• A world class laboratory with the resources on the scale of Fermilab or CERN should have a diverse particle physics program and a flagship project…with the closing of the Tevatron Fermilab lost its flagship…however strong diverse program emerging – LHC, cosmic, muons, SBL & LBL neutrinos, accelerator science

• No flagship project “started,” but progress rapid and focused on a FY17 construction start for DUNE/LBNF – Increase users by ~1,000 – Drives upgrade of accelerator complex…incrementally – Success will enhance significantly our “global” reputation

7 Joe Lykken | 48th Annual Fermilab Users Meeting! 6/10/15 Muon Accelerator Program: Fermilab Effort! • FY15 Accomplishments: – MICE re-baselined plan endorsed by the MICE Project Board • Effort and budget tracking resource-loaded schedule reasonably • Cooling Demonstration procurements have begun (all major procurements will be underway within the next few weeks) – MICE Step IV • Partial Return Yoke delivered to RAL • All hardware now being integrated on beam line – MuCool Test Area • MICE Single Cavity Test System has passed its critical test in magnetic field (> 3M pulses with 0 breakdown events with cavity mounted adjacent to MTA Test Solenoid) – MAP ramp-down continuing • Dedicated volume negotiated with the Journal of Instrumentation to document MAP progress

P5 Recommendaon 27: “Focus resources toward directed instrumentaon R&D in the near-term for high-priority projects. As the technical challenges of current high-priority projects are met, restore to the extent possible a balanced mix of short-term and long-term R&D.”

• Fermilab is responding by focusing on directed R&D in liquid argon detector technology for neutrino physics and critical R&D for CMS phase 2 detector upgrades in advance of the HL-LHC project era • We also continue to support R&D facilities essential to the broad U.S. and international R&D community

Recommendation 1: Fund generic high-power component R&D at a level necessary to carry out needed thermal shock studies and ionizing radiation damage studies on candidate materials that are not covered by project-directed research Recommendation 2: Construct the IOTA ring, and conduct experimental studies of high-current beam dynamics in integrable non-linear focusing systems Recommendation 3: Support a collaborative framework among labs and universities that assures sufficient support in beam simulations and in beam instrumentation to address beam and particle stability including strong space charge forces Recommendation 4: Direct appropriate investment in superconducting RF R&D in order to inform the selection of the acceleration technology for the multi-MW proton beam at Fermilab We are fully behind the subpanel recommendations; looking forward to continuing dialog and optimization of the national GARD effort!

• Coil achieved HL-LHC SSL 80% “operating current” (16.5kA) in / I MQXFS 3 quenches during the first day 70%
