SBT5 SENATE JUDICIARY Exhibit No. Montana Department of Corrections Date: I for _sg (os Overview Creating partnerships with private market landlords through mitigation funds is critical to moving people out of homelessness and into stable housing environments. A mitigation fund is an added protection for landlords who are willing to reduce screening criteria to rent to someone with a limited income, poor rental history or criminal history. If there are excessive damages to the unit, lost rent, or legal fees beyond the security deposit, landlords can be reimbursed for damages up to a specified amount. The availability of risk mitigation funds can be a game changer in a community's ability to engage new landlords.

The landlord only receives reimbursement up to the specified amount from the fund if a tenant violates the lease by abandoning the unit or causing damage during their residency. The landlord first pursues compensation from the tenant and then applies to the fund for reimbursement. The fund does not cover late rent payments while the tenant is still residins. National Trends Denver, Colorado; Orlando, Florida; Portland, , and Seattle, Washington have all implemented risk mitigation funds as a key part of their landlord engagement strategy.r o Landlords Opening Doors - Denver, Colorado o Response to an exceedingly tight rental market. o Provided an incentive for landlords to make housing available for Veterans and those experiencing chronic homelessness. The fund o was created with dollars from the Metro Mayors Caucus and donations from local property management firms. The available funds total more than $65.000. o The fund covers property damage and holding fees. o Homeless services Network of central Florida - city of orlando o Response to extremely low vacancy rate and the disparity between cost of living and wages. Aided o in recruitment of new landlords who would accept existing tenants with vouchers. o Funds come from the code Enforcement Revenue at the city. The fund is o designed to support all areas of risk a landlord may assume and coverage includes up to 75o/o of damages. There are caps depending on the size of the unit. The fund o has been in existence since 2014 andno claims were filed as of April 2016. This supports the idea that such a fund provides peace of mind for the landlord. l"Engaging & Supporting Landlords through Risk Mitigation Funds." United States Interagency Council on Homelessness. April 2016. A Home for Everyone / A Home for Every veteran - Portland, Gresham and Multnomah County, OR o Response to low vacancies and high rents. o The risk fund was identified by landlords as an important incentive in exchange for prioritizing Veterans for their units. o The funding comes from the city of Portland as a special appropriation. In 2016, the fund totaled over $100,000. o The fund covers any damages to a unit that are not covered by a security deposit and can cover tenants who fall behind in rent or who break a lease prematurely. o Since its launch in FY2014, the fund had been used by a landlord only once as of April20l6. Committee to End Homelessness - Seattle/King County, WA o Response to low vacancy rates and high-cost housing. A plan was needed to make more units available for individuals with vouchers and rental supports. o An investment of $l million was provided by the King County Veterans and Human Services Levy. Half of the funds are reserved for Veterans and their families. o The fund covers excessive damages to a unit beyond the security deposit. The landlord can also receive assistance for unpaid rent and legal fees. o In the first year, the project placed 147 households in permanent housing with a retention rate of 960/o of households after six months of tenancv. In 2009. the LLP used only $2,663 from the Risk Reduction Fund for repairs to damage caused in three client units. 2
