1 Letter from the Secretary-General

Dear Delegates, Faculty Advisors, and Friends,

On behalf of our secretariat and staff, it is an honor to welcome you to the twentieth session of the Chicago Model United Nations Conference. ChoMUN XX will be held from Thursday, April 13th through Sunday, April 16th, 2017, at the Palmer House Hilton in downtown Chicago, and we are very proud to be your hosts in the Windy City.

As we enter ChoMUN’s second decade of continuous operation, allow us to take a moment to reflect upon our history and our mission. Since our first conference in 1998, we have become the largest and most competitive crisis conference in North America. We have always prioritized the delegate experience, and our dynamic and fast-paced committees continue to fulfill that goal year after year. This April, ChoMUN XX will host over 1,000 delegates and staff, and will run more committees than ever before.

ChoMUN thrives because of our commitment to innovation. Through decades of experimentation and success, our conference continues to change and adapt to meet the demands of the circuit. Our committee executives and staff are trained to provide the most immersive crisis experience possible and surpass delegate expectations at every turn. Furthermore, for the first time in our history, ChoMUN will feature a large double-delegation committee, which will provide a style of integrated crisis never before seen on the circuit.

This year, delegates will again have the opportunity to engage in a massively diverse range of forms, locations, and times of committees. Delegates can try their hands at establishing a new government in Singapore in 1965, forging the Republic of Texas in 1835, or laying the foundations of Freetown, Sierra Leone, in 1792. For the rebellious, we present the British Women’s Social and Political Union, the Culper Spy Ring of the American Revolution, and the Tamil Students League in Sri Lanka. History buffs can explore the realities behind King Arthur’s Court, or can look to the United Arab Emirates of the 21st century for a newer experience. The business-minded will have the opportunity to manage Pan Am, Phillip Morris, and the Cantons of 19th century China. It would be inappropriate to celebrate our 20th year as a conference without paying homage to our sweet home; we will be running a Chicago Mob Joint Crisis Committee between the gangs of Al Capone and Bugs Moran. Finally, we will present the Ad-Hoc Committee of the Secretary-General as the flagship of ChoMUN XX.

Before closing this introduction, we must recognize that this conference was not made possible by one individual, one secretariat, or even one full staff. ChoMUN XX will be our best conference yet thanks to the efforts of University of Chicago students over the past twenty years, who passed their knowledge, experience, and love of crisis down to each new generation of leaders. We thank them for their efforts, and we thank all of you for sharing in this experience with us.

7 Conference Policies

Attendance: All delegates are expected to arrive promptly at the start of each committee session and are expected to stay for the duration of each committee session. In the event that a delegate needs to leave – be it for religious reasons or an unforeseen emergency – please alert your chair as soon as possible. All requests for an exit of committee room due to religious observances will be granted without question and will not count negatively towards the determination of awards. Head Delegates are allowed to leave their committees at any time to attend to the needs of their delegations, but are advised to alert their Chair if they will be absent from their committee session for an extended period of time.

Dress Code: Western Business Attire must be worn to all committee sessions, without exception. This consists of a dress shirt, coat and tie, slacks, dress blouse, or skirt. Appropriate footwear of some kind must be worn at all times in the hotel in accordance with Chicago city law. National attire is also allowed.

Placards and Badges: Placards and badges will be provided to all delegates at the start of conference. Badges must be worn at all times in the hotel in order to identify individuals as participants in ChoMUN. Badges will be required for admittance to all ChoMUN social events. ChoMUN Secretariat and the University of Chicago reserve the right to deny entrance to social events should an individual not have a badge. If badges or placards are defaced or misplaced, there will be a $5 replacement fee. Badge or placard replacement requests may be made at the Registration and Information Desk located on the 6th Floor for the duration of conference.

Computer Policy: Computers are not allowed inside the committee room at any point in time, unless by special accomodation. At the Chair’s discretion, committees will be allowed to use their laptops to type documents outside the committee room.

Alcohol and Drug Policy: Only those age 21 or older may consume alcohol in the State of and City of Chicago. Open containers of alcohol may not be carried in public areas, including committee rooms and hallways. Furthermore, delegates found possessing or using illicit drugs, as defined by United States Federal Law, will be required to leave immediately and may be held criminally liable.

Valuable Items: If delegates choose to bring valuable items, they are encouraged to place them in the Safety Deposit Boxes of their hotel rooms. ChoMUN and the Palmer House Hilton Hotel are not responsible for the loss and/or damage of such items.

Additional Rules: ChoMUN Secretariat and the University of Chicago reserve the right to immediately expel delegates from both the conference and the hotel in the event of inappropriate behavior. Serious infractions on the part of even a single delegate may lead to their dismissal – without refund – from the conference. If a delegate is dismissed from the conference, their delegation is automatically disqualified from individual and conference awards. The Secretariat reserves the right to define appropriate conference behavior and is particularly sensitive to issues involving displays of disrespect to other delegates, conference and hotel staff, and the use of illicit drugs.

8 Awards Policy: Delegation Awards: Four delegation awards will be given out at conference, to the Best Large, Best Small, Outstanding Large, and Outstanding Small delegations. A delegation’s total points will be determined by the per-capita points it earns. Should there be any changes to these criteria, these will be announced at the Head Delegate meeting on Thursday, April 13th, 2017. Individual Awards: At the Chair’s and Crisis Director’s discretion, each committee will give out four types of awards: Verbal Commendation, Honorable Mention, Outstanding Delegation, and Best Delegation. These will be determined based on the delegate’s adherence to conference policies and the quality and impact of their participation during every committee session. This includes, but is not limited to, quality speeches, directive, crisis actions, bloc building, and resolutions. More information can be found online.

Hotel Policy: Delegations must follow all rules and regulations set forth by the Palmer House Hilton Hotel in addition to all laws of the City of Chicago and the State of Illinois. Individuals will be held responsible and liable for vandalism and all other damages that occur in hotel rooms. The Hotel reserves the right to eject individuals for any disruptions to the safety and well being of other hotel guests without refund. Delegates are welcome to ask members of ChoMUN Secretariat any hotel related questions.

Check in and Check Out: Check in time is 3:00 PM and check-out time is 11:00AM. All other times must be arranged with the Palmer House Hilton Hotel directly. Further information on check out procedures will be provided during Head Delegate meeting on Thursday, April 13th, 2017.

Welcome to the Palmer House! In order for us to assure you are having a wonderful experience, we ask that all guests follow a few simple and understandable “rules of the road” throughout their stay.

»» Unfortunately, bringing alcoholic beverages into the hotel is not permitted. Simply touch “21” on the phone in your guest room and our In-room Dining Department will arrange to have your favorite beverages brought to you. »» Portable radios and speaker systems cannot be used in the hotel as they may disturb other guests. »» Guest rooms are not designed, nor are they suitable, for private parties. Should you find the pleasantness of your evening being interrupted by what appears to be a private party near your room, please contact our Security Dispatch at 5565, and we will handle your complaints.
