CYNGOR CYMUNED DINAS POWYS COMMUNITY COUNCIL

MINUTES of a Meeting of the Halls Committee held in the Old Library, Parish Hall, Dinas Powys, on Thursday, 21st February 2013.

PRESENT: Cllrs. Mrs. M. Randall (Chairman), J. R. Fanshaw, M. Hartrey, Mrs. V. M. Hartrey, K. Hatton, Mrs. M. R. Hayley and A. R. Robertson.

18. APOLOGIES FOR ABSENCE. Cllr. J. H. Williams.

19. DECLARATION OF INTERESTS. Cllr. J. R. Fanshaw declared an interest in matters relating to the Retirement Function for Reverend H. Rhydderch – 19th July 2013.

Prior to commencement of the Meeting Councillors present visited the Lee Hall garden to discuss the necessary works required.

20. CONFIRMATION OF MINUTES. The Minutes of the Halls Committee Meeting held on Tuesday, 27th November 2012 having been previously circulated were taken as read, and on the Motion of Cllr. Mrs. M. R. Hayley and seconded by Cllr. M. Hartrey it was RESOLVED - THAT such Minutes be approved as a true record and signed by the Chairman.

21. MATTERS ARISING FROM MINUTES:

Review of Halls Letting Charges

Finance and General Purposes Committee Meeting, held in January 2013, recommended no increases to the existing Halls Letting Charges.

Repairs of Parish Hall Guttering and Painting of Fascia Boards and Wall

Repairs to the guttering and painting of the walls by M. R. Aluminium Solutions’ are to take place early March.

Parish Hall Floor

After debate Cllr. K. Hatton proposed, Cllr. J. R. Fanshaw seconded and Committee RECOMMENDED - THAT the Contractor be informed that a further coat of varnish was not required. However, as previously agreed by the Contractor, the Committee Room floor will be sanded and varnished.

22. REVIEW OF HALLS HIRING CHARGES

The Clerk informed Committee that hiring charges had exceeded the budget forecast income. After discussion Cllr. M. Hartrey proposed, Cllr. K. Hatton seconded and Committee RECOMMENDED not to increase charges. (Copy Halls Hiring charges are appended to these Minutes.)

23. TO CONSIDER QUOTATIONS – TREE WORK – LEE HALL GARDEN

Due to the vast difference in quotation prices a further quotation had been obtained for necessary tree work in the Lee Hall Garden. Quotations received were: Acorn - £468.00 + VAT, J.D.W. Landscapers - £275.00 + VAT and Cardiff Technoscapes - £400.00 + VAT.

Committee were mindful that specialist work was required. Cllr. Mrs. M. R. Hayley proposed, seconded by Cllr. J. R. Fanshaw and Committee RECOMMENDED - THAT the quotation from Acorn be accepted.

24. REPAIRS TO BOUNDARY – LEE HALL GARDEN

Possibilities of the types of retaining walls were considered. Committee considered the alternatives and RECOMMENDED:

a. Work is delayed until autumn time.

b. The existing wooden panels be reinstated and the area is either grass seeded or turfed.

c. Cllr. M Hartrey and the Maintenance Manager are to measure the relevant area with a view to install concrete blocks (18” x 9”) and also a hedge planted along the perimeter area in front of the blocks.

25. ENERGY SAVING POSSIBILITIES

Central Heating System – Parish Hall. As this was not immediate Committee RECOMMENDED – THAT funds be set aside and reconsider the possibility of installing two condenser units in the future.

Cavity Wall Insulation – Lee Hall. Following the Energy Audit Survey which recommended that cavity wall insulation and loft insulation be installed in the Lee Hall. Committee was informed that it is possible to obtain an Energy Saving Grant from Creative Rural Communities. However, grant applications must be under £5,000 and the deadline to submit a grant application is Thursday, 11th April 2013.

Committee RECOMMENDED quotations be obtained with a view to applying for an Energy Saving Grant .

Renewal of Fluorescent Light Fittings – Old Library, Parish Hall

Committee was informed that one fitting required replacement and there is the possibility that existing fittings are now obsolete. New fluorescent tubes will be more energy efficient and suggested that the fittings be placed on the beams. Committee RECOMMENDED - THAT the fittings and lights be renewed at a cost of £262.00. Cllr. A. R. Robertson abstained from voting.

26. ANY OTHER BUSINESS

In order to set the central heating on a day to day basis in the Lee Hall Committee RECOMMENDED - THAT a central heating clock be purchased at an approximate cost of £110.00.

Committee RECOMMENDED the area at the rear of the garage be measured with a view to installing concrete blocks, soakaway, and site gate. Cllr. M. Hartrey agreed to action.

Retirement Function – Reverend H. Rhydderch – St. Peter’s Church, Dinas Powys

Committee were advised of the forthcoming Retirement Function for Reverend Huw Rhydderch, Chaplain to the Community Council, which is being organised by the Church Community. Committee RECOMMENDED the hall hiring charges be waived on this occasion.
