PROJECT MANAGER: SUPPLY CHAIN

JOB PURPOSE / ·  To ensure implementation of procurement provisions of The PFMA, The Preferential Procurement Policy Framework Act and other relevant legislation for effective supply chain management at AgriSETA.
·  The management of supplier relationships including price negotiation, planning, production, inventory control, quality control.
·  Management of supply chain unit
ROLE CONTEXT / ·  Ensure that goods and services are procured timely for improved service delivery and smooth operation of the SETA.

SUPPLY CHAIN POLICY AND STRATEGY MANAGEMENT / ·  Develop and implement procurement policies in line with legal framework
·  Updating of policies in line with changing legislation
·  Procurement forecast needs
·  Procurement system development and updating
SUPPLIER DATABASE / ·  Manage procurement of relevant supplier database
·  Maintanance of supplier database
·  Manage supplier performance
·  Manage supplier conformance to contractual obligations.
·  Develop strategy to evaluate supplier by relevant department
·  Build and develop relationships with key suppliers and customers and build effective partnerships
·  Monitor macro trends in supplier and contract base and implement plans to react
BIDDING STRATEGY / ·  Develop, manage bidding and sourcing strategy framework
·  Develop standard bidding documentation
·  Establishment of bidding committees
·  Provide secretariat support to bidding committees
·  Manage Bid processes in relation to Specification, Adjudication, Quotes and Evaluation
·  Liase with relevant media to advertise request for proposals and quotations
BEE SCORECARD / ·  Manage the development of the Procurement Plan
·  Develop BEE strategy in line with Transformational objectives
SUPPLY CHAIN MANAGEMENT / ·  Manage and plan supply chain processes
·  Monitor supply chain performance
·  Implement the PFMA procurement requirements and Treasury regulations.
·  Participate in internal and external audits
·  Advise stakeholders (internal and external) on SCM processes.
BUDGET AND FINANCIAL MANAGEMENT / ·  Develop Supply Chain Budget according to strategic objectives
·  Manage committed funds, quantify and evaluate cost saving opportunities
·  Ensure spending is within the budget
·  Manage administration of contracts payments with relevant departments
·  Manage GL allocations and project module updates
·  Prepare purchase requisitions with approved company policy and negotiated terms and conditions.
·  Liase with Accounts Payable Department to ensure accurate and timely payment of invoices
·  Develop strategy for processing of invoices with relevant departments
CONTRACTS MANAGEMENT / ·  Manage the implementation of all procured contracts
·  Monitor and report on contracts progress and completion
·  Manage contractors and departments on progress and reporting.
PROCUREMENT OF GOODS / ·  Manage purchasing of quality products from suppliers
·  Manage ordering of goods record keeping of stock
·  Manage the best market prices for products and services
·  Manage the reduction of accumulation stock surplus
·  Maintain procurement files
·  Track Purchasing activity and measurement
ASSET MANAGEMENT / ·  Register Assets
·  Update Asset register on new, old, lost, unused
·  Report on audit of asssets
AD HOC / Any other duties assigned from time to time
Internal and external contacts / Internal: All internal AgriSeta departments
External: Stakeholders, DHET, DOL, Delloitte, Service providers
Mininum Qualifications and experience / NQF 6 in Supply Chain Management with 5 years related experience and at management level.
Knowledge of SETA landscape and National Human Resources Strategy.
