Sex Offender Management Board Summary Minutes

February 25, 2013

The SOMB met at the House Hearing Room on the 2nd Floor of Legislative Hall in Dover, on February 25, 2013. Present at the meeting were:

The meeting was called to order at approximately 1:40 p.m. The minutes from the January 28, 2013 meeting were approved as written.

The Board was informed Cheri Will was the only person that expressed interest in the Vice Chair position. The members unanimously voted to approve Cheri Will as the new Vice Chair.

Valarie Tickle informed the Board about correspondence with the Governor’s Office in regard to official membership designation. Across the State, Committees are working to streamline the membership according to Delaware code for voting purposes. Members will receive an email with further instructions prior to the next meeting. It was noted that the Criminal Justice Council should also be added as a member of the SOMB. Any other additions or modifications may be submitted to Secretary Schiliro’s Office.

The group further discussed data collection and clarity in regard to the legislative mandate. Members talked about the types of data agencies collect and the difficulties in accuracy of the information. It was mentioned that under reporting of sexual assaults occur. The Sexual Assault Network of Delaware (SAND) was working on the under reporting dilemma at one point however not much came to fruition. There was a lot of difficulty surrounding gathering the data. It was noted that VCAP may have the number of victims accessing funds for sexual assault. There may also be a resource issue. A question was raised that if we identified an under reported population, would the group focus on identifying outreach efforts. Focusing on items the Board would be able to impact such as first responder training is a good idea. Additional prevention efforts may be an option. There is currently the Steward of Children – Darkness to Light training program and the Domestic Violence Coordinating Council (DVCC) does prevention efforts in the schools. A question was raised as to whether the State could secure more funding for prevention. Maureen Monagle from the Criminal Justice Council is responsible for the victim grants in our office and would be able to speak to the SOMB about the details of that money. The Statistical Analysis Center (SAC) reports on sex offender recidivism was mentioned and the possibility of updating it. Careful consideration must be taken when reviewing and defining data and findings. An example would be a rise in numbers could mean just more efficient reporting. There are also many differences to note between adult and juvenile sex offenders. Data collection will be included as an agenda item for next month’s meeting as well. Valarie will resend the task list created based on the legislation.

Valarie Tickle updated members on the Housing Subcommittee work related to the local and city ordinances that affect sex offender housing. CJC will look to obtain an intern to assist with creating a white paper on the topic. It was noted that there is a current lawsuit against the City of Dover for such an ordinance.

Laurie Pezick updated the members on the Credentialing Subcommittee. The regulations have been formatted and will be posted to the public website for comments on March 1, 2013. There is a one month comment period. All State agencies must use providers on the list once it is created. Any comments and/or suggested changes to the document will be brought to the SOMB for consideration. Peggy Bell will post the qualifications on the SOMB website. Laurie will send the information to Peggy for posting.

Announcements – SAND and Contact Lifeline are doing a proclamation signing April 8th at 3:30pm. Deanee will send Valarie the information for distribution.

Public Comment – there was no public comment.

Adjournment: The SOMB regularly meets the last Monday of each month at Legislative Hall in Dover, DE at 1:30pm. The next meeting will be Monday March 25th. The meeting was adjourned at 2:45 p.m.
