitation 9. Tommy Thompson Park Trail and Gathering Spaces Improvements

In December 2016 TRCA received funding approval from FedDev Ontario for the following projects.

Improvement of the Beach Centre Septic System at Albion Hills Conservation Area Albion Hills Conservation Area (AHCA) is TRCA’s most visited conservation area, and is host to some of the largest events in Peel Region. The existing beach centre septic system which was constructed in the 1960's, does not meet Ministry of the Environment and Climate Change’s (MOECC) compliance standards, and has been issued a compliance order. The existing leaching bed has failed and the system now relies on frequent pump outs; the septic system regularly experiences line breaks and malfunctions. These failures result in unscheduled closures of the washroom facilities that serve users of the adjacent swimming pool, beach and community event space.

In order to improve the septic system, the following scope of work must be executed:  Remove decommission existing tanks, pumps and leaching bed;  Install new 5,000L concrete wet well and 20,000L septic tank;  Install new pump system;  Install 50mm diameter PE DR11 forcemain by directional drilling;  Replace existing leaching bed;  Repair plumbing and electrical connections;  Install water filter system tie-in.

The completion of this project will have long-term benefits to Ontario’s first conservation area, such as:  Increased attendance and improved regional tourism draw to AHCA, which hosts more than 150,000 people annually for community programs and special events (such as Canada Day celebrations; adventure races; and nature-based health and wellness programs);  Improved accessibility;  Improved service to tourists and local community users;  Decreased annual operational and maintenance costs;  Contribute to the extension of the facility's useful life.

This project is scheduled to be completed by fall 2017.

Kortright Visitor Centre Improvements The Kortright Visitor Centre was built in 1979 and is in need of infrastructure improvements to enhance the visitor experience for the over 100,000 annual visitors. Kortright Centre for Conservation is a year round facility engaging visitors of all ages and abilities, in school-based and family-oriented environmental programming, green energy and sustainable technology

661 workshops, and cultural heritage community festivals. In order to continue to offer inclusive programming for diverse audiences the following upgrades are required:  Fire panel upgrades;  Classroom renovations;  Lighting improvements;  Service counter and gift shop upgrades/improvements;  Building automated system (BAS);  New main doors;  Signage;  Bathroom renovations .

These upgrades will enable program expansion and create opportunities to partner with complementary businesses and not-for-profit organizations in program development. This will result in the enhancement of viable venue space and vendor opportunities for local community organizations.

The project is scheduled to be completed by March 30, 2018.

BCPV Building Envelope, Lighting and HVAC Improvements Project Black Creek Pioneer Village (BCPV) is a regional and provincial tourist destination that also works in partnership with regional school boards to deliver experiential learning programs. BCPV is more than a collection of buildings and artifacts. At BCPV visitors become immersed in the lifestyles, customs and surroundings of early residents who built the foundations for modern Toronto and Ontario at the typical crossroads community village found in the Toronto area during the 1800's.

The objectives of this project are to renovate the building envelope, HVAC and lighting systems in the Visitor Centre in order to significantly reduce energy use and as a result utility operating costs. The current HVAC and lighting system is past its functional life and inefficient. Existing systems are failing and requiring replacement. Poor lighting and temperature control hinders use of the facility, and parts of the building shell is in need of repair and contributes to high energy costs.

Through this project TRCA plans to replace the existing heat pumps that are failing with a centralized high efficiency heat pump system. This new system will also allow TRCA to replace the existing cooling tower and boiler system. The ventilation system will be renovated to provide air handlers and more zone control, and a building automation system will be installed to control the HVAC system and provide lighting control. Existing lighting will be transitioned to LED from T8 and CFL to further reduce energy use and operating costs.

This project is scheduled to be completed by Mar 30, 2018.

Expansion of the Tommy Thompson Park Wetland Trail Tommy Thompson Park (TTP) is an urban wilderness park located on the manmade Leslie Street Spit on the Toronto waterfront. Construction of the Cell 2 Confined Disposal Facility (CDF) Restoration & Wetland Creation Project has just been completed, totaling 9.3 hectares of hemi-marsh wetland which provides habitat for fish and wildlife. In addition to providing a variety of habitats, TTP is a recreational destination for over 250,000 visitors a year featuring approximately 22.5 kilometres of existing and proposed trails.

662 The Expansion of the Tommy Thompson Park Wetland Trail Project will create an additional 750 metres of trail around the Cell 2 Wetland, enabling public access and appreciation to this newly created habitat. Work will include:  750 metres granular trails linking existing TTP trails to Cell 2;  Installation of two community gathering spaces that will provide further recreational opportunities such as fishing; and  Interpretive signage to educate about wetland restoration.

The project is scheduled to be complete by fall 2017.

BCPV Building Envelope, Lighting and HVAC Improvements Project Project Budget: Phase I: $230,000 Phase II: $1,422,000 CIP 150/ FedDev Ontario Funding Ask: $400,000 (25%) CIP 150/ FedDev Ontario Approved Funding: $400,000 (25%) Potential sources of capital for this project include the City of Toronto, The Atmospheric Fund, Canada Cultural Spaces and the Federation of Canadian Municipalities and TRCA reserves.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT Contract #10003342 for supply of all labour, equipment and materials necessary for required stabilization and remedial repairs at Locust Hill School House, in the City of Markham, be awarded to BRC Restoration Inc. at a total cost not to exceed $296,000.00, plus HST, as they are the lowest bidder that best meets Toronto and Region Conservation Authority (TRCA) specifications;

THAT TRCA staff be authorized to approve additional expenditures to a maximum of 25% as a contingency allowance if deemed necessary;

THAT should staff be unable to execute an acceptable contract with the awarded contractor, staff be authorized to enter into and conclude contract negotiations with the other contractors that submitted tenders, beginning with the next lowest bidder meeting TRCA specifications;

AND FURTHER THAT authorized TRCA officials be directed to take such action as is necessary to implement the contract, including obtaining any required approvals and the signing and execution of documents. CARRIED BACKGROUND Locust Hill School House was built in 1864 and was originally a single storey building that served the community of Belford and neighboring farmsteads. The school remains of historic value as a significant example of Classical Revival Style. Some character defining elements of the building include:  formal, symmetrical architecture with a centre door and symmetrical windows;  full height exterior masonry brick walls;  full height arched windows which have been infilled during the 1960’s renovation;  quoined detailed brick corners in contrasting colors;  rusticated masonry foundation;  medium peaked timber framed gable roof;  arched full height windows;  colored architectural coursings over arched windows;  colored architectural coursings at the corners of the building; and  pediment painted wood roof eaves and cornice.

In the 1960’s the Locust Hill School House underwent renovations to the building to transform it into residential occupancy. Renovations included the addition of a second floor within the main structure, alterations of the window openings, the addition of a chimney on the east side of the building and the painting of the exterior brick.

664 In 2004 the Locust Hill School House site was transferred to TRCA by Ontario Realty Corporation as part of a larger transfer of provincially-owned lands to TRCA for Rouge Park purposes. At the time of transfer, the Locust Hill School House was vacant and in very poor condition. TRCA, in partnership with the City of Markham, has undertaken some work to improve and protect the structure. The roof, trusses and eaves were replaced in 2013. Since then there have been discussions regarding the preservation of this site between Parks Canada, City of Markham and TRCA.

TRCA, in partnership with Parks Canada and the City of Markham, is proposing a phased restoration plan to restore the building while preserving its heritage features. Due to the age and visual disrepair of the building, TRCA retained Barry Bryan Associates (BBA) engineering firm to undertake a stabilization and remedial repair assessment of the building in order to carryout future construction work. The assessment identified failed structural components of the overall structure including some deficient exterior masonry brick that compromised the exterior walls. From this assessment, a preferred option was chosen to shore the building and perform selective demolition. The selective demolition includes removal of the recent additions made to the original building, such as the chimney, vestibule and masonry infilling of the original windows and doors, together with the removal of all interior finishes that are severely damaged. Additional work included mechanical and electrical repairs to restore climate control to decelerate further degradation of the building. BBA finalized engineering drawings and specifications for construction tendering.

RATIONALE Contract #10003342 was publicly advertised on the electronic procurement website Biddingo (www.biddingo.com) on December 2, 2016 with a mandatory site information meeting held on December 8, 2016. Eleven general contractors attended the mandatory site information as follows:  Berkim Construction;  BRC Restoration;  Carlini Construction;  GTA General Contracting;  Hobden Construction;  MJK Construction Inc.;  Norfield Construction;  Ritestart Limited;  Tri Capital Construction;  Ultimate Construction; and  Vema Corp.

The Procurement Opening Committee opened the tenders on December 23, 2016 with the following results:

Staff reviewed the bid received from BRC Construction Inc. against its own cost estimate and has determined that the bid is of reasonable value and also meets the requirements and deliverables as outlined in the contract documents. Further assessment by TRCA staff of BRC Construction Inc.’s experience and ability to undertake similar projects was conducted through reference checks which resulted in positive feedback that BRC Construction Inc. is capable of undertaking the scope of work.

Based on the evaluation of the bids received, staff recommend that BRC Construction Inc. be awarded Contract #10003342 for supply of all labour, equipment and materials necessary for required stabilization and remedial repairs at Locust Hill School House, in the City of Markham, for a total amount not to exceed $296,000.00 to be expended as authorized by TRCA staff, plus a contingency amount of 25% to be expended as authorized by TRCA staff, plus HST, it being the lowest bid that meets TRCA specifications.

FINANCIAL DETAILS Funding for this project is from the City of Markham, Parks Canada and TRCA. Expenditures related to this work will be charged to the Locust Hill School Restoration account 684-25.

The purpose is to reconstruct Major Mackenzie Drive from Pine Valley Drive to Islington Avenue, widening to a 6 lane urban cross section. The existing 18m wide East Humber River bridge will be replaced with a 76m three span concrete bridge. The existing Purpleville Creek four cell box culvert will be replaced with a 40m single span concrete bridge. In addition, three box culverts 3m in diameter with wildlife fencing along the road right of way will be installed to facilitate wildlife movement. Approximately one hectare of wetlands will be removed. Cut and fill are required along the majority of the alignment to adjust the road profile. Both the East Humber River and Purpleville Creek will be realigned through the new crossings, with various bank treatments applied, including rock revetment, live stakes, compacted clay, woody debris, and brush layering. Trail connections will be provided under the East Humber River bridge, on both sides of the watercourse. The existing driveways to two TRCA rental properties will be reconstructed. Additional works include a 1.5m wide sidewalk along the north boulevard, a 3m wide multi use pathway along the south boulevard, and a 1.5m wide median along the entire length of the corridor. In water and near water works are subject to the Ministry of Natural Resources and Forestry (MNRF) Redside Dace construction timing window, unless otherwise specified in writing by MNRF.
