FREELAND WATER and SEWER DISTRICT DEVELOPER EXTENSION CHECKLIST COMMERCIAL PROJECTS

The following is a checklist of items that need to be completed in the order outlined. (documents also available on our website at freelandwsd.com)

1. Contact Sandy Duncan Freeland Water and Sewer District 331-5566.

______2. Receive a Copy of the Following District Documents. (One for owner/developer and one for Engineer)

a. District Rules and Regulations and Specifications b. Preliminary Services Agreement c. Developer Extension Agreement d. Sample of District approved Easement form e. Sample of District approved Certification Form f. Sample of District approved Construction Completion Report g. L & I Notice of Completion of Public Works contract

______3. Provide signed Preliminary Services Agreement with point of contact persons/name/billing address/phone (Person responsible for payment)

______4. Provide engineering contact person/name/address/email/phone

______5. Engineer to provide plans and specifications of project to determine ERU’s for project.

______6. District will issue Water Availability Letter for project approval with County

______7. District will provide CAD drawing of the area to engineer. (If available upon request)

______8. Provide Construction Plans and Specifications for review by the District

______9. District Engineer review of Plans and Specifications

______10. Special requirements

______11. District approval of the Plans and Specifications and Developer Extension Agreement. (receive payment for meter-hook up fee).

______12. Pre-construction meeting with District Certified Operator, Engineer, owner and contractor.

______13. Build project

______14. Pass water quality testing

______15. Final (DOH) project completion report to District

______16. Provide Engineering certification of testing to District

______17. Provide Engineering As-builts to District – 3 copies

______18. Provide Easements to District. (if applicable provide Recovery Contract)

______19. Provide District with water meters for project.

______20. Complete Water Application and pay hookup fees to District. (if applicable)

______Owner/Developer is aware that until items 13 through 18 are completed Initials Hook up will not be provided.

______Owner/Developer is aware that they will be billed by Freeland Water for all Initials the time spent by District to complete and accept project. (as outlined in the Developer Extension Agreement).
