Gatwick Airport Noise Exposure Contours 2019 – Gatwick continues to blight those that they say they do not impact with noise with the NMB guidance to estate agents. https://www.gatwickairport.com/globalassets/publicationfiles/business_and_community/all_pu blic_publications/aircraft_noise/lgw_2019_annual_contours_report_final.pdf

The new chairman of the Gatwick noise body, NaTMAG. With his help and that of Lingfield councillors, CAGNE have raised a number of issues with Gatwick Airport management: - Departures and arrivals over have now been addressed. Arrival airspace has been found to be low over this parish at 2,500ft. The changes can be attributed to the Arrival Review that did not consider all community voices. Through the Gatwick Noise Management Board, which did not meet its terms of reference of a geographical spread of community representation, NATS (air traffic) were instructed to focus on bringing arrivals in close to the runway. This was not fair or equitable distribution across the full arrival swathe as was the agreed terms. - Working with you, Gatwick has agreed to investigate the deployment of wheels down early – NaTMAG requested that Gatwick set a standard by which airlines are required to adhere to, as 2017 research found that noise can be reduced by 3 decibels. The CAGNE requests to address this throughout the NMB were ignored, due to the geographical imbalance. - CAGNE requested that Gatwick investigate arrivals joining the final approach (ILS) closer than allowed (less than 8nm) during the day. Research has found that 2% of aircraft, before lockdown, have been found to join the ILS at less than 8nm which is a large number of planes 3

and unacceptable. Gatwick has now put in place a gate so that the airlines that are operating this practice can be identified. Aircraft are not permitted to join the ILS at less than 10nm at night. - At NaTMAG, Gatwick looked to remove the noise complaint phone line, due to under- use. CAGNE fought hard to have this re-instated as it discriminated against the blind, elderly and those without internet access. Please let neighbours know of this telephone number: 01293 311568. - Route 4 – Gatwick continues to implement changes to this route without any environmental noise study on the impact it will have on areas outside of the NPR (Noise Preferential Route) as identified in the CAA CAP1498 report.

Noise Management Board – CAGNE consulted residents before speaking with the chairs of the new noise forum, NCF and NEX. Sadly, they continue NOT to meet their terms of reference, repeating the problems of the NMB. All the Gatwick consultative committees and noise forums are dominated by a geographical area concerned with one type of airspace, leaving communities vulnerable to not having a fair or balanced voice in the debate over aircraft noise. Sadly, the same is now the case with the Gatwick consultative committees - NaTMAG and GATCOM.

CAGNE presented a list of noise issues such as ‘Totality’ of noise with communities suffering arrivals and departures; wheels down early; drop in noise abatement procedures causing low arrivals; unnecessary flying of planes very low over communities; FASIS; noise contours see below and night noise with the chairs of NCF and NEX.

Good news: CAGNE are to have sight of ANEG papers to ensure transparency for all communities.

Help Keep Safe

We are continuing our ‘Keep West Sussex Safe’ campaign as case numbers continue to rise across the county. The campaign aims to encourage residents, businesses and communities to follow government guidelines to help prevent the spread of Coronavirus in West Sussex and therefore reduce the need for local lockdown restrictions. As part of the West Sussex Local Outbreak plan, on our website you'll also find a weekly testing update report for West Sussex, which is broken down into district and borough areas.

A Keep West Sussex Safe communications pack is also available that contains advice, key messages, social media posts, a digital poster and information about materials in other languages. You can access the toolkit on our dedicated COVID-19 website section.

Back to school with confidence

Please help us share a new webpage which has been created to help West Sussex children, their families and carers feel ready and confident to get back to school.

The Back to School resource has videos, guidance and key information on the changes put in place to keep all pupils and staff safe.

There is information on going back to school in a bubble, transport and mealtimes as well as support with exam results, emotional wellbeing and for children with additional needs. The page includes a video from pupils who went back to school last term reassuring those who might be feeling nervous about some of the changes they will experience.

Cycleways - update

Chichester’s pop-up cycleway is now open. Would-be cyclists are being encouraged to leave the car at home and to try the cycleway for themselves. Tell us what you think in our survey. There are seven government-funded temporary cycleways planned for West Sussex. They are an emergency response to increase travel options as part of the Government-led recovery plan from COVID-19 and will create safe space for active travel and encourage people to cycle rather than use the car.

Rural broadband boost with Gigabit Voucher Scheme

Thank you to all town and parish councils who have contacted us so far about the West Sussex Gigabit Voucher Scheme – there has been lots of interest.The scheme provides extra money for gigabit-capable broadband for residents and businesses in rural areas. Please help raise awareness of the scheme and connect together interested individuals in your area. If you are aware of residents/businesses who would like to improve their broadband, we would still like to hear from you.

Project funding available to community groups

The County Council’s Community Initiative Funding (CIF) window is now open to organisations seeking financial support to deliver local projects from October and November. We need your help to reassure groups that CIF funding will continue to be awarded remotely, should the autumn round of County Local Committees not be held in person. The process for submitting applications to the Micro Fund and crowdfunding pitches, via West Sussex Crowd, still applies. The deadline to upload a project idea to the Crowd and submit a crowdfunding pitch is Thursday 1 October. To

Record Office and your local library reopen

All 36 West Sussex Libraries are now open, having closed earlier this year because of the Covid-19 outbreak. New safety measures are in place and libraries have opened with reduced opening hours for the time being. Your local library opening hours are on the library door and in this link. The ‘Select and Collect’ service is still available and libraries are offering a limited IT service – these one-hour sessions will need to be booked in advance by phoning or visiting your local library.

The West Sussex Record Office, Chichester, has also reopened its doors to the public after months of being closed due to the Covid-19 pandemic. The Record Office Searchroom is now open two days a week (Tuesday and Wednesday) for pre-booked appointments in the morning (9.30 am to 12 noon) or afternoon (2pm to 4.30pm). All visitors must pre-book a slot via email and pre-order documents to allow for a 72 hour quarantine.

Special Recognition Volunteer Award: nominations now open

The High Sheriff of West Sussex has launched a unique award to celebrate residents who have shown exceptional acts of kindness during the coronavirus pandemic. The Special Recognition Volunteer Award is aimed at any resident in West Sussex who has acted in a voluntary capacity throughout lockdown and beyond.

Nominations can come from those who have either received support or have observed a volunteer doing great things for others. To be eligible for the award, the following criteria needs to be met:

• the candidate must demonstrate outstanding voluntary activity in the community to support individuals or groups; • the candidate has shown selfless acts of thoughtfulness and kindness; • the candidate’s voluntary acts have benefited the community, particularly during the pandemic;

• the nominator must demonstrate why the care given has been so remarkable and special.

All individuals who are nominated will be acknowledged and those that are successful will receive a special certificate. If restrictions are lifted, they will also be invited as special guests to join the High Sheriff at a prestigious celebration event in 2021. The closing date for the award is Wednesday 30 September. Nominations are open now and the nomination forms can be requested by email to: [email protected]

Auto Fraud Advice from Get Safe Online

These days – pandemic or no pandemic – the vast majority of second-hand cars, vans, trucks, motorcycles and other vehicles are bought and sold online.

It’s fast and convenient, and there’s so much choice at your fingertips. But online marketplaces are also very popular with fraudsters. Unfortunate buyers get tricked into paying deposits or transportation fees for cars, vans, bikes and other vehicles that simply don’t exist. Or buy a vehicle without checking its history, only to find it’s been written off by a previous owner.

Some sellers hand over their keys and documents to a fraudulent buyer on trust, without checking that there are cleared funds in their account. These are just examples of many types of situations you need to be wary of. How can you tell what ads, vehicles, buyers and sellers are genuine?

Buying Safely

Paying a deposit? If a deposit is requested or agreed, don’t pay more than you are willing to lose, and confirm with the seller that they will refund the deposit if you don’t purchase the vehicle. Be wary of 10

requests for up-front transportation fees, it could be a scam.

View the vehicle before paying the full amount Research the seller as well as their vehicle. Most fraudulent sellers will try to persuade you to transfer money before you’ve even had sight of the vehicle. Often, they will insist on communicating only via email rather than on the phone.

Check that the price of the vehicle is in line with the market value If the price, condition, specification or mileage of the vehicle seems too good to be true, that could indeed be the case. Research other similar vehicles or perform a free valuation on Auto Trader. If the vehicle is below market value, think twice. Ask the seller questions about its valuation, there may be genuine underlying reasons if the vehicle is under-priced.

Take the vehicle for a test drive Be sure to thoroughly inspect any vehicle you are looking to purchase, and take it for a test drive. This should always be done from the seller’s premises or their home; never let the person meet you by the roadside or any other random location. Observe government guidelines for staying safe during the pandemic.

Carry out a vehicle history check and inspection This will tell you if the vehicle is recorded as stolen, written off, scrapped, or is subject to outstanding finance. It’s not worth the risk buying a vehicle that could be unroadworthy or worth a fraction of what you’re paying for it. Check the service history and ask to see historic MOT certificates to check that the milometer hasn’t been adjusted.

Also, consider an inspection by the AA, RAC or other reputable organisation offering the service.

Making payment Never send money for a vehicle you haven’t seen. Don’t carry large amounts of cash. Consider paying by bank transfer or credit card (if the seller offers the facility).

Selling Safely

Be prepared Have all the relevant paperwork together, such as the V5C, service history and MOT certificate, for a potential buyer to review. Buyers may wish to check details such as the address on the V5C and the mileage in the most recent MOT certificate. Never let the buyer photograph your documents, in case the request is fraudulent.

Beware of scammers Always meet the buyer. Request the potential buyer’s contact details, such as their phone number and full home address, and proof of identity – a driving licence is ideal. This should give you further reassurances, and a legitimate buyer should be happy to provide this information.

Test drive advice Make sure you ask the buyer to bring their driving licence and proof of insurance if they want to test drive the vehicle. Check their level of insurance to test drive, this should prevent you being liable for damages.

Never allow a buyer to test drive the vehicle alone Never leave a potential buyer alone with the vehicle, nor give them the keys. Observe 11

government guidelines for staying safe during the pandemic. If you have a keyless ignition fob, keep hold of it at all times, even on a test drive. Be aware that this type of vehicle is becoming increasing stolen by thieves who only need to be near the fob and not actually in possession, you can buy a special pouch to protect this occurring. Never jeopardise your personal safety and if you feel uncomfortable at any time, walk away.

Stay on home ground Always arrange to meet a buyer at your home; never meet at the roadside or at their premises.

Taking payment Never release the vehicle until you have confirmation that the payment to you is cleared funds. If you accept a cheque or bankers draft for payment, be aware it can take days for funds to clear.

More than £19million worth of improvement works are set to take place on West Sussex’s roads and footways, starting this month and running until March 2021.

The improvements will comprise:

Road resurfacing: £8.89million Road patching: £6.12million Signs and road line marking improvements: £2.00million Microasphalt treatment*: £0.52million Footway improvements: £1.50million

The figures include extra investment from central government of approximately £9million.

Horsham District Health Rides FREE social rides for adults who enjoy, or want to start enjoying, cycling. Each year, hundreds of “Pressure Stations” offer free blood pressure checks across the UK, enabling thousands of people to get a free blood pressure check. As we now know, contracting Covid-19 poses greater risk and complications in obese people, so it is vital that we maintain a healthy weight. The aim of Healthy Eating Week is to bring the UK together for a dedicated week, focusing on key health messages and promoting healthy habits. The week will raise awareness for the charity, and how to eat more healthily, & thanks to this, live a better life! Just a couple of things from me this week but the usual reminder of our number 01403 260560.

1) How are your needle skills? J

We are asking people who are handy with a needle and thread to make some reusable cotton face masks for the charity to distribute to older people locally.

The masks will go to people accessing the charity’s services, many of whom may be on a low income or beginning to come out of isolation after a long period in lockdown.

The masks will form part of the contents of this year’s ‘Bags of Support’ initiative, where the charity distributes cotton tote bags filled with information and freebies to over 50s. This year, the charity is hoping to provide a reusable face mask, antibacterial soap or hand sanitiser and an activity pack, along with information and advice on services, including befriending.

Claire Long, Head of Relationship Management at Age UK WSBH said “As those who have been shielding start to get out and about again, we thought it would be a great idea to help by providing reusable masks in our bags of support this year. We’ve been there for older people throughout this pandemic and we’re still here for them now as we all try to adjust to the ‘new normal’ of face coverings and social distancing. If you can help us out by making some masks, we’d be so grateful. In the meantime, we want older people to know they can turn to us at this time, whatever it is they are facing.” 23

Age UK WSBH quickly adapted in response to the Coronavirus pandemic. As well as information and advice, the charity offered doorstep deliveries, emergency welfare and safety support for the most vulnerable, telephone befriending and wellbeing advice.

Masks must be new, unused and ideally made with plain coloured cotton. They can be dropped into (or posted if necessary) to the Age UK WSBH offices at:

Chichester’s Government-funded pop-up cycleway is open, Worthing’s is nearing completion, work has started on Crawley’s, and now Shoreham’s and East Grinstead’s are due to begin week commencing September 7.

Revised plans have also been published for the Horsham cycleway, with a start date to be confirmed as soon as possible.

While cycleways are being constructed, road users are advised to please allow extra time for their journeys or, if possible, seek alternative routes while the works are ongoing as delays are likely.

Chichester’s pop-up cycleway:

Chichester’s pop-up cycleway is now open. Roger Elkins, Cabinet Member for Highways and Infrastructure, said: “It’s good to see the Chichester pop-up cycleway open and being used.

“I urge any would-be cyclist to consider leaving the car at home and try it for themselves. Parents might consider using part of the route for their journeys to school.

“An important part of assessing the cycleway’s success will be to monitor usage: these are trial schemes, so if people want it to stay, please use it.”

Worthing’s pop-up cycleway: The Worthing pop-up cycleway scheme is nearing completion, with just the sections near Broadwater Green outstanding.

There is an issue on a short stretch of the northbound carriageway, alongside Broadwater Green, and caused by a few vehicles which have been parked there long-term. We have asked the owners to move these vehicles and we are looking into what action can be taken so we can complete the scheme.

Horsham’s revised scheme: The Horsham scheme has been revised following discussions with Horsham District Council.

A 0.9km protected cycle lane will be provided along Albion Way the A281/B2237 Horsham Ring Road by reallocating lane one of the north/eastbound carriageway.

The northbound-only route will start on Albion Way just north of the Sainsbury’s roundabout and end at Madeira Avenue.

A proposed start date for the scheme will be published as soon as possible.

Here’s a reminder of why the cycleways are being introduced

The seven pop-up cycleways for West Sussex – funded by the Government – will create safe space for active travel and encourage people to cycle rather than use the car. They are an emergency response to increase travel options as part of the Government-led recovery plan from COVID-19.

As an emergency response, the Government required the seven trial schemes to be planned and installed within three months. Given the timeframe, we consulted key partners including district and borough councils, emergency services and bus operators. Normally schemes of this nature would take years to develop and be subject to various stages of public consultation that might last two or more months and involve exhibitions, etc. This was not possible given the timescale limitations required.

The cycleway routes are the result of collaborative work with the district and borough councils. Once fully installed and open, we will be encouraging would-be cyclists to experience the cycleways for themselves. This will be the chance for people to show how much they want the cycleway to stay.

The schemes will be closely monitored to see how well used they are and any positive or negative impacts on congestion, safety and air quality. Adjustments will be considered and, if any of them do not work, they may be removed.

• Operate in ; your beneficiaries are mostly in England • An incorporated social purpose organisation, with an asset lock • Incorporated at least a year ago (i.e. registered with Companies House, the FCA or the Charity Commission) • Annual income between £25,000 and £1.5 million before COVID-19 • Was financially stable before COVID-19 • Substantially reliant on trading income (e.g. sales and delivery of contracts) to deliver social impact In addition, you must be able to demonstrate how your social enterprise is working in one of the key priorities for this fund which include: • Social enterprises supporting people who are at high risk from COVID-19 • Social enterprises supporting people most likely to face increased demand and challenges as a result of the COVID-19 crisis This fund is open to applications from 10 September and will close to applications on 17 September.

Coast to Capital - Business Recovery Grants

The Coast to Capital Business Recovery Grants scheme is now open. Aimed at helping small to medium sized organisations (including charities) in the local area recover and grow from the impact of the COVID-19 pandemic.

The scheme is not only about boosting the local economy, but increasing job creation and retention and social value. Key details of the scheme are: • Total of £2.1 million funding available • Application window will be open for 6 months: 01/09/2020 to 28/02/2021 • Grant range £10,000 to £170,000 (for projects of £20,000 to £340,000) • Grant funding must be matched by the applicant (at least 50% of project value)

• Grant funding must be spent on capital items only (match can include revenue costs) Eligibility requirements for applicants: • Small to Medium sized Enterprises (SMEs), Social Enterprises, and Charities (1- 249 FTE person workforce) are all eligible to apply for this funding • Organisation must be established and trading for at least 1 financial year. • Applicants from all sectors are eligible to apply for this funding, but applications will be prioritised from certain sectors.

Independent Age have released £2 million to help smaller organisations across the UK working with older people hardest hit by COVID-19. The Grant Fund comprises of three separate funding rounds. Seven million expect to seek charity support in the next year One in eight people living in the UK, equivalent to seven million people, expect to seek support from a charity or voluntary body in the next 12 months as a direct result of challenges created by the COVID-19. The research released by the National Emergencies Trust (NET) reveals that for three in five of these people (61%), it will be the first time they have ever sought charitable support.

Coronavirus Job Retention Scheme and furlough fraud There have been recent headlines about a crackdown on furlough fraud. This tends to focus on employers who have provided inaccurate or false information, or who have then broken furlough rules – in the main by having furloughed staff continue to work. Local (parish and town) councils should be advised to only provide accurate and true information when applying for furlough and to stick within the stated rules of the scheme. If you realise your council has made any errors in your claims it is possible to correct this information with HMRC within given deadlines. You can find out more about this and the requirements for councils who have received funding under this scheme on our coronavirus webpage.

Another report on local government reorganisation Hot on the heels of last week’s report on local government reorganisation by the County Councils Network, the District Councils Network has published Power in place: devolution and districts driving our recovery arguing districts, not counties should be the building blocks for devolution. References to local councils include:

• it is district councillors and local town and parish councillors that maintain the closest link between councils and communities • the costs of moving to new county unitary models do not include the large potential costs of growing the role of local town and parish councils • county councils advancing unitary arguments have acknowledged this weakness, and in response promise to bolster the role of the thousands of local town and parish councils, but with little detail what will be devolved to them and how. There is a risk that this becomes a token gesture and local councils deserve better, they are crucial partners and should be supported to build on their strengths • We would encourage all districts to have wide-ranging discussions locally with their county colleagues, with their town and parish councils, with their MPs, with their local businesses, and with the whole range of public services in their place, from health to employment, to housing, to transport.

Toilets Bill completes House of Commons stage The Non-Domestic Rating (Public Lavatories) Bill completed its House of Commons stages on 3 September. The opposition had put forward amendments to widen the scope of the bill to include toilets in other community facilities, exclude fee-charging toilets and provide for an annual report on its impact, these weren’t put to the vote. Speakers in the debate included Richard Holden MP, chairman of the All-Party Parliamentary Group on local democracy, who has championed this issue in Parliament, and Duncan Baker MP, both mentioning local councils in their areas. You can read the debate in Hansard or watch on Parliamentlive.tv Now off to the House of Lords dates to be announced.

Nominate someone for an honour or award Given the brilliant work I know goes on by local councils up and down the country, day in, day out, I’m not sure our sector necessarily gets the recognition it deserves in national honours. Which is why I’d like to encourage more nominations for awards and honours. You can nominate someone who has made an exceptional contribution to the response to the coronavirus (COVID-19) crisis in the UK, anyone can make a nomination and there is no deadline. For wider contributions to local communities and public life, the Ministry of Housing, Communities and Local Government (MHCLG) has said “that they are especially interested in people who are working or volunteering in their community. They could be working with the homeless or in housing more widely, supporting community integration and interfaith work, or working in local government over an extended period to achieve the council’s local ambitions”. While these Honours nominations can be accepted at any time, citations will be needed by Monday 21 September if they are to be included in the Birthday 2021 Honours Round. Further details about the process and what you should consider when making a nomination can also be found here.

The event is part of a virtual series called ‘Libraries from Home’ run by Libraries Connected.

As the author of 28 global bestsellers, Lesley will talk about her fascinating writing career and her latest chart- topper, Liar.

This new novel is an enthralling story of murder and lies and winner of the 2020 Woman & Home Book Choice Award.
