He addressed Supervisor Knecht, noting that it was “tricky” to invite the Governor up to sign SB496 and the water bond bill – it would be nice to have the Governor in Nevada County. Supervisor Knecht stated that she would not stop him from coming. Chairman Van Zant suggested it would be nice to have all of the Board sign the letter inviting the Governor to do the signing, although the Board wanted to be sensitive to Supervisor Knecht’s decision 12/14/99 Supervisor Martin referred to the RCRC Cal-Fed principles, the north/south 59 392 talks, and suggested it would be worthwhile to agendize that material for discussion. She believed these bills were very important to Nevada County, since most of the County’s water assets were held by NID and were part of the PG&E watershed lands. The question of the disposal of those lands was crucial to recreation opportunity, water quality, economic tax base, and she was a little perplexed about how to move forward in having an advocacy position on some of those issues. (County 62 921 Executive Office) 8/27/02 Direct staff to explore advisory group models and extend an invitation to the 62 921 Nevada Irrigation District (NID) Board to join a more formal structure for monitoring the divestiture plans and impacts in Nevada County. 10/1/02 Supervisor Van Zant reported that he attended the United Way kick off 62 997 breakfast on Wednesday. He also attended the NID Board of Directors meeting, and they voted to study the pipeline coming down the road and going through a tunnel, rather than destroying the neighborhood of Wings of Morning Drive. There was also quite a discussion of where all that water was going to end up, and it was unclear to him. He commented that NID said that they have a raw water master plan, although no one had ever seen it. Supervisor Horne stated that she had seen the master plan. Supervisor Van Zant continued that he indicated to NID that if they had a master plan for raw water, someone needed to get it to the General Plan Update Committee. He continued that the citizen’s committee could not add up to 95 cfs of water going somewhere after it left the treatment plant, and that was still a mystery of where all that water was going. 12/17/02 Authorization to rescind Minute Order 02-32 pertaining to a potential 62 1112 advisory group formation between Nevada County and Nevada Irrigation District (NID), and direct staff to return to the Board within six months to report on the joint findings of Nevada County staff and NID staff for providing enhanced communication and potentially providing a more formal advisory entity for water and energy issues of mutual concern.

The day after the meeting, she was contacted by a supporter living on the Middle Yuba River, who sent her a copy of a mailing from Congressman Wally Herger that mentioned the possibility of constructing a new dam on the Yuba. The mailing, which was sent at taxpayer expense, included a survey, which asked if the recipients would support more water storage facilities, such as a Yuba Dam. She continued that Federal Wild & Scenic Designation discussed last week and which was opposed by Supervisor Sutherland’s resolution, would prohibit the Federal Government from building a new dam on the South Yuba. The State Wild & Scenic Designation did not explicitly stop all federally constructed dams as mentioned by Congressman Herger. She continued that Congressman Herger represented Nevada County until last year’s redistricting took effect. Congressman Doolittle, longtime champion of the Auburn Dam on the North Fork of the American River, now represented Nevada County. The mailing did not specify where such a dam would be placed on the Yuba River, but in a flood control policy statement on his official website, he stated his support for the Auburn Dam and strongly supported exploring options for a similar facility on the Yuba River. As long as the South Yuba was threatened by new federally licensed dams, it would be irresponsible to eliminate the only weapon they had to stop a new federally licensed dam. She stated her support for Federal Wild & Scenic River Designation. 11/4/03 He has met twice with the Resource Conservation District (RCD) and 63 284 members of the Bear River Watershed Coalition with regard to clean water.
