1.0 INTRODUCTION

1.1 This Transport Statement (TS) has been prepared by Pegasus Group on behalf of Stoneledge Plant and Transport Ltd in relation to Riplingham Quarry.

1.2 The planning application seeks an extension to the existing Riplingham Quarry for the extraction of chalk, and a full landscape restoration of the proposed extended site by backfilling with inert waste material to create a calcareous grassland with new tree planting.

1.3 Planning permission was granted in June 2019 for the extraction of minerals and restoration of the site shall be completed by 23 November 2030. This application proposes an extension to the existing Riplingham Quarry for the extraction of chalk. As part of the proposals, extraction activities will be moved to another part of the site and the existing extraction area restored.

1.4 The site will operate as per the existing arrangements and there will be no intensification of the site uses.

1.5 This TS has been prepared following agreement of a scope with highway officers at Council, confirmation of which is included at Appendix A.

1.6 The following key transport issues are addressed in this report:

i. Suitability of the existing site access arrangements.

ii. A review of local highway safety.

iii. An assessment of forecast trips associated with the proposals; and

iv. A summary of Local Transportation Policy and guidance.

1.7 This TS concludes that a safe and appropriate access arrangement will continue to be provided with visibility splays commensurate with the National Speed Limit along Westoby Lane. This TS also demonstrates that the forecast vehicle trips generated by the scheme will represent a continuation of existing traffic numbers when compared to the existing uses and there will therefore not be a material impact on the operation and safety of the local highway network.

1.8 It is finally concluded that there are no highway or transportation reasons that should prevent the extension of operations at Riplingham Quarry.

2.0 SITE CONTEXT AND LOCAL HIGHWAY NETWORK

Site Location and Context

2.1 The application site extends to an area of approximately 10.92 hectares and is located within the administrative boundary of East Riding of Yorkshire Council (ERYC), approximately 1.5 kilometres to the north of the hamlet of Riplingham and approximately 2.5 kilometres to the west of the village of Little Weighton.

2.2 The proposed site is bounded by the existing Riplingham quarry to the northwest and southwest with fields bounding the site to the northeast and southeast. The site location plan is contained at Figure 1.

2.3 Activities undertaken at the application site focus around the production of aggregates from primary minerals and recycled materials and the restoration of the quarry void using inert materials. The mineral worked at the site is a Chalk suitable for the production of aggregates. The quarry operates for 50 weeks of the year, closing down through the Christmas period.

2.4 The site is identified in the East Riding of Yorkshire and Joint Waste Plan (2004) for extraction of chalk for aggregate use and for non- biodegradable inert waste.

Existing Access Arrangements

2.5 The quarry is currently accessed from Westoby Lane via a priority junction. All vehicles associated with the site, including HGVs, use this junction which has been used for the past 35 years for operations at Riplingham Quarry.

2.6 Figure 1 demonstrates that visibility splays from the existing junction can be provided in accordance with the National Speed limit. This equates to 2.4 x 215 metres in line with Design Manual for Roads and Bridges (DMRB).

Local Highway Network

Westoby Lane

2.7 Westoby Lane measures around 6.5 metres wide in the vicinity of the site. It forms the main carriageway of a crossroads with Comberdale Hill around 400 metres to the southeast of the site, and the minor arm of a priority junction with White Gap Lane approximately 950 metres to the northwest of the site. Westoby Lane is on an incline within the vicinity of the site, rising up from northeast to southwest.

Public Rights of Way

2.8 There are no public rights of way within or adjacent to the site. However, the Yorkshire Wolds Way is located approximately one kilometre to the west of the site. Rowley Footpath Number 16 is located approximately 0.8 kilometres to the north-west of the site. In addition, the National Cycle Network route 164 is located approximately two kilometres to the north-west of the site.

Highway Safety

2.9 Personal injury collision (PIC) records have been obtained from CrashMap for the most recent 3-year period between 2017 and 2019. The study area includes Westoby Lane between the existing site access, Comberdale Hill and Brick Dike Lane.

2.10 This confirms that there have been two serious incidents at the junction between Westoby Lane and Comberdale Hill. Neither of these incidents involved HGVs. And the applicant has confirmed that there is no history of reported incidents involving Stoneledge Plant and Transport Ltd HGVs.

2.11 There have been no recorded incidents on Westoby Lane within 100 metres either side of the existing site access serving the wider site. The CrashMap report is contained at Appendix B.

2.12 It is concluded therefore, that there are no existing highway safety patterns or problems on Westoby Lane that would be exacerbated by the proposed redevelopment due to there being no intensification of uses at the site and the continuation of existing traffic levels.

3.0 THE DEVELOPMENT PROPOSALS

3.1 Planning permission was granted in June 2019 for the extraction of minerals and restoration of the site shall be completed by 23 November 2030. This application proposes an extension to the existing Riplingham Quarry for the extraction of chalk. As part of the proposals, extraction activities will be moved to another part of the site and the existing extraction area restored.

3.2 The site will operate as per the existing arrangements and there will be no intensification of the site uses.

3.3 Extraction and land fill activities on site are typically undertaken by 8-wheeled tipper trucks. These vehicles are approximately 10 metres long and can carry an approximate load of 18 tonnes.

3.4 A maximum of four people will be working at the site at a given time and the typical opening hours will remain as 07:00 – 17:00 on weekdays with occasional operations on Saturdays from 08:00 to 12:30, depending on workload.

Access Arrangements

3.5 It is proposed to use the existing priority junction arrangement with Westoby Lane. This access has been used for the past 35 years for operations at Riplingham Quarry. Section 2 confirms that the access junction is appropriate to accommodate the continued operations at the site as DMRB compliant visibility splays can be achieved and there is no PIC record.

3.6 A swept path analysis is contained at Figure 3 which demonstrates that an 8- wheeled rigid tipper truck can access and egress the site in a forward gear. This is the typical size of vehicle that accesses the site on a regular basis for extraction and depositing purposes.

3.7 It is therefore considered that safe and appropriate access arrangements will continue to be provided.

Mitigation Measures

3.8 The applicant has confirmed that there is a wheel-wash located close to the site office and exit which the tipper lorries use during wet times to minimise debris and mud being pulled on to Westoby Lane. A road sweeper is also employed by the site on those occasions when mud does Westoby Lane.

3.9 Whilst there are no restrictions on vehicle routing to / from the site, drivers are advised to avoid driving through local villages to minimise disruption for local residents.

3.10 The above mitigation measures will continue to be applied at the site.

4.0 FORECAST VEHICULAR TRIP ATTRACTION

4.1 Activities at Riplingham Quarry include the extraction of chalk and land-fill waste deposits.

4.2 Extraction and land fill activities on site are typically undertaken by 8-wheeled tipper trucks. These vehicles are approximately 10 metres long and can carry an approximate load of 18 tonnes.

4.3 As set out in Section 3, the development proposals are for the extension of extraction and landfill activities to another part of the site. There will therefore be no intensification of the use of the quarry as part of the proposals. However, a review of the forecast number of trips that could be associated with the site is provided.

4.4 The applicant has provided data on the yearly chalk extraction and landfill totals and approximate tipper loads associated with the existing quarry operations since 2017. A summary of the data is contained at Appendix C.

4.5 The highest recorded extraction total was in 2019 with 13,994 tonnes of chalk. Assuming each lorry is fully loaded with 18 tonnes, this equates to a total of around 777 tipper loads. Assuming a five-day working week (as a robust case), this equates to approximately 16 HGVs per week or 3 HGVs per day.

4.6 The highest recorded landf ill total was in 2019 with 174,096 tonnes of waste deposited at the site. Assuming each lorry arrives fully loaded with 18 tonnes, this equates to a total of around 9,672 tipper loads. Assuming a five-day working week (as a robust case), this equates to approximately 193 HGVs per week or 39 HGVs per day. This equates to around four HGVs per hour, assuming a ten-hour shift (0700-1700).

4.7 Based on recent records, the total number of HGVs that could be associated with the site are set out in Table 4.1.

4.8 Table 4.1 demonstrates that Riplingham Quarry has historically been associated with a maximum of 42 HGVs per day (i.e. 42 arrivals and 42 departures). Noting the site's opening hours (0700-1700), this equates to an average of four HGVs per hour throughout the day.

4.9 As explained at paragraph 3.3, the proposal does not include the intensification of existing operations and HGV activities at the site will remain as per the current arrangements. On this basis, the proposals are considered acceptable as there will be no detriment to the safe and efficient operation of the local highway network.

5.0 TRANSPORT PLANNING GUIDANCE

5.1 Relevant transportation policies relating to waste and minerals land uses are set out in the following documents:

• East Riding of Yorkshire and Kingston upon Hull Joint Waste Plan (2004); and

• Joint Minerals Plan for East Riding of Yorkshire and Kingston upon Hull (2018)

5.2 Policy W23 states that waste management development will be allowed if:

• Road traffic movements arising can be satisfactorily accommodated on the local road network; and

• Impacts on local communities, including businesses, are acceptable.

Joint Minerals Plan for East Riding of Yorkshire and Kingston upon Hull (April 2018)

5.3 Policy AGG7 – Recycling and Secondary Aggregates at Existing Mineral Sites, states that processing of recycled and secondary aggregates at existing active minerals sites will be supported where it does not prolong or materially increase environmental impacts at the site, including from transport, and prejudice any restoration scheme.

5.4 Policy DM6 seeks to preserve highway safety and to ensure that traffic associated with minerals development can be accommodated by existing road infrastructure with a safe means of access. Policy DM6 states that “minerals development involving transportation by road will be supported where:

• There is no practical alternative to road transport which would have a lower impact on local communities and the environment; and

• The highway network is able to accommodate the traffic that would be generated and it would not have an unacceptable impact on the environment or local communities.

5.5 Where site access roads and junction improvements are required to serve a mineral site, these should use the least environmentally damaging route as far as practically possible. Any modifications to the highway network should avoid any unacceptable impacts upon highway safety or the environment.

Summary

5.6 The extension of the existing permitted operations at the site would lead to a continuation of acceptable transport impacts. It is therefore considered that the proposal complies with Policy W23 of the East Riding of Yorkshire and Kingston upon Hull Joint Waste Plan (2004); and Policy AGG7 of the Joint Minerals Plan for East Riding of Yorkshire and Kingston upon Hull (2018).

5.7 HGV’s can access and exit the site safely as visibility splays are provided in accordance with DMRB requirements. There is no collision history associated with the site. The currently permitted traffic movements and access arrangements have been considered to be acceptable for over 18 years by the Mineral Planning Authority. Therefore, this application to continue operations at the site would comply with the objectives of emerging Policy DM6 of the Joint Minerals Plan for East Riding of Yorkshire and Kingston upon Hull (2018).

6.0 SUMMARY AND CONCLUSIONS

6.1 This Transport Statement (TS) has been prepared by Pegasus Group on behalf of Stoneledge Plant and Transport Ltd in relation to Riplingham Quarry.

6.2 The planning application seeks an extension to the existing Riplingham Quarry for the extraction of chalk. As part of the proposals, extraction activities will be moved to another part of the site and the existing extraction area restored.

6.3 The site will operate as per the existing arrangements and there will be no intensification of the site uses.

6.4 It is concluded that a safe and appropriate access arrangement will continue to be provided with DMRB compliant visibility splays commensurate with the National Speed Limit along Westoby Lane.

6.5 It has also been demonstrated that the forecast HGV trips associated with the scheme will not have a material impact on the operation and safety of the local highway network because there will be no intensification of the use of the quarry.

6.6 It is finally concluded that there are no highway or transportation reasons that should prevent the proposed extension of operations at Riplingham Quarry.

Hello Katie I am sorry for the delay in replying but I am waiting for some feedback from the Area Engineer covering this area of the county and they are away on leave until next week. I will provide comments as soon as they are received.

My initial comments are that if the total vehicle movements from the site are remaining the same than it would be reasonable to accept a Transport Statement as part of the application. As you state information demonstrating that there will no or little change to the vehicle movements associated with the new site together with the existing site (amended and reduced area) when compared to the existing site (current / previous operations and planning approvals) will need to be provided.

Some feedback on the existing operations at the site are that there on ongoing issues with mud and detritus getting dragged from the site onto the highway. The site employs a sweeper but at times this method does not appear to be effective or the cleaning frequency is insufficient as Streetscene Services are constantly onto the site to clean the road.

We are working on a planning application for the ongoing operation of Riplingham Quarry, Westoby Lane, Riplingham. The site is adjacent to the existing Riplingham quarry (see attached location plan) which is accessed via a private road from Westoby Lane. It is proposed that this will be retained as part of the proposals.

The proposals are not to extend the quarry, rather to agree a new / replacement area for extraction activities. It is therefore expected that extraction and backfilling rates (and number of vehicle movements) would remain similar to what they currently are.

We would therefore like to agree a scope of assessment and at this stage we consider that a short Transport Statement would be appropriate. This would summarise the local highway network and personal injury collision history in the vicinity of the site access, confirm the application proposals (including the use of the existing access), and summarise the existing/previous and forecast vehicle movements associated with the quarry and any resultant impacts of the proposals (noting that there are not anticipated to be any new vehicle trips associated with the proposals).
