    P R E - S E S S I O N R E P O R T 2 0 2 1 2021 PRE-SESSION REPORT Leading up to session, the First Amendment Foundation has analyzed legislation affecting your right of access to government proceedings and records. We are tracking more than 90 bills with open government and First Amendment implications. Many bills are repeats – from the exemption for records relating to the university and college president searches to the home address exemption for lawmakers – while some bills are specifically related to COVID-19. We have highlighted ten bills of particular interest. Additionally, we have included a brief summary of the other measures we are watching, organized by category. Continuing in that vein, on Monday and Tuesday, March 16 – 17, 2015, a small delegation of the FASSW Board joined with CEES (Coalition for the Education of Exceptional Students) in Tallahassee to meet with legislators during this important law making session. The FASSW Legislative Priorities 2015 document was shared with all the legislators and/or their Legislative Assistants. While we shared universally about the important roles that School Social Workers play in supporting student academic achievement, we focused primarily on two bills that will have a direct impact on our work with students. HB 7057 addresses, among other issues, Compulsory School Attendance law. The legislation is proposing an increase in the scope of nonattendance, from 5 unexcused absences within a calendar month or 10 unexcused absences within a 90 calendar day period to 5 unexcused absences within a calendar month or 10 absences (regardless of excused or not) within a 90 calendar day period.

During this unprecedented global pandemic, the Senate has partnered with an infectious disease team at Tampa General Hospital and hired an in-house epidemiologist to develop safety protocols designed to reduce the spread of COVID-19 and keep Senators and our Senate professional staff as safe as possible. Just like our Senators and staff, you also play an important role in the legislative process. Input from various stakeholders and members of the public is critical, and the Senate is working diligently to ensure Floridians have access to their elected officials as we consider important legislation for our state. Until the COVID-19 vaccine is widely available for those outside of high-risk designation, the Senate is proceeding with care and caution, limiting in-person meetings, and observing social distancing guidelines, mask requirements, and sanitation protocols. For the 2021 Regular Session of the Florida Legislature, the Senate is working in partnership with Florida State University to reserve three remote viewing rooms at the Leon County Civic Center, which provide the opportunity for members of the public to view meetings and virtually address Senate committees in a safe, socially distant manner. We also encourage you to stay involved by viewing all Senate meetings and floor sittings on our website and contacting your local Senator with suggestions, ideas, and feedback. I look forward to the day when we can all be together again walking the halls and chambers where Florida's citizen-legislators have served for generations.
