FOCUS ON:DESIGNING AND FINANCING YOUR SUSTAINABLE ENERGY PROJECT

Financing Projects The Alternative and Clean Energy Program (ACE) provides financial assistance in the form of grant and loan funds that will be used by eligible applicants for the utilization, development and construction of alternative and clean energy projects in the state. The program is administered jointly by the Department of Community and Economic Development (DCED) and the Department of Environmental Protection (DEP), under the direction of the Commonwealth Financing Authority (CFA). Funds may be used for Activities to promote the utilization, development and construction of alternative and clean energy projects, infrastructure associated with compressed natural gas and liquified natural gas fueling stations, plus energy efficiency and energy con- servation projects in the state.

Speaker Biographies Ed Pinero - Senior Vice President for Sustainability and Public Affairs Veolia North America Ed Pinero is currently Senior Vice President for Sustainability and Public Affairs at Veolia North America. He has along history in energy related issues, including serving as State Energy Director for Gover- nor Tom Ridge from 1999-2001 as well as chairing the ISO 50001 International Committee on Energy Man- agement Systems.

Matt Karnell - Director of CFA Program Division Commonwealth Financing Authority Since 2009 Matt Karnell, as Director of CFA Programs Division, has provided educational and program guid- ance to applicants. The Commonwealth Financing Authority (CFA) was established as an independent agency of the commonwealth to administer Pennsylvania's economic stimulus packages. The CFA holds fiduciary re- sponsibility over the funding of programs and investments in Pennsylvania's economic growth.

Every year, GPAEE presents Awards to energy professionals who have achieved prominence in their field. We rely fully on you, our members and affil- iates, to nominate those you feel deserve the recognition and award. Nomina- tions are being accepted now and winners will be recognized at the January 2014 meeting.

Through our Awards Program, we are able to recognize the important work be- ing done in energy by individuals, organizations, and corporations. By identify- ing those who exemplify the very best in their fields, energy professionals are honored and the industry is advanced. Michael Walton - Project Manager, Burns Engineering Michael Walton is a project manager for Burns Engineering with a focus in the energy & utility sector. Mike earned a bachelor of electrical engi- neering degree from Drexel University and has over a decade of experi- ence in design and construction. Mike has helped clients in the industrial, higher education, and commercial sector with large campus infrastructure optimize, update, and expand their central utilities. He has experience in the development of utility and energy master plans for large campus facili- ties and has technical expertise with power distribution systems, distribut- ed generation, and district heating and cooling. He is a certified Distribut- ed Generation Certified Professional and is a board member of the Great- er Philadelphia Association of Energy Engineers (GPAEE). He is also involved with the Association of Physical Plant Administrators (APPA) and International District Energy Association (IDEA).

William Oppenheim - Client Manager, Schneider Electric Bill Oppenheim is responsible for client energy management in the Mid- Atlantic region for Schneider Electric, overseeing and facilitating Schnei- der’s energy management services for clients. He also has regional busi- ness development responsibilities. Prior to working for Kimball Re- sources and subsequently Summit Energy (who purchased Kimball in 2008) in this capacity, Bill worked at PECO Energy for 29 years as a gas and electric engineer. The last 10 years at PECO he managed the Gas Acquisition and Planning group responsible for purchasing natural gas supplies for PECO’s gas customers. Education: Bachelor and Master degrees in Civil Engineering from Villanova University

Helen Silvis - Acting Director of Account Manager, Veolia Energy Helen Silvis is the Acting Director of Account Manager for Veolia Energy Philadelphia, Inc. responsible for establishing and maintaining long-term relationships with customers on multiple tiers. Helen is also responsible for developing and implementing solutions designed to help clients in- crease reliability, mitigate operating risk and reduce energy consumption and environmental impact. Prior to working for Veolia, Helen designed HVAC and process piping systems in various design engineering roles for Brinjac Engineering, Kling and Flour Corporation in the commercial, pharmaceutical, institution, petroleum and specialty chemical industries. Helen earned her Bachelor degree in Mechanical Engineering from Penn State University and her MBA from Villanova University.

Winner of Environmental Health & Safety Award Announced at Shale Insight 2014 Ben Franklin’s Shale Gas Innovation & Commercialization Center announced their 2nd Annual Shale Gas Environmental, Health, & Safety (EH&S) Award at the SHALE INSIGHT 2014™ Technology Showcase event. Energy Department Announces $25 Million to Reduce Costs of Algal Biofuels The Energy Department on September 30 announced up to $25 million in funding to reduce the cost of algal biofuels to less than $5 per gasoline gallon equivalent (gge) by 2019. The funding announced will support projects in two topic areas: Topic Area 1 awards (anticipated to be one to three selections) will range from $5 million to $10 million and focus on the develop- ment of algae cultures that, in addition to biofuels, produce valuable bioproducts that increase the overall value of the biomass. Topic Area 2 awards (anticipated at three to seven selections) will range from $500,000 to $1 million and will focus on the development of crop protection or carbon dioxide utilization technologies to boost biomass productivity in ways that lead to higher yields of algae. Regional Planning Commission Announces Dozens of Project Seed Grants The Regional Planning Commission today announced $2.2 million in grants to jump-start transportation projects in dozens of communities across the Philadelphia region. The grants, which come from federal funds, will help 32 communities in and around Philadelphia, from Chester to Mercer counties, as part of its “TCDI” program (Transportation and Community Development Initiative).(more)

PUC Rejects Judges’ Decision, Orders Hearings on Sunoco Logistics Pipeline The Public Utility Commission has ordered more hearings on Sunoco Logistics’ request to bypass local zoning to build structures for facilities along its 300-mile natural gas liquids pipeline. In a 4-1 vote Thursday, the PUC rejected a recommendation from its administrative law judges to dismiss the petition because the company is not a public utility. The commission argues Sunoco Logistics and its Mariner East project are the product of a merger between two pipeline companies that had public utility status since the 1930s. (more)
