MOTION TO RECOMMEND ADOPTION of Amendment #1 to the FY 19-23 Transportation Improvement Program (TIP) to include the Florida Department of Transportation’s (FDOT) FY 18 Roll Forward Projects FDOT has requested approval of amendments to the FY 19 – 23 TIP to include the FY 18 Roll Forward projects, which are included in the FDOT Report available at PalmBeachTPA.org/TIP. These projects were funded in FY 18 but were not encumbered as programmed so the remaining funds are being rolled forward into FY 19. The Roll Forward changes to FY 19 are provided in the attached summary table. B. MOTION TO RECOMMEND ADOPTION of Amendment #2 to the FY 19-23 TIP to include a new bridge replacement project of US-1/SR-5 over Earman River Bridge (FM #4428911) FDOT has requested approval of this amendment in the attached letter. The bridge experienced a partial collapse of the sidewalk and concrete wall in October 2017. This will be a full bridge replacement project programmed for construction in FY 2023. The requested amendment is shown in strikethrough/underline format to highlight the changes from the adopted TIP in the attachment.

MOTION TO RECOMMEND ADOPTION of Amendment #8 to the 2040 Long Range Transportation Plan (LRTP) Cost Feasible Plan to change the following projects: 1. Turnpike Mainline from Broward/Palm Beach County Line to Boynton Beach Boulevard (MP 86) from “Widen 6L to 8L” to “Widen 6L to 10L with express lanes”. Cost increase from $297.8 million to $871 million. 2. Turnpike Mainline from Boynton Beach Boulevard (MP 86) to Beeline Highway/SR-710 (MP 106.1) from “Widen 4L to 6L” to “Widen 4L to 8L with express lanes”. Cost increase from $571.1 million to $672 million. 3. Turnpike Mainline from Beeline Highway/SR-710 (MP 106.1) to Indiantown Road (MP 117) from “Widen 4L to 6L” to “Widen 4L to 8L”. Total construction cost is $354 million. Florida’s Turnpike Enterprise has requested approval of this amendment in the attached letter. FDOT assessment shows an increased capacity need over the original request of 2 lanes provided in the LRTP Cost Feasible Plan to 4 additional lanes. Express lanes will be implemented all at once after the completion of all widening portions. The requested amendment is shown in strikethrough/underline format to highlight the changes from the adopted LRTP in the attachment. Additionally, Turnpike staff have provided the attached responses to previous TAC questions. D. MOTION TO RECOMMEND ADOPTION of Amendment #3 to the FY 19-23 TIP to change the project description for Turnpike widening (406144-1) from Boynton Beach Boulevard to Lake Worth Road from “Widen 4 to 6 lanes” to “Widen 4 to 8 lanes with express lanes” Florida’s Turnpike Enterprise has requested approval of this amendment because construction is programmed for Fiscal Year 2019 (current year). The description is consistent with Amendment #8 to the 2040 LRTP in Action Item 2.C.1. There is no backup for this item. E. MOTION TO RECOMMEND ADOPTION of the FY 20-24 Annual List of Priority Projects Florida Statutes require the TPA to annually adopt and transmit to FDOT a List of Priority Projects by October 1. The priority projects are used to develop the FDOT’s Five-Year Work Program and then the TPA’s TIP. The list of projects is consistent with the LRTP and its associated goals, objectives and values. The FY 20-24 Priority Projects are organized into Major Highway, Transit and Freight Projects; Local Initiative Projects; Transportation Alternative Projects and SUN Trail Projects. The list identifies the additional funding needs of those projects previously approved by the TPA and several new projects. The draft List of Priority Projects is attached along with project status reports for the above project sections. 3. INFORMATION ITEMS A. Route Performance Maximization (RPM) Update Palm Tran staff will provide an overview of their RPM effort that will go into effect in late September 2018. The draft presentation slides are attached.

1.E. TAC Liaison’s Report MR. KEVIN FISCHER reviewed the following from the Liaison’s Report: • Palm Tran is seeking input to improve their system as part of their RPM effort and have developed a survey, currently set to close on June 14. To provide input visit: http://discover.pbcgov.org/palmtran/Pages/RPM.aspx • Palm Beach County Engineering updated their Typical Sections on the Roadway Production page under the Documents section. The new typical sections, effective as of April 2018, include bicycle facilities. • June 21 will be the 13th annual national Dump the Pump Day to highlight the many benefits of using public transportation. Drivers are encouraged to park their cars and skip the gas pumps. Mr. Wil Hicks joined the meeting at 9:03 a.m. • To further supplement the TPA’s investment in rail crossing safety along the FEC, will submit an application for the Federal Rail Administration (FRA) Consolidated Rail Infrastructure and Safety Improvements (CRISI) grant program. The application will seek funding for additional exit gates and active warning signs at various crossings within the three South Florida counties. The roadway owners for crossings that will receive the additional safety treatments are being asked for a commitment of local funds not to exceed 20% of the total cost of the improvements at each crossing, payable to Brightline only upon successful award of grant funds and completion of construction of the grant-funded improvements. The roadway owners are being asked to provide executed letters of support to the TPA no later than June 12. • SFRTA staff will be holding a public meeting regarding the Boca Raton II Tri-Rail Station located near Glades Road and on Wednesday, June 20 at 6:00 p.m. at the Spanish River Library, 1501 Spanish River Blvd, Boca Raton. A short presentation will be given at 6:15 p.m. • The next TPA Governing Board Meeting will be held on June 21 near the Port of Palm Beach at the FPL Manatee Lagoon, 6000 N Flagler Drive, West Palm Beach, FL, 33407. Noted Mr. Carl Baker gave a behind the scenes tour of the Port of Palm Beach to TPA staff earlier in the year. • Welcomed Mr. Greg Gabriel as the TPA’s Transportation Planner II and Mr. Navael Fontus as the TPA’s Intern for the summer. Mr. Gabriel and Mr. Fontus provided a brief background of their credentials. • Noted his departure from the Palm Beach TPA to the City of Lake Worth, his last day being Thursday, June 7. Ms. Yanique Kelly joined the meeting at 9:05 a.m. CHAIR BAILEY requested a presentation at a future meeting from Palm Beach County Engineering on how the updated Typical Sections will affect their program, the relationship with the cities, Complete Streets, and if these updates will be for new and/or existing projects. 1.F. 2. ACTION ITEMS 2.A. ELECTED: TAC Vice Chair Mr. Kenny Wilson nominated Mr. Erik Ferguson as the 2018 TAC Vice Chair. Mr. Michael Morrow nominated Mr. Andrew Mack as the 2018 TAC Vice Chair. Both nominees provide a background of their qualifications for the TAC members to take into consideration prior to voting. A roll call vote was taken with an 11-5 vote for Mr. Erik Ferguson to serve as the 2018 TAC Vice Chair. RECOMMENDED APPROVAL: Revisions to the TAC By-Laws MR. FISCHER reviewed the revisions to Section E, which included abstaining from voting procedures. He noted this new language clarifies the procedures and if there were a conflict of interest a simple form would need to be completed, which TPA staff would provide. The other changes reflect the branding updates and the Public Participation Plan (PPP) references. CHAIR BAILEY noted on Page 5 of the By-Laws, that in the event there is a conflict the member would not be able to participate in the discussion. He noted this is in the Florida Statutes and the conflict would need to be indicated before discussion takes place. MOTION to Recommend Approval of the Revision to the TAC By-Laws. Motion by Mr. Andrew Mack. MS. MARIA TEJERA inquired on what is considered a conflict of interest. Dr. Kim DeLaney joined the meeting at 9:14 a.m. MR. FISCHER noted that a conflict has not arisen in this specific committee, however if there is a potential for financial gain than a member would need to abstain. MR. ERIK FERGUSON requested staff to provide a link to Robert’s Rules of Order, Newly Revised (10th edition) that is referenced in the update. The motion was called to vote, Mr. Khurshid Mohyuddin seconded the motion, and it carried unanimously 18-0. 2.C. RECOMMENDED APPROVAL: FY 19-23 Transportation Improvement Program (TIP) MR. ANDREW UHLIR, Palm Beach TPA TIP Coordinator, presented this item. He stated the TIP would go before the TPA Governing Board on June 21, leaving about a week for additional committee and public comments to be received for inclusion in the final version for the Board agenda package. He gave a general summary of the number of projects included, their funding and a breakdown between state, federal and local projects. He noted updated maps were included and online maps are forthcoming. He provided a breakdown of total funding by project section and source. A discussion ensued on the exclusion of projects on the maps that are listed in the TIP. Committee members requested staff to review the TIP and map to ensure consistency in information. MR. ALEX HANSEN inquired on the status of project #4, Tri-Rail – New Service Extension, as it was noted the TPA Steering Committee is on hold. He stated the project has been a priority for some time and has been stagnant. CHAIR BAILEY requested staff to have the Executive Director provide a memorandum to the committee with an update on the Tri-Rail extension project. A brief discussion ensued on the TIP maps and how the TIP fulfills the Long Range Transportation Plan (LRTP). MR. UHLIR noted the TIP Executive Summary includes an LRTP Report Card that provides the implementation status breakdown of cost feasible projects identified in the adopted 2040 LRTP. INFORMATION ITEMS 3.A. DISCUSSED: 2045 Strategic Intermodal System (SIS) Cost Feasible Plan (CFP) MS. LOIS BUSH, SIS 2045 CFP Update Coordinator for FDOT District 4, presented this item. She noted the SIS, which was established by Florida legislature in 2003, is a statewide network of high priority, high volume transportation facilities including airports, highways, railroads, seaports, spaceports and transit. She reviewed the SIS planning and programming process that provides the framework for planning, programming and implementing transportation projects. She provided an overview of the SIS 2045 CFP update that included the general background, purpose, time period and focus. She reviewed a handout of FDOT District 4 projects with an emphasis on Palm Beach County specific projects. A discussion ensued on project specific questions. CHAIR BAILEY requested FDOT staff to provide a copy of the Project Development and Environment (PD&E) Study presentation for I-95 from the Congress overpass to Blue Heron Boulevard as a refresher on the project. He requested TPA staff to schedule a presentation for the TAC on the I-95 Managed Lanes Master Plan.

3.B. Summary Points from the May 17, 2018 Governing Board Meeting MR. HANSEN inquired if a timeline had been established based on the Board’s direction for the Countywide Mobility Fee information item. MR. FISCHER noted TPA staff was still evaluating the upcoming Board schedule to free a meeting to allow for this discussion on the mobility fees. DR. MOTASEM AL-TURK requested for a copy of the feedback received from committee members on the mobility fees. MR. FISCHER noted that a summary of comments received would be discussed at the next mobility fee meeting. 4. ADMINISTRATIVE ITEMS 4.A. Member Comments There were no member comments received. 4.B. The Turnpike and I-95 are the only north/south limited-access highways through Palm Beach County. The Turnpike mostly serves the central and western regions. I-95 serves the more densely populated eastern Palm Beach communities and downtown and has more interchanges providing a higher level of access to local roadways. Both serve both local (within Palm Beach County) and regional travel (adjacent counties, other urban areas of Florida, and out-of-state). Table 1 highlights the 2017 Annual Average Daily Traffic (AADT) for the two facilities, and the proportion of traffic each serves, at selected locations along both facilities in Palm Beach County. Consistently, the Turnpike serves approximately 30 percent of total higher speed north/south limited-access traffic. I-95 is currently serving the remainder, at approximately 70 percent.

Significant portions of the Turnpike in Palm Beach County currently experience regular recurring peak hour congestion. Illustrations showing congestion in Palm Beach County derived from speed data are provided on Figure 1.

Future capacity needs have been identified since the mid-2000s, and a series of state Project Development and Environment (PD&E) studies for widening to eight lanes were completed:

22 Given continued Turnpike system growth, planned developments, and associated future growth, the Turnpike has confirmed the need for widening beyond the original eight lanes identified within the PD&E studies in southern Palm Beach County. Florida’s Turnpike Enterprise (FTE) produced the Southern Coin Build-Out Feasibility Study (dated June 2017) documenting the need in southern Palm Beach County and identifying a high-level geometric approach to accommodate a ten-lane section south of Boynton Beach Boulevard. A more recent assessment of future lane needs is documented in the 2018 Turnpike Annual Traffic Trends Report. The annual report is produced through a system-wide method of monitoring mainline and interchange capacity needs and is used for prioritizing unfunded widenings and interchange or intersection operational improvement needs. The identified unfunded needs are considered for funding in the annual update of the FTE Work Program. Identification of recurring system congestion is also a component of the annual process, as an early indicator of needs. The quantitative component of Traffic Trends begins with an evaluation of historical AADT volumes and growth rates as an initial component to the forecasting process. Figure 2 provides an illustration of historical growth on Florida’s Turnpike at four representative locations within Palm Beach County. As illustrated in the graphic, traffic in Palm Beach County has exceeded pre-recession levels with historical annual growth rates from 2002 and 2017 ranging between 3.2 percent to 4.2 percent per year. 23 Future growth rates are established through analysis of historical trends and travel demand model results. Model growth in the Palm Beach County was derived using forecasted volumes from the Turnpike State Model (TSM) and the Southeast Regional Planning Model (SERPM). Traffic projections are unconstrained by capacity limitations and are developed for each of the Turnpike System facilities. Future traffic volumes are developed by applying growth rates to 2017 traffic volumes and then smoothed and balanced to ensure systemwide consistency. Table 2 presents the forecasts from Traffic Trends for the four representative locations in Figure 2 along with a growth rate comparison to historical trends, the TSM and SERPM. As shown the table, the Traffic Trends forecasted growth rates are lower than the historical average and consistent with the TSM and SERPM 7 growth rates. It should be noted that the SERPM 7 growth rates were obtained directly from the adopted long-range transportation plan model without any project validation adjustments.

The widening needs in Palm Beach County corresponding to the Traffic Trends forecasts are shown on Figure 3. The horizontal axis on the charts represents the number of lanes needed to meet Level of Service (LOS) D for the corresponding segment identified on the vertical axis. Programmed improvements are noted by colored letters, while the earliest year the programmed improvement is needed is indicated by the color. The results indicate a 10-lane need as early as 2030 (south of Glades Road) to accommodate future demand in the southern portion of the County from Boynton Beach Boulevard interchange south and into Broward County. Eight lanes are needed through the year 2045 between Boynton Beach Boulevard and PGA Boulevard, and six lanes are needed through the year 2045 between PGA Boulevard and the County line.

In order preserve mobility needs of Palm Beach County, FTE has determined that express lanes would be employed as one long term congestion management strategy. Express lanes are a proven congestion management tool in South Florida by providing travel time reliability, travel options for drivers, and enhanced transit operations. They provide a high degree of operational flexibility, which enables operations to be actively managed to respond to growing and changing traffic demands. Since 2008, the Florida Department of Transportation (FDOT) has opened the 95 Express from S.R. 836 in Miami-Dade County to Broward Boulevard in Broward County. Express lanes have also been opened on I-595 and I- 75 in Broward County. Data have shown the benefits of express lanes. Upon the opening of 95 Express

25 in Miami, general use lane travel speeds increased by 200 percent, express lanes (previously the high- occupancy lane) travel speeds increased by 300 percent, and transit usage has increased by 145 percent. Recognizing the uniqueness of the various Turnpike corridors statewide and that some individual corridors may not immediately be compatible with express lanes once widened, FTE has developed a phased implementation approach to deliver express lanes projects. Phased implementation means that the project will be widened to accommodate the express lanes width and will operate as general toll lanes (GTLs) for a period of time. A separate project will then provide the final striping, express lanes markers, signing and toll equipment to operate the express lanes by converting the one or two general toll lanes to express lanes once certain criteria are met. Phased implementation will now consider the following criteria:

• Completion of widening projects that can form at least two express lane segments (defined by an ingress followed by an egress) or at least 10 miles in length. • Completion of Express Lanes to Express Lanes (EL-EL) direct connect ramps within the corridor limits. • When the widened general toll lane corridor reaches Level of Service D. In Palm Beach County, there are two distinct corridors that will be undergoing a phased implementation approach. The southern corridor extends from south of Coconut Creek Parkway in Broward County to north of Boynton Beach Boulevard in Palm Beach County. The northern corridor extends from north of Lake Worth Road to Indiantown Road. Express lanes are not planned through the West Palm Beach Service Plaza forming a break in the express lanes network. The phased implementation plan for express lanes in Palm Beach County using the aforementioned criteria is shown in Table 3.

The southern corridor consists of six future widening projects, extending 25 miles in length and including a planned direct connection between the Sawgrass Expressway/Turnpike Mainline interchange. Level of Service D is estimated to be reached in the 2030 to 2035 timeframe. Therefore, express lanes are planned to be implemented once all the widening projects are complete. For the northern corridor, implementation will be deferred until the widened corridor reaches LOS D, which is estimated to occur in the 2040 to 2045 timeframe.

26 2) Summary of public input on managed (express) lanes In February 2013, FTE conducted a stated preference survey of Turnpike customers in South Florida. Respondents were recruited for the survey either by emailed invitations sent to current SunPass accounts or by postcard invitations distributed in the manual lanes to cash customers at several toll plazas within the region. The primary purpose of the survey was to gather details about travel characteristics on Florida’s Turnpike facilities, and the respondents’ valuation of Express Lanes along certain Turnpike facilities as an option for improving travel speeds, travel time reliability, and reducing traffic congestion. Opinions and attitude toward express lanes were also asked. Tables 4 through 7 show opinions regarding express lanes for only those respondents that reside in Palm Beach County. The results show that over 75 percent of the respondents are neutral or agree that express lanes are good for managing congestion and would pay a higher toll to use the lanes if faster and more reliable.

3) Analysis of park and ride lots FTE currently maintains three Park and Ride lots in Palm Beach County, at Lake Worth Road, PGA Boulevard, and Indiantown Road. The Park and Ride lots provide FTE customers ridesharing and carpooling options when using the Turnpike System. In 2016, FTE conducted a utilization survey, as shown in Table 8. Usage counts indicate that the lots at Indiantown Road and Lake Worth Road had utilization rates greater than 60 percent. The PGA Boulevard lot had a utilization rate of 32 percent.

The current lots are shared with an existing toll plaza and serve the FTE staff working in the plazas. In spring 2019, the FTE will begin converting the plazas to All-Electronic Tolling. As a result, the buildings and parking spaces for toll collection staff will no longer be needed. Through the reconstruction of the plaza area for the All-Electronic Tolling project, FTE will modify the driveways to provide better access and improved traffic operations. Depending on the location, the number of spaces will remain the same or increase as part of the lot reconfiguration. 4) Evaluation of Social Equity Issues Express lanes are optional travel lanes that provide users with a more predictable travel time, especially during peak hours. These lanes provide a long-term solution to manage traffic flow with the use of dynamic tolling. The goal of express lanes is to give customers travel options and improve traffic flow in all lanes. Regardless of income level, express lanes users consider the value of time they save to be worth the cost of the toll they pay in these lanes. Table 9 shows the top five vehicle types that used 95 Express during a typical month in 2016 (latest available data). The results show that tolls in these lanes are collected from a wide range of “common” vehicles, representing a broad spectrum of drivers with potentially different income levels.

Bus Exemptions

In accordance with Florida Administrative Code, Rule 14-100.006, registered vanpools and buses (including public transit buses, school buses, and over-the-road buses) are exempt from paying tolls in the express lanes on the interstates. In addition, drivers of such vehicles are only required to pay the general toll while using the express lanes on the Turnpike System, and therefore will not be charged the additional express lanes tolls. However, to receive these benefits, buses and vanpools must register in advance and renew their registration annually. Express buses currently operate on 95 Express and 595 Express during weekdays. During FY 2017, express bus usage averaged 3,500 daily riders on 95 Express and 500 daily riders on 595 Express. These express bus users benefit from the improved travel time reliability in the express lanes. Studies indicate that express lanes have gained acceptance when combined with increased alternative transportation services, such as transit.

Level of Service Based Pricing Policy

In response to feedback from officials during public outreach efforts, FTE recently established a new minimum toll amount policy. As of 2018, Chapter 338.2216 (1)(d), Florida Statutes, requires drivers who use the express lanes on the Turnpike System to pay the general toll amount only when traffic in these lanes is at Level of Service A (LOS A). This means that there will be no additional toll to use the express during free-flow conditions. At LOS B, drivers pay $0.25 more than the general toll amount when traveling in the express lanes. When the level of service in the express lanes is different from LOS C or below, tolls are dynamically priced in these lanes to manage congestion. The figure below shows a graphical representation of traffic conditions and the level of congestion associated with each LOS category in the express lanes on the Turnpike System, and the toll required by Florida Statutes for each category. Figure 4 is an illustration of the new tolling policy.

5) More information on the timing of construction and access point to the managed (express) lanes system The first construction project will be the widening from Boynton Beach Boulevard to Lake Worth Road (406144-1). Construction will begin in spring 2019. This project will provide six lanes from the Lantana Plaza to Lake Worth Road, but will accommodate pavement for a future eight-lane widening. No other construction projects have funding in the five-year work program. It is anticipated that the remaining widening projects will be funded for construction in a 10-year horizon. Table 10 provides the project details for the widening projects in the 10-year Finance Plan. Once the projects are complete, express lanes will be implemented in southern Palm Beach County. Access to the express lanes in southern Palm Beach County will be provided at multiple points from Coconut Creek Parkway to north of Boynton Beach Boulevard.

Local Initiative Projects Project Selection Process Local Initiative projects are selected from an annual competitive application process based on TPA Goals, Objectives and Values in the adopted LRTP; these projects are then approved by the advisory committees and the TPA Board. Applications for Local Initiative projects were solicited from transportation service providers, county and municipal staff, and public and community stakeholders. The adopted LRTP contemplates funding these projects at around $20 million per year, primarily funded with federal Surface Transportation Program Funds suballocated to the Palm Beach TPA. Project Funding Local Initiative Projects are to be funded with the TPA's suballocated share of Surface Transportation Program funds (SU). The Local Initiatives Program was created in the 2040 LRTP and it structured to identify and fund non-regionally significant transportation projects. A QUICK GUIDE TO MOTIONS Motions are statements that describe a proposed action or decision. Although the formality may seem cumbersome, the process of making motions ensures that no decision is accepted without the opportunity for discussion and a vote. Types of Motions A motion must be made, seconded, and the Chair stating the question to initiate discussion on an issue. Main motion – Brings business before the committee. Substitute motion – To propose an alternative action to the main motion. Up to two substitute motions may be on the floor at one time. If a substitute motion passes, it does away with the prior motions. If it fails, the prior motion comes back up for consideration. Friendly amendments – These are editorial changes that may be allowed if the maker and seconder of the motion do not object. An amendment must always be germane. Call the question – Can only be made by the Chair, or Vice Chair in the Chair’s absence, to end discussion and put the motion at hand to a vote. If the motion fails, discussion continues. The Chair can choose to end discussion for the sake of progressing the meeting. Motion to table – To interrupt the pending item to permit taking up another matter immediately and then return to the pending item later in the meeting. If seconded, discussion ends and the pending item is moved to the end of the action section of the agenda. Motion to postpone – Action on a pending question can be put off, within limits, to a definite future meeting or until after a certain event. Can be moved regardless of how much debate there has been on the motion it proposes to postpone. Motion to reconsider – Any Representative who voted on the prevailing side may make a motion for reconsideration at the meeting during which the vote was taken or at the next regularly scheduled meeting, unless the action for which the vote was taken has been executed by the next regularly scheduled meeting and cannot be undone. A motion to reconsider cannot be renewed if it has been voted on and defeated, except by unanimous consent of those voting Representatives present at the meeting. Making a Motion A Representative of the committee proposes a motion: “I move that…”. You will have the right to speak first during discussion, if desired, after the Chair states the question. Motions require that a second Representative of the committee agrees to consider the proposal to ensure that the proposal is meaningful to more than one person. Without a second, the motion will fail. A Representative of the committee chooses to second: “I second the motion” or “I second it” or “Second!” which merely implies that you agree that the motion should come before the committee for discussion and not that you necessarily favor the motion. Once the committee has had a chance to discuss the motion, the Chair will call the question and lead a vote.

Correspondence letter to Palm Beach County requesting information to support mobility fee evaluation based on TPA Board discussion at the May 17 Board meeting. 3.E.1 Assistant County Administrator, MR. TODD BONLARRON, and County Engineer, MR. DAVID RICKS, were participated in the Board’s discussion on road impact fees. The Board affirmed its request for the County to provide the items listed in the correspondence.

2045 Strategic Intermodal System (SIS) Cost Feasible Plan MS. LOIS BUSH, SIS 2045 CFP Update Coordinator for FDOT District 4, presented an overview of the SIS network comprised of high priority, 3.A high volume transportation facilities including airports, highways, railroads, seaports, spaceports and transit. She provided an overview of the draft SIS 2045 CFP that included the general background, purpose, time period and Palm Beach County projects.

TPA Transition Update CHAIR VALECHE noted the Transition Steering Committee met on June 12th. The Committee reviewed the Administrative Services Agreement, where it was determined the appropriate revolving loan amount be $1.2 million. He stated six municipalities have expressed interest in 3.B providing these services and the committee determined the loan amount would be split equally among the municipalities that care to participate. He stated the TPA is receiving formal consent from municipalities on member dues with the intention to have them in-hand in the coming months. He noted the TPA is negotiating between several properties for potential office space with the intention of bringing a lease agreement before the Board in September or October for action.

MPOAC Institute Review and TPA Board Member Handbook MAYOR MARINO thanked the TPA for sending Board members to the MPOAC Weekend Institute training. She stated it was worthwhile and suggested that the TPA continue sending Representatives to this 3.C training as it is an important resource. Palm Beach TPA Executive Director, MR. NICK UHREN, noted an updated TPA Board Member handbook and a video of the abbreviated MPOAC training held locally are available at www.PalmBeachTPA.org/Board.

Partner Agency Updates Palm Tran Executive Director, MR. CLINTON FORBES, invited members to participate in upcoming meetings that will discuss the Route Performance Maximization (RPM) project.  June 28 a public hearing during the Palm Tran Service Board 3.D meeting  July 24 a public workshop at the Governmental Center  August 14 the final public hearing during the Board of County Commissioners’ regularly scheduled meeting. Palm Tran Interim Transit Planning Manager, MR. STEVE ANDERSON, provided an update on route and service time changes.

Correspondence letter to FDOT Secretary O’Reilly regarding the Beeline Highway/SR 710 widening from Northlake to Blue Heron Boulevard. 3.E.2 Response letter from FDOT Secretary O’Reilly. There was no discussion on this item.
