From the Desk of the Vice -Chairman

The West Bengal State Council of Higher Education (WBSCHE) was established on July 29, 1994 (under the West Bengal Act XXXVII of 1994) and started functioning from April, 1995. Since its inception, the Council has been endeavouring incessantly in accomplishing its mandate with profound sagacity of commitment for a spirit of coordination and consensus among various stakeholders in the field of higher education. Working in tandem with the State government for an inclusive and qualitative growth in higher education, the Council has been performing as catalyst to extend all possible support in addressing three overarching challenges: excellence, equity and expansion. The activities performed in the areas of planning and coordination, academic and advisory functions are listed in this report. The Council is also instrumental in the formation of new academic institutions, expanding and upgrading the existing ones, recommending institutions that are self-reliant in terms of quality education, professionally managed, and characterized by greater inclination towards research and provide students with edification that is relevant to them as well the nation as a whole. In an increasingly globalized society, the needs and expectations of society have been changing very fast with rising demand for quality education and greater sustainability at the desired level. Where quality of higher education rests on the quality of all its facets, be it faculty, staff, students, or infrastructure, the sustainability challenges to rethink the missions and reorganize courses, research programs, and knowledge base. The Council regardless of making untiring efforts in the proliferation of higher education in the State, there is still a long way to go. There seems to be more activities by the Council with the implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a centrally sponsored mission mode scheme spread over XIIth and XIIIth plan period.

The Council is primed to accept challenges with unrelenting support from the Government, the regulatory authorities, higher education institutions, academia and others for enabling it to discharge its responsibilities in the interest of promoting higher education with more vigour in the State of West Bengal.

I would like to convey my sincere gratitude to the State Government, the Higher Education Department and my predecessors and esteemed colleagues in the Council for their generous support and cooperation in the preparation of the report.

Introduction

The West Bengal State Council of Higher Education (WBSCHE) was established on July 29, 1994 under the West Bengal Act of 1994 and started functioning since April, 1995 in order to maintain the quality of teaching, examination and research in Universities and affiliated colleges in West Bengal in line with the objectives determined by the University Grants Commission, monitor the performance of the affiliated colleges in this respect, and strengthen the planning and co-ordination of education programmes in higher education. The statutory mandate of the Council is to (a) oversee the academic standard of the state-aided and administrated institutions of higher education, (b) fulfill the needs of the future developments, (c)control unplanned expansion, (d) channelize higher education in desirable direction on the basis of socio-economic need and (d) act as a link as far as possible between the Universities and the colleges on the one hand and the State government on the other and work closely with the other regulatory authorities of the country.

Roles and Responsibilities of the West Bengal State Council of Higher Education

The West Bengal State Council of Higher Education was formed to promote higher education in the State. The Council aspires to participate in the following activities:

A. Planning and Co-ordination

1. To prepare consolidated programmes in the higher education of the State, keeping in view the guidelines issued by the University Grants Commission (UGC) from time to time, and to assist in their implementation.

2. To co-operate with the UGC in respect of determination and maintenance of standards of higher education and suggest remedies wherever necessary.

3. To evolve perspective plans for development of higher education in the State.

4. To forward the developmental initiatives designed by the Higher Education Institutions (HEIs) of the State to the UGC and to initiate continuous monitoring on the progress of such developmental programmes.

5. To promote co-operation and co-ordination of the HEIs among themselves and explore the scope for interaction with industry and other related establishments.

6. To formulate principles as per the guidelines of the Government and the UGC for starting new HEIs and the norms to comply with. Keeping in mind the need, demand and suitability for establishing a new college in a specific location and based on the necessary instructions from the Govt., the Council is to conduct proper scrutiny and field inspection for the proposed college. After such inspection, the Council would send the report to the Higher Education Department for necessary action.

7. Regarding extension of affiliation of new subjects in the existing colleges at the UG and PG levels, the Council would cause inspection to the colleges and send report to the affiliating Universities for necessary action.

8. To suggest ways and means of augmenting additional resources as well as generating internal resources for educational institutions in the State.

9. To work in liaison with the AICTE,BCI,NCTE,NAAC,NBA,ICAR and other national level apex bodies or authorities in different areas of higher education.

10. To encourage girl students to go for higher studies and also to monitor enrolment of girl students in colleges and universities.

11. To identify measures needed and also to initiate steps for encouraging students of the families, faced with socially disadvantageous positions, to the institutions of higher education. 17 Annual Report 2013-14

12. To maintain close vigil over functioning of colleges in known backward areas in the State and to identify infrastructural and other deficiencies and accordingly to keep the Governing Bodies of the concerned colleges, the affiliating University, and the Government informed of these deficiencies.

B. Academic Functions

1. To encourage and promote innovations in curricular development, restructuring of courses and updating of syllabi in the Universities and the colleges.

2. To devise methods and steps for admission at the UG and PG levels in the colleges and universities of the State.

3. To devise methods and steps to improve the standards of examinations conducted by the Universities and suggest necessary reforms.

4. To facilitate training of Teachers in colleges and universities.

5. To develop programmes for greater academic cooperation and interaction between University teachers and College teachers and to facilitate mobility of students and teachers within and outside the State.

6. To encourage sports, games, physical education and cultural activities among students in the universities and colleges.

7. To encourage extracurricular activities and promote interaction with agencies concerned with regional planning and development of higher education.

8. To prepare an overview report on the working of the universities and the colleges in the State and to furnish a copy of the report to the UGC and the Government.

C. Advisory Functions

1. In determining block maintenance grants and formulating strategies in respect to distribution of such grants.

2. On setting up a State Research Board so as to link research work of educational institutions with that of the research agencies and industry, keeping in view the overall research needs of the State.

3. In framing policy on “earning while learning” for the students.

4. Towards performing any other functions necessary for the furtherance of higher education in the State.

5. To advise the Universities in framing Statutes, Ordinances or regulations on the basis of the respective University Act or amending the existing Statutes, Ordinances or Regulations, where necessary, keeping in view the various norms and requirements to be fulfilled. 18 Annual Report 2013-14

Vision

The vision of the Council is to strive for equity, expansion and excellence in higher education and research to make our State a knowledge society.

Equity: In respect to equity, the Government passed the OBC Reservation Bill mandating reservation of 17% seats in all state aided higher education institute to OBCs. Several colleges for girls have been established besides eastern ’s first Women’s University at Diamond Harbour.

Expansion: The Government is in expansion mode right now. 42 new degree colleges are underway. 3 new State-aided universities have been set up in the last six months.

 Make provision to provide opportunities for higher education for all those seeking such education.

 To achieve the Gross Enrolment Ratio (GER) target of 25.2% by the end of 12th Plan and 32% by the end of 13th plan, the present GER in WB is 12.2%.

 Promote the establishment of private degree awarding institutions, subject to fulfilment of quality and accreditation requirements. The state’s private universities, first of their kind, are expected to commence operation shortly.

 Promote a scheme of lateral entry to university education.

 Establish multiple modes of delivery in the higher education sector including quality distance and on-line learning to increase GER in HE.

 Facilitate effective counselling for students at +2 level to enable them to choose the programme based on their merit, aptitude and choice and thereby to decrease drop-out rate.

Excellence: The WBSCHE, set up in 1994, as per the WBSCHE Act 1994 and subsequently modified in 2007 has recently appointed by the National Board of Accreditation (NBA) as its nodal centre for West Bengal, Bihar and North-East states for mandatory accreditation of HE institutions starting from those imparting professional courses.

 To bring uniformity in the academic calendar across the state-wide universities and HEIs.

 To bring uniformity in the syllabi of different subjects across the state-wide universities and HEIs. The linkage would be of great help in conducting common admission test and also make it possible for faculty and student exchange programme. 19 Annual Report 2013-14

 Introduce student and faculty exchange programme, both nationally and internationally, in collaboration with government, non-government organizations and industry.

 Implementation of Choice Based Credit System (CBCS) across all the Universities and colleges in West Bengal to offer enough room for flexibility in the choice of selection of subjects, and to make evaluation in terms of Grades at par with the global standards. To make special provision for integrated courses for humanities, social sciences, sciences and technology in its educational programme. Offer multi-disciplinary programmes of study at UG, PG level on the comprehensive CBCS. In the long term, credit potability can be extended across the regional and national institutes of eminence. Maintain optimum teacher-student ratio to make the CBC system effective. For the same, the vacant positions in colleges and universities are to be filled by regular faculty.

 To introduce a chapter/subject on overview of financial markets and institutions at the upper secondary/higher secondary level as a part of our endeavour to spread basic education and awareness on financial system and its offshoots.

 Introduction of a State-wide Educational Management Information System (EMIS) in an attempt to establish a regularly updated, integrated information system from the entire higher education system and make institutional resources available on public domain () for free access. Details of faculty resource, expertise available, courses available, facilities for M.Phil and Ph.D. programme, events and notifications across all the universities and colleges should be enlisted as a first step towards our vision of knowledge society. It will also be helpful for faculty and student exchange programme, education research, collaboration, consultancy and extension programme.

 Provide all facilities to develop universities and PG Institutions as centres of excellence. Establish a few Centres of Excellence in frontier areas of emerging disciplines in each university, which should be kept open for students, faculty and scholars from other institutions.

 Design the curriculum content of academic programmes so as to provide sufficient opportunities for practical experience in skills of problem solving required for working the relevant profession/ occupation. Encourage HEIs to achieve right balance between job oriented and academically oriented courses. Professional career continuum with competitive compensation.

 Bridging the gap between school education and higher education by establishing forward and backward linkages with the secondary education and job markets as a part of a ‘cradle to 20 Annual Report 2013-14

career path’ initiatives and also to introduce a career guidance network/cell. It has not always resulted in the increase in the gross enrolment ratio for higher education nor has it reduced the entry-level barriers to higher education. Contrary to this problem is that of benchmarking and gradation. Promote linkages among the universities, professional bodies and technical and vocational education institutions.

 Preparing proposals “Earning while Learning” scheme to motivate more students to pursue higher education.

 Promote linkages among higher education institutes and industry, services and other sectors in order to widen the opportunities for employment of graduates.

 Training UG and PG students in independent learning and critical thinking through promotion of research.

 Offer incentives for academics to remain engaged in research work throughout their career. Another possibility is to provide special incentives for research, especially of the collaborative variety where multiple institutions can come together and depute, employ members from such institutions to participate in large-scale research programmes.

 Research mentoring for teachers.

 We need to provide our students with citizenship training and various soft skills for functioning in the modern world. A skills university/finishing school be established with branches in all district HQs of the State.

 Encourage HEIs to be more responsive to the need of community and industry in developing new courses, modifying existing courses and identifying research priorities.

 Higher education with an orientation towards production and application of new knowledge. This could result in research-curriculum integration. Develop a strong research profile as also develop a portfolio of community-oriented services, link up with industries and corporate houses and provide employment opportunities for graduates who would want to enter the teaching profession.

 Intensify the facility of ICT infrastructure and give access to it to teachers and students as basic educational facility. Make technologies like broadband connectivity, , computer access absolutely universal to improve global information access.

 Introduction of academic and administrative audit of higher education institutes. Regular peer review and academic audit should be made mandatory. 21 Annual Report 2013-14

Activities taken up by the Council

During 2013-14, the Council, with its limited infrastructure and inadequate resources, has been instrumental in the following activities (the detailed information in the subsequent pages).

1. Establishment of new State-aided University: The Council was very much effective in the inspection of the proposals sent by the higher education department and submitted reports on every visit based on their merit.

2. Establishment of new Private University: The Council played a key role in the critical assessment of the proposal for introduction of new private universities in the State and submission of report to the higher education department.

3. Establishment of new State-aided/Private Degree and B.Ed. Colleges: As per the instructions of the higher education department, the Council assessed and finally recommended establishment of 7 degree colleges (5 aided and 2 self-financed), 37 B.Ed. colleges including 1 M.Ed. college and one law college for the academic session 2013-14.

4. Extension of affiliation of new subjects: As another primary activity, extension of affiliation has been recommended to 90 colleges and in 198 subjects. The Council has also made sincere efforts in the affiliation of non-conventional subjects like Kurmali, Human Right Education, Rural Development and Agricultural Management and Technology for the academic session 2013-14.

5. Common Academic Calendar (CAC): The Council, in consultations with the university authorities, had recommended the common academic calendar and requested them to maintain the schedule so that the students could be benefitted in availing the benefit of admission in leading national and international institutions. After threadbare discussions in the Council meetings, the Hon’ble Vice-Chancellors of different universities were requested to arrange for meeting with the Principals / TICs / Officer-in-Charges of the affiliated Colleges for effective implementation of the CAC. It has been reported that most of the Universities are trying their best to work in tandem for the commencement of classes and declaration of final results of the Part III (final) examinations as per common schedule.

6. Common Academic Syllabus: The Council made some valiant attempts in setting up number of committees (comprising experts from all the universities of the state) to look into restructuring the existing PG and UG syllabus. One of the objectives of such was to introduce the Common Entrance Test (CET) for admission to PG courses in different universities of the state. 22 Annual Report 2013-14

7. Common Entrance Test (CET) for admission to PG courses in different universities of the State: The issue was taken up in different meetings of the Council and deliberated in detail by the authorities of different universities. A five-member committee was set-up to initiate proposals for its implementation from the academic session 2014-15. The committee members, after number of meetings, observed that introduction of the CET would need more preparation in respect to framing common syllabus and conducting the entire examination process. As such, it was recommended that the existing 60:40 formula should be continued for admission to PG courses in the State-aided universities and the affiliated colleges (offering P.G. courses) of West Bengal for the 2014-15 academic session.

8. State-wide University Network (SUN): The main idea behind this project was to make best use of human as well as other resources of the collaborating institutions on different subjects involving the Universities/Colleges/Institutes of National Importance of the State. Eleven (11) programmes were organised by the Council. The Council also offered financial support to organise such seminars on academic and administrative topics. Teachers, research scholars, students from the collaborating institutions were encouraged to take active role to make the spirit of the SUN project a success.

9. Distinguished Lecture Series by eminent scholars: Professor Rae Frances, Dean, Faculty of Arts, Monash University, Australia was invited for the series of lectures with the financial assistance from the Council. She delivered lectures on Social Science at the University of Burdwan, Aliah University and Rabindra Bharati University during January 28 and January 31, 2014.

10. NAAC Accreditation: The Council recommended all colleges/universities to get assessed by the National Assessment and Accreditation Council (NAAC) or re-assessed on expiry of their accredited status. The Council organised a seminar jointly with the Institute of Education for Women, Hastings House, Kolkata entitled ‘Quality Assurance in Teacher Education Institutions through NAAC Assessment and Accreditation’ on 10 September, 2013.

11. National Board of Accreditation (NBA): The Board entrusted the WBSCHE to act as the Nodal Centre of NBA in the East & North-East States of India and to assess the quality of teaching, learning and infrastructure of technical programmes under AICTE. The Council had taken initiative to organize a seminar on 16 September, 2013 in collaboration with WBUT to train the administrators, academicians, technical persons and others associated with the technical & management institutions to improve their teaching standard. It was a grand success.

12. Fee structure of self-financing B.Ed. colleges: The Committee discussed threadbare on this issue and finally recommended a common fee structure for the self-financing B.Ed. colleges in this State. A report was prepared and submitted to the higher education department for necessary approval and implementation.

13. Rashtriya Uchchattar Shiksha Abhiyan (RUSA): RUSA is a new centrally sponsored flagship scheme for higher . It aims to improve access, equity and quality in higher education through planned development in the state level. It was decided in the 49th meeting that the Council must work hand-in-hand with the higher education department in preparing a Perspective Plan for Higher Education in the State in order to implement RUSA.

14. Teacher and Student Exchange Programmes: It was decided in the Council meeting that “Teacher Exchange Programmes” be arranged particularly with the States having effective Higher Education Councils. Thus eminent scholars/ Professors of research institutes/ universities may be invited for specific programmes.

15. Revision of UG Syllabi: The Council appreciates the necessity of revising the UG Syllabi at regular intervals. The Council recommends revision of UG Syllabi and requests all universities to initiate the process of revision, if not initiated already.

16. Approval of new subjects and sanction of new educational institutions: The Council is making continuous endeavour in respect of framing guidelines for introduction of new UG and PG subjects and setting up new degree and professional colleges (list enclosed). The Council has been instrumental in recommending for opening new private universities in the State.

17. Introduction of degree/diploma courses in vocational subjects in colleges and universities: The Council recommends colleges/universities to open vocational courses (degree or diploma) both at the UG and PG level based on local requirements.

18. New University Act: The WBSCHE has been directly involved in preparation of the draft structure of new University Act and its subsequent implementation in right order.

19. Reform proposals: Proposals for the development and necessary reforms lying pending or unattended especially in the college education system has been initiated and recommended to the competent authority for the necessary course of action.

20. Increasing GER: The Council took major initiatives with the W.B. Council of Higher Secondary Education in motivating more students to pursue higher education and help to increase the overall GER.

21. Draft proposal on Students’ Union Elections of the State: A draft proposal for the detailed modalities of the students’ union election was prepared and sent to the higher education department for final approval.

22. Preparation of Draft of the Private University Act: The Council prepared a Draft copy of Private University Act and forwarded to the HE Department for finalisation of the proposal.

23. Accommodation Assistance: The Council, in spite of its inadequate infrastructure and human resources, made all possible efforts to accommodate newly formed Diamond Harbour Women’s University and Kazi Nazrul University to accomplish some of their administrative activities at the Council office.

24. Higher Education Advisory Committee: Government of West Bengal set up the Higher Education Advisory Committee of West Bengal under the Chairmanship of Dr Abhirup Sarkar, Professor of , ISI, Kolkata to look at the academic as well as administrative issues relating to Higher Education in the State. As per the order, the Council was authorised to assist the committee as Secretariat. So far three meetings were held, one in the Council office and two in Bikash Bhavan.

25. State-wide Higher Education Information Networking (SHEIN): It was perceived by the Council that in order to maintain a sophisticated database management for effective management information system, information networking seemed to be the need of the hour. The Council is planning to create a data hub to gather all types of relevant information relating to higher education in the State.

26. Education Commission: Government of West Bengal formed the Education Commission of West Bengal under the Chairmanship of Prof. Samir K Brahmachari, DG, CSIR to prepare a Road Map/Vision Document for 2020 and 2030 for the State’s education sector covering elementary, secondary, higher secondary, higher education, mass education, technical and vocational education, non-formal education, madrasah education and emphasizing on expansion, excellence, equity and employability. The Commission has submitted its draft interim report to the government. As per the order, the Council is to provide assistance to the Commission including arrangement of accommodation, secretarial and other logistic support.

A brief report on Sun Project

A meeting of the Vice Chancellors of all State Universities of West Bengal along with the Officials of the West Bengal State Council of Higher Education was held in Aliah University, Salt Lake, Kolkata on 10 November, 2012 to elevate over all development of the standard of education in the State of West Bengal. Thread bare discussions took place in the meeting and it was resolved that two or more universities, including a (relatively) new one, would jointly organize academic programmes to help upgrade the standard of the universities and to proliferate education in the state. Since then a project named State-wide Universities Network (SUN) has been introduced to increase academic interaction and exchange of thoughts among teachers, research scholars and students of various state universities of West Bengal. Brief reports on the programmes held so far under SUN Project are given below. 1. The first programme under SUN Project, held on 4-5 January, 2013 in Purulia, was a workshop cum seminar on Mathematics to pay a tribute to the great Mathematics-prodigy Ramanujan. Eleven resource persons from ISI, CU, VU, WBSU and other institutions delivered lectures on different topics on higher mathematics included in the PG courses and preparatory training for research works. 2. The second programme was on Economics. It was jointly organised by the West Bengal State University, Barasat and Vidyasagar University on March 7 and 8, 2013 at WBSU. Renowned economist Prof. Abirup Sarkar, Prof. Sugata Marjit, Prof. Kausik , VC of State University, and others were the resource persons in the programme. 3. The third programme was on “Computational Methodologies and Applications”. The organising universities were Bengal Engineering and Science University (BESU) and Kalyani University held on 22-23 April, 2013 at Kalyani University. Professor Ajoy Kumar Ray, the Vice-Chancellor of BESU was present as the chief guest and delivered the keynote lecture in the workshop. Professor Binay Bhattacharya, Simon Fraser University, Canada; Professor Sanghamitra Bandyopadhyay, MIU, Indian Statistical Institute, Kolkata (also a Bhatnagar awardee) and many others were the resource persons in the workshop. 4. The fourth programme was on Physics at Burdwan University on 5-6 June, 2013 jointly organised by the Calcutta University and Burdwan University. There was a conscious effort on the part of all the speakers to reach out to the mixed audience. 5. The fifth programme was on Chemistry at North Bengal University on 7-8 August, 2013. The participating universities were Jadavpur University and North Bengal University. Experts from different parts of the state, including IIT, and other institutions joined the programme. Invited talks were arranged and many papers were presented by the scholars. 6. The sixth programme was on History. It was jointly organised by the Aliah University and Vidyasagar University. The venues were Aliah University and Vidyasagar University on 26.11.13 and 27.11.13 respectively.

Distinguished Lecture Series of WBSCHE

It was decided in the 48th meeting of the West Bengal State Council of Higher Education (WBSCHE) that the Council would arrange some lectures in different subjects by distinguished eminent scholars. It was decided that this academic activity would be termed as “Distinguished Lecture Series of WBSCHE”. The first of such lectures was given by Professor Rae Frances, Dean, Faculty of Arts, Monash University, Australia on Social Sciences. During her stay from January 26 to 29, 2014 she delivered lectures at the Aliah University, Rabindra Bharati University and University of Burdwan.

National Board of Accreditation (NBA)

NBA, formed by the MHRD, Govt. of India by the act of Parliament, is entrusted to ensure / assess the quality of teaching, learning and infrastructure of technical programmes under AICTE. In recent past, this body has further developed the process of assessment and is poised to ensure quality of educational standard in technical and management institutions all over India. The institution follows the global accreditation parameters and gives extensive training in improving the standard of education as well as training to the teachers as is required for accreditation. The Council organized a seminar on September 16, 2013 in collaboration with West Bengal University of Technology to train the administrators, academicians, technical persons and others associated with the technical and management institutions to improve their teaching standard. The seminar was intended to motivate the institutes in our state and to impart necessary training for overall development of the management and technical education. Some experts in this field, like Prof. Ranjan Bhattacharya, Vice Chancellor, West Bengal University of Technology and Dr. Preeti Bajaj, Director, G.H. Raisoni College of Engineering, Nagpur, & Member, Governing Council, NBA were the main speakers of this programme. Prof. Abhijit Chakrabarti, Chairman, NBA Nodal Centre (East and North-East States of India) and the then Vice-Chairman, WBSCHE (currently Vice Chancellor, Jadavpur University) enlightened the audience about the activities of WBSCHE and the importance of accreditation by NBA.

Rashtriya Uchchatar Shiksha Abhiyan

Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a new centrally sponsored flagship scheme for higher education in India. It aims to operate in mission mode project to improve access, equity and quality in higher education at the state level. Such planning will include creating new higher education institutions, expanding and upgrading the existing ones, developing institutions that are self-reliant in terms of quality education, professionally managed, and characterized by greater inclination towards research and provide students with education that is relevant to them as well the nation as a whole. RUSA would be spread over the 12th and 13th Plan period for funding the States, state universities and colleges to achieve equity, access and excellence in higher education. It is based on key principles of performance-based funding, incentivizing well performing institutions and decision-making through clearly defined norms. All funding under RUSA would be norm based and future grants would be performance based and outcome dependent. Commitment by States and institutions to certain academic, administrative and governance reforms will be a precondition for receiving funding.

Key Features • RUSA is a flagship scheme that would function in mission mode and subsume other existing similar schemes in the state higher education sector. • Funding would be provided based on specific norms and future grants would depend on performance and outcome. • The Ministry of Human Resource Development (MHRD) would provide the funds to universities and colleges, through the State governments/State Higher Education Council. • Funding to the States would be made on the basis of critical appraisal of State Higher Education Plans (SHEPs). SHEP should address each State’s strategy to address issues of equity, access and excellence. • The Institutional Development Plan (IDP) would be prepared by each institution for all the components listed under the Scheme. It will be aggregated at the State level, after imposing a super layer of State relevant components into the SHEP. • State Higher Education Councils (SHEC) will be the key institution at the state level to channelize resources to the institutions from the State budget. It will also looked into to prevent distortions in terms of overcrowding and over commercialization and be responsible for advising the states in ensuring a balanced development of the sector. 35 Annual Report 2013-14 • SHEC will take initiatives in planning and evaluation, in addition to other monitoring and capacity building functions. • Centre-State funding would be in the ratio of 90:10 for North-Eastern States, Sikkim, J&K, Himachal Pradesh and Uttarakhand and 65:35 for other States and Union Territories (UTs). • State-wise allocations would be decided on the basis of a formulaic Fund Equalization , which would factor in the population size of the relevant age group, GER and Gender Parity Index (GPI) and Equity Index across categories, State expenditure on higher education, institutional density, teacher-student ratio, issues of access, equity and quality and excellence in higher education etc.

Objectives of RUSA • Improving the overall quality of existing state institutions by ensuring that all institutions would abide by the prescribed norms and standards and adopt accreditation as a mandatory quality assurance framework, • Ushering transformative reforms in the State higher education system by creating a facilitating institutional structure for planning and monitoring, • Adopting-accreditation as a mandatory quality assurance framework, . Ensuring governance, academic and examination (and evaluation) reforms and establishing backward and forward linkages between school education, higher education and the job market. • Expanding the institutional base by creating additional capacity in existing institutions and establishing new institutions, to achieve enrolment targets, • Undertaking corrective measure to minimize regional imbalances in access to higher education through setting up of higher education institutions in un-served and underserved areas, • Initiating measures to encourage equity in higher education by providing adequate opportunities to socially deprived communities; promote inclusion of women, minorities, SC/ ST, OBCs and differently-abled persons. • Ensuring adequate availability of quality faculty in all higher educational institutions and ensuring capacity building at all levels. • Creating an enabling atmosphere in higher educational institutions to motivate research and innovation.

Education Commission of West Bengal

It has been observed that over the last three/four decades, the intellectual legacy of West Bengal seemed to be rapidly fading with every passing year and we witnessed a fall in standards, battered laboratories, migration to other States for seeking better opportunities, as well as financial crisis in the educational sector. Falling literacy rates, increasing drop-out rates and fall in gross enrollment ratio have pushed West Bengal among non-achiever States of India. Lack of fresh thinking to revive the sinking morale and spirit of the educational sector has suffocated the education sector in the State.

Being one of the most densely populated States of India, the present situation in the educational sector is exceptionally challenging. High population tends to affect per capita resource allocation which in turn affects the effectiveness and potential. The dismal state of the Government Schools due to poor teaching quality, poor infrastructure and high dropout rates has emerged as a stain on West Bengal’s education landscape. The issue of lack of access to the schools in the rural areas has been witnessed in many parts of the State. The performance of the students from West Bengal at national competitive level is deteriorating which raises countless questions on the methodology of State’s educational system.

The people who haven’t received formal education also lack in proper vocational training which results in skill shortage in manufacturing and service industry. The absence of coordination between Government departments and the private skill development organizations creates conflicts in the approach method and benchmarks to be achieved.Understanding student’s aspiration and developing a system that helps them to pursue these goals is crucial if West Bengal has to flourish in skill development efforts.

The twenty first century is considered to be the century of the mind. The world is being taken over by companies like Facebook and Google which were mere startups by college students. It is interesting to note that the only raw material used by both these ventures was radical thinking. Children of today’s age should be encouraged to build and develop their aspirations by allowing creative free-time. This could be worked out by designing a curriculum which would reduce their burden of academic tasks and allow them enough free time to apply their creative minds. Similarly teachers of the modern world should focus on imparting a balanced training of the mind and training of the hands. While training the mind a teacher should enable students to develop their observation, analysis and deduction skills in co-ordination with training of the hand enhancing their skill development.

Of late, the State government has realized the importance and seriousness of the steps to be taken right from the grass root level to strengthen the present education system. The State Government has also started implementing various steps to establish West Bengal as a regional hub for higher education and attracting global learners from all over the world for academics and research. 38 Annual Report 2013-14

In this background in Novembr 2013, the Govt. of West Bengal has set up an Education Commission known as the West Bengal Education Commission, with Professor Samir Kumar Brahmachari, Director General, CSIR, as the Chairman, to prepare the road map and the perspective plans for the State’s education sector for 2020 and 2030. The Commission has the following Terms of Reference: a) To prepare a Road Map / Vision Document for 2020 and 2030 for the State’s education sector covering elementary, secondary, higher secondary, higher education, mass education, technical and vocational education, non-formal education, madrasah education, with an emphasis on the aspects of expansion, excellence and equity; b) To suggest innovations in the existing education systems so as to improve the overall standards of education, and to harness the full potential of human resource development in the State, with due emphasis on character building of the State’s youth; c) To review the courses / programs, their syllabi / curricula and to suggest changes in keeping with the latest trends nationally and internationally, and to suggest changes in the learning appraisal methodologies, with the objective of making education more enjoyable and tension-free; d) To suggest steps for making education more attuned to the needs of the economy, including forging academia-industry linkages, harnessing the full potential of e-learning through the IT and ITeS; e) To suggest measures, including financial and other incentives, for attracting private investments in the education sector in order to turn the State into a major educational hub of the country; f) To appraise the relevance of the existing Acts, rules, regulations and procedures in the education sector, and to suggest improvements; g) To review the functioning of statutory and other bodies in the education sector, so as to avoid jurisdictional overlaps among multiplicity of bodies, and to synergize them to work seamlessly towards the overall goal; h) To study the existing system of administrative practices and procedures and to suggest steps to overhaul them for making the structure more dynamic, accountable and result oriented, through a system of incentives and disincentives, etc.; i) To examine the desirability and feasibility of imparting instruction/ education from the primary level to the higher level, in Sanskrit and regional languages such as Urdu, Nepali, Santhali (Olchiki Script), etc. in different regions of the State and to suggest means to strengthen the existing structure; j) Any other matter incidental or ancillary to the above objectives which the Commission in its judgment may want to deliberate upon. The West Bengal State Council of Higher Education has been entrusted with the responsibility to provide all accommodation, secretarial and other logistics support to the Commission. The Member Secretary of the Council is also functioning as the Officiating Secretary of the Education Commission. 39
