We, the undersigned independent grocery retailers and wholesalers, represent close to one percent of the nation’s overall economy and are responsible for generating $131 billion in sales, 944,000 jobs, $30 billion in wages, and $27 billion in taxes. For generations, our businesses have worked tirelessly to feed and serve the communities we are a part of. COVID-19 has presented many new challenges for the independent grocery industry, but our doors have remained open and our associates have continued to work hard to make sure that every customer is served. However, there is an emerging threat not unique to grocery: efforts by some to take advantage of the current pandemic to file unfounded lawsuits alleging that customers and employees have been infected with COVID-19. Given the historic efforts of Congress to save businesses large and small as well as American jobs, it would be devastating to have independent grocery – or healthcare, education, public transportation, other retail – face a series of unjust lawsuits. Congress can help solve this problem by passing COVID-19 liability protections, like H.R. 7528, the Get America Back to Work Act. Creating a safe harbor for businesses and their employees from frivolous civil lawsuits will allow industries like ours to continue to work; provided businesses took reasonable steps to comply with guidance from the Center for Disease Control (CDC), the Occupational Safety and Health Administration (OSHA) and other federal, state, and local health authorities. Limited liability protections for businesses acting in good faith to protect individuals from the spread of the coronavirus is a necessity. However, this legislation should not protect bad actors, but only those who have made their best efforts to comply with federal, state, and local guidance. We ask that you include COVID-19 liability protections for businesses and their associates in the forthcoming coronavirus aid and relief package. This current health crisis has tested our country’s grocery supply chain, yet we continue to work night and day to make sure our customers are served. We ask Congress’s help to protect our businesses and our employees from the existential threat of frivolous COVID-19 lawsuits. Thank you for your consideration of our request.     August 22, 2018 The Honorable Steven Mnuchin Secretary U.S. Department of the Treasury 1500 Pennsylvania Avenue, NW Washington, DC 20220 Dear Secretary Mnuchin: The undersigned organizations urge the Treasury Department to issue interim guidance with respect to drafting errors that were made to the Tax Cuts and Jobs Act (“Act”) -- provisions dealing with qualified improvement property (“QIP”) and net operating losses (“NOL”). The signatories to this letter may have an interest in one but not necessarily both of the provisions but recognize the need to have them both resolved on an expeditious basis. The delay in correcting these provisions has caused economic hardship for some retailers, restaurants, members of the real estate industry, and suppliers of building products, and is also delaying investments across the economy that impact the communities in which these companies are doing business. This also results in safety concerns because, in some cases, it is causing a delay in upgrading existing sprinkler systems, creating a more perilous situation for our nation’s firefighters. At the outset, it is important to note that it is widely acknowledged that both the QIP and NOL provisions contain unintended drafting errors such that the provisions do not currently operate consistent with Congressional intent – there are no policy or technical objections suggesting that these drafting errors should not be corrected. The drafting error in the QIP provision causes improvements to buildings to be written off over 39 years instead of one year as contemplated under the Act. As a result, a taxpayer gets to write off only 2.5% of their improvement costs in the year the expenditures are made, and 97.5% over the remaining 38 years, instead of writing off 100% of the cost in the year the expenditures are made.

Increase consumer preference for wild Alaska seafood. Increase retail merchandising and understanding of the importance of Alaska seafood through training and communication targeted directly to retailers. Program activities fall under three separate initiatives: 1. Alignment with the Consumer Advertising/Public Relations program to increase awareness and preference for Alaska seafood; 2. Merchandising/POS development by retail chain partnerships; and 3. Retail training and communication. All program activities reinforce the power of the Alaska Brand and engage both the consumer and the retailer. Platform #1: Alignment with the Consumer Advertising/PR Program to Increase Awareness and Preference for Alaska Seafood A. Consumer Shows/Events: Sampling at select events reinforces key messages from the consumer advertising/PR program and exposes more people to the Alaska seafood brand. The number of retail-funded consumer shows was reduced in FY2014 due to an effort to locate new shows/venues and to allow for an expanded presence at key events such as the Aspen and Austin Food & Wine festivals. The Sun Winefest at Mohegan Sun, CT: 1/25/2014 – 1/26/2014 Alaska Cod Buffalo-Style Quesadillas and Alaska Canned Salmon Chipotle Dip were sampled to 9,000 attendees. # of samples = 4,000 .
