3. Regional Situation

Region IV-B 5 Flashflood occurred in Province on or about 4:00 PM 31 July 2009, however, there is no report of affected population 5 As a result of the overflowing of rivers and streams, widespread floodings occurred in the low-lying areas of , Occidental and landslides occurred in Culion Palawan wherein about 20 meters of upper Balala Road was reported damaged. One (1) was reported injured and four (4) families evacuated to Culion Multi-Purpose Hall

Region VI 5 A group of seven (7) students of Western CST-SIPC who went swimming on July 31, 2009 at Tumabok River, Igtuba, Miag-ao, Iloilo were reported missing. The two (2) were able to survive, two (2) were recovered dead and the remaining three (3) are still missing 5 A landslide occurred in Tigmamali, Patnongon, Antique due to heavy rains. Two (2) houses were totally damaged and one (1) partially damaged 5 Another landslide occurred between Kabangkalan Proper and Dao Alimodin, Iloilo

Region VII 5 The body of George Benitez, 40 years old, was recovered after he accidentally fell and was carried away by strong currents in the spillway (Okoy River) in Valencia,

2 . His companion identified as Florito Cual, 36 years old tried to help him but unfortunately was also carried away by the strong current. Mr Cual is still missing 5 Two (2) houses were totally washed-out in Brgy. Cawitan, Sta. Catalina, Negros Oriental due to the overflowing of Sta Catalina River 5 The 100-meter seawall in Brgy. 4, in Tanjay City, Negros Oriental collapsed due to the overflowing of Tanjay River

CARAGA 5 PCG has cancelled all trips from to Siargao, and Liloan, Southern . Fishermen are not allowed to venture into the sea since yesterday due to big waves

Region XII 5 Mass evacuation in , was conducted on or about 9:30PM, 31 July, due to heavy rains and high floodwater level. The province had experienced flooding since July 25, 2009, however, TS “Jolina” enhanced the southwest monsoon which triggered the swelling of Rio Grande River 5 On August 01, 2009, SAR and evacuation operations were conducted and rescued residents trapped in Brgys Bulalo, Salimbao, Katuli, Banubo, Mulang and Senditan where floodwaters destroyed several houses 5 Electric power has been cut off since 31 July 2009 at 10:00 AM when flood water was at critical point 5 WEENA Bus Company plying -Davao route has temporarily suspended its operations

4. Dam and River Monitoring Region I 5 As of 9:00 PM, 01 August 2009, the water level of San Roque Dam is 262.92 meters which is very far from its spilling level of 280.00 meters

Region II 5 As of 7:00 PM, 01 August 2009, the level of Magat Dam is 191.16 meters, inflow is 765 cu. meters/second and outflow is 1,276 cu. meters/second (spilling level: 193 meters)

NCR 5 As of 8:00 PM, 01 August 2009, the current level of La Mesa Dam is 80.06 meters (spilling level: 80.15 meters) and the current level of Marikina River is 14.4 m (spilling level: 15.00M)

Region VI 5 Water level of Jaro River reached up to 5.6 cum/sec which caused flooding in Central Philippine University at almost knee-deep

5. Status of Lifelines

5.1 Roads and Bridges Conditions

Region I 5 Kennon Road passable to light vehicles only

3 Region II 5 Abusag Bridge along Provincial Road of Brgy. San Jose, Baggao, was reported underwater at 1-2 meters height above bridge level but has alternate ferry boats to transport vehicles and commuters to the other side of the river

Region III 5 : Dipaculao-Casiguran Dilasag Road at Brgy. Dinayawan, Dipaculao has been closed to traffic due to landslides

Region IV-B: 5 Balete Timber Bridge (Jct. Kayuba-Paglaum-Bato Road Section – totally washed - out) and Jct. PPSR-Napsan-Aporawan Road, all in Taytay, Palawan were rendered impassable due to flooding. The alternate route is via Abongan-Bato Road Section. Nautical Highways are all passable. Approaches of Bailey Bridge in Manoot, , were scoured

Region XII 5 National Highway in Brgy Salimbao, Sultan Kudarat and the National Highway in Cotabato City is not passable to all types of vehicles due to high floodwater level. Bridge has been temporarily closed to all types of vehicles to avoid traffic build-up along the bridge and to facilitate the evacuation of residents in Sultan Kudarat at NDSAC Gymnasium and Formation Center at Immaculate Concepcion Cathedral in Cotabato City Quirino Avenue and Jose Lim Street are also temporarily closed to avoid motorist from passing through Quirino Bridge towards Sultan Kudarat

5.2 Communication/Power Status

Region II: All communication lines, power, water and health facilities are operational

6. Flood Monitoring 5 Water courses affected and likely to be affected in the following regions: - Region IV-B: Rivers and streams in Palawan and in are likely to be affected - Region I: Rivers and stream in , and - Region XII: Rivers and streams in North Cotabato, Sultan Kudarat Province, and Maguindanao provinces have already been experiencing flashfloods /floodings

III. ACTIONS TAKEN/ACTIVITIES UNDERTAKEN

NATIONAL OCD-NDCC OpCen 5 NDCC OpCen had been activated into full alert (red alert) and is continuously monitoring the effects of Tropical Storm “Jolina”; had issued NDCC Advisories on Severe Weather Bulletin, Gale Warning, General Flood Advisories and Flood Bulletins to all Chairmen, RDCCs, PDCCs, OCDRCs, directing them to undertake monitoring and precautionary measures; and to ensure the dissemination of the NDCC Advisory to the local DCCs, TV and radio stations in their respective AOR; and facilitated the request of OCD Region XII with the AFP Command Center re

4 availability of two (2) choppers from PAF-TOG XII, WASAR groups nearest the area, and 505th Search and Rescue Group based in Davao City to be used for the mass evacuation of flood affected families in Sultan Kudarat, Maguindanao 5 NDCC OpCen facilitated the release of 500 sacks of to PDCC Maguindanao

PAGASA 5 Since the forecast rainfall is expected to increase the elevation of Magat Dam above the flood season high water level of 192.5 meters within the next 24 hours, PAGASA issued directives to the Operations Manager of NIA-MARIIS, Cauayan, to drawdown the reservoir elevation of Magat Dam to 190.0 meters starting 1500H, 1 August 2009 and to increase the outflow of Magat Dam from 800 cms to 1,500 cms within the period of four (4) hours. Should there be further increase in the inflow, the outflow must not exceed the carrying capacity of the Magat River

AFP 5 The Chief of Staff, AFP directed the CG-PAF (Attn:A-3) and COMEASTMINCOM (Attn: U3) to provide two (2) UH-IH and one (1) B-205 heli to conduct evacuation operations in Sultan Kudarat effective August 1, 2009

Philippine Coast Guard (PCG) 5 PCG Unit Commanders in all Coast Guard Districts/Stations/Detachment are closely monitoring for possible stranded passengers and vehicles/vessels in their respective areas of responsibility (AOR). So far, only 2 motorbancas are stranded in CGS Puerto Real

REGIONAL Region I 5 OCD-I OpCen had been activated and is continuously monitoring the situation and disseminating Weather Forecast, Gale Warning, General Flood Advisory and Severe Weather Bulletin on Tropical Storm “Jolina” to all RDCC Member Agencies, local DCCs and local radio stations thru facsimile and SMS 5 Alerted the Naval Forces of Northern (NFNL) for possible response operations

Region II 5 OCD-II OpCen had been activated and is continuously disseminating weather bulletins and flood advisories to RDCC member agencies, local DCCs and media thru facsimile and SMS. Alerted all DCCs within the AOR

Region III 5 OCD III is closely monitoring the situation and continuously disseminating weather bulletins and general flood advisory to all PDCCs concerned, RDCC member agencies and radio stations 5 City Health Department (CHD) III pre-positioned medicines worth Php50,000.00 5 The CDCC of Cabanatuan City provided relief assistance to the evacuees worth Php99,124.00 and the PNRC worth Php1,500.00 of assistance

Region IV-B 5 OCD IV-B is continuously disseminating Public Weather Forecast, Weather Bulletins and Flood Advisory to concerned local DCCs and monitoring road conditions (Nautical Highway) and Roll-on-Roll-out (RORO) port operations

5 5 Alerted local DCCs, PDCC , Civil Defense Deputized Coordinators and RDCC line agencies for possible deployment 5 On August 01, 2009, MDCC Sablayan, Occidental Mindoro mobilized its evacuation team and evacuated residents to higher grounds 5 MDCC Rizal, Occidental Mindoro has been activated for possible emergency operations 5 PDCC Palawan Search and Rescue, Health Service, Relief and Rehabilitation Committees held an emergency meeting on August 01, 2009 to assess the situation in Palawan Province. PDCC team will be dispatched this morning to Culion, Palawan to conduct rapid damage and needs assessment 5 Maintenance crew of DPWH IV-B Engineering District conducted emergency restoration of the Balete Timber Bridge in Taytay, Palawan. The bridge is now passable to motor bikes

Region VI 5 OCD VI alerted R3-PRO VI and RDCC City Working Group (CWG) Member Agencies, PDCCs and CDCCs concerned and disseminated weather bulletins and flood advisories to all DCCs situated in low-lying areas to take precautionary measures against flooding

Region VII 5 OCD VII OPCEN is continuously disseminating Severe Weather Bulletins, Gale Warnings and Flood Advisories to P/C/MDCCs and tri-media in the region for widest dissemination and instructed provincial coordinators to closely monitor any untoward incident

Region XII 5 The MDCC Sultan Kudarat, 603rd Brigade of the , PNP and emergency rescue groups conducted mass evacuation on July 31, 2009, 9:30 PM 5 OCD-XII and local DSWD is continuously monitoring and assessing the situation for the needs of the evacuees 5 PNRC Cotabato City Chapter provided breakfast to the evacuees in City Central Pilot School 5 City Health Department (CHD) ARMM pre-positioned drugs, medicines and supplies and closely coordinating with OCD-ARMM for the establishment of makeshift Disaster Operation Center along the national highway in Barangay Salimbao for the massive evacuation 5 City Health Department (CHD) XII pre-positioned medical supplies and has enough stock in all provinces 5 RDCC Members composed of OCD, DSWD, DOH-ARMM, Municipal Mayor and former Mayor of Sultan Kudarat, PA, PAF Task Force Tugis and PMS conducted aerial survey in the municipalities of Sultan Kudarat and Kabuntalan and Cotabato City 5 Agreements reached based on the result of the survey were the following: • Immediate extrication and force evacuation of residents in a semi- independent operation among the rescue members • Extrication and force evacuation will be done into 3 types (air, water and land) to be handled by the PAF, PA Special Force, Task Force Tugis, PN and 505 Rescue Team to be supported by the Local Government, Cotabato SAR Groups and the PNRC • Identified 2 landing sites for the rescued residents: Cotabato City Cathedral Center and Central Elementary School, where reception center will be put up to provide relief and medical services

6 • Mobilized 2 choppers, rubber boats, speed boat and other rescue equipment • Currently, a total of 1,294 families were rescued and evacuated to safe areas 5 DOH-ARMM provided medical health services to include measles immunization and Vitamin A supplementation; consultation and treatment; augmentation of drugs and medicines; deployment of seven (7) medical teams in evacuation centers; and installation of health emergency stations along the highway in Brgy. Bulalo, Sultan Kudarat, Maguindanao 5 DOH-ARMM distributed compact food to children below 6 years old, jerry cans and hyposol to make drinking water safe and clean

NCR 5 OCD-NCR activated Task Force-NCR (24-hr duty) 5 LDCCs, NCRCOM, NCRPO, CDAG and Local Rescue Teams were alerted and placed on stand-by for possible deployment 5 OCD–NCR has been continuously monitoring the status of La Mesa Dam, Marikina River and other waterways 5 Coordinated with DSWD–NCR and CHDMM for possible relief operations 5 Coordinated with NCRCOM for one (1) rubber boat and one (1) M35 truck to be on standby for emergency purposes CARAGA 5 The Quick Action Response Team of Surigao City and the Dinagat Search and Rescue Team are monitoring the coastal communities in respective AOR CAR 5 OCD-CAR OPCEN is on alert status and is continuously disseminating weather advisories to CRDCC Member Agencies, PDCCs, CDCC Baguio City and tri–media thru SMS, email and facsimile 5 PNP-PRO-COR assisted OCD in the dissemination of weather and warning advisories to the local level through its radio communication system/network
