136th Annual COMMENCEMENT SIU Arena Southern Illinois University Carbondale Saturday, December 15, 2012 2:00 p.m. The University Charter The origins of Southern Illinois University Carbondale date to “An Act to Establish and Maintain the Southern Illinois Normal University” approved by the Illinois General Assembly on March 9, 1869. The Act defined the new university’s purpose as “to qualify teachers for the common schools of this state by imparting instruction in the art of teaching in all branches of study which pertain to a common school education in the elements of the natural sciences including agricultural chemistry, animal and vegetable physiology, in the fundamental laws of the United States and of the State of Illinois in regard to the rights and duties of citizens and such other studies as the board of education may from time to time prescribe.” It included provisions for appointment of a Board of Trustees. One of the Board’s first orders of business under the act would be to “advertise for proposals from localities desiring to secure the location of said Normal University.” The Act required the Board to “locate the institution at such point, as shall, all things considered, offer the most advantageous conditions. The land shall be selected south of the Railroad, or within six miles north of said road, passing from St. Louis to Terre Haute known as the Alton and Terre Haute railroad, with a view of obtaining a good supply of water and other conveniences for the use of the institution.” The Act defines how buildings would be constructed as well as procedures for selecting students. It assigned a budget of $75,000 for construction of buildings and for furnishings. We appreciate your trust, and that of your families, in the abilities and commitment of our dedicated faculty and staff to help you attain your educational goals. They have shared their time and their expertise to challenge, mentor and encourage you because they are passionate about your success.

Each of you came to campus from different backgrounds and with different perspectives. But you also came here with a desire to learn and to grow. What you found are the academic opportunities that challenged you and inspired you to succeed.

Much like the first day you set foot on campus, today represents yet another beginning. Some of you will embark on a career. Others among you may decide to continue your education. 3 academic regalia Academic regalia worn by faculty during commencement is based on attire from the 12th- and 13th-century universities. Academic dress and accouterments of this type have been used in the United States since colonial times. To maintain tradition and the conformity of academic symbols, little has changed in the symbolism of pattern and color since the Middle Ages. In 1895 an intercollegiate commission in the U.S. adopted a standardized code for the use of academic gowns, hoods, and caps, which included regulating the cut, style, and materials of gowns. In addition, colors, which were to represent the different fields of learning, were prescribed. Over the years, only minor revisions have been made to the code, which is followed by the majority of colleges and universities in America, including Southern Illinois University Carbondale. GOWNS STOLE OF GRATITUDE The bachelor’s gown is a comparatively simple style that falls in straight lines Southern Illinois University Carbondale has incorporated the custom from an elaborate yoke and has pointed sleeves. The master’s gown is similar of the Stole of Gratitude with the 2012 commencement ceremony. CAPS AND TASSELS The mortar board is the cap generally worn with academic regalia. A long tassel is fastened to the middle point on the top of the cap. The tassel is usually the color appropriate to the subject. There is no general rule on the position of the tassel on the mortar board. However, numerous institutions have adopted a practice of requiring candidates for degrees to wear the tassels on the right front side before degrees are conferred and to shift them to the left side when the degrees are awarded to them. Marcia Bullard Marcia Bullard is Chair of the Board of America’s Charities, the national nonprofit federation helping charities raise the funds needed to accomplish their work. She is a media executive and consultant based in Washington, DC. She recently retired as President and CEO of the national magazine USA WEEKEND, with a readership of 50 million. She was a founding editor of USA TODAY and has worked for more than 36 years as a CEO, publisher, editor and reporter in national and local media.

She serves on the boards of directors of the Points of Light, the nation’s leading volunteer organization, the Heart of America Foundation which provides books and reading opportunities to children in need, and the Southern Illinois University Foundation.

Ms. Bullard is the founder of Make A Difference Day, the nation’s largest day of volunteering. Make A Difference Day began in 1992 during her leadership of USA WEEKEND Magazine; the magazine partners with the Points of Light and Newman’s Own Foundation to engage more than 3 million Americans every year in a day of volunteer service on the 4th Saturday of October.

As an executive with the Gannett Co. Inc., Ms. Bullard served as editor, then President and CEO of USA WEEKEND during its expansion to 23 million circulation in more than 600 newspapers, including the New York Daily News, the Denver Post, Chicago Sun- Times and Los Angeles Daily News. She is a two-time recipient of Gannett’s top award for executives, the President’s Ring.

She was a founding editor of the national newspaper USA TODAY, starting in 1982. She began in the newspaper business at age 17 as a reporter with the State Journal-Register in Springfield, IL, and later became a reporter and editor at the Rochester, NY, Democrat & Chronicle.

Ms. Bullard serves on the Advisory Board of the School of Journalism at Southern Illinois University, and the Girls Know How Career Council. She is a member of the American Society of News Editors.

She was honored with a President’s Volunteer Service Award by the White House in 2005. She received the Distinguished Service Award from Southern Illinois University in 1999, and was named Revlon Business Woman of the Year in 1998. She twice served as a judge for the Miss America contest. Her career inspired the first in a series of career books for girls,Girls Know How: Will Stephanie Get the Story?

Ms. Bullard holds an M.B.A. from The George Washington University and was graduated with honors from Southern Illinois University with a bachelor’s degree in journalism. She grew up in Springfield, IL, where her parents still reside. She lives in Washington, D.C., with her husband Tom McNamara, an editor at the Philadelphia Inquirer, and has a step-daughter, Emily, an actress living in New York City.
