2 'There was nothing anyone could do' - neighbour of Cape Town house fire (1.20/3) Cape Town - Neighbours and emergency workers tried desperately to rescue the eight people killed in a house fire in Mitchells Plain on Saturday morning. ''The flames were so big, nobody could have gone in there,'' said a shocked neighbour, speaking on condition of anonymity. ''They even broke a hole in the wall at the back of the house to get them out. They brought two people out, but their bodies were already black,'' he said. ''They even tried to break a hole in the roof to get to them,'' he said, pointing where the small semi-detached house stood gutted, a gaping hole where the roof should have been. ''I woke up with a noise and when I came out the fire was so fierce. Nobody could do anything... nothing.'' Neighbours rushed over with hosepipes until the fire engine arrived, but the flames were too fierce. Western Cape police spokesperson FC Van Wyk said when emergency services arrived, four people had already died, the youngest being a 2-year-old child. Another three people died in the ambulance at the scene - among them a 13-year-old and a 3-year-old. An 18-year-old victim died on the way to hospital. Another six people were taken to hospital to be treated for burn wounds. The circumstance of the fire were immediately investigated, with police cordoning off the scene. Forensic investigators in blue protective suits and breathing masks worked through the blackened remains. An inquest had been opened while police attempted to establish the cause of the fire. A detective dog would also being brought to the house to assist. Pastor Neville Hill, from the Love Ministry Outreach said they had attended his congregation and he described them as generous and helpful. ''They were well known in the community. This house was very open to people who needed a roof over their head. “That could be why there were so many people in the house,” he added.

The ex-Bucs coach‚ who led the team in the 1997-98 season‚ had complained of chest pains on Friday night and reportedly died in his sleep aged 58. This came just three days after fellow Nigeria national team coach and former captain and defender Keshi died aged 54. Former Pirates strikers Jerry Sikhosana and Andries Sebola‚ who played under Amodu‚ said the Nigerian’s passing had saddened them. “That’s news to me now‚” Sikhosana said when told about Amodu’s death at a coaching clinic he was conducting in Tembisa on Saturday. “Keshi died on my birthday three days ago. I was supposed to enjoy my day on June 8 but he died that morning and it was a sad day for me.” Sikhosana said he and Amodu had their differences at first. “The first day when he was introduced to the players I was late‚” Sikhosana said. “And when I sat down‚ he just said‚ ‘Ja‚ I know you are Jerry. I have been told about you always being late and problematic. The Kerr brothers, from Old Orchard Beach, do not race trotters at Scarborough Downs. But they, along with their older brother Michael, are part-owners of Exaggerator, the 3-year-old colt who won the Preakness Stakes on May 21, two weeks after finishing second in the Kentucky Derby. “It’s amazing,” said George Kerr, a former Democratic state lawmaker from Old Orchard Beach. “It was like we won for them. Actually, I should say it’s like we won with them. Everybody was so supportive.” On Saturday, Exaggerator is favored to beat 12 challengers and win the $1.5 million Belmont Stakes, the third leg of thoroughbred racing’s Triple Crown. All three Kerr brothers will be at the 148th running of the race, held at the Belmont Park Race Track in Elmont, New York. Michael was at Rockefeller Center on Wednesday when Exaggerator, an early 9-to-5 favorite, drew the No. 11 position. It’s rare for a horse with ties to Maine to win a Triple Crown race. The most recent was Union Rags, owned by Phyllis Wyeth, winning the 2012 Belmont by a neck. In 1947, Jet Pilot won the Kentucky Derby. The owner, Elizabeth Arden of cosmetics fame, had a home in Kennebec County. “This is being at the height of the industry,” George Kerr said. “Just to be part of it, just to go to one of those events, is really a dream come true.” The Kerr Brothers are part of an ownership group called Head of Plains that has a 20 percent share in Exaggerator. There are four ownership groups with a stake in the horse. The Kerrs declined to say how much they paid for their share of Exaggerator or how much the colt has earned for them. “We run this like a business,” said Matt Bryan, head of Big Chief Racing, which has a 32 percent share in Exaggerator. “But it’s also a lot of fun. The things we are finding out about each other … it’s not just how does the No. 2 horse look? There are so many different things we do to help each other.” Bryan, a Texas businessman, bought Exaggerator along with Ronny Ortowski (Rocker O Ranch) and trainer Keith Desormeaux (Desormeaux Racing) for $110,000 at a yearling sale in September 2014. About six months ago, they brought in Head of Plains, a group that includes hedge fund CEO Sol Kumin. “A number of groups approached us,” said Bryan, who has a stable of about 25 horses. “They wanted a piece of a great horse.” Partnerships are essential in a sport where millions can be spent on a thoroughbred. They help defray costs while letting others share in the success. And Exaggerator – whom Bryan likens to a linebacker in football because of his athleticism, endurance and speed – hasn’t disappointed. The colt has won five of his 11 career starts, earning $2.9 million. George Kerr, 61, stressed that being part of this ownership group isn’t just about money. “It becomes about one another and what we are going to do next and what horses we are going to get involved with, or what other businesses we want to get involved with together,” he said. “It really grows into a great relationship.” “We are a tight-knit group,” Bryan said. “The family component is an important thing.” BUILDING THEIR STABLE SLOWLY The Kerrs first got involved in horse racing in the early 1980s. Their family already had connections – two uncles from Massachusetts owned or trained thoroughbred horses – and they would often go to the races to watch. Then one of their friends was looking to sell a horse named Card Shark. “The horse used to love to come in second, he never wanted his picture taken,” said Jamie Kerr, 56. “Then we bought him and … this is where you get hooked … the first race we run him, he wins it.” They built their stable slowly, getting more serious about the sport in the 1990s. “We are involved in all aspects,” said George Kerr, who has spent many late nights studying horses. “We breed them, we raise them, we run them. We purchase horses at sales, we do partnerships.” In all, they own 22 horses. The most they’ve ever spent for a horse was around $125,000. “Generally the horses are bought for under $50,000,” George Kerr said. And they’ve had some successes: Little Meatball, the first foal of another Kerr horse (Sophie’s Meatball), has earned almost $200,000 in just five starts. Long on Value, a horse that the Kerrs have a 50 percent stake in, has earned over $500,000. “We’ve been fortunate in that we’ve had some good horses who have done well,” George Kerr said. Jamie Kerr was quick to point out, “Not all are like that.” “No, some are busts,” George Kerr agreed. “And what we have to do then is find them a nice home.” They are involved in three partnerships, the most successful of which is with Exaggerator. When George Kerr got the call with the offer to join, it was an easy decision for the three brothers because Exaggerator is the son of Curlin, who won more money ($10.5 million) than any other horse from 2008-16. “We loved Curlin,” Jamie Kerr said. “(Exaggerator’s) father had tremendous talent. It was not a tough decision to make.” The Kerrs finance their thoroughbred ownership with their businesses and real estate holdings. They own the Surf 6 restaurant and lounge in Old Orchard Beach, and are partners in a couple of Scarborough businesses: Dermalogix (products to treat eczema and psoriasis) and SanitiZall (a sanitizing product for cellphones, remote controls and other electronic devices). “We take our business earnings and use them for the horses,” Jamie Kerr said. “Then we turn our winnings into more.” Their involvement with Exaggerator has given a boost to Maine’s horse racing industry and excited the state’s racing fans. Mike Sweeney, publicity director at Scarborough Downs, said the betting handles for the 2016 Kentucky Derby and Preakness simulcasts were higher than they had been for those races in recent years. “It’s a tight world when it comes to horse racing, regardless of breed,” Sweeney said. “The enthusiasm was quite high and a lot of that is because people knew George had a horse in both races. That stretch run at the Derby, people were screaming for Exaggerator. And in the Preakness, people were screaming again down the stretch run. We expect much the same … for the Belmont.” ‘UNBELIEVABLE’ AT KENTUCKY DERBY The Kerr brothers made a pact a long time ago: They would never attend the Kentucky Derby unless they had a horse in it. They had been to Churchill Downs before, but the Derby is something different. “One hundred and seventy thousand people,” Jamie Kerr said. “You can’t imagine. You lose all sensation. You don’t know where you are. It’s unbelievable.” “You hear so much about it,” said George Kerr, who videotaped Exaggerator’s walk up the track to the starting gate. “But when you actually participate in it, it becomes mind-boggling.” More than just the race, it was an experience for the whole family. It was the wives and daughters and girlfriends dressing up in fancy dresses and hats. “The ladies had the time of their lives,” Jamie Kerr said. Asked what was better, experiencing the Kentucky Derby or winning the Preakness, the Kerr brothers didn’t hesitate. “You’re in it to win,” Jamie Kerr said. “I’ll take the win over the Derby any day, even if it’s at Scarborough Downs,” George Kerr said. “And I don’t mean that in a negative way. When you have that horse, a win is a win.” When Exaggerator crossed the finish line first at the Preakness, the Kerrs celebrated with hugs and screams. They went into the winner’s circle and stayed there for 45 minutes, taking photos with the horse, the trophy and each other. “There were people coming in to take photos that we didn’t even know,” George Kerr said. Finally, they were asked to move along. “It seemed like it wasn’t long enough,” he said. “We didn’t want to leave.” Now comes the Belmont and what could be another victory. Then there is the Travers Stakes in late August and the Breeders Cup in November. Perhaps there will be a couple more victories that will enhance Exaggerator’s legacy. “The main thing is that the horse stays healthy and sound,” George Kerr said. That’s because the brothers have discovered that a win can come in many forms. They bought a horse in 2006 and named it Ken’s Kerrage, after their brother Ken, who was suffering from prostate cancer. The Presidency on Tuesday said the consultations to be held in Lesotho were a follow-up to discussions held by SACU heads of state and government at the inauguration of the new headquarters building in Windhoek in November last year. “The discussions will also focus on progress in the implementation of the SACU work programme as adopted by the 2011 SACU Summit‚” spokesperson Bongani Ngqulunga said. “The deliberations will also consider regional‚ continental and global economic and trade developments and their impact on SACU.” SACU‚ at 105 years old‚ is one of the oldest customs unions in the world. In 2011, al Shabaab was ejected from Mogadishu by the African Union force AMISOM, and last year it was also pushed out of its southern Somalia strongholds by a combination of AMISOM and the Somali National Army. In recent months, however, the group has stepped up attacks on AMISOM forces and conducted gun, bomb and suicide assaults on civilian targets in Mogadishu and other towns, underscoring its resilience. According to al Shabaab's radio, Al Andalus, the four executed men were sentenced to death on Friday afternoon "after they were proved working with (the) CIA, Kenya and Somalia. " "They were publicly executed in a field in Bula Fulay village of Bay region," Al Andalus said, referring to an area in southern Somalia. Ahmed Nur, a local resident, told Reuters by phone people in the area had been asked by al Shabaab to gather near its camp. "We thought there was a lecture, however we witnessed three men shot dead and another beheaded in front of us," he said According to the radio broadcast, the beheaded man was Mohamed Aden Nur, 26, who was accused of "working with (the) CIA" and facilitating the killing of al Shabaab's former leader Ahmed Godane, who was killed in a U. 19 Coach Frank Dick warns Caster Semenya must pace herself Frank Dick, a former head coach of the British track and field team employed by the SA Sports Confederation and Olympic Committee to maximise high performance, is cautious about Semenya attempting more than her specialist 800m. Even Semenya's mentor, Jean Verster, believes his charge should focus on the two-lapper, but says a final decision on a double at the Olympics - whether it be the 400m or 1500m - had yet to be made. There has been much speculation that Semenya, the 800m silver medallist at London 2012, will go for two medals this time around. She enjoyed a storming start to the 2016 season, notching up the world lead in her favourite 800m race and getting herself to No6 in the 400m. Her 1500m effort, however, ranks her 86th. Verster said Semenya would do the 800m and 1500m at the African championships in Durban later this month, adding she planned to do a 400m before the Monaco Diamond League meet next month. Dick highlighted the tough schedule Semenya would face, with six races in eight days, starting with the 400m heats on the second morning of the programme. The 400m semifinals would be the following evening and the final the night after that at 10.45pm. "With these three back-to-back races there would have to be a serious view of recovery strategies. "You've got sleep strategies as part of your recovery strategies," added Dick, pointing out the night of the 400m final could end later because of doping control. 21 Special votes applications available online for first time from Friday This year marks the first time these applications will be available online – at www.elections.org.za - or by “SMSing the voter’s ID number to 32249 (SMS charged at R1)‚ the Independent Electoral Commission (IEC) said. “The SMS application facility is only available for those applying to cast a special vote at their voting station and NOT for home visits‚” the IEC stressed. This home visit special vote sees election officials calling on voters who are “disabled‚ infirm or pregnant…at their place of residence to allow them to cast their ballots”. The other type of special vote – aimed at “security forces‚ election officials‚ the media and any other voters who are unable to visit their voting station” on August 3 – will special voting days on August 1 and 2‚ at voting stations‚ which will be open between 8am and 5pm. On Election Day‚ voting hours are 7am to 7pm‚ the IEC noted. “Once their application has been processed‚ voters will receive a notification via email or SMS of whether their application for a special vote was successful or not. They can also check the status of their special vote application online at www.elections.org.za‚” the commission said. “The traditional method of applying for a special vote at local IEC offices by submitting a MEC35 form is also still available. 22 Sacked KZN MEC calls it quits on politics The former economic development‚ tourism and environmental affairs MEC joined the legislature in 1994‚ and spent 17 of his 22 years there as an MEC. Mabuyakhulu first rose to prominence in 1999 when then Premier Lionel Mtshali appointed him as MEC for economic development and tourism‚ a position which had been vacated by President Jacob Zuma‚ who had just been appointed as deputy president of the country. Speaking to Gagasi99.5fm on Monday night‚ Mabuyakhulu said it was business as usual for him. "I want to thank the movement‚ the ANC (African National Congress) for the opportunity it gave me to serve. I want to thank business‚ labour and all other stakeholders‚" he said. He gave no indication of his next move. "I feel I have done all in my power and to my best ability. I will retreat and pursue other interest. I feel perhaps it's time to look elsewhere. I have full confidence in the incoming leadership‚" said the former ANC treasurer. 23 No more voetsek pay: Des van Rooyen Van Rooyen effectively accused political principals and town councils of a lax attitude on public funds. He said golden handshakes, which ran into millions, were often awarded to municipal managers and senior officials to induce them to leave their positions when they were no longer wanted by their political principals or councils. Speaking to about 200 local government officials in Centurion, near Pretoria, Van Rooyen warned that more arbitrary dismissals of municipal managers were likely in the run-up to the August 3 local government elections. Such "irregular actions" had been common previously as elections approached. "Experience has shown that during this transitional period many municipalities enter into settlement agreements with senior managers for reasons other than misconduct [or] their performance. "This usually culminates in huge sums of public funds, committed to enhancing service delivery, being spent on defending arbitration cases with huge and unjustified pay-outs to these managers. "Municipalities are urged to ensure that any termination of a contract of a senior manager is based on legal grounds," said Van Rooyen. "We are monitoring the appointment and suspension of senior municipal officials in the run-up to the elections and in the post-election period. "I want to assure all municipal managers that we have your back. " The tendency is said to be even more prevalent at national level. In the recent past the government has paid millions to senior officials as part of settlements that eject them from their jobs. Former Hawks head Anwa Dramat received a R3-million payout and R60000 a month until he reaches 60, for a total of R13-million, in return for his resignation. Former Eskom CEO Tshediso Matona's settlement amount was not disclosed and SA Airways former CEO Monwabisi Kalawe settled for R2.7- million. National Prosecuting Agency head Mxolisi Nxasana received an estimated R17.3-million to convince him to go home. The acting director-general of Co-operative Governance and Traditional Affairs, Muthotho Sigidi, told The Times that the department had amended the Municipal Systems Act to include a provision that bans municipal officials found guilty of corruption from being hired again by a local government for 10 years. Suspension of municipal officials should last no more than three months, after which their disciplinary hearings should be concluded. Sigidi said the department was keeping a list of fired officials. He insisted that municipalities must allow disciplinary proceedings to conclude before awarding a golden handshake. He said the department favoured settlement agreements reached on the basis of recommendations made at the conclusion of a disciplinary hearing. Municipalities often made settlements without waiting for the outcome of a disciplinary hearing, resulting in payments being made even when officials would have been found guilty of an offence. "The department wants a situation in which, when a municipality enters into a disciplinary hearing, it must deal with it until the end and let the golden handshake be an outcome or recommendation of that disciplinary hearing," said Sigidi. "When a council takes a decision to award a golden handshake, we are not able to determine whether the official charged was innocent or guilty of wrongdoing and, in the case of the latter, we are unable to prevent their re- entry [into local government]. The cancellation affected about 5,500 test takers who will receive refunds of test fees, according to ACT spokesman Edward Colby, who said the company believes it was the first time the exam was canceled for an entire country. The ACT, an Iowa-based nonprofit organization, had planned to administer the tests at 56 different locations in South Korea and Hong Kong on Saturday morning. The ACT decided to cancel the test soon after it received “credible evidence” that the test materials had been leaked, Colby said. “We are extremely concerned about any activities that could impact the fairness and integrity of the test. When individuals attempt to profit by stealing test materials and selling them, it can hurt thousands of students who did nothing wrong, as it has in this case,” Colby said in an email conversation. 32 Bangladesh detains 1,600 suspected radicals to end attacks DHAKA, Bangladesh—Authorities have rounded up about 1,600 criminal suspects, including a few dozen believed to be Islamist radicals, in a nationwide crackdown aimed at halting a wave of brutal attacks on minorities and activists in Bangladesh, police said Saturday. The attacks—including two Hindus in the last week—have alarmed the international community and raised questions about whether Prime Minister Sheikh Hasina’s secular government can maintain security for minorities in the Sunni Muslim-majority country. Police and paramilitary soldiers fanned out across the country Thursday night, raiding suspected militant hideouts and detaining about 1,600 people by Friday night, police said. The majority of those detained, however, are described as petty criminals. Only 37 of them are suspected to be radical Islamist militants, according to police spokesman Kamrul Islam. Those include three charged with alleged membership in the banned militant outfit Jama’atul Mujahideen Bangladesh. None of those arrested is believed to be a high-level operator who might have organized or ordered attacks, police said. All the detainees are being held in jail. Hasina’s government has faced criticism for failing to prosecute suspects for at least 18 killings carried out over the past two years. Victims include atheist bloggers, foreign aid workers, university professors, gay rights activists and religious minorities including Hindus, Christians and Shiite Muslims. Hasina had announced the anti-militancy campaign after the wife of a police superintendent was shot and stabbed to death on June 5 as she was waiting with her son at a bus stop. The victim had been an ardent campaigner against Islamist militants, and her murder stunned the country’s establishment, many of whom considered the victim as one of their own. Speaking to Parliament on Wednesday, Hasina vowed to root out radicals bent on spreading terror and violence in a bid to restore the country to Islamic rule. “If they think they could turn Bangladesh upside down, they are wrong,” she said. “They will be exposed to justice in the soil of Bangladesh and their patrons will also not be spared.” The attacks have followed a pattern: A group of young men wielding knives or machetes approach their victim as his or her guard is down, perhaps while strolling down the street or relaxing at home. The attackers spew hateful language, then hack and stab at the victim before disappearing, often without a trace. Many victims are killed with a machete blow to the back of the neck. Authorities have arrested some suspects in some of the 18 attacks, mostly low-level operatives accused of following orders to carry out attacks, but none has been prosecuted. Police have said they are waiting until investigations are complete before taking any suspects to court. Amnesty International has criticized the government for inaction, saying it is creating a culture of impunity. It also said authorities are failing to address increasing numbers of reports of people receiving threats. “The brazen announcement by violent groups that they will continue targeting those they perceive as ‘insulting Islam’ should shake the Bangladeshi authorities out of their complacency,” Champa Patel, the right’s group’s director in South Asia, said in a statement. “Ignoring the problem is not a solution. The authorities must categorically condemn these killings, carry out a prompt, thorough, impartial and transparent investigation, deliver justice for the victims, hold the perpetrators accountable, and protect those still under threat.” Nearly all the attacks have been claimed by transnational Islamist extremist groups, including the Islamic State group and various affiliates of al-Qaida. The killing Friday morning of a Hindu ashram worker in northern Bangladesh was also claimed by the IS group, according to the SITE Intelligence Group, which monitors jihadist activity online and cited the Amaq News Agency. Hasina’s government, however, says transnational terror groups have no presence in the South Asian nation of 160 million. One of the firefighters, Ditiro Moseki, told CBC he was “very much happy” that the Alberta premier supported the firefighters’ stance, after Moseki described the pay as "peanuts”. He said the firefighters are grateful for the “very good job” Notley was doing for them. Notley was quoted as saying that it was not acceptable to her and her government that they would have people working for wages that do not align with their labour laws, News24 reported earlier on Saturday. 52 BCCI set to make Mushtaq Ali T20 a zonal meet The BCCI is set to completely overhaul the structure and format of National T20 Championship for Syed Mushtaq Ali Trophy by transforming it from inter-state to inter-zonal competition. It has been learnt from reliable sources that during the recent Tours and Fixtures Committee Meeting of BCCI, President Anurag Thakur proposed a roadmap for change to make the tournament more engaging and also improve the quality of competition. As per the current structure, Mushtaq Ali T20's initial round is played with state teams being divided into various groups and then the top teams from initial rounds are again divided into two groups with the top two teams playing the final. According to the BCCI president's proposal, state teams will first play against each other at zonal level and once that part is over, each zone will have one common team with all its zonal level performer. So the main performers of East, North, South, Central and West will represent their zones and the sixth team could be called 'Board President's XI' or 'Rest of India' with some of the talented juniors slogging it out with the best from the zone. These six teams will then fight for the main Championship. When BCCI president Thakur was contacted, he confirmed that discussions have indeed taken place. Initially reluctant to speak, Thakur opened up after some persuasion. "Yes, we discussed the issue at length during Fixtures Committee Meeting. The endeavour is to make domestic cricket more engaging and viable," Thakur told PTI today. "With 1882 playing days, the BCCI has shown how serious we are about our domestic structure. We have decided to have Ranji Trophy at neutral venue, Duleep Trophy with pink ball and now we are trying to make Mushtaq Ali more competitive by bringing in zonal structure. The aim is to improve the quality of domestic cricket. We are trying to finalise details and senior officials will be putting a process in place," the President said. The BCCI has taken a lot of positive steps with regards to domestic cricket where Duleep Trophy will be played among teams selected by the national selectors. 56 Mumbai-bound flight from Munich diverted to Turkey due to medical emergency A Mumbai-bound Lufthansa flight from Munich, on Friday night, had to be diverted to Turkey. This had to be done due to a medical emergency on board. The flight LH 764 was delayed for around two hours after an on-board passenger fell sick. According to sources, the passenger went into her labour mid-air after which the pilot contacted the nearest Air Traffic Control and, after declaring medical emergency, landed at Turkey. The patient was immediately de- boarded and rushed to the nearest hospital, said sources. The flight took off for Mumbai at around 11.30 pm (IST) and was expected to land at around 3.30 am instead of 1.30 am. However, a spokesperson of Lufthansa said, "The flight en route to Mumbai had to make a medical emergency landing at Turkey after which the sick passenger was provided with immediate medical care. "

The statement said: "Tesla has never and would never ask a customer to sign a document to prevent them from talking to NHTSA or any other government agency. That is preposterous. 59 40-km jam on busy Ahmedabad-Mumbai NH-8 Ahmedabad: Routine maintenance work on one of the busiest national highways, NH-8 connecting Mumbai and Ahmedabad, has led to an around 40-km-long traffic jam in the last three days, leaving over 20,000 vehicles trapped on the highway on Friday. According to reports, it is taking vehicles over four gruelling hours just to cross a distance of 20 to 25 km due to pre-monsoon maintenance work at Sardar Bridge which connects Vadodra and Surat. According to reports, traffic jam on both sides of the bridge stretches about 15 km towards Vadodara and around 25 km towards Surat. Many smaller vehicles like passenger cars are forced to take a detour and travel through the interiors of Bharuch city. This again has led to massive traffic jam of eight to 10 km in the city. The National Highways Authority of India and the L&T are carrying out the work on Sardar Bridge as part of pre- monsoon maintenance. This work was expected to be complete by late Friday night or Saturday morning. A new bridge is also being built adjacent to the existing Sardar Bridge near Bharuch and was expected to be completed by August this year. However, the construction of this bridge has been delayed and the work may not be over before early next year. Aroud 150 police personnel and two officers were trying to ease the situation. The Mumbai-Ahmedabad highway is a key transport corridor and many industrial centres for textiles, gems, pharmaceuticals, petrochemicals, fertilizers and chemicals, among others, are located in this belt, which has over decades come to be known as the Golden Corridor for industry.

60 Goa govt to give five acre land to Navy at proposed airport Panaji: Goa government has agreed to allot five acre land to the Navy for setting up a naval enclave at the proposed International Airport in Mopa, Chief Minister Laxmikant Parsekar said today. "We have decided to allot five acres of land in the proposed Greenfield airport at Mopa to the Indian Navy considering the security point of view," he said. Defence Minister Manohar Parrikar, in a letter to Parsekar on June 2, had sought the land to set up a naval enclave at the airport. The first phase of the airport is expected to be commissioned in 2019. "Whenever an airport comes up in the coastal area, the Defence Ministry always seeks land from the security point of view," the Chief Minister said. According to Parsekar, since the existing Dabolim airport has presence of the Navy, the state government had earlier refused to give any land to it at the proposed Mopa Airport. "But now, considering the security concern, we have agreed to give the land," he said. Foundation stone for the Mopa airport is expected to be laid this year. In the letter, Parrikar had said, "Naval enclave is considered critical for naval aircraft operations. The proposed five acres of land for this purpose could be given on lease for the entire period of concession. " "The proposed naval infrastructure would be built by the Ministry of Defence with separate independent entry and exit to the naval facility," the Defence Minister had said. The Defence Ministry has clarified that the "launch of military operational missions would take priority over normal operations in case of emergency as declared by the Government of India. "

61 Countries commit to double AIDS treatment United Nations — Countries committed to nearly doubling the number of people who receive life-saving HIV treatment over the next five years as a high-level United Nations conference devoted to ending the AIDS epidemic by 2030 drew to a close on Friday. During the three-day-long meeting, countries also saw the UN's 193-member states commit for the first time to monitoring the quality of treatment, with a goal of getting 90% of those receiving anti-retroviral medicine to reduce their viral load to the point where it is undetectable — something that improves quality of life and reduces the risk of transmission. "It's a paradigm shift. What it's going to do is put the focus on quality. Instead of how many people have access to treatment now it's for how many people is the treatment working properly," said Sharonann Lynch, HIV & TB Policy adviser for Medecins Sans Frontiers. In 2015, there were some 36.7 million people around the world living with HIV and about 17 million of them have access to anti-retroviral medication, according to the U. N. At the conference, countries also committed to reducing the number of new HIV infections to below 500,000 a year by 2020, down from 2.1 million in 2015 and bringing the number of annual AIDS-related deaths to under half a million in 2020 from 1.1 million last year. "Today is the day that we collectively say that we will end the AIDS epidemic by 2030," said General Assembly President Mogens Lykketoft. "We must pay greater attention to equality and inclusion, uphold human rights and speak out against stigma and discrimination. " The United Nations is now looking to raise $13bn over the next three years in support of these goals. Conference organizers said while remarkable progress has been made since the last United Nations meeting on AIDS in 2011, much remained to be done. "For the first time in history we can say that in Africa there are more people on HIV treatment than there are new HIV infections," said UNAIDS Executive Director Michel Sidibe. Still, the number of new HIV infections among adults has remained mostly unchanged since 2010 and key populations like young women, sex workers, prisoners, gay men, transgender people and intravenous drug users continued to be left behind. On Thursday, the US announced it would start a new $100m Key Populations Investment Fund, intended to reach these people most at risk. "Too many leaders say they support the end of AIDS and claim to stand with the people facing the life-threatening effects of bigotry and discrimination on full display during this week's negotiations. But for many governments these are just words they fail to take action where it counts," Asia Russell, Executive Director of the Health Global Access Project, said in a statement. "We are therefore heartened to see the US government pledging funding to directly confront the human rights violations that keep quality, evidence based prevention and treatment services from key populations around the world. " Cultural sensitivities continued to be an obstacle to combatting the disease, UN officials conceded, and a number of non- governmental organizations representing gay and transgender people were excluded from attending the conference after a number of conservative countries objected to their presence. 62 62 Dubious land deals in Pune: MIDC to scrutinise titles of land Pune: Rattled by two instances of alleged dubious land deals in Pune district, the state-run Maharashtra Industrial Development Corporation has decided to scrutinise revenue-related records of nearly 10,000 hectares of land under its possession. The move comes in the wake of the purchase of a 3-acre MIDC land by former Revenue Minister Eknath Khadse in name of his kin allegedly at a throwaway price at Bhosri, and the "fraudulent" purchase of 7.64-hectare land near Ranjangaon by four persons, including son of a senior IPS officer. Khadse had to resign in the wake of the controversy. "We have approximately 10,000 hectares land spread across Chakan, Ranjangaon, Talegaon, Bhosari, Pimpri Chinchwad, Baramati and Talegaon MIDC areas, and to prevent further misuse, we have instructed our surveyors to carry out the scrutiny of the 7/12 extracts of the land, which is in MIDC's possession," MIDC Regional Manager (Pune), Ajit Deshmukh said here today. A 7/12 extract is a crucial revenue document denoting ownership of land. He said the surveyors have been instructed to check each 7/12 extract and make sure that MIDC's name is mentioned in the occupant's column in that document. Meanwhile, referring to recent controversy surrounding purchase of land located at Karegaon in Ranjangaon MIDC area, a senior MIDC official said the entire land had been acquired by the corporation in 1993. "However, in the particular piece of land case, MIDC's name as owner in the 'other column' on the 7/12 extract could not be updated by Revenue Department. People take advantage of such anomaly and go for purchase of land, which are actually owned and acquired by MIDC," he stated. He was referring to allegedly "fraudulent" purchase of the land by Bhujangrao Ogle, Rohit Kamalakar, Rangnath Walke and Prashant Ogle last year. Rohit is son of Joint Commissioner of Police, EOW, Dhananjay Kamalakar who was yesterday shunted out by state government after his son's name cropped up in the controversial land deal.

63 63 Energy shoppers given switching promise by industry Energy companies have drawn up a list of pledges aimed at helping customers to shop around for the best deal. Energy UK, which represents the major suppliers, has launched its Energy Switch Guarantee - to make it easier for customers to know how to switch. But a number of suppliers, including SSE - one of the so-called "big six" firms - have yet to sign up. It comes after a major inquiry found a third of residents had never considered switching for a better deal. The list of pledges, designed to be easy to understand and give confidence to customers, include making it clear that any switch will be free and that the new provider is responsible for dealing with any issues that arise. A final report into the energy market is due to be published on 24 June. Initial findings from the Competition and Markets Authority's (CMA's) investigation suggested that 70% of customers with the big energy firms are on their supplier's default tariff and could save more than £300 a year by switching. Although switching numbers have shown an upward trend there has been widespread agreement among the government and industry that more could be done to encourage people to shop around. Lawrence Slade, chief executive of Energy UK, said: "It is fantastic news to see that nearly two million people have switched supplier since the beginning of the year. The new Energy Switch Guarantee will give customers the extra boost of confidence to engage in the market. "The aim is to reach out to those customers who have never switched before, so hopefully we will get millions more households engaging in the market. " One of the promises appears to be a stumbling block for a string of suppliers. It states that "the switch will take no more than 21 days from the date your new provider receives your completed application". Some smaller suppliers and SSE have said they are unable to commit to the guarantee owing to this 21-day deadline. The company said: "SSE has worked with the rest of the industry to develop these new commitments and we will be signing up to the guarantee. However, there are changes that need to be made to our present systems and processes to enable us to meet the standards set in the Switch Guarantee. "System upgrades are under way to resolve this and we made the decision not to sign up to the guarantee until we are able to honour the commitments every time a customer chooses to switch. " SSE has just topped a customer satisfaction league table published by Citizens Advice. Green energy supplier Ecotricity raised concerns about the complexity of the switching system for suppliers. It said: "The Energy Switch Guarantee scheme is something we're working towards but the inherent complexity of the [switching] system and processes we have to follow make it difficult and we think the government should focus on that - simplify the system. " The pledge goes further than the current regulations that are in place. If a supplier consistently takes more than five weeks to complete a switch, it may face enforcement action from energy regulator Ofgem. Smart meters - which give suppliers a daily reading of our energy use - are promoted as an opportunity to make it quicker to switch to deals that suits customers' lifestyles. Plans are for them to be installed in all British homes by the end of 2020. So far, they've been installed in more than three million homes. One belongs to Angie Boakes, a business development manager from Tonbridge in Kent. Although she thought she would never have to read a meter again, the 48- year-old said she had to do so when switching to a cheaper deal. "I ended up having to lay on the floor with a torch, pressing a number of buttons on the smart meter to try to get the right [meter reading] number," she says. Some of the functions of her smart meter also stop when her supplier is switched. The rules say customers must be told when their smart meter is installed that not all first generation meters are compatible with different suppliers. Ms Boakes is switching from Ovo - which has 20% of its customers on smart meters - to EDF. Melissa Gander, energy director at Ovo Energy, says that the processes are not yet in place for customers to be freed from taking any meter readings when they switch suppliers - but there were many other benefits of having a smart meters. Ten suppliers are currently signed up to the guarantee - British Gas, E. On, EDF Energy, First Utility, Flow Energy, Npower, Octopus Energy, Sainsbury's Energy, So Energy, and Scottish Power. The Department for Energy said there were now more than 40 providers operating in the UK. Energy UK claims that 70% of the market is signed up, a figure that is expected to rise significantly in the coming months. The guarantee is very similar in style to the Current Account Switch Guarantee, aimed at encouraging people to switch banks. The success of this banking scheme is arguably limited. Last year's switching rate of 2% was even lower than the previous 12 months, although that service claims switching numbers are picking up. 64 Venezuela to validate signatures for presidential recall Caracas — Venezuelan officials have said an effort to recall President Nicolas Maduro will move to the next phase. Electoral officials on Friday said that the more than 1 million voters who signed a preliminary petition to recall the embattled president must travel to government offices between June 20 and 24 to validate their signatures. Opposition leaders turned over the signatures more than a month ago and accused officials of dragging their feet in an effort to stop the recall drive. They hailed Friday's announcement, but complained about the process. Former presidential candidate Henrique Capriles said Friday that officials had invalidated his signature on the petition, along with others. After this phase, the opposition will have to collect signatures from 20% of voters to trigger a recall election.

65 Is Defending Tax Competition Akin to ‘Trading With the Enemy’? | The American Spectator When I was younger, my left-wing friends said conservatives unfairly attacked them for being unpatriotic and anti-American simply because they disagreed on how to deal with the Soviet Union. Now the shoe is on the other foot. Last decade, a Treasury Department official accused me of being disloyal to America because I defended the fiscal sovereignty of low-tax jurisdictions. And just today, in a story in the Washington Post about the Center for Freedom and Prosperity (I’m Chairman of the Center’s Board of Directors), former Senator Carl Levin has accused me and others of “trading with the enemy” because of our work to protect and promote tax competition. Before even getting into the issue of tax competition and tax havens and whether it’s disloyal to want limits on the power of governments, I can’t resist addressing the “starve us of resources” comment by Levin. He was in office from 1979-2015. During that time, federal tax receipts soared from $463 billion to $3.2 trillion. Even if you only count the time the Center for Freedom and Prosperity has existed (created in late 2000), tax revenues have jumped from $2 trillion to $3.2 trillion. At the risk of understatement, Senator Levin has never been on a fiscal diet. And he wasn’t bashful about spending all that revenue. He received an “F” rating from the National Taxpayers Union every single year starting in 1993. Let’s now address the main implication of the Washington Post story, which is that it’s somehow wrong or improper for there to be an organization that defends tax competition and fiscal sovereignty, particularly if some of its funding comes from people in low-tax jurisdictions. The Post offer[s] an inside look at how a little-known nonprofit, listing its address as a post office box in Alexandria, became a persistent opponent of U. S. and global efforts to regulate the offshore world. …the center met again and again with government officials and members of the offshore industry around the world… Quinlan and Mitchell launched the center in October 2000.… The center had two stated goals. Overseas, the center set out to persuade countries on the blacklist not to cooperate with the OECD, which it derided as a “global tax cartel.” In Washington, the center lobbied the Bush administration to withdraw its support for the OECD and also worked to block anti-tax haven legislation on Capitol Hill. To spread the word, the center testified before Congress, published reports and opinion pieces in leading financial publications, and drafted letters to lawmakers and administration officials. Representatives of the center crisscrossed the globe and sponsored discussions in 2000 and 2001, traveling to London, Paris, the Cayman Islands, the Bahamas, Panama, Barbados and the British Virgin Islands. To Senator Levin and other folks on the left, I guess this is the fiscal equivalent of “trading with the enemy.” In reality, this is a fight over whether there should be any limits on the fiscal power of governments. On one side are high-tax governments and international bureaucracies like the OECD, along with their ideological allies. They want to impose a one-size-fits-all model based on the extra- territorial double-taxation of income that is saved and invested, even if it means blacklisting and threatening low-tax jurisdictions (the so-called tax havens). On the other side are proponents of good tax policy (including many Nobel Prize-winning economists), who believe that income should not be taxed more than one time and that the power to tax should be constrained by national borders. And, yes, that means we sometimes side with Switzerland or Panama rather than the Treasury Department. Our patriotism is to the ideals of the Founding Fathers, not to the bad tax policy of the U. S. government. In any event, I’m proud to say that the Center’s efforts have been semi- successful. Even the other side says the Center is effective. What’s most impressive is that all this was accomplished with very little funding. In other words, the Center and its affiliated Foundation managed to thwart some of the world’s biggest and most powerful governments with a very modest budget averaging about $175,000 per year. And I don’t even get compensation from the Center, even though I’m the one who almost got thrown in a Mexican jail for opposing the OECD! So while Senator Levin had decades of experience spending other people’s money in a promiscuous fashion, I work for an organization, the Cato Institute, that is ranked as the most cost-effective major think tank, and I’m on the Board of a small non-profit that has a track record of achieving a lot with very little money. Yet another example of why we should be thankful that tax competition makes it more difficult for politicians to extract more revenue from the economy’s productive sector. P. S. I mentioned to the Post reporters that the world’s biggest tax haven is the United States, but that important bit of information was omitted from the article. Which is a shame since it would have given me a chance to laud Senator Rand Paul for blocking a very dangerous agreement that would undermine America’s attractive tax laws for overseas investors. P. P. S. If politicians really want to hurt tax havens, they should adopt a flat tax. That would dramatically boost tax compliance. P. P. P. S. All things considered, I think the reporters who put together the story were reasonably fair, though there was a bit of editorializing such as referring to one low-tax jurisdiction as a “notorious tax haven.” When they write about France, do they ever refer to it as a “notorious tax hell”? Also, when writing about trips the Center arranged for congressional staff to low-tax jurisdictions, the article stated, “The staffers reported receiving from $900 to $2,360 for the trips,” which makes it sound as if the staffers got paid. That’s wrong. The sentence should have read, “The staffers reported that the Center’s travel and lodging expenses ranged from $900 to $2,360 for the trips.” This item first ran on Cato at Liberty.

Rajesh Kumar Singh had been on the run for nearly six months The cops said the 32-year- old accused, identified as Rajesh Kumar Singh, is a ‘womaniser’ and had spent all the money on bar girls, one of whom will be arrested for helping him commit the crime. “During the investigation, we found that Singh is a womaniser and had splurged all the money on bar girls. He even loaned a bar girl lakhs of rupees. We will soon arrest her as she was also involved in the case,” said Tukaram Nimbalkar, assistant inspector of Pydhonie police station. In October last year, Singh, who was a project manager in the company, created a fake client email ID. “Singh, along with few others, created a fake e-mail ID of one of the clients and through that, placed an order with the company,” said a police officer. He then alerted his employer about the order and recommended that the company outsource the job to a transportation company he knew at a cheaper cost. This transportation firm belonged to Singh’s friend, who after getting the contract, got paid on showing fake bills of Rs 60.75 lakh to the logistics firm, while claiming that the goods had been transported to the client. He was arrested later. It was when Singh’s employer asked his client for payment that he came to know of the fraud. The client told him that though the email address bore their company’s name, it was fake. The company, in December 2015, had filed a case against Singh and four others (including the bar girl and the transportation firm owner). Out of five, three accused have been arrested and two are still at large. “Around Rs 7 lakh has been recovered from Singh, who has been booked under relevant sections of the Indian Penal Code and Information Technology Act for cheating, forgery, impersonation and identity theft. He has been remanded in police custody till June 10,” Nimbalkar added.

71 Teen accused in murder of UT student indicted on capital murder charge A Travis County Grand Jury has indicted a homeless teen for the capital murder of a freshman student at the University of Texas. The documents from that indictment accuse Meechaiel Criner of assaulting and strangling Haruka Weiser on April 4,2016. Criner was initially charged with first-degree felony murder. Criner faces up to life in prison if convicted, but isn't eligible for the death penalty because he's under 18. He is being held in the Travis County jail. His attorney did not immediately respond to requests for comment. RELATED: Police officer gave ride to suspect later charged in murder of UT student Investigators believe Criner attacked Weiser while she was walking back to her campus dormitory from the Winship Drama building. Her body was discovered in Waller Creek a day later with visible signs of trauma. Via sources, the Austin American- Statesman reported she had been sexually assaulted and strangled to death. Criner was not identified as a suspect until a few days later. According to an arrest affidavit, a surveillance camera captured a man with a bike who had been following a female across a bridge, near the area where Weiser's body was discovered. Upon his arrest, investigators said they found he had a bicycle that appeared near-identical to the one in the video. He was also found with a number of Weiser's belongings, including her blue duffel bag. 75 Late Commissioner Lee remembered at kick off ceremony for Summer Games On a hot June day at Mickey Leland Memorial Park, a moment of silence was held for former Harris County Commissioner El Franco Lee. Purple, the color of Wheatley High which Lee attended, could be seen everywhere throughout the park in his honor. Dozens of children and adults attending Friday's opening of Harris County Precinct One's Street Olympics program bowed their heads and closed their eyes in recognition of Lee, who started the competition. He died in January of a heart attack "This is a very different kick off for all of us today. It is the first time that we are doing this without the presence and guidance of our founder, Commissioner El Franco Lee," said Yvette Chargois chairwoman of the games. The Olympic-style competition allows Houston youngsters to compete in different sports such as football, kickball, basketball, jump rope, and hula hoop. Kids ranging in age from 6 to 15 compete throughout the summer against kids in similar age brackets for eight weeks. The top three competitors from each age group in each different sport will be awarded medals Aug. 5 during the Summer Games final event at NRG Stadium. Lee was the first African-American commissioner for Harris County. He was first named county commissioner in 1985 and was serving his seventh term for Precinct One when he died. Brian Rego , the director for the Summer Games, said Lee created the program as a way for children to have something productive to do during the long summer months. The games children compete in are modeled after games they might usually play on the streets of their own neighborhoods. "He was looking for a way to fill dead time in the summer because we know dead time with children usually leads to some trouble," Rego said. On Friday, kids demonstrated the games they might participate in throughout the summer. Some jump roped. Others cheered as one member of their kickball team caught the ball in mid-air. A police officer watched kids hula-hoop in the June sun. "I hope that they gain from it that it's ok to be a kid. It's ok to play. We hope they learn if I put forth a little effort, I can get better at something," Rego said. At the ceremonies, Gene Locke , appointed as Lee's interim replacement, remembered the late commissioner. "This is a special time. It's a special time because I'm looking at these beautiful children. I know that Commissioner Lee is looking at them too. I know that his spirit is warm this morning because he sees a future for these children," Locke said. Around 5,000 Houston-area children are expected to participate in the games. Rego said when the program started 30 years ago, they only had around 200 kids. He believes Lee's legacy will continue to live on through the program. "He's what I consider a great man. His Achilles heel was his heart. He was such a visionary. He had such an ability to look at things from many different ways and [come] up with the way that he thinks would be the best for his constituents and the people that he served," Rego said.

76 76 Mastermind of 2008 robbery nabbed from MLA's Juhu home A 51-year-old man was arrested on Tuesday in connection with a 2008 robbery case, where he had stolen gold ornaments worth Rs 90 lakh from a jewellery shop. Before his arrest, accused Hakim Yadav was working as the bodyguard of an Uttar Pradesh-based MLA. The robbery occurred in broad daylight in 2008, when four men, armed with guns, entered Dinesh Jewellery shop in Khar. At gunpoint, they robbed gold ornaments worth R90 lakh and fled after assaulting the owner. Sources said Yadav was the mastermind and has been wanted since 2008. He was caught after inspector Dinesh Kadam received a tip-off from an informer, who said Yadav is going to land in the city along with his MLA boss Subhash Passi. Following this, PI Kadam and his team laid a trap and nabbed Yadav on Tuesday from Passi’s residence in Juhu. “After committing the crime, Yadav fled from the city and settled in UP. About five years ago, Passi was elected as an MLA in Saidpur from UP. Yadav then started working as Passi’s bodyguard,” said a police officer from Khar Police Station. “Yadav has confessed to his crime and also revealed that he had got the tip off from a staffer working in the jewellery shop. He also confirmed that he and Subhash Passi know each other,” added the officer. The heist Cops said at the time of the incident on November 2 in 2008, four people had entered the jewellery shop in Khar Danda at around 10 am. One of them, who had a revolver, assaulted the shop owner Paresh Shantilal Jagwaat, a resident of Avenue Road in Santacruz West. “They had even roughed up two other people inside the shop. While one of the miscreants threatened the people with his pistol, the other three were busy looting the shop. They robbed gold ornaments weighing around 7.25kg that were kept in a safe,” said an official from Khar police station. After the owner filed the complaint, Khar police had swung into action and arrested the four accused on November 14, 2008, with the help of CCTV footage. Sheshnath Ramanand Upadhyay (39), one of the accused, was identified on CCTV and caught from Oshiwara. Cops seized gold and silver worth more than R2 lakh from his house. Accomplices nabbed The other accomplices were Ramkeval alias Rakesh Singh Rajkumar Saroj who is supposedly a Bahujan Samaj Party member from UP and Dinesh Ramashray Yadav, who teaches wrestling in Pune. Another accomplice, Ramji Baldev Yadav, is said to have driven the Honda Accent car, which was used in the robbery. Dinesh and Ramji were on their way to Saroj’s house and were nabbed there as well. Three country-made revolvers along with six live rounds were recovered from them back then. As per police sources, when police arrested the four in 2008, they had recovered 40% of the stolen ornaments. They are finding where Yadav spent the remaining 60% of the loot.

Don’t dismiss us from the house.” “There is no violence of any type -- mental, physical or emotional -- as claimed by Rhea,” countered Leander’s senior counsel, Abad Ponda. Leander made a statement to the judge through his lawyer: “We were in a live-in-relationship. I have never asked Rhea to leave home — I left home for her. We have tried to settle the matter amicably, but her demands have been increasing, so we could not reach any conclusion. I am in the twilight of my career; the Olympics are nearing. I would like to resolve the matter.” Judge intervenes “See, there is a girl child involved — a ten-year-old. What will happen to her if you keep fighting legal battles? Blaming each other will not solve anybody’s interest. You know how long litigations take to reach the logical conclusion in the court of law. Have you tried an expert mediator?” asked Justice Mohiti-Dere. Rhea’s counsel said they had not tried mediation so far, and the judge then asked both sides if they were ready to try it now. Both parties agreed. The judge also asked them to suggest names of independent expert mediators, but when no names came up, the judge asked if they would be okay with her as the mediator. As Leander had to fly out for the Olympics, both sides agreed. Rhea was not present in the courtroom, but was asked to appear in the judge’s chambers at the Bombay High Court at 4.30 that evening, along with Leander. No lawyers were present as the judge mediated between the two of them behind closed doors. The tennis champ and socialite were asked to return for a second session on June 20.

He took the money from her for various poojas, etc. The victim stays at Charkop sector number 7 along with her husband, 13- year-old daughter and in-laws. According to the police, the complainant had borrowed money to pay the accused. Later, when the accused stopped taking her calls, the woman approached the Andhshraddha Nirmoolan Samiti and with their help, an FIR was registered. Police arrested the accused, identified as Sagar Joshi, from his Malad residence. He was produced before the Borivli Metropolitan magistrate court yesterday and remanded in police custody till June 13. Problems galore According to the victim, “In 2014, Joshi visited my residence for the first time to take a donation for Ganapati. In good faith, I paid him. He subsequently told me that there was some problem in my family. He said all my family members are against me, but he could do a pooja or hawan to help rid all the problems from my life. But I had to pay R3,000 for it. So, I paid him.” She said on different occasions, for various poojas, Joshi took lakhs of rupees including her jewellery (Mangalsutra, chain, locket and rings). “Till 2015 I have paid more than Rs 6.5 lakh including jewellery to Joshi at various occasions to rid the house of problems, but nothing has changed. When I tried to contact him over the phone, he did not attend the calls and later switched off his mobile phone,” she added Police says “On her complaint we lodged an FIR under Sections 420, and 406 of IPC, and 3 (2), (3) of Anti-Superstition and Black magic act, 2013 and arrested Joshi. It is suspected that he has duped several other people too in the past, and it is possible that more people will complain against him. We are still to recover the goods. After a federal review of Children’s Protective Services cases in Buncombe and ten other North Carolina counties, severe penalties and a three year improvement plan have been imposed. The state mandate is to reunite families if at all possible but it is occurring in only 50% of North Carolina cases. Perverse financial incentives lead to too many foster parent adoptions. In a Carolina Journal exclusive released this week, Dan Way reported the North Carolina Department of Health and Human Services faces a minimum $1.7 million federal penalty after failing to meet child safety, placements, services, and other components by which state child and family services are measured for compliance. Rafael Lopez, commissioner of the Administration on Children, Youth and Families at HHS, informed North Carolina DHHS Secretary Rick Brajer in a Jan. 29 certified letter that the state was being placed on a three-year performance-improvement plan to establish “effective strategies for achieving the level of improvement agreed upon.” Pam Kilpatrick, assistant state budget officer, told the House Appropriations Committee on Health and Human Services on April 28 that Gov. Pat McCrory’s budget includes $9.3 million to add five full-time staff to help develop and implement the improvement program. “The ratings we got seem abysmal,” said Kevin Kelley, section chief for Child Welfare, in the Division of Social Services at DHHS. Asked if the failure to meet the requirements is indicative of an agency in distress, Kelley responded, “I would say you’re wrong about the word ‘failure.’” However, he said, “The whole intent of the review is to find areas for program improvement,” and its findings that North Carolina came up short “didn’t surprise us.” Kelley said the assessment is a “specific kind of review” that may not capture the complete picture of the complex services that are difficult to execute under a sweeping DHHS umbrella of programs. In some areas, slight deviations, such as providing a service in 25 hours instead of the required 24, would be considered noncompliance. Sherry Bradsher, DHHS deputy secretary, said whether the state must pay all, part of, or more than the $1,709,489 penalty “sort of depends where we wind up two to three years from now” as the improvement plan develops. Creating that response “is somewhat of a negotiation” and involves collaboration between the state and its federal counterparts. Kelley said this is the third round of federal assessments, and North Carolina was one of eight states involved. Extensive reviews of 105 cases were conducted in Buncombe, Craven, Cumberland, Durham, Hoke, Jackson, Mecklenburg, Pitt, Scotland, Wake, and Wilson counties between April 1 and Sept. 30 last year. Among findings of the federal review were that North Carolina achieved only a 75 percent rating under the safety-outcome category called “Children are, first and foremost, protected from abuse and neglect.” The state achieved only 57 percent in cases of the safety outcome called “Children are safely maintained in their homes whenever possible and appropriate.” Permanency in placements was cited as a major failure, achieving only 34 percent compliance. And outdated statewide information systems, workforce training, case reviews, and other systemic program functions also were found substantially lacking in compliance. “We are having some comfort calls” with other states that also had unfavorable reviews, Kelley said. “We’re all roughly at the same place with this development,” there is no “super clear guidance” as to what the new measurement tools and plan will look like, and “no one has a signed-off plan yet.” “That $1.7 million penalty, regardless of how they’re going to end up assessing that, that’s the department saying we’re serious about you need[ing] to change things,” said Andrew Brown, an adoption law and policy attorney who is a senior fellow specializing in child welfare policy at the Florida-based Foundation for Government Accountability, a free-market oriented organization. Brown said the low North Carolina scores were not surprising “because this is common among child welfare agencies across the country. [They] are a product of a system that’s overwhelmed, that’s trying to do too much,” and caseworkers are stretched to the breaking point while constantly exposed to “heartbreaking things,” Brown said. “Our argument would be start working more with the local community,” Brown said. “There are programs like Safe Families for Children that are active, and trying to launch a chapter in North Carolina right now. They’re in the process of recruiting churches and families” to replicate their model originated in Chicago in 2003. It now has 72 chapters in 27 states and has cared for more than 20,000 children. The private, community-based intervention model outperforms the child welfare bureaucracy, especially on placement stability. Some children and youth services departments in other states are actively referring their low- impact cases to Safe Families so the government agency can concentrate on the more difficult, high-intensity cases, Brown said. The average child in a government child welfare program “has a 50-50 shot of going back home to their biological family, and that’s after staying in the foster care system an average of about 700 days,” Brown said. In the Safe Families program more than 90 percent of children are returned to their biological parents after a 30-day average length of stay with a volunteer host family without ever going into foster care. Safe Families uses trained volunteers from the community, supervised by trained social workers oftentimes with prior government jobs, to welcome children into their homes while their parents struggle with a temporary crisis such as job loss, medical situation, or transportation issues, that could result in a child neglect case and removal of the child from the family by the government agency. Other family members help the parent overcome the temporary crisis. Brown said 70 percent of foster care cases stem from simple neglect, and one of the main reasons for neglect is because parents fear the power of the government to seize their children, and don’t seek services that might help their situation. Safe Families is a less threatening environment lacking that enforcement power. Relationships are encouraged between the families. In government foster care, regulations prohibit such relationships. It is not uncommon for children and their parents to maintain extended family-type relationships with their host families long after their help, Brown said.

As she had already stolen the keys of Anjali’s house at the party, Malvi went to Virar and stole all the jewellery. When Anjali reached her place, she was shocked to see her belongings scattered and her jewellery missing. She filed an FIR and when the police began questioning everyone from the party, Malvi couldn’t corroborate her story with facts and confessed to her crime. Police says Virar police officers said Malvi had been looking for an opportunity to take revenge from her elder sister for a long time and the party gave her the chance she wanted. “Malvi said she was angry that her father had transferred all his property in her elder sister’s name and gave her nothing. The authorities at Juhu aerodrome and their stakeholders are surprised at the sudden appearance of a 130 ft metal antenna on the secondary runway. The 130-ft antenna stands close to the Juhu Air Traffic Control (ATC) and near the secondary runway 16-24, adjacent to the minaret on the other side After the illegal construction of a minaret close to its runway, this structure stands tall at the approach path of the secondary runway, making it more prone to air accidents. No stakeholder has been informed about the structure. According to Directorate General of Civil Aviation, Government of India (DGCA) sources, this 130-ft antenna like structure doesn’t have a No Objection Certificate from the aviation regulator. Airport officials say this structure has been noticed only in the last two months. It stands close to the Juhu Air Traffic Control (ATC) and near the secondary runway 16-24, adjacent to the contentious minaret on the other side. Where’s the NOC? In order to express their dissatisfaction with the airport operator, all 30 stakeholders had a meeting yesterday with the regional executive director (RED) of Western Region, AAI and the deputy director of DGCA (operations). Some pilots had recently reported about the metal antenna in the rough ground between the dispersal air taxi area and ATC Juhu. The stakeholders asked the Directorate General Civil Aviation (DGCA) officials to check whether valid permission within safety regulations and NOC was obtained for it. Failing the absence of the permission, the structure is jeopardizing the safety for the hover taxi of helicopters, especially in poor visibility. Several helicopters have skids and hover taxi routines even in dispersal areas. The choppers’ rotor downwash can also pick up foreign object damages and hence a request was made to relocate this metal antenna. Night landing Yesterday’s meeting also included discussion of the much talked about night landing facility, which the AAI is going to come up with. “AAI had assured that by September this year they would commence operation using the night landing facility, but we are still only talking about it. Once they commence the work, it will take at least six months to commence the medical operations during the night,” said an officer from Juhu Airport. “They have given a detailed presentation about the night landing facility. Accordingly, the work on it will begin soon. The AAI RED seemed to be positive and hence, we are hoping for the best,” explained an official close to the development.

83 The Stupid Party Keeps Getting Stupider | The American Spectator In the last month or so both of the presumptive presidential candidates, Donald Trump and Hillary Clinton have said stupid and even offensive things. Trump as we all know, because we’ve heard it repeated by the media one thousand times, questioned the impartiality of a federal judge because he is of Mexican descent. Dumb. Even indefensible. But Hillary a few weeks earlier said that she was going to put every coal miner in America out of a job. Messing with people’s livelihoods is arrogant and smug beyond belief. Arguably, much worse than anything Trump has said. Politicians often say stupid things. I’m old enough to remember when Ronald Reagan called ketchup a vegetable. Bill Clinton became a laughing stock when he said in 1992 that he “didn’t inhale.” What is maddening about the Clinton and Trump gaffes is the reaction by the brain trusts of their respective parties. When Hillary promised to lay off tens of thousands of coal miners, the left knew she had stepped in it. But did you hear Nancy Pelosi or Harry Reid denounce her as an an out of control imbecile who has just threatened the jobs of middle class union workers? Did they clamor that one more of these unforced errors and she would be “disqualified” from the race? Did they rush on MSNBC and CNN and demand a retraction? Of course, no. No. And No. Never. They aren’t stupid. Like the worker bees, they did everything to protect the queen bee. They worked together to change the subject, denounce Trump, reassure voters that Hillary really does care about working class people. She’s even met some. Nearly everyone dutifully parroted the party line: what Hillary really meant to say was blah, blah, blah. The Republicans are, by contrast, pathetic wimps. They are so terrified of and traumatized by the “racist” charge, that they threw the GOP nominee under the bus so that the media wouldn’t label them bigots too. They foolishly piled on to the media and Democratic attack. The media didn’t have to call on Jesse Jackson or Al Sharpton to excoriate Trump. House Speaker Paul Ryan lashed out at Trump for his “racist comment.” Marco Rubio and others did the same. Jeb Bush called for Trump to “retract” his comments. They seemed to be saying: see how racially progressive I am. I just denounced Donald Trump. He’s the Republican racist, not me. That’s statesmanship for you. Question: Does anyone believe that this strategy will bring a stampede of black and Latino voters into the party? Do they think this will get the media off their back? This wasn’t the first time Republicans have played into the hands of the left. When Trump was absurdly charged with not properly denouncing a supporter who is a racial supremacist, even many conservatives piled on to the leftist attacks. He wasn’t sufficiently apologetic for the liberal media, and some Republicans like the forgotten, but not gone Mitt Romney nearly called him a member of the Ku Klux Klan. This is Romney’s roadmap back to political relevance. All of this is self-defeating on a thousand levels. First, don’t these lame- brained Republicans get it that they hang together or they hang separately? Tearing down Trump will mean thousands of political casualties down ticket. Democrats do get this. Second, since when do we judge our candidates based on the left’s warped criteria? Republicans seem to suffer from the Stockholm Syndrome of seeking the affection of their captors. Finally, the GOP members of Congress would be wise to stop with the holier than thou strategy. These are the people who’ve blown a hole in the budget as big as Texas and so how are they morally superior? These are the people that can’t even defund the cronyista Export-Import Bank. Instead, why don’t Republicans ever try to seize the offensive on the race card? Want to divide and conquer the left? Take a school choice agenda into the inner city and tell poor minority parents that the GOP is offering their kids better schools? Promise to bring safety, jobs, and development to their neighborhoods. Promise to stop putting young inner city blacks in jail for drug use. The greatest victims of Barack Obama’s litany of economic failures have been blacks and Hispanics. Obama’s no racist, but the impact of his policies is. Does it really matter that he means well? Republicans/Trump can win millions of votes of economically-left-behind minorities in record numbers this year. But that won’t happen by genuflecting to the leftwing civil rights leadership. And it won’t happen if the GOP’s leadership is calling their flag bearer a racist.

84 Gordie Howe, R. I. P. | The American Spectator Gordie Howe, considered by many the greatest player in NHL history, died today at the age of 88. He had been in poor health with a series of strokes in recent years. Born in Saskatchewan, Howe’s hockey career spanned an astounding 26 seasons in the NHL plus six more in the World Hockey Association. To put this into perspective, he made his NHL debut with the Detroit Red Wings in 1946 at the age of 18 and skated his final shift in 1980 with the Hartford Whalers at the age of 52. In between, all Howe did was become the NHL’s all-time goal scorer and points leader and led the Red Wings to four Stanley Cup champions and was a six time winner of The Hart Trophy, the NHL’s MVP. While Wayne Gretzky would eclipse Howe as the NHL’s greatest goal scorer and points leader, Howe still holds the NHL record as a top five goal scorer for 20 consecutive seasons. 89 Feds consider whether to shut for-profit college watchdog BOSTON (AP) — Federal education officials are deciding whether to shut down the nation's biggest accreditor of for-profit colleges over allegations that it overlooked deception by some of its schools. The Accrediting Council for Independent Colleges and Schools is meant to be a watchdog for hundreds of for-profit schools, wielding the stamp of approval that colleges need to receive federal money. It's one of many accreditors authorized by the U. S. Education Department to ensure the quality of schools. But the nonprofit is being accused of employing lax standards and failing to stop schools from preying on students. Institutions that have operated under the group's certification include the Corinthian College chain, which closed in 2015 amid fraud allegations, and the ITT Technical Institute chain, which now faces federal charges of fraud. Even after the federal Consumer Financial Protection Bureau began investigating both in 2013, the council found no major problems during its own reviews. In 2014, it included two Corinthian schools on its annual "honor roll. " "If accrediting agencies aren't willing to stand up against colleges that are breaking the law, colleges that are cheating their students, then I don't know what good they do, and I sure don't know why we would let them determine which colleges are eligible for federal dollars," Sen. Elizabeth Warren, D-Mass., said at a congressional hearing on Corinthian last year. At least 17 colleges certified by the council have been subject to state or federal investigations, according to an analysis by the Center for American Progress, a liberal public policy organization in Washington. Over the past three years, those schools received more than $5.7 billion in federal money, the group said. Attorneys general in more than a dozen states, along with other critics, want the Education Department to strip the council of its authority to accredit schools. The council is up for its regular review this month; it was last approved in 2013. "This is an outfit that is in the business of sustaining and aiding and abetting with fraud and abuse," said Barmak Nassirian, a federal lobbyist for the American Association of State Colleges and Universities. "It's like a consumer fraud dream come true. " Council officials declined to be interviewed for this story. Losing recognition would effectively close the council and give its schools 18 months to find new accreditors. Otherwise they would lose access to federal money, the primary source of revenue for most for-profit colleges. Because the council oversees more than 900 schools, some experts question whether it will be spared because of its size. "The fear of it being too big to fail is the only thing saving it right now," said Ben Miller, senior director for postsecondary education at the center. "At this point it would be shocking if ACICS didn't face some sort of sanction. " Top Education Department officials will decide the group's fate after an advisory committee issues a recommendation this month. Any decision could be appealed in federal court. Department officials declined to comment on the pending decision but said they're working to improve oversight of accreditors. "Unfortunately, in recent years, we've seen far too many schools maintain their institutional accreditation even while defrauding and misleading students, providing poor quality education, or closing without recourse for students. This is inexcusable," Undersecretary Ted Mitchell said in a statement. "Accreditation can and must be the mark of quality that the public expects. " The council last week announced a series of changes and promised not to certify any new schools until its work improves. In a statement, the council acknowledged that it has problems and needs to fix them. "The ACICS board of directors is determined to restore trust and confidence in the accreditation process, strengthen ACICS's oversight of member institutions, and ensure that students are receiving a quality education that will put them on a path to employment," said Anthony Bieda, the council's interim chief. The accreditor's president of seven years resigned in April amid the Education Department's review. The changes include a pledge to "ensure greater accuracy" of the data that schools publicize about student success, which were found to be inflated at some colleges. An ethics board will review potential conflicts of interest on the group's board of directors, which is heavily made up of executives at for- profit colleges. The group will add more training for its volunteer evaluators who visit and assess schools. Recently, the council has tried to take a firmer stance against troubled schools. In March it attempted to revoke accreditation of California's Bristol University over academic problems, but a federal judge blocked the move because it would have forced the school to close. The council also demanded that ITT Tech justify its accreditation amid allegations that the chain concealed failing loan programs from authorities. But some say those improvements are too little, too late. The Education Department is supposed to give its authorization "based on whether an agency is a reliable authority, not whether it might be," said Robert Shireman, a senior fellow at the Century Foundation, a Washington think tank that describes itself as progressive and nonpartisan. Among the chorus of critics, there's a debate over the root of the council's troubles. Some say it intended well but outgrew its ability to police so many schools. Some say it attracts bad actors because it sets a lower academic bar than other accreditors. Others suggest it intentionally has turned a blind eye to deceptive colleges. "They demonstrated not just an incompetence to do the job, but an unwillingness to do the job," said Maura Healey, the Massachusetts attorney general, who has led a push against the group. "They simply shouldn't be allowed to continue in the business of what is essentially taking advantage of students and taxpayers. " The department's decision is also seen as a test of its willingness to regulate for-profit accreditors, which have rarely faced severe sanctions, but are often accused of being too lenient. "You couldn't line up a better set of facts against an entity," said Nassirian, of the association of state colleges and universities. "If this is a hard judgment, then there's really no hope. "

'Natural born prankster', Vitaly Zdorovetskiy, or better know as his YouTube name VitalyzdTv ran onto the court during a stoppage in play in the fourth quarter. Not only did he have 'Trump Sucks' painted on his chest, but 'Lebron 4' was painted on his back. He made it to about half court before being tackled from behind by a security officer. Security quickly escorted the 24-year-old off the floor and subsequently ejected him from the actual arena. The incident occurred during live TV on ABC, but cameras quickly panned to players and fans and Zdorovetskiy was not shown on the broadcast. This was not the first time the prankster streaked topless during a main event. He also stormed the pitch during the second half of the 2014 World Cup Final in Brazil between Argentina and Germany, who won the championship. Zdorovetskiy even tried to plant a kiss on German player Benedikt Hoewedes' face. He was also tackled by security during his brief time on the field. And though the cameras panned away from the incident, coincidentally Lebron James caught the crazy moment on camera and posted it to his Instagram page. Last month, the Russian-born actor who runs a YouTube channel with more than 9 million subscribers was arrested in Los Angeles after climbing the Hollywood sign and waving a banner that read 'I’m Back'. Disturbing footage of the second night of trouble showed English fans pelting objects into the street, showering the police with bottles and throwing chairs out of cafes. Flares were also lit as officers deployed tear gas in an effort to disperse the troublemakers throughout the day. Reacting to the violence, shadow home secretary Andy Burnham tweeted: "When you think of the terror threat & everything the French are dealing with, makes behaviour of these England 'fans' even more embarrassing. " He said: "As ever, vast majority let down by a minority. " Bare-chested England fans sang songs about the IRA and German bombers being shot down as violence first broke out on Friday at around 6.20pm French time outside the Queen Victoria pub in the Old Port district. Fist fights broke out between English, French and Russian-speaking men, and one man was thrown into the harbour after he was beaten to the ground by local fans. It comes before the England team have even kicked a ball in the tournament, with their opening game against Russia to be played at the city's Stade Velodrome. This followed an England supporter suffering a head injury in Thursday night's brawl after being hit across the face with a wooden chair. 99 Germany: defense seeks acquittal of former Auschwitz guard BERLIN (AP) — A defense lawyer called Saturday for the acquittal of a 94-year-old former Auschwitz death camp guard being tried in Germany as an accessory to murder. In closing arguments at the Detmold state court in western Germany, attorney Johannes Salmen said the trial has produced no evidence that defendant Reinhold Hanning was directly involved in specific crimes, news agency dpa reported. He said Hanning never killed or beat anyone, or helped others do so, and that he was never in the part of the camp where the gas chambers were located. Prosecutors are seeking a six-year-prison sentence. They argue that Hanning is guilty of being an accessory to murder in at least 100,000 cases because, as a guard, he helped the death camp function. Hanning in April admitted serving as an Auschwitz guard. He said he was ashamed that, although he was aware Jews were being gassed and their corpses burned, he did nothing to try to stop it. Salmen pointed to Hanning's youth when he joined the SS, at 18, arguing that as a worker who didn't graduate from school he couldn't appreciate the consequences of his actions. "One cannot act today as if the defendant was a fully fledged man back then who knew what he was doing," he said. Hanning did not take the opportunity to make a closing statement himself. A verdict is expected on Friday. In 2011, former Ohio autoworker John Demjanjuk became the first person convicted in Germany solely for serving as a death camp guard, with no evidence of involvement in a specific killing. Demjanjuk always denied serving at the Sobibor camp and died before his appeal could be heard. Prosecutors last year secured the conviction of SS sergeant Oskar Groening, who served at Auschwitz, on 300,000 counts of accessory to murder using the same reasoning.

100 DA vs ANC vs gangs in Manenberg Cape Town - Manenberg is not free. It is governed by gangs - The Hard Livings, The Americans, The Clever Boys, The Dixies as well as The Jokers, GroundUp reports. Nyanga, too, has its gangs, but they are less organised, less armed, their territory is more fluid and the battles are mostly confined to their teenage members. In Manenberg (population 53 000 in 2011) the gangs loom over the entire community. Gangs, and the drugs and violence that accompanies them, turn up sooner rather than later in any conversation, whether with a child, mother or grandparent. There are hundreds of teenagers, many of them with promising school results, who have had to drop out of high school, or at the very least skip months of school, because their school is in a territory controlled by a gang different from the one that controls the street they live on. For them, going to school – a right guaranteed in our Constitution - can be a life-threatening activity. There are hundreds, possibly thousands, of people too traumatised by gang violence they've either witnessed or endured, to even walk to the closest shop to buy bread. Ruled by gangs There are scores of parents who live with the trauma and lifelong loss of their children, shot or knifed to death in gang warfare. Many of these children were not gangsters themselves; they were killed because they refused to join a gang or were caught in crossfire. Manenberg is of course not the only area in Cape Town ruled by gangs. Lavender Hill, Bonteheuwel and Hanover Park are other areas where gang- related murders are a regular feature of life. It's not just a Cape Flats problem either: the violence wrought by gangs affects the entire city. As Roegshanda Pascoe, chair of the Manenberg Safety Forum and a respected community activist in Manenberg, puts it: "A housebreaking in Claremont, a car hijacking somewhere, it comes back to the gangs. " Ward 45 includes most of Manenberg and part of Gugulethu. Even the most cursory glance at the disparities between Ward 45 and Ward 58 - a mere 9 km away - which contains sections of Claremont and Rondebosch, reveals an unsustainable inequality. Ward 58 has upmarket shopping malls such as Cavendish Square, clean streets, free-standing homes, semi-detached cottages and blocks of well- maintained flats. It has well-kept parks and sports fields and boasts elite private schools such as Herschel and Bishops, as well as top-rated government schools such as Westerford. Library caged in metal Ward 45, which covers much of Manenberg and a small portion of Gugulethu, consists of council flats, backyard shacks and what houses there are are mostly of the cramped breeze-block variety. The streets are potholed and strewn with filth, the air often choked with foul black smoke caused by people burning the plastic off copper wires so they can sell the metal to scrap yards. What facilities exist, such as the library, are caged in metal and have gang- related graffiti tags on the walls. Secondary schools such as Manenberg, Silverstream and Phoenix struggle to provide an education among daily threats of violence and intimidation. In 2015, Silverstream's matric pass rate was just 43%, Phoenix's, the highest of the Manenberg schools, was 85%. By contrast, the lowest performing school in Ward 58 during 2015 was Livingstone High with a pass rate of over 99%. Statistics in the 2011 Census bear these observations out. The interactive site Wazimap, created using data from the census, the 2011 municipal elections and the 2014 national and provincial elections, reveals that the average household income earned by the 34.5% of residents of Manenberg who are employed, is R2 450 per month. By contrast, in ward 58, the 65% of inhabitants who are employed provide an average household income of R19 225 per month. The R2 450 per household per month in Manenberg/Gugulethu is about half the average earned in the Western Cape, whereas the R19 225 per household per month in Claremont/Rondebosch is double the Western Cape average. Increase in murder rate The number of households which owned computers at the time of the last census is also an indication of access to resources. In Ward 45 only 16% had access to a computer, whereas in Ward 58 the figure was 84%. Yet both these wards voted in the DA in the 2011 municipal elections, though by a slim margin in Ward 45. A resident uses an open space to burn the plastic off a bundle of copper wire which he will sell to a scrap dealer. The open area is marked by the remnants of many such fires and strewn with garbage. As with about half of Manenberg's residents of working age, this man is unemployed and admits to occasionally stealing in order to feed himself but has a low opinion of government. "We steal R50 and we're criminals, they steal billions and they're just called corrupt," he said. Crime statistics show that 63 murders took place in the Manenberg precinct in 2015 – the highest ever over the 11-year reporting period, up from 41 murders in 2014. Additionally, 161 attempted murders were reported and 282 cases of assault with intent to do grievous bodily harm. In July last year, the City deployed a stabilisation unit in Manenberg made up of auxiliary law enforcement officers who have the same powers of law enforcement as police officers. The unit, which varies between 30 and 90 officers at a time, conducts raids on drug dens and gang hideouts, and stop-and-search operations in order to find and confiscate drugs and firearms. According to City Mayco Member for Safety and Security JP Smith, the stabilisation unit is deployed "from time to time", although ward councillor Siyabulela Mamkeli claims they are now a 24-hour presence after gang violence resulted in eight deaths over one weekend in April. Pascoe says Manenberg remains "full of guns". "I've sat in a gang house where there was a pile of guns this high," she says, indicating a pile that would fill up a large sofa. "It's a joke when police find two guns. I've seen young children walking around with (pump action) shotguns, machine guns. They're nine, ten, 11. They're not afraid to kill. " Project never implemented Operation Ceasefire, which is a violence prevention project initiated in Chicago in the United States, was introduced to Cape Town in 2011 and then implemented in Hanover Park. The project works with community- based organisations to identify and assist trained outreach workers and "violence interrupters" who work with the gang leaders and members to discuss and promote alternatives to violence. Smith says the implementation of Operation Ceasefire in Hanover Park has reduced the murder and attempted murder rate by 34%. However, despite promises dating back to 2013 of the imminent expansion of Operation Ceasefire into Manenberg, it has yet to happen. On August 3, 2015, Western Cape Premier Helen Zille and Cape Town Executive Mayor Patricia de Lille said in a joint statement that R1.5m had been set aside from the 2015/2016 operational budget "for the Ceasefire programme to start in Manenberg". The 2015/2016 budget ends on 30 June, yet Smith states Operation Ceasefire has yet to be implemented in Manenberg. Parks and amenities In an interview with ward councillor Siyabulela Mamkeli, he mentioned a number of initiatives to upgrade Ward 45 during his tenure since 2012. Mamkeli mentioned a R15m spend on upgrading the Seine Road Park and the Greens Sports Fields, and R10m spent on upgrading the Manenberg swimming pool. Additionally, he mentioned: - R200 000 for books and audio listening booths in the Manenberg library - R200 000 for books and upgrades to the Gugulethu library - A further R300,000 for Seine Road park - R168 000 for the Vulindlela swimming pool - R300 000 for upgrading of a park next to the Gugulethu library - R200 000 for upgrading Entombeni Park in Gugulethu - R800 000 for sewer upgrades along Gugulethu NY14 - R31m to upgrade old concrete roads in his ward. Questions sent to the City and via Mamkeli's assistant confirmed that R15m has been made available through the Integrated City Development Grant to the City Parks Directorate "for work to be undertaken in the Manenberg area". Designs for the development are under discussion. The Urban Settlements Development Grant made R31m available for upgrading roads in wards 40 and 45. The project began in February last year and is to be completed by September this year. The sewer upgrades in NY14 cost just under R850 000 and were accounted for in the 2012/2013 capital expenditure budget, having been completed in June 2013. Other than a ward budget allocation of R200 000 in the coming 2016/2017 financial year for the Manenberg library, the other expenditure and upgrading claims were not substantiated by GroundUp. Pascoe, who has lived her entire life in Manenberg and who Mamkeli states "is in the forefront" of social and community work in the area, does not deny the upgrades and expenditure, but says this does little good for the community as a whole, as gang control means only those people who live in the immediate area where the upgrades take place are able to access the facilities. The swimming pool, for instance, is a no-go area for her and her neighbours' children, as it is in Hard Livings' territory whereas their block is controlled by the Dixies. A further upgrade is Silverstream Park, a narrow stretch of open area running for about a kilometre along a canal beside Silverstream Road. The project is one of the World Design Capital 2014 projects and is meant to create a "space for active and creative play, walking, relaxing and socialising". It is meant to be a "safe extension of the [residents'] homes and streets". Costing R500 000 out of the 2015/16 budget, it is a welcome green stretch dotted with newly planted trees and play equipment, but is scarred by mounds of illegally dumped builders' rubble and garbage. Playgrounds become hangouts for drug dealers and gangsters keeping an eye out for trespassers rather than carefree children. Parks become dumping grounds or have to be surrounded by heavy-duty fencing. From the outside, libraries, schools and clinics are so caged against vandalism and theft that they resemble prisons. All this comes together to create the impression that expenditure without creating a secure social environment is a rapidly diminishing return. Housing upgrades The City has been engaged in the Community Residential Units (CRU) Refurbishment Programme since 2008, which involves reviewing and upgrading the City's 7 700 rental units. Funded by the national government, this involves fixing up 624 units – 13 flat blocks – in Manenberg, with the first batch of Manenberg flats being completed in May 2014. The new paintwork, a huge improvement on the flaking beige blocks that marked the area, can be seen throughout the ward. However, residents were dismissive of the upgrades, saying they did not address the structural problems of the apartheid era residences. "If you close the door too hard, the whole frame shakes," said one resident. "There are cracks in the walls; the tiles are lifted; you worry the place is going to fall down. " Pascoe was also critical, claiming badly-needed structural repairs had not been done and contractors had used substandard materials. She claims promises were made that 90% of the painting and refurbishment jobs would go to local people, but it seemed the same few people were continually chosen from the City's jobs database. "How can the computer throw out the same names every time? It's a vrot system,"she said, adding that living in almost every house was an unemployed person with experience as a painter, tiler, cabinet maker, carpenter or brick layer, but their skills were not utilised. She said the Manenberg Safety Forum was pushing to change the jobs database system and get the City to utilise the skills in the community, an initiative councillor Mamkeli supported. Housing projects in the ward consist of the Erf 8448 project and the Tambo Village project. Erf 8448 was first initiated in 2011 when an application for rezoning was made. In his 2014 budget speech, Western Cape housing MEC Bonginkosi Madikizela promised Erf 8448 would provide 500 housing opportunities for backyarders, to be delivered by July 2014. Two years later, it is still not completed. At a subcouncil meeting in November 2014, it was announced that subsidies of R17 000 had been approved for residents of Tambo Village falling within Ward 45, whose houses were never built. They were receiving assistance from the Human Settlements Department through the intervention of a subcouncillor. This month, Mamkeli said the infrastructure for the Tambo Village infill houses was in place and "we are waiting to start work on the top structure". The councillor The Mamkeli was elected DA ward councillor in an April 2012 by-election following the death of former ward councillor Faiza Adams, receiving 59% of the vote against the ANC candidate's 36%. He is the first black councillor in a ward that is majority coloured. Before 2006, Mamkeli was with the Independent Democrats (ID) — the party then headed by Patricia de Lille before it merged with the DA. He was a volunteer in politics for 18 years before being elected councillor. Becoming councillor was a "major victory" for him, and in 2014 he was appointed Mayco member for housing before being transferred to the health directorate last year. He is a church-going Christian and unapologetically ambitious, with his eyes on becoming South Africa's president. In an interview with GroundUp, he was knowledgeable about his ward and enthusiastic about helping to improve the lives of those who live in it, and dissolving the apartheid-erected boundaries between the black community in Gugulethu and the coloured community in Manenberg. Pascoe, who is critical of the way the City implements initiatives, saying there is not enough proper engagement with residents in order to secure their "ownership" of improvements in their communities, nevertheless praised Mamkeli for his engagement and commitment to his electorate, saying he was the only councillor who was involved in what was happening in Manenberg, even though he did not live there, but had a home in Kuils River. Mamkeli will not be standing for re-election as ward councillor in Ward 45, but will be the DA candidate for neighbouring Ward 42, where he has assisted though it is not his constituency. He believes he can wrest it from the ANC in August. Currently the people are feeling the pinch because of the absence of their councillor in Ward 42," he said. Bonita Jacobs will be the DA candidate in Ward 45. Jacobs is the proportional representative for subcouncil 17 and was DA candidate in the 2006 municipal elections but lost to the ANC. Election history The ANC took Ward 45 in the 2006 local government elections with ward councillor Maxencia Msuthu getting 54% of the vote. The DA candidate at the time, Bonita Jacobs, got only 27% and the ID's Washiela Baker got 15%. After the merger between the DA and ID the ward split 54% ANC and 41% for the ID/DA coalition. In 2011, the DA got 46% of the vote versus the ANC's 36%. In the April 2013 by-elections, Mamkeli improved the DA position to 59%. The ANC remained at 36%.
