I.  CALL TO ORDER
Dr. Burrell, chairman, called the meeting to order at 6:30 PM as a regular monthly meeting of the Board of Education. Greg Crawford led the pledge of allegiance.

III.  CITIZENS TO BE HEARD
Mike Ingle, teacher at the Learn Center, was represented by TEA Attorney Virginia McCoy who appealed to the board regarding his termination of employment for neglectful and unprofessional conduct. Motion by Dail Cantrell and seconded by Rickey Rose to sustain the action of the hearing officer Pamela Reeves who ruled in the board’s favor. Motion carried.

Motion by Greg Crawford and seconded by Jo Williams to approve the consent agenda. Motion carried.

VI.  COMMENTS FROM THE CHAIR
A. The annual TSBA Leadership Conference and Convention will be held in Nashville November 3 – 6, 2012. Dr. Burrell asked board members to confirm their attendance with the board secretary.
VII. DIRECTOR’S REPORT
A. A list of rates and fees for local attorneys was provided to board members.

B.  Mr. Deal provided a brief summary of the system’s test results. He said students made gains in math and reading/ language arts. He stated the district made significant gains overall. The report card will be made public in July 2012.

IX. COMMITTEE REPORTS
A. Policy committee

1.  Motion by Jo Williams and seconded by Dail Cantrell to approve policy 5.117 Procedure for Granting Tenure on first reading. Motion carried.


2.  Motion by Jo Williams and seconded by Rickey Rose to approve policy 5.304 Long Term Leaves of Absence on first reading. Motion carried.


3.  Motion by Jo Williams and seconded by Greg Crawford to approve policy 5.109 Evaluation on first reading. Motion carried.


4.  Motion by Jo Williams and seconded by Rickey Rose to approve policy 6.304 Student Discrimination/ Harassment and Bullying/ Intimidation on first reading. Motion carried.

B.  Building & Grounds committee

1.  Motion by Greg Crawford and seconded by Glenda Langenberg to approve the allocation of $100,000.00 from bond funds for projects requested by principals. Motion carried.

IX. ACTION ITEMS
A. Motion by Scott Gillenwaters and seconded by Jo Williams to reaffirm the resolution passed by county commission concerning the wholesale beer tax and Hall Amendment tax to TVA in lieu of revenues. Motion carried.

B. Motion by Rickey Rose and seconded by Scott Gillenwaters to approve school fees as presented. Motion carried with Dail Cantrell voting no.

C. Motion by Dail Cantrell and seconded by Jo Williams to approve the non-discrimination agreement for meals. Motion carried.

D. Motion by Dail Cantrell and seconded by Glenda Langenberg to approve unpaid cafeteria charges as presented. Motion carried.

E. Motion by Glenda Langenberg and seconded by Greg Crawford to approve Federal Projects allocations and program summary. Motion carried.

F. Motion by Rickey Rose and seconded by Scott Gillenwaters to approve the School Nutrition Budget. Motion carried.

G. Motion by Dail Cantrell and seconded by Glenda Langenberg to approve the 2012-2013 GPS budget that was sent to county commission. The motion was amended by Rickey Rose and seconded by Dail Cantrell to include the removal of $14,000.00 in supplemental benefits from the office of the director of schools. No vote was taken on the amendment. Motion by Rickey Rose to remove the position ($30,000.00) from line item 72510-119 and $14,000.00 in supplemental benefits from 72320-. The amendment failed with Jo Williams and Rickey Rose voting in favor. Motion by Dail Cantrell and seconded by Glenda Langenberg to amend the motion for approval of the 2012-2013 GPS budget that was sent to county commission to include a freeze on line item 72510-119 until further discussion. Motion carried.
