Commercial Bill Pay User Guide

Commercial Bill Pay offers financial institutions a feature-rich electronic bill payment service that meets the unique demands of businesses in an outsourced, configurable and quick-to- market solution. Commercial Bill Pay tightly integrates the full life cycle of electronic bills from presentment to payment.

The bill pay behavior of business users is similar to that of consumers in many ways. To take advantage of these behavioral similarities, Commercial Bill Pay incorporates the same types of features and functions as the Bill Pay consumer product while including additional functionality specific to businesses, such as invoice detail and authority levels.

Authority Levels This section explains multiple-user authority levels, a feature in Commercial Bill Pay.

In Commercial Bill Pay, business customers can authorize multiple business users’ access to the service and can designate an authority level for each person. Authority levels determine the functionality that business users can access and actions that business users are able to perform in Commercial Bill Pay.

The following table provides an overview of the authorized tasks and features for each user level.

Upon first use and prior to the addition of billers, the following splash page appears to welcome new business users:

Business users click on the Get Started button to proceed to the Payment Center page.

Payment Center Page Once the user is signed in, the Payment Center displays. The Payment Center page serves as a hub, or central location, for making payments and reviewing payment information. The Payment Center page displays icons to help distinguish the features the business user enabled for each of his or her billers.

Add a Bill Page A new business user is directed to the Add a Bill page to add the first biller (company or person to pay).

Adding a Company with an Account Number

The business user has the option to add a biller with an account number.

Match Found: If a match is found, the system prompts the business user to enter the account number. COMMERCIAL BILL PAY USER GUIDE 7

Adding a Person

Select Person to make a payment to an individual, e.g. paper boy, babysitter, etc.

Additional options: • Search for the individual’s name and address based on the individual’s phone number. • Enter all of the information needed to make a payment: person’s name, address, phone number, and account number.

The system searches publicly available phone listings for a name and address match.

If a match is found, the business user sees the name and address of the person located.

If a match cannot be located, the business user can click the search for another person link to start a new search. COMMERCIAL BILL PAY USER GUIDE 8

Biller Added Alerts

In order to avoid any potential fraudulent bill pay transactions, an e-mail message alerts the business when a new biller is added.

Tip. Commercial Bill Pay sends alerts, reminders, and messages to the business email address indicated during enrollment. This is the email address presented on the Subscriber Profilewithin PartnerCare. The messages are not sent to individual business users’ email addresses. Only the Level 1 user can change the email address in Commercial Bill Pay. COMMERCIAL BILL PAY USER GUIDE 9

Signing Up for E-bills If the biller offers e-bills, the business user is prompted to sign up after adding the biller.

If the business user does not wish to sign up at this time, the user can do so later from the Manage Bills page or from the e-bill icon beside the biller in the Payment Center.

The Add a Biller screen appears when a business user requests e-bills.

Tip. Changing the email address on this page changes the email address for all correspondence.

Once the business user has clicked on the Add Feature button, a message appears, advising the user that the e-bill request has been submitted.

When the business user returns to the Payment Center page, the Bill icon appears next to the biller.

All levels of business users may request e-bills for a biller.

EVEs and ESTALs

When a business user activates an e-bill, the user can receive Internet email reminders about upcoming bills.

There are two types of reminders offered within Commercial Bill Pay. 1: EVEs (optional) 2: Stale E-bill Reminder

A business user will either receive an EVE, if offered by the , or a Stale E-bill Reminder (ESTAL) will be sent, but not both. If the financial institution does not implement EVEs, then only ESTALs are sent to the users.

EVES OR ESTAL: • Are sent to the business email address when the e-bill is delivered into Commercial Bill Pay. • Will not be sent for an e-bill that has been viewed or automatically paid.

E-BILL VIA EMAIL (EVE):

E-bill via email, or EVE, is an Internet email sent to the business email address when the e-bill is delivered into Commercial Bill Pay. This notice provides a summary of the bill. • Sample EVE: COMMERCIAL BILL PAY USER GUIDE 12

The choice to send EVEs is dependent on these factors: • Does the biller offer this? • Does the financial institution support this? • Has the business user enabled this?

STALE E-BILL REMINDER (ESTAL):

A Stale E-bill Reminder, or ESTAL, is also a notification that a new bill is available to view or pay.

If the financial institution does not implement EVEs, ESTALs are sent to notify the business users that an e-bill was delivered.

An ESTAL is sent if the business user opts out of getting an HTML version of the bill. • Sample ESTAL:

Payee Grouping

Payee grouping allows the business user to categorize billers in the Pay Bills section of the Payment Center.

Each business user has the ability to create and manage biller groups that are meaningful and viewable only to that user.

Business users can add up to 60 payee groups. If users attempt to add additional groups beyond this maximum, they are prompted to delete one of the existing groups.

CREATE A GROUP 1: Click the Add/Manage Groups link.

MANAGING PAYEE GROUPS

Assigning a biller to a group: 1: Click the Change Group drop-down box next to the biller in question. 2: Select the group name.

Once the biller(s) are assigned to the desired group(s), the business user clicks the Return to Payment Center link or button.

Updating a group name: 1: Click the Rename Group link.

REMOVING A GROUP

To remove the group, click the Delete Group link.

When a group is deleted, all billers under that group are reassigned to the Unassigned Billers group.

Preferred Account For those businesses with multiple bank accounts linked to bill pay, Commercial Bill Pay provides the option to choose which account is the preferred (or displayed in drop-down) for payments.

The business user can change the preferred account by selecting a different account listed in the drop-down menu.

Select the radio box next to Make Preferred Account. The business user must schedule a payment from the selected bank account for it to be set as the preferred account. COMMERCIAL BILL PAY USER GUIDE 18

Making a Payment

After billers are added, business users can either make a single payment to one biller or make When a Level 3 business user payments to multiple billers at one time from the Payment Center page schedules payments, either a Level 1 or Level 2 user must Dynamic Calendar approve the payments.

When the business user schedules a payment to the biller, he or she may either enter the payment date or use the Dynamic Calendar provided.

The cutoff time for scheduling payments, including next-day payments, can be any time between 5 p.m. EST and 10 p.m. EST.

The financial institution determines the cutoff time during implementation.

The biller determines the cutoff time in which they will receive the payment.

Dates shown in blue are available payment dates. • Today’s date appears in bold. • If the business user has set up a Bill Reminder Due Date for the biller, it will show the due date with a red square around it. • Dates shown in gray are unavailable. COMMERCIAL BILL PAY USER GUIDE 19

Flexible E-bill Payment Options

A user can schedule a payment for various amounts relevant to a delivered e-bill, including: • Minimum Amount Due • Amount Due • Account Balance • Other Specified Amount

The specific amount options offered to the business user varies depending upon which information is provided by the biller for a given e-bill.

The user has control, both in the pop-up window and the Payment Center, to decide on a payment amount and to change the amount and/or pay date prior to confirming the payment transaction.

While the payment is in the pending status, the Level 1 and Level 2 users can edit the payment prior to processing. COMMERCIAL BILL PAY USER GUIDE 20

Adding an Invoice to a Payment

As soon as the business user tabs to the Amount or Pay Date fields, theAdd Invoices link appears. A single payment may have as many as ten (10) invoices attached.

Because invoices cannot be attached to electronic payments, Fiserv remits the payment by draft check, including all of the invoice information, via U.S. Mail. If the business user attaches an invoice to the payment, the Pay Date changes to four (4) business days out in order to mail the draft check, even if the biller accepts next-day payments. The business user is then directed back to the Manage Invoice Information page to add another invoice, change an invoice, or delete an invoice.

Options: • Choose the Add an Invoice link to attach another invoice (up to 10 per payment) • Choose the Change link to edit the invoice. • Choose the Delete link to delete the invoice. • Choose the Save button to save the invoice.

After filling in all necessary information about the invoice, the user clicks Add Invoice to save it.

If applicable, a message appears advising that the pay date has been adjusted to include the invoice with the payment.

When a payment is scheduled with an attached invoice, the invoice icon appears next to the payment anywhere the payment is displayed in a list. COMMERCIAL BILL PAY USER GUIDE 22

Scheduling the Payment

After filling in the dollar amount and pay date of the payment and adding an invoice (if applicable), the user scrolls to the bottom of the Payment Center page and clicks on the Make Payments button.

• The business user is able to review the payment just scheduled. • The user has the option to make changes to or cancel the payment. • The user needs to confirm the payment by clicking on the Submit Payments button.

PAYMENT MEMO AND CHECK NUMBER

Payment Memo: Commercial Bill Pay includes a payment memo feature for paper payments. Memos are only visible within The Memo field is a 34-character field that the user can edit for any paper payment. The memo and the Commercial Bill Pay product the account number are printed on the check. and on paper payments.

Check Number: The business user may type a reference number for the payment. • If the payment is a draft check, the assigned number is printed on the check. • If the payment is a single (corporate) check, Fiserv assigns a check number printed on the check. • When the payment is an electronic payment, a transaction number replaces the check number. After the business user has clicked on the Submit Payments button, the Payment Confirmation page appears. From this page, the user can: • Print the page for the payment(s) just scheduled • Add a note to the payment(s) • View the confirmation number for the payment(s)

PAYMENT NOTE

A payment note can be added to any payment from the Payment Confirmation page in a 256-character field. Payment notes are for the business user’s personal use within the application.

Payment notes are not printed on any checks remitted to the biller.

PENDING PAYMENTS

Once the payment is scheduled, it appears on the Payment Center page under the Pending Payments section if scheduled by a Level 1 or Level 2 business user.

Level 1 and Level 2 users may change or cancel pending payments.

Level 3 users cannot cancel or change pending payments. COMMERCIAL BILL PAY USER GUIDE 26

Unapproved Payments

When a Level 3 user schedules payments, these payments appear on the Payment Center page in the Unapproved mini module.

Level 3 users can only change or cancel unapproved payments.

Level 1 and Level 2 users must approve payments scheduled by Level 3 users in order for them to process. COMMERCIAL BILL PAY USER GUIDE 27

APPROVE MULTIPLE PAYMENTS

From the Bill History tab, Level 1 and Level 2 users may approve multiple payments. 1: Users choose either of the Unapproved Payments links at left.

Past-dated unapproved payments display in red text. When a payment is not approved prior to the required processing date, Commercial Bill Pay changes the pay date to the earliest available date once approved. A message is displayed advising of the change.

Unapproved Payment Alert

Alerts are sent daily when there are payments that are unapproved. To assist the business user with managing the approval process, the Unapproved Payment Alert provides a message to the business email address provided during enrollment. The alert provides a prompt to log on and approve the payment.

These alerts process Monday through Friday, beginning at 3:30 PM ET. COMMERCIAL BILL PAY USER GUIDE 31

Modifying or Canceling an Unapproved Payment

The business user’s authority level determines which payments they can change. The Change link on the Payment Center appears next to a payment until the payment begins processing. If this link does not appear, the payment cannot be modified.

The business user may change only those payments paid from a confirmed account that have not started processing. If the payment was made from an unconfirmed account, the business user may either cancel or confirm the account from which it was made.

Only payments that have not begun processing can be canceled. Once a payment has been canceled, its status changes to Canceled. Canceled payments appear in the Recent Payments section of the Payment Center and in Bill History. COMMERCIAL BILL PAY USER GUIDE 32

Manage Bills The Manage Bills page intuitively aids the business user with setting up and managing each biller.

The user first chooses a biller from the drop-down box.

Edits, such as adding an automatic payment, updating biller information and setting up reminders, can easily be completed from this single view for any biller.

Level 3 users do not have access to set up automatic payments (recurring or auto pay for e-bills). Level 3 users are also not able to make updates or delete a biller if there are pending payments to the biller.

Automatic Payments

Automatic Payments can be enabled for billers that are activated for e-bills and for billers paid on a recurring basis.

The type of automatic payment that is set up depends whether or not the user is receiving e-bills.

Level 1 and Level 2 users are the only users who have the authority to add either an automatic payment to an activated e-bill or to a biller who does not send e-bills.

Level 1 and Level 2 users cannot activate automatic payments for the e-bill until the first e-bill has arrived. COMMERCIAL BILL PAY USER GUIDE 33

Setting up Automatic Payments (Recurring Payments)

From the Manage Bills tab, users can choose to schedule an automatic payment to a person or company that does not offer e-bills.

Business users complete the following screen:

Once the repeating Automatic Payment is enabled, the user sees the Auto Pay icon next to the biller on the Payment Center page.

Setting up Automatic Payments for E-bills

Automatic payments can be enabled for billers that are activated for e-bills so that the billers are paid based on the delivery of the bill. Specific options for setting up an automatic payment are presented based on the biller.

AUTOMATIC PAYMENT OPTIONS

Always pay the amount due on the bill: Based on the option the biller is offering, this option will pay the minimum amount due or the full amount due. For example, a company may expect that the bill be paid in full. If the user chooses this option, the total bill will automatically be paid.

Only pay bill if the bill amount is less than or equal to $: This option allows the user to set a limit on how much is paid. For example, if a limit of $200.00 is entered and the e-bill is received with a balance of $200.01, the e-bill will not be paid. Setting up Bill Reminders

Business users may create reminders to pay billers that are not set up for e-bills or recurring payments. These reminders are delivered to the business email address indicated during enrollment. The notifications appear in the Biller Reminders section of the Payment Center page as well.

Reminders include: • When the bill is due • If the bill is not paid by the due date • When the bill has been sent (processed) COMMERCIAL BILL PAY USER GUIDE 36

When the business user receives an e-bill, the reminder automatically appears in the Bill Reminders section on the Payment Center page.

When a bill is past due, the reminder appears in red.

Update Biller Information

CATEGORIES

The use of Categories allows the business user to appropriately label transactions by industry or biller type, such as “Mortgage,” “Utilities,” and “Telephone.”

Filtering and sorting capabilities based on categories are available on the Bill History screen. Bill History The Bill History page allows the business user to review payment history for the last 18 months from the current date, including invoices. Payment history is only viewable for 6 months within PartnerCare. E-bills may be viewed for the last 13 months. Fiserv stores payment history for 7 years. The business user is also able to: • Print the page. • Determine which payments have invoices. • View the status of an e-bill or payment.

• Determine who scheduled the payment. • View payment or e-bill detail. • Cancel or change a pending payment. COMMERCIAL BILL PAY USER GUIDE 42

Current View and Additional Options

To select a Bill History date range for viewing, use the drop-down box in the Current View section at the top left.

Filtering Bill History

Bill History may be filtered by: • Biller Name • Initiated By • Category • Status • Account • Time Frame

Filtering hides billers who do not meet the filtering criteria, making biller searches faster.

DOWNLOAD PAYMENTS

From the Bill History tab, users click on the Download File button to download payment history into management software.

Viewing Bill Detail

To view the details for a particular payment or e-bill, from the Bill History page, click the View Detail link.

From the Bill Detail page, the user can: • Print the bill detail • Inquire about payments by choosing the Payment Inquiry link

Payment Inquiry

Although Commercial Bill Pay offers 18 months of payment history, the Payment Inquiry link is accessible to the user to open an investigation within 6 months of the processed payment date.

Bill Detail for E-bills

When the business user accesses the Bill Detail screen for an e-bill, the screen below appears. Here, the business user can: • View the status of the e-bill • Print the bill detail • View the bill • File the bill

FILING AN E-BILL

The business user can file an e-bill if it has been paid by some other means. If the user files the bill, then later wishes to schedule a payment, the bill can be paid from the Payment Center page. COMMERCIAL BILL PAY USER GUIDE 47

Messages The Messages links allow the business user to send email and view bill pay messages and e-bill notices.

Financial institutions determine how many ways a business user may access messages.

Messages display in order by date, with the most recent appearing first.

Additional Information Invalid Characters

The business user cannot enter invalid characters in various input fields throughout the application. The following characters are invalid: < = > ( ). An error message appears if the business user attempts to use these characters when entering information.

Frozen Business Users’ Ability to View E-bills

E-bills can still be viewed if the bill pay account has been suspended (frozen) because Fiserv was unable to withdraw funds from the bank account.

Fraudulent Activity: If the bill pay account has been suspended (frozen) due to fraudulent activity, business users are unable to access the bill pay account even to view e-bills. COMMERCIAL BILL PAY USER GUIDE 49

Common Browser Questions and Issues Safari Version 1.2.3 Issues (Used on Macintosh OS X Platform)

When trying to sign into bill pay, the business user may see a branded page at the top with a blank page at the bottom.

This issue is resolved by updating the browser’s cookie settings. Go to Safari > Preferences > Security. By default, the radio button for cookies is set to “Only from sites you navigate to.” The radio button for “Always” should be selected. After making this change, signing in should load a complete page.

When navigating within the application, the Safari browser appears to freeze and pages do not load.

If the progress wheel stops spinning while the business user is trying to navigate to other pages within the application and the desired page is not loading, he or she can simply click on the page. The new page should appear. Reloading the page with the refresh button should also have the same effect. COMMERCIAL BILL PAY USER GUIDE 50

When moving within the application, the business user may experience a slow response with the Safari browser.

A Safari browser add-on called Safari Speed removes a page loading delay built into Safari to substantially increase the speed at which pages are loaded. The business user can perform the following: –– Go to http://www.macupdate.com/info.php/id/15704 (the Safari Speed 1.0.2 download page). –– Click Download Now to download the product (SafariSpeed.tar – 140kb). –– Select the directory to unzip the file and install the file onto the computer. –– Restart the computer.

After downloading transactions into a QIF file, the business user is unable to see or access the downloaded file.

A Safari browser may be configured to remove the file upon successful download. To correct the problem, the business user can perform the following steps to reconfigure the browser: –– Go to Safari > Preferences > General. –– Select Remove download list items > manually

When using the Safari browser’s back button, the previous page of the business user’s bill pay may appear differently (revealing hidden links and modified styles).

The business user should avoid using the back button, instead relying on the navigation elements within the application. Alternatively, the business user can select the browser’s refresh button after hitting the back button, to resend the form. COMMERCIAL BILL PAY USER GUIDE 51

Internet Explorer for Windows

When attempting to access the bill pay portion of the site, business users are redirected to the Sign-In page.

A workaround is available to address this issue with Commercial Bill Pay; however, the browser setting changes suggested here may affect the business user’s experience when viewing other websites. The issue can be resolved using the following steps:

Go to Tools > Internet Options > Accessibility

This issue is caused when the browser’s local sheet style, which dictates font preferences, overrides the cascading style sheet built into Commercial Bill Pay.

The issue can be resolved by removing the browser setting to use the business user’s style sheet. Go to Tools > Internet Options > Accessibility and uncheck Format documents using “My Style Sheet.” COMMERCIAL BILL PAY USER GUIDE 54

Internet Explorer for Windows:

The Send Payments button is missing on the Payment Center page, or a “permission denied” error message is received.

A workaround is available. The business user should add the bill pay URL to the “Trusted sites” under the Internet Options menu item in Internet Explorer.

Caution: This will resolve this issue, but will also produce a security warning popup when the bill payment link is clicked. Once inside the application, the popup no longer appears, but every time the business user attempts to enter the application from the bill pay site, the pop up reappears. This popup is designed by Microsoft.

To add the URL to the list of trusted sites: –– Go to Tools and Internet Options > Security –– Click on the “Trusted Sites” image, and then click on the “Sites” button below it. COMMERCIAL BILL PAY USER GUIDE 55

–– Enter the URL (web address) for the bill pay site, and then click Add.

–– Click OK, and then click OK again. All options should be gone. –– Access the bill pay site again.
