The People Strategy (RNPS) is the ’s (NavB’s) strategy for delivering, sustaining and developing the people component of OC out to 2025. There are a number of key work strands that, collectively, will deliver this strategy. One of these is the Lateral Entry work strand which is to maximise the recruiting of personnel into the Royal Navy from a variety of sources, including industry, ex-regulars, other services and other navies from our allied partners.

In addition to the RNPS, Project Faraday is seeking to restructure the Engineering (General Service) branch and within this a key strand of work is the need to recruit through lateral entry means.

Accountable to DACOS BM through BM Coherence SO1 for the delivery of the Lateral Entry work strand and to Faraday SO1 for the Project Faraday elements, the Lateral Entry SO2 is to lead the delivery of the Lateral Entry work strand of the RNPS. Although the key focus will be on lateral entry across all branches, the main effort will be to support the lateral entry requirements of Project FARADAY. The post holder will specialise in lateral entry but will be expected to remain current and deliver other work streams as directed by BM Coherence SO1. This could include other tasking within Project Faraday. Lateral entry is a work stream that will involve liaising within the Naval Service and externally. An understanding of other services, other navies, reserves and industry, including the mapping of qualifications will be beneficial to the post holder. A vacancy has arisen for an OF2 of any specialisation to serve as The Captain Naval Recruiting (CNR) Deputy SO3 Within CNR In HM Naval Base Portsmouth on FTRS(LC) Terms and Conditions of Service (TCOS).

The SO3 DSO is accountable to DCNR, who is the First Reporting Officer and CNR is the Second Reporting Officer. His/her primary purpose is to support CNR, especially regarding all recruiting matters requiring co-ordination within the TLB.

He/she has the secondary purpose to assist DCNR in the co-ordination of internal and external staff- work pan CNR / wider FORF area

His/her main tasks are:

To provide direct support to DCNR as HQ staff coordinator and CNR EA.

To coordinate all CNR responses to PQs, PEs and Ministerial Correspondence.

To provide functional assistance to DCNR in his interface role with MOD on such issues as:

Parliamentary Business FOI NAO (National Audit Office) DIA

To assist DCNR in providing top level interaction with the STLB HQ, in order to ensure CNR comment on matters of policy input is provided.

To act as HQ lead officer for all JPA Reporting issues (including Unit Appraisal Administrator and Unit Establishment Administrator duties).

To be the CNR point of contact between Fleet OJAR Cell, IHUB, Travel Cell and other Navy Command staff.

To staff and issue all Recruiting General Memorandum (RGM).

To be the Secretary of the CNR Management Board/Shareholders meetings and other ad hoc meetings/committees as required by CNR and DCNR.

To act as ‘Business Unit Point of Contact’ for all matters relating to DII(F) MOSS in the post implementation review.

Pending the appointment of a CNR Information Manager / CNR IT Security Officer, to take the lead on all IT/IM matters within CNR HQ, in liaison with Fleet N6 ISS staff.

To be the CNR lead Officer for Honours and Awards nominations.

A vacancy has arisen for an OF4 of any specialisation serving on Full Time Reserves Service (Home Commitment) (FTRS(HC)) as the CNPS Personnel Policy (PPOL) SO1 Executive Policy (SO1 EXEC POL) in NCHQ, Whale Island, Portsmouth, Hants.

Accountable to DACOS FP/PPOL the FP/PPOL SO1 EXEC POL has the following responsibilities:

1. Lead and manage the Navy Command Executive Team (NCXT) in support of the Moral Component of Operational Capability (MCofOC).

2. Be the 3* NCHQ contact for providing direct Executive support and advice to those in a Command or senior management position (includes periodic briefs to CO/XO Desig Course and N1/G1 briefings as requested).

3. Working in the quad-service environment, be the NCHQ policy lead and SO1 SME for Executive policies and capabilities:

4. Be the NCHQ lead for tri-service Substance and Alcohol Misuse policy, prioritising the tasking of the Compulsory Drugs Testing (CDT) team to achieve Defence Council direction.

- Introduce new alcohol testing measures (AFA 11) and instigate associated cultural change across the Service

- Deliver effective CDT deterrence and substance and alcohol misuse education

5. Direct the activity and tasking of the Command WO1s in support of the 2* Head of Fighting Arm: Generate the MCofOC barometers to influence the formulation of future policies and strategic direction.

6. Develop, implement and maintain a Maritime Through Career Development (MTCD) strategy (coherent Professional, Education and CLM/CST strands) for all up to and including 1*.

7. Evaluate and measure the impact and effectiveness of personnel policies, initiatives and Internal Communication (IC) (by conducting Unit and Establishment visits).

8. Assess the effectiveness of the RN’s Divisional and RM’s Regimental systems; ensure that supporting personnel policy and publications are compliant and represent best practice.

Pay will be between £59,387.64 and £68,766.12 per annum depending on increment level. VACANCY FOR AN RN/RM OR7 OF ANY SPECIALISATION SERVING AS A COMBINED CADET FORCE AREA INSTRUCTOR (ROYAL NAVY) (CPO CCF AI (RN)) IN THE SOUTH WEST AREA – REF No 1718640

A vacancy has arisen for an RN/RM OR7 of any specialisation to serve as a CPO CCF AI (RN) for FOSNNI Youth Training HQ Combined Cadet Force in the South West Area on FTRS(LC) Terms and Conditions of Service (TCOS).

Under the direction of Flag Officer Scotland, Northern England and Northern Ireland (FOSNNI), the Chief of Staff Youth is responsible for the delivery of Youth and Cadet policy and activity for the Royal Navy (RN). The activities of the Youth and Cadet Directorate encompass the funding, support and management of training delivered to RN-recognised Youth organisations including the Combined Cadet Force (CCF) - RN and and the development of training programmes by which the RN can interact with the wider youth community and provide opportunities for the RN to support Government youth policy in the development of young people.

Working as an integral part of the CCF (RN) HQ Area Instructor Team the position holders will be required to work in support of approximately 12 CCF RN Sections in schools in their respective areas.

S/He must be committed to youth training and the delivery of RN ethos and standards. Supporting the specific training elements of the CCF RN proficiency syllabus the post holder will be responsible for

o Assisting and advising CCF(RN) officers on content, planning and execution of CCF (RN) cadet training

o Attending training days / evenings / field days / for CCF RN Sections within the allocated area as regularly as possible and/or as designated by CCF RN HQ and/or where specific skills and qualifications are required to ensure safe training system is in place.

o Promoting CCF (RN) camps, courses and Service facilities afloat and ashore

o Providing input to the compilation of Performance Management reporting on CCF (RN) Sections

o Assisting with the planning and execution of CCF (RN) HQ administered camps and courses.

o Supporting the RN Section in preparation for, and attendance at, CCF Biennial Inspections and other functions as directed by CCF (RN) HQ

o Promoting understanding of RN values and ethos within CCF (RN) sections.

o Liaising with the NRC HQ to identify opportunities for cadet involvement in their area.

The successful candidates will have a broad knowledge of RN core values and ethos; significant work experience within an instructional environment as well as previous specialisation, general support and management experience. Relevant qualifications in these areas would be highly regarded, as would the ability to critically analyse complex information, all complemented by good written and verbal communication skills.

The successful candidates will be required to work remotely from HQ therefore must have excellent interpersonal, organisational and time management skills with a high degree of self motivation and personal integrity. They should also have the ability to effectively interact with a wide range of people at all levels in military, academic and civilian environments.
