I.  Updates and planning of CCCM & ES/NFI activities

1.  ES/NFI Activities

a.  Majesty International was supporting affected population from community clash in Girei LGA with NFIs, the details are though pending.

b.  NRCS expects to target 50 HH with NFIs in Yola with the support of the IFRC.

c.  OXFAM/CISCOPE distributed NFIs to 2,000 HH in Michika and to 220 HH in Malkohi village camp. Items distributed comprises of the following for a household: Laundry soaps, Hygiene Soaps, Blankets, sleeping mats, Mosquito nets, Jerry cans 10/20ltrs, Children potty, plastic kettles, Disposal sanitary pads, and Aqua tabs water purifier.

d.  IOM distributed NFIs and Kitchen sets to 280 HH in Daware host community, and to 50 HH in Federal housing state in Yola South. Also assisted 80 HH in Demsa and 205 HH in Numan of affected population by community clash in Girei LGA. NFI kits contains: Synthetic sleeping mats, Blankets, Jerrycan, Laundry soap, Bathing soap, Disinfection tablets, Aqua tabs, Sanitary Pad, 10L Bowl, Kettle for hand washing. Kitchen sets contain Cooking pot 7L, Cooking pot 5L, Plate, Cup, Table spoon, Serving spoon, Kitchen Knife.

e.  DRC continues ongoing activities to target 1,000 HH in Yola and 1,000 HH in Michika.

2.  Shelter Activities

a.  IRC distributed shelter materials (4x5m tarpaulins and 4 pieces of timber) in Daware Host community to 78 HH and to 14 HH in Malkohi village camp.

i.  They foresee to escalate the shelter support before the rainy season. They have assessed that around 75% of shelters they built need repair.

3.  CCCM Updates

a.  DTM round 9 estimates 132,626 IDPs in Adamawa, with largest population per LGA in Michika (34,712) and Madagali (19,656).

b.  Biometric Registration in Yola has targeted 16 locations so far, including all camps (NYSC Damare, Malkohi, Fufore, St. Theresa and Malkohi village), and host communities. So far 5,108 HH and 17,739 individuals have been captured and provided with plastic cards with unique numbers per household.

c.  New arrivals have been received in NYSC Damare camp, one of 158 individuals presumably from Sambisa forest and another 150 from Cameroon via Mubi.

d.  The relocation of IDPs in NYSC Damare camp couldn’t be discussed with the chairman as he had to step out for another meeting.

Action Points:

ü  Members to update the 4W matrix with correct and timely information per LGA and Ward/camp/site/location to avoid duplication for a better focalisation of the response.

II.  Work plan for activities in displacement and return areas

The Return Protocol and Durable Solutions Implementing Committee requested, at the HCF, all sectors to present their Work Plans to support the Returnees in Areas of Return, and to assist the return of IDPs.

A template was designed to capture simple and straightforward activities per organizations, for the sectors to compile and present to the HCF and the Committee.

Very few have contributed their plans in our sector despite the fact the Secretariat of the HCF gave a very short deadline.

Action Points:

ü  Sector members should give their inputs ASAP and for the longest period possible.

III. Standards of ES/NFI packages and quality of items

a.  Sector members were reminded of the need of adopting standard packages of ES/NFI. This exercise has been tried in several occasions since the creation of the working group in Adamawa. Members were urged to review the previously shared documents with list of items per organization and the proposed packages. DRC agreed to share their list of items to be included in the document for review.

b.  Present members agreed the standard for shelters should be the Reinforced Emergency Shelter adopted by partners in Maiduguri to support the relocation of IDPs living in schools. IRC, NRC/UNHCR, IOM and ICRC have adopted the standard in that location and it should be adopted in Adamawa.

c.  IRC informed the adoption of the locally made cooking pot to replace the stainless flat bottom widely distributed as kitchen set following finding about the preference for the former by the population.

d.  The chairman urged the members to also mind the quality of items, looking to maintain it above standards.

Action Points:

ü  Members to review the list of items per organization, the specifications and the proposed packages for NFI to be discussed in the next meeting.

IV. AOB

The situation regarding the relocation of a large number of Nigerian refugees from Cameroon to Adamawa could not be discussed with the Chairman as he had to step out to attend another meeting.

Action Points:

ü  This subject will be addressed during the State Humanitarian Coordination Forum expected to take placed next week.

Next meeting

The next ES/NFI & CCCM sector meeting will be held on 29th March 2016 at 10.00 am, Venue SEMA, Office D320, 2nd floor at the director’s office for RR&R.
