he year 2017 is very special for Kenya. It is the election year. We want to go to the polls with the knowledge of what it entails to elect good leaders. It is particularly important because we have nowT experienced what a devolved system of government is and how we can improve it. The past four years have been characterised by cries for more responsibility and accountability from those we have given positions of leadership. There have been a number of attempted impeachments, court cases for alleged misappropriation of funds, outright theft from the public coffers, and the list is long. This is why the theme on responsible leadership is important. We have to be responsible citizens to vote for responsible leaders of integrity. It is instructive that we must now vote for leaders not because of their ethnicity or wealth, as has been the case in the past. There must be a fundamental change in the way we elect our leaders. In this year’s Lenten Campaign, we wish to impress upon all people of goodwill to elect leaders of integrity who uphold ethical values. We need responsible leaders who will deliver what they promise, who will be mindful of the people’s wellbeing and act responsibly. For us to achieve this, we should be guided by the social teachings of the Church. Even though the Church teaches us to avoid worshipping money, many are the people who will vote only for monetary gains. We should examine the intentions of those who have offered themselves for elections and vote with our conscience and not our stomachs. (See Francis, Evangelium Gaudium 56) Everyone should look upon his neighbour as “another self.” Laws

5 cannot do away with all the fears, prejudices and selfishness, which destroy society. Such behaviour will end only through charity, which sees others as neighbours. Being a “neighbour” is especially urgent toward the disadvantaged. “As you did it to one of the least of these my brethren, you did it to me” (Matthew 25:40). The commandment of love extends to those who think differently from us and even to our enemies. The liberation of the Gospel is incompatible with hatred for an enemy, even though we truly hate the evil he does. Security remains one of the challenges we experience as a country and it is the focus of the First Week of Lent. For us to be guaranteed of security, we must act responsibly and demand responsibility from our elected leaders. Security touches many areas in our lives. Are the unborn babies secure? Are our children secure from cultic organisations and drug cartels? Are our social media safe for our children? Do we have policies to protect minors and vulnerable adults? Do we have safe working environments? Are our businesses secure? And the list is endless. The focus in the Second Week will be on Youth and Society. One weakness in our society is that we do not do much for our youth. We must ask ourselves whether we have structures to help our youth in character formation, Christian maturity and meaningful entertainment. In the Third Week, we shall discuss Environmental Conservation and Protection. Today we are told cancer deaths are rising at an alarming rate. This is caused by our careless use of the resources at our disposal. We pollute our rivers, we use dangerous chemicals in our farms and greenhouses and we do not dispose our garbage appropriately. This has negatively affected our health. Climate change has also affected the way we do things. We shall discuss Elections in TheFourth Week. It is important to know that we have to participate actively and exercise our right to vote. We cannot expect good leaders of integrity if we do not turn

6 out to vote and vote wisely. And when the candidate of your choice loses, it is important for those seeking elective positions to accept the outcome of elections if they are credible, free and fair. They should look for legal and peaceful means to settle grievances. We appreciate that the opposition’s work is as important as the Government’s. They must keep the Government in check. We must understand that without a formidable opposition, our leaders may not be responsible. We should understand that elections are not about winning and getting a lot of money; rather it is a process to ensure the country develops in the right way. The issue ofNegative Ethnicity will dominate the Fifth Week. Our ethnic groups are an inescapable reality. This should, however, not be a source of conflict. We must celebrate our diversity and look at how we can share with others our rich cultural inheritance. To this end, we must shun negative ethnicity where we demean other communities by our thinking that we are better. Negative ethnicity goes against the teachings of Christ. In Galatians 3:27, Paul reminds us that there is no more Jew or Greek, female or male, and slave and free. We are all created in the image and likeness of God. For this reason, we must appreciate all people if we are going to be children of God. Let us pray and fast this Lent so that we can get responsible and leaders of integrity and that we become responsible citizens as well. I also exhort you to conduct yourselves peacefully before, during and after elections by avoiding any form of violence.

7 Introduction

Lent in the Catholic Church n the Christian tradition, this is the period in the liturgical calendar from Ash Wednesday to Palm Sunday (Sundown). This annual commemoration prepares the faithful through prayer, repentance, giving alms and self-denial. The event is linked to the Passion of IChrist and the celebration of his Resurrection. It is also in this liturgical period that catechumens are baptised on Easter.

Why 40 days? he number 40 is important in the life of Christians. and the Israelites, for example, wandered in the desert for 40 years as they prepared to go to the Promised Land. Moses was on TMount Sinai for 40 days and 40 nights without eating or drinking water, where he had gone to receive the tablets of the Covenant God made with the Israelites. In the time of , it rained for 40 days and 40 nights. Elijah spent 40 days and 40 nights on Mount Horeb without food. In the New Testament, was led to the wilderness where he fasted for 40 days and 40 nights.

Why the Kenya Lenten Campaign? n the spiritual mood of Lent, the Catholic Church in Kenya felt the need to inform the public of the problems affecting society and advocate for change. Through the Lenten Campaign, the Kenya IConference of Catholic Bishops call for all Christians and people of goodwill to join them in addressing these problems and advocate for change. By joining the bishops in advocacy, individual efforts, our small voices become much louder and each individual’s action is multiplied.

8 Week One SECURITY

he residents of Shauri Yako village had no common values. Everybody was busy for himself and nobody was bothered about the other. Parents and guardians left their little ones at Tthe mercy of house helps due to various reasons. People in that village were so individualistic that no one was concerned with anything that happened to the other. Security deteriorated and as a result, cases of people being robbed, maimed, hijacked and burglaries increased. In response, individuals employed more guards, built electric fences and took other measures to protect themselves individually. However, these did not solve their insecurity problems. As the cases of crime increased and insecurity became a concern for all, the villagers realised the importance of working together. They appreciated the need for involving the local chief and the elders in discussing the insecurity challenges they were facing. At the meeting, it became clear that the villagers had failed in their responsibility to be each other’s keeper. They resolved to re-organise their way of life and jointly address their problems. They formed structures bringing together 10 households to regularly take stock of all happenings in their neighbourhoods and report to the authorities weekly. This ensured that the Shauri Yako villagers worked together for the common good.

Judge: Situation analysis Security is crucial for the society’s wellbeing. One of the leading causes of insecurity, as illustrated above, is the villagers’ neglect of the youth and the inability to mentor the young. Uneven and unjust distribution of resources can cause chaos and lead to food insecurity. Everyone has a responsibility to ensure that he/she plays his/her part in alleviating poverty and other forms of insecurity. We should cooperate well with our security agents, such as the

10 police and the CID detectives, in line with the call that ‘security begins with me and you’. There is need to shed off the misplaced notion of ‘it doesn’t concern me’, which, in the end, hurts and affects all of us since no one cares for his/her brothers and sisters. This reminds us of the story of a farmer who set a rat trap. On learning what had happened, the rat went to the cock for help, who told the rodent that the trap was none of his concern. The rat’s pleas for help from the lamb and the cow fell on deaf ears since the trap was not their concern. Finally, a snake was caught and as the farmer’s wife went to check on the trap, she was bitten by the snake and died. As the mourners came to condole with the family, the cock was slaughtered. On the second day, the lamb was slaughtered and during the funeral it was the cow’s turn to be butchered to feed the mourners. Let us be our brother’s keeper by embracing the Christian religious philosopher and writer John Mbiti’s philosophy: “I am because we are and we are because I am.”

Spiritual reflection God created man and provided him with food and psychological security until he sinned. Man was kicked out of the Garden of Eden and had to toil forever to feed and cloth himself, and seek God. He lost the original goodness. When we repent, like in Psalms 51, God is always ready to forgive our sins. We are always tempted with the earthly belongings, but we should pray to God not to fall into temptation. Jesus used the Word of God to fend off temptations. Only closeness to God will help us conquer the evil one. and Eve became greedy and were expelled

11 from the security of the Garden of Eden. One person’s action affects others. The source of insecurity is greed for power, wealth and honour.

Act: Reflection questions 1. What are the security issues in our area? 2. What do we consider as the possible causes of insecurity and what can we, as a Small Christian Community, do to ensure there is security in our neighbourhood. 3. How have we contributed to insecurity? 4. What practical activities would we partake to enhance security in our area?

he fame of the Kambi Mawe village schools had spread to the neighbourhood because of their high standards and good education system. As a result, many parents from the nearby Tvillages sent their children to Kambi Mawe for education. But lately, the village has started witnessing alarmingly high levels of moral erosion. The good education Kambi Mawe boasted of is deteriorating, resulting in an increase in cases of unrest in schools and in the society at large. Several learning institutions have been burned down and scores of students injured. The adverse effects of the social unrest in Kambi Mawe prompted the villagers to convene a social meeting with the local administration to help assess, analyse and redress the social problems. Awareness was created among the villagers who attended the meeting in large numbers. They enumerated drugs and substance abuse, radicalisation, violent militia groups and sects, social unrest in schools and same sex relationships as some of the serious problems afflicting their youth and causing social drawbacks in the village. Erosion of moral values was pinpointed as the core of all the adversities afflicting the village. The elders raised their concerns over families and parents not doing enough to impart good values in their children. “Even elders these days sexually molest youth and children!” exclaimed one elder. They resolved to give youth a platform to voice their concerns. The youth leader emphasised the need for the community leaders to listen to their problems and agree on ways to avert rampant anti- social behaviours, thereby containing unrest, especially in schools. He reminded community leaders that they kept referring to the youth as leaders of tomorrow while in the real sense they had been sidelined in development issues. He lamented that the youth were only remembered when the leaders needed to use them for selfish political ends and other personal gains.

14 The community and their chief concluded that parents needed to promote good social values and always guide their children to redress the social unrest in the society. The administration and community leaders agreed to involve and increase youth participation in development, decision-making and implementation of activities in the village to check discontent and provide an alternative source of livelihood. The negative influence of the media and some international organisations on the youth was pointed out. It was suggested that monitoring and censoring of the activities of these agencies be enhanced, despite the development they were bringing to the community. A committee was formed to look into the issues raised by the youth, which were ultimately adequately addressed and tensions reduced.

Judge: Situation analysis The youth today are encountering many difficulties, the greatest being society’s biases and judgmental attitude. They are always being faulted and blamed for the misfortunes they find themselves in. Society seems to have forgotten that the youth and children are not its isolated members; they are part and parcel of the community. We tend to forget that different happenings in the society, be they social, economic and spiritual, impact directly on the lives of the children and youth in our midst. As parents, guardians and elders, we let go of our youths and children at a very tender age when they still need our attention and guidance. The world today is so challenging; it is characterised by many ungodly happenings that lure young minds into crude ways of acquiring quick wealth, among many other vices. We should continue encouraging our youth to remain positive and hardworking. We should create time for our children and youth to freely share with us their joys and fears. However, we have instead created high fences, leaving these young minds to deal with their own issues the best way they know. The aftermath has been the high rate of drug abuse,

15 child molestation, school unrest, homosexuality, radicalisation and easy recruitment into militia groups. Let us all embrace our parental and guardianship responsibility with love and care for good families, a good Church and a good country Kenya. Let us teach our children to fear God, respect others and develop confidence in them. Parents, discipline your children to become self-restrained and useful adults. Years back, poor illiterate parents produced doctors, engineers, scientists, accountants, lawyers, architects and professors. These were the children and youths who struggled on their own after finishing primary education. Most of them trekked barefooted to school and did farm work after school. Unfortunately, this group has produced children who are now over- pampered at home, school and college. They are served food on the dining table and plates removed and washed by their parents or house- helps. Let our children grow in wisdom, intelligence and strength, allowing them to face the truth and the realities of life.

Spiritual reflection Our youth are an asset. Many a times, parents do not know that they can nurture the faith of the young people. All we need is to change our attitude towards them. We must walk with them by being people of faith. This will only happen when we organise structures that will engage, inspire and empower our young people. This calls for meaningful youth programmes in our parishes. It requires that we invest heavily and speedily in this venture.

ENVIRONMENTAL CONSERVATION AND PROTECTION

n a beautiful forest, there were two tall trees named Chintu and Pintu, which had many friends, who included monkeys and birds. One day when all the friends were chatting, Pintu saw an Iapproaching woodcutter. “Hey, look, a woodcutter is coming towards the forest again to destroy us!” said Pintu. “Run!” Chintu told the animals, but no one ran. They said: “You trees give us food, shelter, fresh air to breath and protect the water that we drink. How can we leave you in the hands of our enemy and go?” Chintu and Pintu said to them: “Okay you all hide behind us”. The many trees available to cut confused the woodcutter. Suddenly, he saw Chintu and Pintu, the huge trees. He said to them: “It’s time for you to be cut”. When the woodcutter came near the trees, the group of monkeys, birds, squirrels and antelopes pounced on him, each fighting to their best. As all the animals were busy protesting against the woodcutter’s plan, the Lion heard the commotion and came running to find out what was wrong. The king of the jungle roared and the woodcutter ran for his dear life. The lion congratulated all the animals and encouraged them to do their best to protect their habitats. Chintu and Pintu could not believe how much the animals loved them. Thereafter, the animals started conversing amongst themselves on how to address the land invasion and pollution problems. They reminded each other of how they recently lost a number of their brothers and sisters due to the flash floods caused by the diversion of River Suwa to create way for a construction. Hippos and crocodiles raised the alarm on how they couldn’t breed because the water level was reducing while the fish complained of how they were dying in big numbers from contamination. Rhinos and elephants lamented of being poached for their ivory. All of them agreed to unite and protect

19 their common home. They concluded that God created a perfect environment but the activities of their neighbouring communities were threatening their existence and there was bound to be a crisis and conflict, which would lead to loss of lives and livelihoods.

Judge: Situation analysis The environment is the sum total of all surroundings or conditions in which a person, animal or plant lives. The environment provides conditions for development and growth, as well as of danger and damage. It is a set of an ecosystem that living organisms mutually depend on and benefit from each other. The environment in Kenya is under pressure from a number of sources, including urban and industrial waste, as well agricultural activities that are mainly dependent on the use of chemicals. Over- exploitation has reduced the country’s timber resources. Cutting down of trees to create more land for cultivation, charcoal burning, quarrying, encroachment of wet and riparian lands, among other social occupational practices, are the major causes of environmental degradation. The loss of the forest cover aggravates erosion, exacerbates silting of dams, flooding and loss of biodiversity. The country’s endangered forests include the Mau, and Karura. There is a wide variety of wildlife species whose habitats are threatened by the encroachment of man and poachers. Currently, elephant and rhino herds in Kenya have decreased at an alarming rate. The number of confiscated ivory containers is worrying wildlife conservationists. Almost all urban areas in Kenya have inadequate garbage collection and disposal systems. Littering and dumping of garbage abound both in rural and urban areas. This has led to clogging of rivers and drainage systems, resulting in floods, displacement of families, disease and loss of lives and property whenever it rains.

Spiritual reflection The first reading and the Gospel speak to us of water. The people of Israel survived in the desert because God gave them water and Jesus in the Gospel speaks of new water, a new life that he wants to give us. We are expected to acknowledge the benevolence of God who gives us our environment so that we can have life. When we destroy the environment, God sees our actions the same way he saw the past of the Samaritan woman. Since the spirit of the Lord has been given to us, we have no excuse for not maintaining the integrity of creation. In Laudatio Si’ Pope Francis tells us to desist from polluting our environment and avoid waste and throwaway culture. (LS 20-22)

fter every two years, the Kwetu Kwema villagers elect their representatives to the village council. However, those elected have been falling short of expectations. Once elected, the Arepresentatives pursue their own agenda and without considering the interests of their voters. Some have undertaken simple and small projects with exaggerated budgets, leaving Kwetu Kwema in huge debts owed to other well off villages. In various instances, some of the leaders have held big ceremonies for villagers to eat and make merry. Whenever elections draw closer, the reps have been known to buy and bribe villagers to vote in their favour, with others always seen giving women lessos and packets of salt or tobacco. When the spiritual leaders and other opinion leaders learnt of the election malpractices in the village, they offered objective voter and civic education to enable the villagers to make right decisions during elections. The villagers have now realised the power of their vote and vowed to bring change through picking leaders who will involve them in decision-making and implementation of development projects. Some of the sitting Kwetu Kwema leaders read the mood of the community and decided to disrupt the villagers’ plan. Others went to the extent of hiring youths as militia to intimidate the voters. Come elections and most of the bad representatives were voted out. Kwetu Kwema village now has leaders who are involving them in prioritising development projects and representing them well in the local council.

Judge: Situation analysis An election is a formal decision-making process, which enables a group to choose an individual to lead them. Country elections are democratic processes where citizens aged 18 and above elect political candidates to represent them and their interests locally and nationally. The candidate with majority votes

23 wins. In Kenya, elections give power to the people to: • Elect leaders who will make decisions on their behalf; • Participate in determining the way they want to be governed; and • Restructure their government by either re-electing their leaders, especially those who perform well, or elect new ones if they are not satisfied with the performance of the previous ones.

During election campaigns, the electorate and their representatives are expected to create an environment conducive for free, fair and peaceful elections. Likewise, the institutions entrusted with monitoring and administering the election process should be trustworthy. Article 38 (2&3) of the Constitution provides for rights to register as voters, join any political party and participate in voting. To register as a voter, one must: • Be an adult citizen. • Be of sound mind. • Not have been convicted of any electoral offence for the preceding five years.

Some of the key constitutional points to consider concerning elections are: • Requirements and qualification for one to be registered as a voter includes: being an adult citizen, person of sound and has not been convicted of an elections offense during the preceding five years (Article 83). • Candidates for elections and political parties must comply with a code of conduct (Article 84). • Any person is eligible to run for elections as an independent candidate if the person is not a member of a registered political party and has not been a member for at least three months immediately before the dates of elections (Article 85). • The electoral body is required to ensure among other that

24 the system is simple, accurate, verifiable, secure, credible, accountable and transparent (Article 86). • Any electoral dispute should follow the legal framework as provided in Article 87.

During general elections, the Constitution provides for six elective posts, namely: • President and his/her deputy; • Governor and his/her deputy; • Senator; • Member of Parliament (MP); • Women’s representative; and • Member of County Assembly (MCA).

Spiritual reflection God chooses good leaders if we cooperate. This means when voting, we must use our conscience. As God guided Samuel to anoint David as the rightful leader (1 Samuel 16:1-13), we should also pray that God guides us to elect leaders of integrity and who will work for the common good of Kenyans. Those who vote through ethnic and material considerations are still in darkness. St Paul exhorts us: “Take no part in the unfruitful works of darkness but instead expose them.” This we can do by our votes. Many a times, we are blinded by earthly considerations but Christ came so that he can heal our blindness.

26 Week Four NEGATIVE ETHNICITY AND CLANNISM

wo main communities, the Tembo comprising three clans occupying the highlands and the Simba made up of two clans and lived in the plains, inhabited Ubora County. The Tembo Tgrew crops and the Simba were livestock keepers. They were all contributing to the growth and development of their county. They equitably shared leadership positions, a common market and resources. They were proud of their ethnic, cultural and religious diversities, and were determined to live in peace and unity as one indivisible county. One day, the leadership of Tembo’s biggest clan felt they were contributing much to the growth of the county’s economy compared with the other clans and sought to change the governance policies to suit them. They started by placing their members in key and influential committees, sidelining the Simba community and the minority Tembo clans. “The minority Tembo clans are not suited for leadership and the Simba are immigrants here!” those in the larger Tembo clan were heard saying. “We are doing them a favour by including them in the key committees as members.” This hurt the minorities in the county. Discrimination and skewed distribution of essential resources like water for animals and pasture followed. The larger Tembo clan diverted all the water to their farms for irrigation and domestic use. The farms belonging to the Simba minority dried up, leading to hunger, disease, poverty, closure of schools and collapse of trade, among others. Their animals started dying and, in turn, they invaded the Tembo farms in search of water and pasture. This raised tension, a conflict erupted and eventually war broke out between the two communities. The Simba regrouped and armed themselves to confront the Tembo, not knowing that the Tembo had also planned the same. When the Sungura in the neighbouring, county who had friends among the Simba and Tembo, heard of the misunderstanding between the two communities, they thought of a way to bring them together as their

28 market depended on the trade between the Simba and Tembo. Sunguras met the leadership of Tembo and Simba and after several sessions and deliberations, they resolved their differences and vowed never again to be divided along ethnic and clan lines. They had experienced the negative effects of division and realised that when resources are equitably shared, there is peace and development, and that unity is strength.

Judge: Situation analysis Kenya has 42 ethnic groups and 114 sub-ethnic groups. Each ethnic group brings with it beautiful practices that enrich our cultural heritage (preamble of the Constitution). Negative ethnicity, clannism and nepotism are not new to us. They have been witnessed over the years in different parts of the country. The colonial government used this to their advantage to rule and further divide regions. This negativity has grown over the years and has been used by politicians to further divide the people. It has now been devolved to the counties, leading to nepotism, clannism, imbalance, inequitable sharing of resources and massive looting. Moving forward, we need to consider electing leaders not based on ethnicity but people who espouse good characters as provided for first and foremost in the Holy Books and the Constitution. These include the National Values and Principles of Leadership (Article 10); Leadership and Integrity (Chapter 6); and Equality and freedom from discrimination (Article 27). The negative effects of going against these principles include devolved corruption, clannism, nepotism and ethnicity. There are still also the hangovers of the old Constitution by the current leadership.

Spiritual reflection Many a times, we bury ourselves in the cocoon of our ethnic groups and clans. Yes, ethnicity is God-given but we must allow the Spirit of God to enlighten it. The Spirit of God shows us how to live like brothers and sisters. We must never discriminate any one because of their colour, religion, ethnicity, language or class since we are all created in the image and likeness of God.

Act: Reflection questions 1. What is negative ethnicity/clannism? 2. What are the negative ethnic/clan community scenarios and possible solutions? 3. What role can we as Small Christian Communities play to mitigate or support the negative ethnicity/clannism?

Examination of conscience 1) Have I tried to avoid negative ethnicity/clannism? 2) Have I stereotyped members of other ethnic groups/clans? 3) Have I disrespected or despised other ethnic groups/clans? 4) Have I made any effort to help others to stop negative ethnicity /clannism?
