Minutes of the meeting held on Monday 12th May 2014 at 7.30 pm at the New Staff Room, Tillington Manor Primary School, Young Avenue, Holmcroft.

1. To elect the Chairman for the coming year

The Clerk had received a nomination of Cllr Redfern for Chairman and Cllr Thomas for Vice Chairman. Proposed Cllr Cantrill, seconded Cllr Bowen, agreed by all present.

It was announced by Cllr Thomas that Mr Edward Rush had died on 4th May 2014 after a short battle with cancer. The Parish Council have sent a card and a letter to his wife Judith including a DVD of the latest Perrin service. The Rush family have been in contact with the Parish Council since the monument was unveiled and this was very sad news.

3. To elect Officers for 2013/14 and complete the Chairman’s acceptance form.

This was duly signed by the new Chairman and witnessed by the Clerk.

4. To appoint a Chairman and confirm Co-opted members of the Perrin sub committee

As resolved at the Annual Meeting of the Council in 2013, the Chairman of the Perrin committee will be the Vice Chairman of Creswell Parish Council – for 2014/15 this is Cllr Thomas. Co-opted members were confirmed as Ron Dixon and Mark Pearshouse. The council noted that Dorothy Dixon is in too poor health to continue her role but noted their thanks for her service to the committee and hope to see her at future meetings.

5. To accept Declarations of Disclosable Pecuniary Interests relating to items on the agenda

Cllr Cantrill declared an interested in items as follows: 12(a) A34 Development –Redhill Park, 12(e) Taylor Wimpey – Marston Gate, 12(f) Stafford Local Plan, 12(j) Other local issues

6. To consider signing and approving the minutes of the last Parish Council meeting held on 7th April 2014.

7. To review Matters Arising from those minutes

8. Matters Arising from the Annual Parish Meeting held on 28th April 2014

Pothole at Hidderley’s bend – raised on various occasions with SCC and they have been in attendance.

Potholes at bottom of Home Farm Drive – Clerk to report

Extension of 40mph zone to include Hidderleys Bend – Clerk to make enquiries.

9. Public Participation

The public had nothing in addition to raise.

10. To discuss issues with parking and traffic at Creswell Grove.

There has been several reports of 3 cars parked permanently at the top of Wilkes Wood all day every day. It is believed they are leaving cars there while getting a lift to work.

11. To discuss and agree costings for Milestone repainting work in the Parish

Costing have been received for £145. This includes work to Creswell Grove post, Beaconside post and a visit to the other 2 posts in the parish to assess and carry out work as required. This was agreed by all present. Cllr Thomas noted that someone had painted a white cross in gloss paint over the one on Redhill Island.

12. To discuss Planning matters in the Parish as follows:

(a) A34 Development – Redhill Park

Work is now underway to clear the compound. The crossovers on A34 have been successfully closed. It was raised that there is still no litterbin in the A34 layby, Clerk to raise with Mick at Streetscene. There is currently a bid by SCC/SBC/SOTC to have the HS2 training school and idications are that this would be sited at Redhill Employment Park.

(b) 48A Creswell Grove

No update.

(c) Strawsons – Stafford Gate

No update.

(d) Inglewoods – Creswell Park

Cllr Thomas has met with Andrew (Foreman on site). Steelwork for Landrover will go up shortly. The plateau at the other end has been extended and pictures have been sent to Stafford Borough Council

(e) Taylor Wimpey – Marston Gate

Sales office has relocated, new entrance is virtually complete. Barratt homes are purchasing approx. 80 homes and attended the APM on 28th April. Creswell Parish Council attended the site on Tuesday 29th April and met with some senior people from Taylor Wimpey and McPhillips. The compound will move to the back of the site and the farm gate will be stopped up.

Beaconside will be closed Westbound between 16/6-22/8.

Bus routes – there is an issue about the width of the road not being adequate for buses to use. John Holmes has replied to our correspondence stating that planning cannot insist on buses. Sustainability Matters have also got involved and are writing to various parties that they are also unhappy with this.

The question of how we move forward was discussed, and how to get bus stops put in near to the estate to ease the issue of buses not going onto the estate. Clerk to write to Jeremy Lefroy, the Inspector, Ted Manders and John Holmes.

Sewerage – groundworks are completed. Road to A34 boundary will be completed within 2 weeks. Large concrete squares and filters have been buried underground to retain groundwater. These work on a large pipe in, small pipe out basis. The Council agreed to write to John Holmes and Ted Manders about their concerns relating to the adequacy of this and the issue of the ditch at the back overflowing onto local fields. It has been brought to the Councils attention that this method will not stop flooding. Today Sandon Road was flooded without any extra input to Marston Brook.

Action Parkside have written about the issues with the sewers and potential capacity. They have questioned whether the upgrade includes Parkside.

Council will liaise with John Cooke (Taylor Wimpey) about why the signs are down at Redhill Island, potential website links, a noticeboard for the site and a welcome to Creswell sign.

(f) Stafford local plan

It is unlikely that there will be another consultation or that the enquiry will be reopened. There is still no response from the Councils letter about late submissions. Clerk to chase Alex Yendole. Following advice from the inspector the Beaconside road has now been deleted.

(g) Wootton Drive – Creswell Manor Farm

Approved by Planning Committee this morning. Only Stafford Borough Council members who had attended all previous meetings were allowed to vote.

(h) Seighford Lakes – Motocross - 13/19142/FUL

A letter has been submitted about the appeal, reiterating the original reasons for wanting the application rejected.

(i) Seighford Lakes – Wind Turbines

Cllr Redfern circulated information about this. The land was purchased approx. 1 year ago by someone who also owns 3 other plots in the country which are used for wind turbines. This will be monitored for now but would be seen by residents in Creswell Grove.

(j) Other local issues

It was discussed whether the Council would have any objections to a convenience store on PP14, it was felt there were no major issues with this but the Council were unsure whether the original permissions of the site would allow.

Parking on Primepoint was discussed. Lorries are now parking very close to the roundabout. The Clerk suggested looking at trying to get restrictions around the first stretch of road which is used by the public accessing the pubs and hotels. She urged all the businesses to write and report incidents to give strength to arguments for this, Cllr Thomas and the Clerk will draft a letter to the businesses.

Clerk read out the year end report and governance statements and this was accepted by the Council following a successful internal audit.

·  Update on Broadband – TXD have informed Cllr Thomas that the pipes for fibre optic to run down are present within Primepoint 14. Clerk to follow this up to see if the estate can be included as part of the superfast upgrade.

14. Councillors Reports

Cllr Redfern Reported that herself and Cllr Thomas had attended the Mayor Making ceremony. They had liaised with the Freemen of Stafford and other Councillors in relation to the Perrin Memorial.

Reported that the 490 bus no longer goes through the Parish – Clerk to contact Cllrs Chapman, Winnington and Sutherland.

Cllr Bowen Passed on contact details for the NFU to assist with the planning for the July 4th Perrin event. He noted that the visit to Sleap by the Parish Council was very good.

Cllr Cantrill Nothing further to report

Cllr Allsop Noted that he had received a leaflet from the local MP. He found the information in it very helpful and factual and was very interested in the information relating to the new MOD housing.

Cllr Thomas Informed the Council that Culina have confirmed they will clean the Perrin monument. There will be a site visit on 27th May with the groundsman to see what can be done around the monument.

Cllr Thomas, Redfern and the Clerk met with Nick Dawson (SCC) ref traffic delays in Stafford. They were provided with some interesting detailed information and had brought back some diagrams which were looked at by the council.

Reported that the Clerk to Marston has handed her notice in.

Noted that the future of the SPCA Area committee is being discussed this week.

Questioned whether there are any repeater signs on the A34 link road, Clerk will check next time she travels the route.

Perrin 2014 Clerk to investigate whether funding will be available from the County Council community fund for noticeboards and the new display case for the school.
