U privitku: lzjava Nacionalne skupStine Republike Armenije S po5tovanjem, Hovik Abrahamyan lzjava Nacionalne skupitine Republike Armenije O transferu u Azerbejdian kojisu izvr5ile vlasti Madarske, kriminalca koji je ubio oficira Armenije tijekom NATO seminara i o oprostu koji mu je dao Predsjednik Azerbejdiana Nacionalna skupStina: - Prisjeiajuii se okrutnog i nedovjednog ubojstva sjekirom u snu oficira oruianih snaga Republike Armenije, Gurgena Margaryana, koje je izvr5io Ramil Safarov, oficir oruZanih snaga Azerbejdiana dana 19.02.2004. u Budimpe5ti u okviru programa NATO obuke,,Partnerstvo za mir" ; - lstiduii dinjenicu da Vlada Madarske kao driave doma6ina, nije osigurala sigurnost sudionika medunarodnog programa kojije organiziran na njezinoj teritoriji; - lstiduiiiinjenicu da su ubojstvo armenijskog oficira i njegov podinitelj bili uporno opravdavani i heroizirani od strane najviSih azerbejdianskih vlasti, te da kompetentne vlasti Madarske nisu mogle shvatiti i predvidjeti da ie transfer kriminalca osudenog na doiivotnu robiju po zakonima Madarske dovesti do tog da ie on dobiti slobodu, Sto predstavlja presedan za podriavanje zlodinaca protiv Armenaca na temelju etnidkog porijekla; - lstidiii da pomilovanje koje je dao Predsjednik Azerbejdiana kriminalcu koji je prebaden u AzerbejdZan, kao i dodjela dinova i druge nagrade, jesu djela koja pokazuju politidki cinizam prema medunarodnoj zajednici; - Smatrajuii da je ovaj zlodin posljedica ksenofobidne politike koju vlasti Azerbejdiana uporno slijede, te da davanje pomilovanja kriminalcu znadi da Predsjednik Azerbejdiana i azerbejdianske vlasti preuzimaju odgovornost za zlodin; - Ocjenjujuii odluku Predsjednika Azerbejdiana kao kr5enje ciljeva dovjednosti definiranih Konvencijom iz Strazbura iz 1983 o ,,transferu osudenih osoba", kao i duha univerzalnih nadela o ljudskim pravima i normama; Nacionalna skupStina zakljuduje da: 7. Vlasti Madarske takoder snose odgovornost za incident koji se dogodio; stoga Nacionalna skupitina Republike Armenije osuduje ponaSanje vlasti Madarske i prekida sluibene odnose sa Parlamentom Madarske; 2. Ovim je djelom AzerbejdZan jo5 jednom ugrozio regionalnu sigurnost i jo5 viSe ojadao ozratje netrpeljivosti protiv Armenaca i mrinju koju podstide Azerbejdian; prekriio ljudska prava koja su zagarantirana pravnim dokumentima, te opetovano pokazao svoju upornu politiku ruienja procesa pregovaranja i miroljubivog rje5avanja sukoba Nagorno-Karabakh, te napora koje dini medunarodna zajednica, posebice dopredsjedatelj Minsk Grupe OSCE-a; Ozradje mrinje prema Armencima ukorijenjeno u Azerbejdianu na driavnoj razini potvrduje realnost da Nagorno Karabakh ne moie biti dio Azerbejdiana, bez obzira kakav bi status imao; 4. Poziva sve dlanove parlamenata driava koje su predane demokratskim vrijednostima da osude sporazum postignut izmedu Madarske i Azerbejdiana dana 31. Kolovoza/augusta 2072.; 5. Sincerely, Hovik ABRAHAMYAN STATEMENT OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF ARMENIA ON THE TRANSFER TO AZERBAIJAN BY THE HTINGARIAN AUTHORITIES OF THE CRIMINAL, WHO KILLED THE ARMENIAN OFFICER DURING THE NATO SEMINAR AND ON THE PARDON GRANTED TO HIM BY THE PRESIDENT OF AZERBAIJAN The National Assemblv: recalling the cruel and inhuman rxe murder of sleeping officer of the armed forces of the Republic of Armenia Gurgen Margaryan, perpetrated by Ramil Safarov, officer of the armed forces of Azerbaijan on 19 February 2004 in Budapest within the framework of NATO training "Parbrership for Peace" programme; underlining the fact, that the Govemment of Hungary as a host country did not ensure security for the participants of an international event organized on its territory; stating the fact, that the assassination of the Armenian officer and its perpetrator were persistently justified and heroized by the Azeri authorities at highest levels, hence, the competent authorities of Hungary could not but realize and predict that the transfer of the criminal sentenced to life imprisonment under the legislation of Hunga{y would imply granting him liberation and thus creating a precedent for encouraging crimes against Armenians on the ground of ethnic origin; Stating, that pardon granted by the President of Azerbaijan to the criminal transferred to Azerbaijan as well as awarding of ranks and different rewards are acts of display of political cynicism towards the international community; Considering that this crime is a consequence of xenophobic policy consistently pursued by the Azerbaijani authorities and granting pardon to the criminal implies that the President of Azerbaijan and the Azerbaijani authorities assume the responsibility for the crime; Qualifuing the decree of the President of Azerbaijan as an action in breach with the humanitarian aims stipulated by the Strasbourg Convention of 1983 "On the Transfer of Sentenced Personsl', as well as with the spirit of universal principles of human rights and norlns, The National Assemblv states: l. The authorities of Hungary also hold responsibility for the incident that occuned; therefore the National Assembly of the Republic of Armenia condemns the conduct of the Hungarian authorities and suspends its official relations with the parliament of Hungary, 2. With this committed action, Azerbaijan once again jeopardizes regional security and furttrer deepens the atmosphere of anti-Armenian hostility and hatred instigated by Azerbaijan, violates the human rights guaranteed by international legal documents and once more demonstates its persistent policy of aborting the negotiation process of peaceful settlement of the Nagorno- Karabakh conflict and the efforts made by the international community, particularly by the Co- Chairs of the OSCE Minsk Group, 3. The atnosphere of hatred towards Armenians rooted in Azerbaijan on a state level reaffirms the reality that Nagomo Karabakh cannot be a part of Azerbaijan, no matter what kind of status be, 4. Calls upon all parliaments of the countries committed to democratic values to condemn the deal between Hungary and Azerbaijan made on August 31,2012, 5. Anticipates an adequate reaction of and concrete actions by the international parliamentary organizations.
