This plan, addresses the pressure of suburban subdivision on our major settlement’s outer fringes. With very scant resources the Planning team at George Town found an innovative way to maximise the prudent assistance of consultants to produce a comprehensive plan that could be used as a reference point for many other smaller councils facing this issue. The fact that this project has helped illuminate to George Town Councillors the value of strategic planning makes it even more important when considering what broad impacts that may have in municipality going forward.

10 PLANNING EXCELLENCE 2017 TASMANIA AWARDS 11 AWARD TO THE GREAT CITY OF PROJECT HOBART PLACE AWARD WATERFRONT RENEWAL

This is a well-designed project with on-the- ground outcomes that have clearly resulted in further active use of the much- loved Hobart waterfront. The design process included extensive engagement with key stakeholders contributing to successful implementation of a range of improvements to the public realm including shared pedestrian and cycling spaces, innovative lighting and improved seating areas. A key feature was an incremental approach that tested outcomes at each stage. While this is an extension of the 2009 Gehl Plan, Hobart – A City with People in Mind, the design process was further informed to meet contemporary needs. The outcomes demonstrate the Hobart City Council’s leadership in implementing quality projects that meet the needs of the community.

Identification of the ‘agricultural estate’ has long been a vexed issue for planning authorities and other stakeholders making decisions about the use and development of rural land. This Project delivers a state-wide strategic planning tool for identifying agricultural land, using a methodology based on objective criteria, analysis and comprehensive guidelines to guide the mapping process in spatially applying the Agricultural Zone in Local Provisions Schedules. Demonstrating a high degree of collaboration, consultation, sophisticated analysis of multiple data sets, and ultimately broad support from the planning community, this project provides the tools required to protect the important agricultural estate for future generations of Tasmanian’s to enjoy.

This research makes a significant contribution to planning and development outcomes given the growing recognition of urban agriculture and its role in delivering sustainable futures, food security/ sovereignty and urban amenity. It reveals the profound influence that land use planning can have on how Urban Agriculture might be perceived, advocated or opposed by local communities. It concludes with a call for Tasmanian planners to work harder to encourage Urban Agriculture.

Patrick exhibits a strong professional capacity, particularly in his work leading both Brighton and ’s development of their Local Provision Schedules. This type of work across Local Government entities requires a high degree of communication and coordination and clearly Patrick is achieving this at a high level. Patrick has also assessed a number of complex Development Applications of varying type and sizes at Brighton and Hobart City Councils. Patrick is an active member of the PIA and a representative on the Southern Tasmanian Technical Reference Group. Patrick already manages a small team of staff and it was clear to the judging panel that he is a future leader in the Planning discipline.
