Development at 42 Culcheth Hall Drive

The Chairman welcomed Mr Seed and Mr Smurtwaite who gave a presentation on the proposals for the development of the site. After the presentation they answered questions from councillors and members of the public and noted comments regarding a) access from Culcheth Hall Drive as opposed to Withington Avenue, b) the style of the proposed dwellings not being in keeping with the area, c) the effect of increased volume of traffic on Culcheth Hall Drive.

The Chairman thanked Mr Seed and Mr Smurtwaite for the presentation.

Police Report

The Chairman welcomed the PCSO’s Lucchesi and Cullerton. PSCO Lucchesi reported that increased pro-active policing had resulted in very few incidents over the Halloween/Bonfire Night period. He confirmed that incidents over this period had been in decline for a number of years. He also confirmed that a patrol had been in the area of Glazebury Methodist Church on Bonfire Night but had not actually called at the venue.

A person had been arrested and charged after a series of break-ins in the area. There had also been 3 incidents of shoplifting during the period.

He noted a complaint from a resident regarding the behaviour of older youths towards children using the Play Area on Culcheth Green. It was also confirmed that the use of cycles with no lights was a priority for this month.

Members noted a report from a useful meeting regarding the ArchAngel project. The project is about uniting different agencies to tackle a variety of issues and membership of it would be very useful to the Parish.

The Chairman thanked the PCSO Lucchesi for the report.

10.1 Opening

The Chairman welcomed members of the public.

10.1.1 Code of Conduct – Declaration of Interests

Cllr.Mrs A Dumcombe regarding planning application 2013/22491, and Cllrs C Vobe and M Vobe regarding planning application 2013/22540.

10.1.2 Localism Act 2011 – Dispensations.

There had been no requests for dispensations.

10.2 Apologies for inability to be present

Cllrs. Mrs L Houghton and E Estlin, both due to ill health.

10.3 Minutes of Meeting Number 9

Resolution 62/13

With a correction to the spelling of Cllr. Mrs Duncombe’s name on the penultimate line of page one being noted that the minutes of the meeting held on 8th of October 2013 be accepted as a true record.

10.4 Matters Arising

All matters covered by the agenda.

10.5 Borough Councillor’s Report

Members noted that a motion regarding the impact of welfare reforms on people with disabilities and carers had been passed.

They noted praise for the efforts of representatives of Petersfield Gardens at development committee regarding planning application 2013/21986. Members also noted the excellence of the presentation by Mr Hardern at a hearing to decide the application for village green status for land at Doeford Close. Members agreed that Mr Harden’s efforts on behalf of the residents of Doeford Close should be acknowledged.

Members also noted that a consultation regarding the proposed closure of Culcheth High School is to be held and that all members of the community should be encouraged to get involved.

10.6 Reports from Sub-Committees

10.6.1 Finance Sub-Committee

No meeting held this cycle.

10.6.2 Parish Land and Environment Sub-Committee

The members approved the minutes of the meeting held on the 29th of October 2013.

Resolution 63/13

To approve the allocation of £100.00 to fund the production of Victorian Day leaflets for Glazebury and Mee Brow, and for flood lighting.

Resolution 64/13

To approve the allocation of £500.00 to fund a licence for the “Teens Shelter”.

Members expressed concern that the Parish Council was being committed to expenditure with the “Teens Shelter” project being no nearer to completion. It was agreed that this concern should be brought to the attention of the Borough Council. The Clerk

10.6.3 Law and Order Sub-Committee

The members approved the minutes of meetings held on 29th October 2013.

Resolution 65/13

To approve a donation of £150.00 for the Culcheth Summer Funday 2014.

10.6.4 Planning Sub-Committee

The members approved the minutes of the meeting held on the 4th of November 2013.

Members noted that the application for 38 Fowley Common Lane would go to committee on the 13th November and that for the Ex-M&S Store, Glazebury would go to committee on the 14th November with a recommendation for refusal.

10.6.5 Victorian Day

The members noted the notes from the meeting held on the 4th November 2013.

10.8 Applications for Financial Assistance

Resolution 66/13

To approve a donation of £100.00 to Glazebury WRVS in support of the Over 60’s Christmas party.

10.9 Accounts for Payment

Resolution 67/13

That accounts totalling £5344.25p for November 2013 be approved for payment.

10.10. Chairman’s Communications

The Chairman had received an invitation to the Glazebury WRVS over 60’s Club Christmas Party.

The Chairman reported a very good turn out for the Remembrance Day Parade and Service at Newchurch Parish Church.

Cllrs. Mrs Duncombe and C Vobe had attended the Remembrance Day Service at All Saints Church, Glazebury.

The members noted that the Civic Service had been arranged for Sunday the 27th of April 2014 at Newchurch Parish Church.

All other communications were noted and copies were available from the Clerk.

10.11 Date and Venue of Next Meeting

It was confirmed that the next meeting would be held at 7.30 pm on Tuesday 10th of December 2013 at Culcheth Day Centre.

The meeting was closed and opened to the public.

Members noted a lack of enthusiasm regarding the quality of the Evoke Homes presentation, particularly with regard to the style of housing proposals and the impact of increased traffic on Culcheth Hall Drive.
