LUCKNOW: '. :ndfent,'Printing and Stationery, U. p~ (India) , " 1961 INTRODUCTION The Census count-The population count for the 1961 Census was completed in Uttar Pradesh on March 5, 1961, the time and date of reference being the sun-rise of March 1, 1961. 2. Provisional figures-The Provisional Population figures were released to the Press on March 15. Since then numerous inquiries have been pouring in about the population data of the various territorial units. The publication of the final Census figures is possible only after the com­ pletion of Tabulation which will take time. Hence it has been considered necessary to publish Provisional Population figures containing as many details as are possible to give at this stage. 3. Growth of population in the State-Uttar Pradesh still maintains its premier position in t~ country in the matter of population. After Uttar Pradesh (73.67) come Bihar (46.46), Maha­ rasthta (39.50), Andhra (35.98), West Bengal (34.97) etc. During the period of ten years since 1951, population has risen from 63.22 millions to 73.67 millions the percentage rise being 16.54 as against 11.82 during the decade 1941-51. Roughly there are seven persons now where there were six. In the rate of growth, Uttar Pradesh stands midway between the States of highest and lowest growths, viz., Assam and Jammu and Kashmir whose rates are 34.30 per cent and 9.73 per cent respectively. 4. Growth of population in the districts- District has now the highest population (2,717,153). In 1951 the most populated district was Basti. Other districts which have a popu­ lation exceeding 2,000,000 are Basti (2,621,937), (2,551,235), (2,426,571), (2,401,484), Deoria (2,372,088), (2,361,804) and Gonda (2,077,694). The highest growth of population has been reported from Naini Tal District viz., 73.12 per cent, probably owing to large forest tracts getting populated. The next highest growth is reported from , viz. 25.81 per cent. The lowest growth has been reported from , viz. 9.29 per cent and the next lowest from Basti District viz. 9.81 per cent. 5. Density ofpopulation- The population of 73.67 millions is spread over an area of 113,454 sq. miles. In area, Uttar Pradesh comes after Madhya P.e§\iesh, Rajasthan and Maharashtra. The density of population is 649 persons per sq. mile as against 557 persons per sq. mile in 1951. The highest density is 1,377 persons per sq. mile in District On account of a large city situated in a comparatively small district and the lowest is 72 persons per sq. mile in the mountainous Chamoli District. Excluding Union territories ,Uttar Pradesh stands 5th in the matter of density coming after Kerala (1,125), West Bengal (1,031), Bihar (691) and Madras (671). 6. Sex ratio-The number of females per 100 males at the 1951 Census was 91. The number has futher come down to 90.7 in 1961 thus lowering the sex ratio. Roughly one male in every ten does not have his female counterpart. The lowe~t sex ratio obtains in Naini Tal District where it is as low as 72.1 per cent. Yet there are some districts in which the females out-number the males. They are comprised in two belts, one consisting of hilly districts of Chamoli, Pithora­ garh, Tehri-Garhwal, Garhwal and Almora and the other of Sultanpur, Pratapgarh, Azamgarh, Jaunpur, BaHia and districts. In Tehri-Garhwal District the number of females per 100 males is as much as 119.9, i. e. roughly 6 females against 5 males. Almost throughout India males out-number females. The only two States in India which have more females than males are Kera la (102.2) and Orissa (100.2). 7. Definition of urban area-The definition of urban area applied at the 1961 Census was more strict than the 1951 definition. At this Census the Municipal Boards, Cantonment Boards and Notified Areas were deemed to be urban areas as before but other places were treated as urban only if they satisfied the following three conditions : (1) population should exceed 5,000, (2) at least three-fourth of the population should depend on non-agricultural means of livelihOOd, (3) the density of population should be over 1,000 per sq. mile. With these definitions the number of towns came down considerably. For the sake of compara­ bility only those towns of 1951 Census have been treated as urban which satisfy the above three conditions. ( ii ) 8. Urban/rural population-In this background the urban population of the IState works out as 9.39 million and rural population at 64.28 million as against 7.42 million urban and 55.79 million recast rural population at the 1951 Census. The percentage increase in the urban popula­ tion has been 26.57 and in the rural population 15.21. Of the total population of Uttar Pradesh urban population is only 12.75 per cent and the rural population is 87.25 per cent. Roughly one out of eight persons is a town-dweller. In this respect Uttar Pradesh is 12th among the 15 States the three States having still lower urban percentages being Bihar, Assam and Orissa. ' 9. Cities-There is no city in this State having a population exceeding 10 lakhs. Three cities have population exceeding 5 lakhs, namely. (947,793), Lucknow (662,196) and (509.108). The remaining two KAVAL cities have a population between 4 and 5 lakhs, namely Varanasi (490,120) and Allahabad (431,007). Part of the rise in the population of KAVAL cities can be attributed to the expansion in their limits at the time of their conversion into Nagar Maha­ palikas (Corporations). Besides the KAVAL cities there are twelve other cities as have a popu­ lation exceeding one lakh, namely, Meerut (283,878), (273,204), (198,081), (185,019), , (183,753), Gorakhpur (179,774), (170,209), Dehra Dun (158,599), Rampur (135,566), (125,808), (117,225) and Mirzapur (100,127). The last named has qualified for a city for the first time. 10. Literacy--The ability to read and write both was the test ofliteracy. The percentage of literates at the 1961 Census has been 17.22 as against 10.8 at the last Census. Male literacy is 26.67 per cent roughly one in four and female literacy 6.82 per cent roughly one in fifteen. The highest percentage of literacy obtains in Dehra Dun District (38.61),roughly two in five and the lowest in District (9.65)ITOughly one in eleven. Dehra Dun tops the list both in male and female literacy. In the urban areas literacy is 39.74 per cent (49.45 percent male and 27.78 per cent female) and in the rural areas it is 13.94 per cent (23.14 per cent male and 3.95 per cent female). In the matter of literacy Kerala tops in India)iteracy percentage being 46.2, Uttar Pradesh stands 12th among the 15 States of India, the three States having lower literacy being Madhya Pradesh (16.9 per cent), Rajasthan (14.7 per cent) and Jammu and J(ashmir (10.7 per cent).

11. ConclusioJ1~ These are the highlights of the Census count that has just been completed. The figures given in the tables are to be regarded as provisional, pending the compilation of final :figures in the Tabulation offices. .
