Property Description: Existing single-family residence located at 1173 Glenwood Loop in the Glenwood Subdivision, Bulverde, Texas. This property is located approximately 1.8 miles south of the Blanco Rd. and State Highway 46 intersection and approximately 0.9 miles off Blanco Rd. inside the Glenwood community.

Summary of Findings: The property 1.01 acres in size contains a single residential structure served by a public water supply and an existing proprietary treatment and nonstandard disposal system. Property improvements to include construction of a pool and hot tub have been proposed by the property owner. To accommodate a pool and hot tub installation re-routing of the existing disposal system using surface spray application will be required. The existing treatment system serving the structure will remain unchanged, it is a 800 GPD system containing a primary tank, aerobic treatment unit, and a pump tank. Following in the ATU, effluent will enter the pump tank where disinfection and dosing will be completed for distribution to the newly designed and installed spray field for surface application. The existing system providing service to the home is identified with OSSF Permit # 105032, records of the Comal County Office of Environmental Health.

Soils: Soil Texture Analysis - Re-route design for a surface spray application system. Soil Profile holes were not completed for consideration of a standard subsurface effluent disposal system. Drainage: Groundwater - Re-route design for a surface spray application system. Soil Profile holes were not completed for consideration of a standard subsurface effluent disposal system. Flood Hazard- In accordance with FEMA Flood Map Firm# 48091C0195F the property is identified in an area of minimal flood hazard (i.e. Zone X) and outside of a special flood hazard area (i.e. 100-year flood plain). Visual observations of the property conclude it as being well drained to the south I southwest and without any areas of concern which may cause disruption to onsite effluent treatment and disposal.

Topography, Lot Size, & Setbacks: Topography - Overall slope patterns on the property are nearly level (0% - 2%) to gentle (3% - 6%) in nature. The proposed location for final effluent disposal with surface spray application is found with nearly level and gentle slopes of approximately 1% - 3%. No adverse impacts are expected to components of the disposal system with its proposed placement regarding drainage and surface run-off. Lot Size - The property is presented as 1.01 acres in both Plat and Comal County Appraisal District public records. Setbacks - All specified setbacks specific to state and local septic rules and regulations have been considered with revision to the disposal layout. A request for variance from Comal County OSSF ordinance section 10.13 has been requested. Specifically, for consideration to grant a 10' separation distance between property lines and edge of the surface application area. The provision in the request for variance is to utilize a system timer with battery back-up to ensure only night-time application (i.e. between midnight and S:OOam) occurs. Therefore, providing an alternate and equivalent means of protection to public health and the environment. Accounting for the primary need on septic revisions, the 25' setback from edge of spray to the planned pool and hot tub location have been verified and achieved with the newly proposed surface spray application layout. Both the scaled design drawing and request for variance correspondence can be referenced for greater detail on the subject matter. All other OSSF specific setbacks are expected to be achieved.

OSSF installation in accordance with this application shall occur with best available engineering/construction standards and at a minimum meet defined specification of the manufacturer, OSSF Title 30 TAC 285, and the permitting authority. Select excerpts from each of the fore mentioned sources have been summarized below to provide supplemental detail for installation, maintenance, and consideration of the OSSF application:

Surface Application:

• Land for surface application shall have a flat terrain (with less than or equal to 15% slope) and shall be covered with grasses, evergreen shrubs, bushes, trees, or landscaped beds containing mixed vegetation. There shall be nothing in the surface application area within ten feet of the sprinkler which would interfere with the uniform application of the effluent. Sloped land (with greater than 15%} may be acceptable if it is properly landscaped and terraced to minimize runoff.

• Land that is used for growing food, gardens, orchards, or crops that may be used for human consumption, as well as unseeded bare ground, shall not be used for surface application.

• If any ground within the proposed surface application area does not have vegetation, that bare area shall be seeded or covered with sod before system start-up. The vegetation shall be capable of growth, before system start-up.

• Effluent must be disinfected before surface application. The effluent quality in the pump tank must meet the minimum required test results specified in 30 TAC §285.91(4). Approved disinfection methods shall include chlorination, ozonation, and ultraviolet radiation. Tablet or other dry chlorinators shall use calcium hypochlorite properly labeled for wastewater disinfection.

• Distribution pipes, sprinklers, and other application methods or devices must provide uniform distribution of treated effluent. The application rate must be adjusted so that there is no runoff.

• The maximum inlet pressure for sprinklers shall be 40 pounds per square inch. A pressure regulating valve followed by a pressure monitoring connection with gauge shall be installed on the effluent pressure line leaving the pump tank. Providing the capability to manually control pressure at the sprinklers not to exceed the fore mentioned maximum psi. The valve and pressure gauge shall be located within an access valve box adjusted to grade if located outside the pump tank. Low angle nozzles (15 degrees or less in trajectory) shall be used in the sprinklers to keep the spray stream low and reduce aerosols.

• With the separation distances between the property line and the edge of the surface application area less than 20 feet but not to exceed a minimum separation of 10 feet sprinkler operation shall be controlled by a commercial irrigation timer set to spray between midnight and 5:00 a.m. The irrigation timer shall be equipped with a battery backup to ensure the fore mentioned application timing occurs for means of protection to public health and the environment.

• For systems controlled by a commercial irrigation timer and required to spray between midnight and 5:00 a.m., there shall be at least one day of storage between the alarm-on level and the pump-on level, and a storage volume of one­ third the daily flow between the alarm-on level and the inlet to the pump tank.

• Distribution piping shall be installed below the ground surface and hose bibs shall not be connected to the distribution piping. Bury depth of distribution piping shall be deep enough to allow the cover plate of the rotating head to be set at ground level. Trench bedding for the distribution lines should consist of sand or pea gravel.

• All new distribution piping, fittings, valve box covers, and sprinkler tops shall be permanently colored purple to identify the system as a system.

• Where installed wastewater and water lines are in proximity or cross provisions shall be taken in accordance with TAC 290.44(e) to protect against points of contamination. Importantly attention shall be given to horizontal and vertical separation distances, placement of the wastewater line beneath the water line, wastewater line or wastewater encasing pipe pressure rating requirements, encasing and embedding specifications, and orientation of pipe so that the segments are centered such that the joints are equidistance from the crossing center line. 2020

• When effluent must be pumped to a disposal area a check valve may be required if the disposal area is above_ the pump tank. Additionally, the pump tank shall be equipped to prevent siphoning by way of a vacuum break (inside the pump tank}, purpose to prohibit siphoning to or from the tank.

• All electrical wiring should be installed by a qualified person in compliance with the applicable sections of the manufacturer guidelines, national electric code, and/or local code. Additionally, all external wiring shall be installed in approved, rigid, nonmetallic gray code electrical conduit. The conduit shall be buried according to the requirements in the National Electrical Code and terminated at a main circuit breaker panel or sub-panel. Connections shall be in approved junction boxes. All electrical components shall have an electrical disconnect within direct vision from the place where the electrical device is being serviced. Electrical disconnects must be weatherproof (approved for outdoor use) and have maintenance lockout provisions.

• Special care must be taken during installation of the wastewater effluent disposal system to prevent an interconnection to any pre-existing irrigation system being served by a non-wastewater water source.

• Upon completion of system installation attention shall be given to final site grading to promote positive run-off from treatment and disposal areas and minimize adverse effects from surface run-off.

Owner Maintenance:

• The property owner shall ensure that the OSSF is properly operated and maintained in accordance with TAC 30 Chapter 285.

• Owners shall have the treatment tanks pumped on a regular basis in order to prevent sludge accumulation from spilling over to the next tank or the outlet device. Owners of treatment tanks shall engage only persons registered with the state and local permit authorities to transport the treatment tank contents.

• A regular tank cleaning schedule should be established in accordance with site specific tank sizing and number of people living in the residence.

• Proper treatment of effluent is expected with use from typical domestic wastewater sources such as , lavatories, sinks, bathtubs/showers, and washing machines. Special care should be taken by the owner to prevent excessive volumes of water introduction to the system beyond the noted design criteria. System overloading can result, causing system pass through and less than desirable effluent conditions.

• Introduction in excess to the OSSF of household cleaners, organic solids through garbage disposals, and cooking fats, oils, and greases should be avoided. Introduction of inorganic materials such as plastics or other materials that bacteria cannot consume should not be discharged into the system.

• Owners shall not allow driveways, storage buildings, or other structures to be constructed over the treatment or disposal systems.

• Owners shall allow no man-made items such as, but not limited to, picnic tables, play equipment, or BBQ pits to be placed within the surface spray application area.

General Notes:

• The system installer must be licensed and operate in accordance with 30 TAC §285.61 (Duties and Responsibilities of Installers).

• The property owner or owner's agent must first obtain an Authorization to Construct from the Permit Authority before any form of construction may commence on the OSSF.
