A CONCURRENT RESOLUTION

TO RECOGNIZE AND THANK MS. JEAN TILLEY OF COLUMBIA FOR HER OUTSTANDING SERVICE AND GOOD WILL TO THE HOSPICE INDUSTRY IN THE PALMETTO STATE.

Whereas, we are delighted to learn that Jean Tilley, a former employee of the House Ways and Means Committee and the Joint Appropriations Review Committee, has devoted the last seven years of her life as an ambassador for hospice care; and

Whereas, Jean Tilley is currently the Director of Business Development for Lutheran Homes of South Carolina, a nonforprofit health care organization; and

Whereas, she has been instrumental in starting three hospice programs in the State, and her most recent hospice program started out as an outreach of the Lutheran Homes of South Carolina’s retirement community, which is called the Lowman Home, located in White Rock, South Carolina; and

Whereas, the Lutheran Homes, Inc., quickly recognized that those living with a terminal illness must be supported by caring and knowledgeable individuals who could ease pain and suffering, and instructed the program to expand. This past year the Lutheran Homes Board again mandated another expansion. The move to comfort rather than cure was difficult at times, but her perseverance resulted in a true continuum of care program for Lutheran Homes of South Carolina; and

Whereas, through Jean Tilley’s outstanding guidance and “ministry centered” philosophy, the Lutheran hospice program she started currently serves over thirty counties. The Cardinal Joseph Bernardin Hospice House is the first Medicare certified inpatient/respite facility in South Carolina. This program is her vision and the facility serves as a model to other healthcare providers who consider expanding their care and service. This hospice house meets the demands for individuals who are not able to be cared for at home and do not have caregivers. Without regard to payment, sources, or reimbursement rates each patient is assured that their needs will be met, the best care will be provided, and all staff will go well beyond minimal standards; and

Whereas, within the past year, Ms. Tilley was selected to participate in a National Feasibility Study which focused on setting standards for hospice care. She was nominated and awarded a Certificate of Appreciation for the Palmetto Award through the Carolina Center for Hospice and End of Life Care; and

Whereas, we owe a great debt of gratitude to Jean Tilley for her significant contributions to hospice care. She continues to inspire others to reach for the highest of standards and to accept no less than the very best for those the hospice serves. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and thank Ms. Jean Tilley of Columbia for her outstanding service and good will to the hospice industry in the Palmetto State.

Be it further resolved that a copy of this resolution be forwarded to Ms. Jean Tilley.
