Voters in Aley and Chouf showed strong loyalty toward their sectarian parties and high preferences for candidates of their own sectarian group. -

ART GOLD LEBANON PROGRAMME PRESENTATION Over 80% of the Lebanese population currently lives in urbanized areas of the country, out of its estimated population of four million people. Lebanon enjoys a diverse and multi cultural society; but is a country characterized by marginalization of its peripheral areas, mainly Akkar in the North, Bekaa in the East, and South Lebanon. The South Lebanon marginalization was often exacerbated by the long-lasting occupations and wars. UNDP ART GOLD Lebanon is being implemented in the four neediest areas where the scores of poverty rates mount high, the socio-economic problems are enormous, and the convergence between deprivation and the effects of the July 2006 war took place. The ART GOLD Lebanon main aim however is to support the Lebanese national government and local communities in achieving the UN Millennium Development Goals (MDGs). UNDP ARTGOLD Lebanon utilizes the Local Development methodology, which relies upon the territorial networks and partnerships, which are extremely poor in the Lebanese target areas. To this end, the first steps of the programme aimed at building and strengthening the Relational and Social Capitals of the target territories. Establishing 297 Municipal, 4 Regional Working Groups (RWGs) and 22 Regional Thematic Working Groups. At the same time, regional planning exercises started in the selected sectors. The RWG requested trainings on participatory Strategic Planning, and UNDP ARTGOLD Lebanon will provide it within the forthcoming months. Governance, Local Economic Development, Social Welfare, Health, Environment, Gender Equity and Education are the UNDP ART GOLD main fields of interventions at local and national levels. To support the Regional Working Groups efforts, UNDP ARTGOLD Lebanon facilitated the set-up of a number of decentralized cooperation partnerships between Lebanese and European communities. -

Residents living in a three kilometer radius of the site are exposed to more than three times the normal dose of the malodorous compound hydrogen sulfide, the American University of Beirut’s Nature Conservation Center demonstrated in February this year [Figure I].1 Prolonged low level exposure to the gas - which smells of rotten eggs - can lead to “eye inflammation, headache, fatigue, irritability, insomnia, digestive disturbances and weight loss.”2 The stench is one of the more superficial products of Lebanon’s seeming inability to sustainably treat its own waste, which has also resulted in a string of environmental and humanitarian violations including widespread waste burning in the country’s poorer regions. Lebanese residents are no longer able to ignore the waste around them. Sociologist John Scanlan has observed that below the ordered and familiar topography of the city exists a “shadow counterpart” which we rarely think about. This unwelcome shadow “resists our attempts to disconnect from it.”3 The garbage crisis of 2015 exposed this jarring disconnect between the two topographies and along with it, the failure of politicians to provide basic utilities including waste collection and treatment. -

The Apprehensions of the Past in Building the Future: Do the Master Plans for Damour and Dibbiyeh Encourage Return? Public Works Studio Introduction Last year, a broad debate surrounded director Ziad Doueiri’s film The Insult, especially after it was nominated for the 2018 Oscar for best foreign language film. This was the first time that a Lebanese film has been shortlisted for an Oscar. During the film’s first few minutes, one of the main characters expresses her wish to return to Damour, stating that the church there had been restored. Her husband, a survivor of the massacre that occurred in the town during Lebanon’s Civil War, firmly rejects the idea. Doueiri then leads the audience away from the subject of Damour to insert them into the story of Case no. 23, from which the film derives its Arabic title. The case eventually brings the audience back to the basis on which the film began: the aforementioned Damour Massacre. Many felt that the film’s contention is segregationist, manipulates the massacres, and isolates painful historical events from one another.[1] Yet the special screening of the film held in Empire The Spot Choueifat Cinema and attended by the people of Damour paints a more complex picture. According to press coverage, the people of the town were greatly affected by the film and gave it a communal applause. Charles Ghafari, Damour’s mayor, declared that “The film means a lot to the people of Damour … It gives Damour its due”. As for Doueiri, he said, “This meeting with the people of Damour is very important to me and the actors, for the story is ultimately the story of these people and this small town”. -
