WHEREAS, we, the members of the National Congress of American Indians E XE CU T IV E C OMMITTEE of the United States, invoking the divine blessing of the Creator upon our efforts and PRESIDENT Joe A. Garcia purposes, in order to preserve for ourselves and our descendants the inherent Ohkay Owingeh (Pueblo of San Juan) sovereign rights of our Indian nations, rights secured under Indian treaties and
FIRST VICE-PRESIDENT agreements with the United States, and all other rights and benefits to which we are Jefferson Keel Chickasaw Nation entitled under the laws and Constitution of the United States, to enlighten the public
RECORDING SECRETARY toward a better understanding of the Indian people, to preserve Indian cultural values, Juana Majel Pauma-Yuima Band of Mission Indians and otherwise promote the health, safety and welfare of the Indian people, do hereby

EASTERN OKLAHOMA Joe Grayson, Jr. WHEREAS, archeological analyses demonstrate the presence of the Juaneño Cherokee Nation
GREAT PLAINS Band of Mission Indians, Acjachemen Nation (the “Juaneño Band”) in Orange County Mark Allen Flandreau Santee Sioux to 10,000 years ago and document that the descendants of the Juaneño Band, whose
MIDWEST ancestors encountered first sustained contact with the Spanish in 1769 and who built Robert Chicks Stockbridge-Munsee the Mission San Juan Capistrano in 1776; and
NORTHEAST Randy Noka Narragansett WHEREAS, the Juaneño Band’s tribal existence has been acknowledged by
NORTHWEST state, local and tribal governments since at least the Mission Indian Federation Ernie Stensgar Coeur d’Alene Tribe summits of the 1920s conducted in the City of Riverside, CA; and
PACIFIC Cheryl Seidner Wiyot NOW THEREFORE BE IT RESOLVED, that the NCAI does hereby
ROCKY MOUNTAIN support the efforts of the Juaneño Band to gain proper federal acknowledgement as a Raymond Parker Chippewa-Cree Business Committee Federally-recognized Indian tribe, and strongly urges that it be rightfully restored as a
SOUTHEAST Federally recognized Indian tribe by the United States Government; and Leon Jacobs Lumbee Tribe
SOUTHERN PLAINS BE IT FURTHER RESOLVED, that the NCAI calls on the U.S. Steve Johnson Absentee Shawnee Government to extend Federal recognition to the Juaneño Band without any
SOUTHWEST unnecessary delay; and that this Resolution is distributed to the members of the United Manuel Heart Ute Mountain Ute Tribe States Congress and the Office of the President; and
WESTERN Kathleen Kitcheyan San Carlos Apache BE IT FINALLY RESOLVED, that this resolution shall be the policy of
