OVERVIEW OF THE EMPLOYMENT PROCESS

STEP 1: Applications

Four types of applications are available:

1.  Certified – Teachers who have or are eligible for Georgia teaching certification and supply (long term substitute) teachers.

2.  Classified – Professional, non-teaching and support positions.

3.  Leadership – local school administrators and central office administrators at director level and above.

4.  Substitute Teacher.

·  A requirement of STAR is that certified, administrative, supply teacher and substitute teacher applicants apply only via the Internet. Access to the Internet is available at public libraries and Georgia Department of Labor offices.

·  For classified applicants, we encourage electronic applications. However, we do accept paper applications from these applicants. Persons may obtain classified employment applications from Human Resources, 590 Commerce Park Drive SE, Suite 175, Marietta, GA 30060.

·  The STAR employment application website is http://www.cobbk12.org/hr/employment/index.htm.

·  Certified applicants may apply for current vacancies and “preferences”, which are jobs that may become available in the future.

·  Classified, leadership and substitute teacher applicants may apply for current vacancies only.

·  The Leadership Management Office in Human Resources maintains a separate process for staffing local school administrator and central office administrator at director level and above positions. STEP 2: Screening

All applications are reviewed by Human Resources to determine if the applicant meets the minimum qualifications for positions.

STEP 3: Job Vacancy Posting

The hiring administrator accesses Job Vacancy Workflow via the Internet at http://www.cobbk12.org/departments/hr/hremployeerelations/pass/star.htm and initiates a job requisition. Human Resources reviews and approves the posting. Job vacancy announcements should be posted for a minimum of five business days.

STEP 4: Finding Applicants

To find qualified applicants who have been screened by Human Resources, the hiring administrator accesses the STAR Applicant Query system via the Internet at http://www.cobbk12.org/departments/hr/hremployeerelations/pass/star.htm.

STEP 5: Position Interviews

The hiring administrator selects persons to interview from the pool of qualified applicants and conducts interviews. For positions other than teachers, media specialists and counselors, a minimum of three (3) applicants should interview for each position. Applicants are interviewed in the school/division where the vacancy exists. After the interviews are completed, the administrator makes an employment recommendation to Human Resources. This recommendation is done with an electronic Employee Action Form (EAF), which is available via the Internet at http://www.cobbk12.org/departments/hr/hremployeerelations/pass/star.htm.

STEP 6: Reference Checking

Employment and/or personal references are checked after Human Resources receives a recommendation to hire from the hiring administrator. References are done via telephone with persons identified by the applicant.

STEP 7: Appointment

When references are “cleared”, Human Resources will extend an offer of employment. Human Resources is the only authorized division to make offers of employment. The hiring administrator is notified of the acceptance or refusal of the offer. All applicants are employed by official action of the Board of Education upon recommendation of the Superintendent.

Documents that may be required upon employment may include:

·  US Military Form DD214

·  Transcripts from all colleges and universities

·  Certification documents.

STEP 8: Paper-Work Session

After official acceptance of employment offers, new employees must attend a half-day paperwork session to learn about the District and complete employment and benefits forms.

New employees are required to:

·  Have Georgia fingerprints on file with the District prior to the start of employment. The expense of fingerprinting will be deducted from the first paycheck.

·  Provide acceptable documents to establish identity and employment eligibility via Form I-9 as required by the United States Citizenship and Immigration Services.

Application Status

Due to the high volume of applications received, Human Resources does not provide application status via telephone. Confirmation of receipt of application will be sent via e-mail to online applicants.

Active Period for Applications

Applications will be kept on file and active for one year from the date received.

Updating Applications

·  Applicants are not required to submit a new application for new vacancies.

·  Positions can be added to the online application by using the User ID and password, which are provided when they register online. The STAR employment application website is http://www.cobbk12.org/hr/employment/index.htm.

·  If a paper application is submitted applicants must complete an Application Update form which is available from Human Resources.
