1.0 STATEMENT OF PURPOSE

The purpose of these Airside Vehicle Permit Rules is to provide a safe and secure environment in which to undertake aerodrome operations.

These Airside Vehicle Permit Rules are designed to meet the requirements of Civil Aviation Rule Part 139.119 and other relevant legislation.

The Airport is the private property of International Airport Limited. Access to all or any part of the Airside Area may be granted by AIAL to approved vehicles, but that access is conditional on observance of these Airside Vehicle Permit Rules. Failure to observe these rules may lead to withdrawal of an Airside Vehicle Permit, the relevant driver’s Airside Driving Permit and/or access to the Airside Area.

2.0 DEFINITIONS

In these Airside Vehicle Permit Rules:

2.1 “Aerodrome ”:

(a) means that part of the Airport which is a defined area of land or water intended or designed to be used either wholly or partly for the landing, departure, and surface movement of aircraft; and

(b) includes any buildings, installations, and equipment on or adjacent to any such area used in connection with the aerodrome or its administration.

2.2 “AIAL” means Auckland International Airport Limited, and includes its successors and assigns.

2.3 “Airport” means Auckland International Airport, at Mangere, Auckland, and includes any other land, buildings, installations and facilities that may from time to time be acquired by, or come under the control of, AIAL.

2.4 “Airport Official” means the Chief Executive Officer of AIAL and any person appointed or authorised by AIAL to assist in the management or control of persons or property at the Airport, including (but not limited to) the Airport Operations Manager, Apron Operations staff, other AIAL employees and Aviation Security Service employees.

2.5 “Airside Area” means that part of the Airport to which access is restricted, as illustrated in Appendix B to these rules.

2.6 “Airside Driving Permit” means the permit granted by AIAL to persons to drive a Vehicle within the Airside Area issued in accordance with the Airside Driving Permit Rules, being rules developed from time to time by AIAL in connection with the driving of vehicles in the Airside Area.

2.7 “Airside Vehicle Permit” means a permit issued by AIAL, in its sole discretion, to authorise a particular Vehicle to operate within the Airside Area.

2.8 “Apron” means that area set aside for the loading, unloading or maintenance of aircraft.

2.9 “ATC” means Air Traffic Control, being the Surface Movement Controller who has charge of all vehicles operating on the Manoeuvring Area. 2.10 “Exempt Area” means that area within the Airside Areas in which drivers may operate Vehicles without the requirement to hold an Airside Driving Permit, as illustrated on the plan of the Airside Area in Appendix B to these rules.

2.11 “Manoeuvring Area.” means that area of the Aerodrome designated for the landing, take off and for the surface movement of aircraft, being:

(a) at the domestic terminals at the Airport, the area south of the Red Road System; and

(b) at the international terminal at the Airport, the Apron holding points,

including in each case all taxiways, runways and the associated grass areas, but does not include the perimeter roads.

2.12 “Perimeter Road” means that road that transits the edge of the airfield starting at Perimeter Gate 1 via the southern boundary and terminates near Stand 80, as illustrated on the plan of the Airside Area in Appendix B to these rules.

2.13 “Red Road System” means the roading system which is reserved for the movement of vehicles not equipped with radios around the apron areas and on which the roads are designated by alternating red and white lines, as illustrated on the plan of the Airside Area in Appendix B to these rules.

2.14 “Vehicles” means motor vehicles and specialist equipment and vehicles used for ground transport for which AIAL has given approval be used within the Airside Area.

3.0 CATEGORIES OF PERMITS

3.1 On application, a Vehicle may be issued with:

(a) Category 1 (blue) Permit for the Vehicle to operate on the Apron, Red Road System, Perimeter Roads and Exempt Area (see D1627-6, reproduced in Appendix D to these Rules)

(b) Category 2 (red) Permit for the Vehicle to operate on the Manoeuvring Area, Apron, Red Road System, Perimeter Roads and Exempt Area (see D1627-5 in Appendix D)

(c) Category 3 (green) Permit for the Vehicle to operate on the Exempt Area (see D1627-2 in Appendix D). An Airside Driving Permit is not required within the Exempt Area.

3.2 An Airside Vehicle Permit is not required in order to operate a Vehicle within the Air Jet Base area.

3.3 The use of a Vehicle outside the Category Permit area of that Vehicle requires an escort.

3.4 Vehicles will also be classified into one of two classes:

(a) Class C cars, vans, mini buses, baggage tugs, belt loaders, forklifts and other small vehicles.

(b) Class T trucks, aircraft tugs, aircraft stairs, water and toilet trucks, JCPLs (Jumbo Container Pallet Loader) and other large vehicles.

4 4.0 APPLICATION FOR AIRSIDE VEHICLE PERMIT

4.1 Applications must be on AIAL’s AIRSIDE VEHICLE PERMIT APPLICATION FORM, attached as Appendix A to these rules.

4.2 The applicant must show an operational need for the relevant Vehicle to be on the Manoeuvring Area, Apron, Perimeter Roads or the Exempt Area on a frequent and unescorted basis.

4.3 AIAL may, at its sole discretion, determine whether or not to issue an Airside Vehicle Permit to any person, and may impose conditions on the issue of any Airside Vehicle Permit.

5.0 INSURANCE

5.1 Each applicant company must provide a completed Confirmation of Insurance Statement, in the form attached as Appendix C, signed by the applicant’s insurance company or broker, prior to the issue of an Airside Vehicle Permit.

5.2 The required insurances are:

(a) Category 1 and 2 Permits: $10 million public liability $10 million vehicle third party

(b) Category 3 Permits: $1 million public liability $1 million vehicle third party

5.3 The initial validity period of the Airside Vehicle Permit will expire with the first of the required insurances expire. For each subsequent Airside Vehicle Permit renewal, the applicant must submit another Confirmation of Insurance Statement, covering a 12 month period, and the Airside Vehicle Permit will be renewed for that further period of 12 months.

5.4 All companies holding Airside Vehicle Permits for Vehicles are responsible for keeping all insurances current, and for renewing permits with AIAL before expiry.

6.0 REQUIREMENTS FOR VEHICLES

6.1 Each Vehicle must be readily identifiable by the clear display of a company logo, name or such other identifiable marking as AIAL may require (and, without limitation, a minimum requirement is the company name being displayed on the Vehicle in letters at least 25mm high). Where the company has more than one Vehicle operating in the Airside Area, the Vehicles must also be numbered.

6.2 Each Vehicle must be registered and must have a current Warrant of Fitness (WOF), Certificate of Fitness (COF) or Safety Certificate (SC) or, if none of these apply to the Vehicle, must meet mechanical and road-worthiness requirements of the Land Transport Authority and, in the case of specialist airport vehicles and equipment, must meet recognised industry standards and/or IATA specifications.

6.3 Each Vehicle must be maintained in a good state of repair.

6.4 Vehicles must display the current Airside Vehicle Permit label on the right hand side of the windscreen or in a readily visible position at the front of the Vehicle.

6.5 When a company wishes to introduce a new type of Vehicle to the Airport, the company must obtain AIAL’s approval of the Vehicle with respect to its compatibility with pavements and local geography. The type of information necessary for approval includes:

5 · gross weight · turning radius · areas of operation · dimensions · special features · special licence and training needs · number and size of wheels and the types of tyres · height · type of certification WOF/COF/Safety Certificate

6.6 For a Category 2 permit, a Vehicle must be equipped with an amber rotating beacon on its highest point, have two way communications with ATC on frequency 121.9 MHz (Auckland Ground), Apron Control on frequency 123.0 MHz, and have the standard tower light signals label visible to the driver. All persons operating on the Manoeuvring Area must be conversant with ATC procedures for operating on this area. Applicants for a Category 2 permit must have the Vehicle inspected by AIAL for such equipment before a permit is issued.

7.0 ACCIDENTS AND SAFETY

7.1 Any accident involving a Vehicle in the Airside Area must be reported to AIAL immediately. The Airside Vehicle Permit may be withdrawn or suspended in respect of any Vehicle involved in an accident until any necessary repairs are effected.

7.2 AIAL may withdraw or suspend an Airside Vehicle Permit at any time for reasons of safety or leakage from the Vehicle until any necessary repairs are effected.

7.3 AIAL may have a third party inspect and check Vehicles and may suspend any unsafe Vehicle until any necessary repairs are effected.

7.4 Where a Vehicle is declared unsafe by any third party, the company must inform AIAL of the details.

7.5 The Vehicle may not operate in the Airside Area after its Airside Vehicle Permit is withdrawn or suspended. Without limiting AIAL’s other rights, if this provision is breached, AIAL will not hesitate in informing the Department of Labour.

8.0 USAGE OF PERMIT

8.1 Where a company no longer requires to operate a Vehicle within the Airside Area, the Airside Vehicle Permit for that Vehicle must be removed and returned to AIAL.

8.2 The driver of an unescorted Vehicle operating within either of Category 1 or Category 2 permit areas must hold a current Airside Driving Permit.

8.3 Vehicles without an Airside Vehicle Permit (except where expressly exempted in writing by AIAL) must be escorted. Escorting of Vehicles in the Airside Area can be conducted by AIAL, the Aviation Security Service (AVSEC), AIAL’s authorised agents. In addition, other persons holding an Airside Driving Permit driving a Vehicle with an Airside Vehicle Permit may escort Vehicles, provided that they must have AIAL’s prior written approval and that the escort shall be responsible for all acts or omissions of the Vehicle being escorted and its driver. In relation to the escorting of Vehicles, the following applies:

(a) Vehicles conducting escorts must have an amber rotating beacon or similar signal operating on their highest point.

(b) All Vehicles being escorted must have their hazard lights turned on.

6 (c) Drivers conducting escorts must make radio contact with Apron Tower (123.0 MHz) before moving onto the Apron.

8.4 All Vehicles operating regularly (being more than once a month) in the Airside Area require an Airside Vehicle Permit. Escorting of Vehicles is reserved for only those Vehicles operating within the Airside Area on an intermittent basis, unless otherwise approved by AIAL.

8.5 Companies requiring the issue of a temporary Airside Vehicle Permit must:

(a) contact Apron Tower (phone (09) 256-8991 or fax (09) 256-8859) at least 48 hours before the permit is required;

(b) uplift the Airside Vehicle Permit from AVSEC Control; and

(c) return the Airside Vehicle Permit to AVSEC Control to be uplifted by AIAL when expired or when no longer required.

9.0 ENFORCEMENT OF RULES

9.1 Any Airport Official may stop and check the details of an Airside Vehicle Permit at any time to ensure validity. Checks will also be carried out to ensure Vehicles are operating within their designated Category permit area.

9.2 AIAL may, at its sole discretion, revoke an Airside Vehicle Permit and/or the relevant driver’s Airside Driving Permit for any failure to company with any of these rules..

9.3 Any Vehicle in respect of which an Airside Vehicle Permit is revoked, withdrawn or suspended, or which does not have an Airside Vehicle Permit displayed, must be removed immediately upon request by an Airport Official, and if the Vehicle is not removed upon such request or if the relevant driver cannot be readily found to make such a request, AIAL may itself remove the Vehicle and recover the costs of doing so from the permit holder and/or owner of the vehicle. AIAL will not be liable for any loss or damage resulting from such removal.

9.4 The permit holder shall immediately report loss or theft of the Airside Vehicle Permit to the AIAL Apron Tower on Extension 98990/98991 (Direct dial: 256-8891).

10.0 AMENDMENT

10.1 It may be necessary to amend these Airside Vehicle Permit Rules from time to time as changes in regulatory and/or operational requirements of both AIAL and airside operators occur.

10.2 Permit holders should contact the AIAL Airfield Operations Manager to initiate any modifications to these rules that they believe would enhance airside safety.

10.3 All amendments will be effected by the replacement of these Airside Vehicle Permit Rules with updated Airside Vehicle Permit Rules promulgated in writing by AIAL.
