RECOMMENDATION:

That the City Council, through the nomination and appointment process, consider making three appointments/reappointments to the Parks and Recreation Commission to fill the unexpired term of Jack Knapil, term ending June 30, 2012; consider the reappointment of Andrea Manes to a second term ending June 30, 2014 and an appointment of a Senior Commission member to a term ending June 30, 2014.

DISCUSSION:

At the August 24, 2010 meeting, the City Council adopted Ordinance No. 6176 (effective September 23, 2010), which will dissolve the Senior Citizen Commission and transfer its responsibilities to the Parks and Recreation Commission, require at least one member of the Parks and Recreation Commission to be at least 60 years of age, and establish a Senior Citizen Advisory 3-member Subcommittee of the Parks and Recreation Commission of which the Chairperson shall hold a seat on the Parks and Recreation Commission. The ordinance further provides that the initial Senior Subcommittee members shall include any current member of the Senior Citizen Commission who desires to sit on the subcommittee. A copy of the ordinance is attached.

Commission members of the Parks and Recreation and Senior Commissions were notified of Council’s action following the introduction of said Ordinance (July 24, 2010) and again after the adoption of the ordinance (August 24, 2010); all remaining three members of the Senior Citizen Commission expressed interest in continuing service on the Senior Subcommittee as well as interest in serving on the Parks and Recreation Commission. Therefore, the three applications of our senior members are being presented to Council for consideration to the Senior seat, to a term ending June 30, 2014

Additional appointments to the Parks and Recreation Commission include: the scheduled vacancy of Andrea Manes, who has expressed an interest in reappointment to a second term ending June 30, 2014 and the unscheduled vacancy of Jack Knapil, leaving the remainder of his term to be filled through June 30, 2012.

Pursuant to Section 54974 of the Government Code, the Notices of Unscheduled Vacancies were posted following the above-referenced vacancies and have remained posted for ten working days. Attached are copies of the applications on file.

IMPACT ON BUDGET:

There is no impact to the general fund.
